DPW Welcomes New Principal Engineer
The Department of Public Works is pleased to welcome Nicolas Blish as our new Principal Engineer, overseeing roadways and bridges.
A graduate of the University of New Orleans, Nick became a licensed civil engineer after gaining extensive experience at the Louisiana Department of Transportation and Development (DOTD). Over the past 12 years, he has worked in hydrology, water resources, movable bridge design, and bridge inspection.
Nick’s expertise will help strengthen and improve New Orleans’ roadway and bridge infrastructure, supporting safer and more reliable travel for our residents and visitors. We are excited to have him on the team.
City Extends Ticket Amnesty Program Through September 30
New Orleans drivers now have until September 30 to take care of old parking and traffic camera tickets without paying late fees. The City’s Ticket Amnesty Program, originally set to end this month, has been extended to give residents more time to get caught up.
The program covers parking tickets more than 30 days old and traffic camera tickets more than 60 days past due. Late fees are waived, and drivers can either pay in full or set up an interest-free payment plan for parking tickets.
Payments can be made quickly and securely online at . After September 30, unpaid citations will move to the Louisiana Office of Debt Recovery, which can collect through tax refund offsets, wage garnishments, and other methods.
Check your tickets and take action by September 30 at nola.gov/nolatefees.
 The Department of Public Works was active across the city this past month, connecting with residents, businesses, and community partners at a wide range of events.
Our team participated in job fairs, neighborhood association meetings, neighborhood clean-up events, the Mayor’s Industry Day event, and public meetings held in advance of upcoming construction projects. These gatherings gave us the chance to share updates, answer questions, and hear directly from the public. Discussions focused on providing status updates for ongoing projects, including efforts to address interstate and neighborhood streetlight outages, as well as future plans to expand bike and trail connectivity across Greater New Orleans.
We closed out the month with the K20 Day of Service at Oliver Bush Playground in the Lower Ninth Ward. This meaningful event marked the 20th anniversary of Hurricane Katrina and honored the lasting impact it continues to have on our community.
Public Works is committed to staying engaged and working hand in hand with residents as we continue building a safer, more connected New Orleans.
 DPW772: CBD Asphalt ROW Improvements 2024
The City of New Orleans Department of Public Works is currently performing infrastructure repairs as part of the DPW772 Right of Way (ROW) Improvements project. The project includes roadway patching, street resurfacing/re-striping, sidewalk restoration, driveway repairs, and the installation of ADA-compliant ramps at various locations.
Improvements are completed along South Prieur Street, Tchoupitoulas Street, Lafayette Street, and St. Roch Avenue. The next areas to receive improvements include Moss Street and Orleans Avenue.

Moss Street: Areas between North Carrollton Avenue and Orleans Avenue will be milled and overlaid. So far, crews have milled one lane.

Orleans Avenue: Areas from City Park Avenue to Carrollton Avenue will be milled and overlaid. Crews will also clean and seal joints.
Pictured above, the project team surveyed Old Poydras Road to identify water accumulation areas, helping guide swale installation to reduce pooling and improve drainage as part of this project.

Lake Terrace & Oaks Group B and C
This $10M FEMA-funded effort began in July 2025 and is expected to reach completion by Fall 2026, weather permitting. The project will improve five blocks and includes full reconstruction, which covers subsurface utility work, surface restoration, and accessibility enhancements.

6200 Bertha Street: Crews are completing utility drainage work. Roadway reconstruction is expected to follow in early September.

Lakeview North Group F and G
This $20M FEMA-funded effort began in June 2025 and is scheduled to be completed by Summer 2026, weather permitting. The project will improve 14 blocks and includes full reconstruction, which covers subsurface repairs, surface restoration, and streetscape enhancements.

Memphis Street Update: The 6500-6800 & 7100 blocks of General Diaz Street were moved to the first phase of construction in place of the 6400-6600 blocks Memphis Street while the project team finalizes the logistics and scope of work for that area. DPW771: Asphalt ROW Improvements
The Department of Public Works (DPW) is making improvements through the DPW771: Right of Way Improvements Project. Crews are working on roadway patching, milling and overlay, sidewalk repairs, and curb improvements at different locations in the project area.
Patching on the lake-bound lanes of Canal Street is complete.
Milling and overlaying of the river-bound and lake-bound lanes of Canal Street started in August 2025. The patchwork on the lake-bound lanes of Canal Street is currently underway.
Crews will move to Galvez Street and Norman C. Francis Parkway at their intersections of Canal Street.
Tree trimming will also occur along the river-bound lanes of Canal Street.

DPW775: Concrete ROW Improvements
The DPW775 Right of Way Concrete Improvement Project, designed to improve roadway conditions and enhance pedestrian safety across New Orleans, is currently underway.
The project focuses on concrete roadway patching, sidewalk repairs, and curb upgrades at multiple locations.
Crews began work on the West Bank and completed concrete and sidewalk improvements on Woodland Drive at the intersection of Tullis Drive. Concrete improvements are ongoing at the intersection of Eton Street and MacArthur Boulevard. This project is also finishing concrete improvements in English Turn.
Work is underway on Johnny Jackson Jr. Boulevard / Louisa Street. Saw-cutting crews will begin at Higgins Boulevard and move North to Almonaster Avenue to perform concrete patches and limited sidewalk improvements. Tree trimming will also occur on Johnny Jackson Jr. Boulevard / Louisa Street.
Following the completion of Johnny Jackson Jr. Boulevard, crews will move to Canal Boulevard to perform concrete patching.

 DPW Participates in BIKE Talks NOLA
On Wednesday, August 13, 2025, Jennifer Ruley, DPW’s Mobility and Safety Division Manager, joined community partners and regional leaders for Bike Talks NOLA. The discussion focused on expanding bike and trail connectivity across Jefferson, Orleans, and St. Bernard Parishes as part of the Louisiana Bootlace Trail Network, an initiative to connect communities across the state through trails and partnerships.
Speakers shared the long-term vision of linking trails around Lake Pontchartrain and highlighted the potential of growing these efforts statewide. The session also provided updates on current and planned projects in Jefferson Parish, offering a look at the progress being made to expand safe, accessible connections for people biking and walking.
DPW is proud to be part of these conversations and continues to support projects that improve mobility, safety, and connectivity for residents across New Orleans and the region.
Andrew Higgins Drive Redesign Moves Forward
The City of New Orleans is advancing plans to redesign Andrew Higgins Drive in the Warehouse District, currently in the “Final Design” stage of pre-construction. The 0.5-mile corridor between the National WWII Museum and the Convention Center will see narrower travel lanes, wider sidewalks with curb extensions, and new aesthetic features such as brick paving, benches, and greenery.
These improvements are designed to slow traffic, reduce heavy truck use, and create a safer, more welcoming environment for pedestrians without significantly impacting overall traffic flow.

Connecting New Orleans East - Project Update
An updated project start date has been issued for Fall 2025. As of July 4, 2025, Section 60019 of the bill signed by the President rescinds all unobligated funds for the Neighborhood Access and Equity (NAE) program. As a result, the project is currently only funded through the preliminary design phase. The City of New Orleans must secure additional funding to complete permitting with the Louisiana Department of Transportation and Development (LaDOTD) and proceed with construction. The source of this funding could be from City, State, or Federal funds.

Broad Street Pedestrian Street Improvements Wrapping Up
The $23.6M Morrison Road (Mayo–Bullard) street improvement project is moving into construction following the bid opening on August 13, 2025. Work is expected to begin this fall with bridge repairs and replacements, followed by pavement upgrades, ADA-compliant curb ramps, sidewalk repairs, bike lanes, and new green spaces.
Funded through a partnership between the Federal Highway Administration (80%) and the City’s bond program (20%), construction is anticipated to take about two years to complete.

Morrison Road Project Moving Forward
The Mobility and Safety team is excited to announce this project will be wrapping up by mid-September 2025, weather permitting. Striping for the road has begun and pedestrian crosswalk signals have been activated. The City of New Orleans is currently working with internal and external partners to host a ribbon cutting for this project.
