Individual Assistance (IA):
- Residents of Avoyelles, Bienville, Bossier, Caddo, Calcasieu, Catahoula, Claiborne, Concordia, DeSoto, East Baton Rouge, Franklin, Grant, LaSalle, Madison, Natchitoches, Ouachita, Rapides, Red River, Richland, Sabine, Webster, West Carroll and Winn Parishes with damages and/or losses due to the February Severe Winter Storms (DR-4590), have until May 10 to register for FEMA assistance.
- Survivors may register by calling the FEMA Helpline at 800-621-3362 (TTY 800-462-7585), visiting DisasterAssistance.gov or downloading the FEMA Mobile App by texting ANDROID or APPLE to 43362.
- For Hurricane Laura, FEMA has put $228 million in the hands of survivors. The SBA has approved $595 million in low interest loans. PA has obligated over $166 million. Additionally, NFIP has paid more than $46 million on claims.
- For Hurricane Delta, FEMA has put $40 million in the hands of survivors. The SBA has approved $46 in low interest loans. PA has obligated over $1 million. Additionally, NFIP has paid more than $70 million on claims.
- For Hurricane Zeta, FEMA has put $10 million in the hands of survivors. The SBA has approved $10 million in low interest loans. Additionally, NFIP has paid more than $3 million on claims.
- For the Severe Winter Storms, FEMA has put over $2 million in the hands of survivors. The SBA has approved over $500 thousand in low interest loans.
Direct Temporary Housing Assistance:
- As of March 30th, 46 applicants have moved out of FEMA direct temporary housing units.
- FEMA determines whether applicants are eligible for direct temporary housing and pairs them with the best available housing solution to meet their household needs. For those who have not found a solution, FEMA caseworkers continue to reach out to eligible families to assess their housing situation.
- FEMA's Direct Housing Mission takes time to complete; each installation is a construction project. It may be late summer or fall before all eligible households are licensed into a unit.
- Many applicants have not taken ownership of their own recovery, which delays their housing.
- FEMA's housing is not a permanent solution.
- Applicants that refuse commercial park or Direct Lease units that are offered to them, may be placed in group sites.
- Groups site development has been challenging due to zoning issues and objections.

Substantial damage means the cost of restoring a structure to its before-damage condition would equal or exceed 50 percent of the market value of the structure before the damage occurred.
