This weekly summary produced by the Mayor’s Office of Criminal Justice Coordination is a recommendation of the Jail Population Management Subcommittee supported by the work of the Safety and Justice Challenge.
 For the week ending 28 October 2023, the average daily jail population was 1,230 people, a very small increase from last week, when the average was 1,229 people.
On average, 91% of people detained in the jail last week were in custody for open matters.

On average, Black people made up 89% of the average jail population last week. In 2021 (the last year for which we have available Census data), Black people comprised 58% of the estimated parish population. Thus, Black people are overrepresented in our average daily population. Asian-Americans made up less than 1% of the average daily population. |
59% of the average jail population was between the ages of 17 and 34 years at the time of arrest. People between the ages of 25 and 44 years are overrepresented in the average jail population: they are 62% of the average jail population but estimated 38% of the total parish population. |

134 people were booked into the jail from Sunday, 22 October through Saturday, 28 October 2023, a decrease of over 23% from the previous week, when 165 people were admitted to the jail.
66 people (49% of those booked last week) had a felony as the most serious charge at booking, a decrease of 8% compared to last week, when 72 people were admitted to the jail with a felony as the most serious charge at booking.
155 Jail Releases
155 people were released from jail custody between 22 October and 28 October, a decrease of nearly 4% from the week ending 28 October, when 161 people were released from jail.
133 people – 86% of those released last week-- left jail custody before the final disposition of their cases.
The average length of stay was 54 days for the 155 people who were released from jail custody between 22 October and 28 October 2023 (min = < 1 day; max = 1,244 days; standard dev. = 128.9).

 The median length of stay was 5 days for all releasees, an increase of 2 days compared to last week’s median.
43%, or 66 people, were released after staying in jail for two days or fewer. The 89 people who were released after 2 or more days in jail stayed in jail for an average of 94 days (median = 46 days; standard dev. = 159.8)
We calculate the average daily jail population as the mean of all daily counts during the week.
We calculate length of stay as the difference, in days, between booking date and release date, for people released from the jail during the week.
We determine the most serious charge at booking using a hierarchy of charges, with all felonies being more serious than all misdemeanors.
