CITY OF BAKER PUBLIC HEALTH COVID 19 CONTINUING EMERGENCY DECLARATION UPDATED, MARCH 2021
Pursuant to Governor John Bel Edwards COVID-19 PUBLIC HEALTH EMERGENCY PHASE 3 OF RESILIENT LOUISIANA, PROCLAMATION NUMBER 29 - JBE 2021 the following are the amended orders from the City of Baker, Mayor Darnell Waites as reflected in CITY OF BAKER PUBLIC HEALTH COVID 19 CONTINUING EMERGENCY DECLARATION UPDATED, MARCH 2021
A) It continues to be urgently insisted that all Baker citizens and/or visitors to this City whenever out in public, wear appropriate facial coverings/masks and maintain social distancing in compliance with CDC and State of Louisiana Guidelines and/or Orders until further notice, in order to continue to avoid and reduce the chance of contracting and/or spreading the COVID-19 infection.
B) All individuals who are at higher risk of severe illness from COVID-19 should stay at home, unless travelling outside the home for an essential activity, such as:
a. Obtaining food, medicine, and other similar goods necessary for the individual or a family member of the individual. b. Obtaining medical care and treatment and other similar vital services for an individual or a family member of the individual. c. Going to and from an individual's workplace. d. Going to and from the home of a family member. e. Going to and from an individual's place of worship. f. Engaging in outdoor activity, provided individuals maintain a distance of six feet from one another.
C) Those individuals who are at higher risk of severe illness, as designated by the Centers for Disease Control (CDC), are those with conditions such as asthma, chronic lung disease, compromised immune systems (including from smoking, cancer treatment, bone marrow or organ transplantation, immune deficiencies, poorly controlled HIV or AIDS, or use of corticosteroids or other immune weakening medications), diabetes, serious heart disease (including heart failure, coronary artery disease, congenital heart disease, cardiomyopathies, and hypertension), chronic kidney disease undergoing dialysis, liver disease, or severe obesity or those who are 65 or older or living in a nursing home or long term care facility.
D) All businesses in the state of Louisiana are strongly encouraged to develop or continue plans for employees to work remotely to mitigate the spread of COVID-19.
E) CRITICAL INFRASTRUCTURE AND ESSENTIAL BUSINESSES
a. All businesses outlined in the guidance from the Cybersecurity and Infrastructure Agency (CISA) as outlined in version 4.0 of that guidance and published at: https://www.cisa.gov/identifying-critical-infrastructure-during-covid-19 may remain in full operation.
F) Public access to all City of Baker public meeting places shall remain suspended and it is ordered that all Public Meetings normally held at City Hall shall remain suspended from being held at City Hall and that all required and scheduled Baker City Council Meetings shall continue to be held via phone or video conference call with public access available for participation, until further notice.
G) All businesses functioning in the City of Baker, including but not limited to:
a. Auto Repair and Auto Related Businesses b. Gas Stations c. Convenience Stores d. Pharmacies e. Retailers f. Grocery Stores g. Supply and Hardware Stores h. Beauty Salons and Barbershops i. Clothing and Furniture Stores j. Fast Food Stores and Restaurants k. Medical Facilities and Doctor Offices, may continue, but only to a maximum of 75% of total occupancy capacity, with inside waiting areas closed, while adhering to the Louisiana State Fire Marshall guidelines.
H) All businesses functioning in the City of Baker, including but not limited to:
a. Event Centers b. Reception Halls c. Athletic Events d. Gyms/Fitness Centers e. Bingo/Casinos f. Racetracks, and Video Poker Establishments g. Bars h. Convention/Conference Centers may continue, but only to a maximum of 50% of total occupancy capacity or 250 people whichever is less, with inside waiting areas closed, while adhering to the Louisiana State Fire Marshall guidelines.
I) All functions and/or gatherings conducted in the City of Baker, including but not limited to:
a. Religious or Church facilities b. Religious Gatherings may remain in full operation. All owners and employees at such businesses shall maintain moderate social distancing between themselves and members of the public and shall wear face coverings at all times if interacting with the public.
J) All Businesses of whatever type or kind, currently operating within the City of Baker, including but not limited to:
a. Auto Repair and Auto Related Businesses b. Gas Stations c. Convenience Stores d. Pharmacies e. Retailers f. Grocery Stores g. Supply and Hardware Stores h. Beauty Salons and Barbershops i. Clothing and Furniture Stores j. Fast Food Stores and Restaurants k. All places of Worship and Religious Gatherings l. Medical Facilities and Doctor Offices
in order to avoid or reduce COVID-19 infections and/or the spread of the same and for the safety of all employees, staff, customers and citizens highly recommend that all business owners and managers continue to require employees and staff to wear CDC recommended facial coverings/masks while at work. That they continue to insist and require customers and visitors who physically enter these respective places and establishments to wear a facial mask/covering as a condition to providing services; furthermore, all businesses or religious facilities operating within the City of Baker shall continue to post and place easily visible Written Notices for public view announcing the Louisiana Governor’s facial coverings/Masks requirements Mandate.
I encourage every citizen and visitor to wear a facial covering/mask and always maintain social distancing when in public in the City of Baker.
