Transportation Cabinet to Hold Final Public Meeting for KY 1065 (Outer Loop) Planning Study on Feb. 4, in Louisville

Public invited to provide comments on potential safety and mobility changes

LOUISVILLE, Ky. (Jan. 20, 2025) A transportation planning study underway in Louisville is evaluating potential improvements to KY 1065 (Outer Loop) between Interstate 65 and KY 2052 (Shepherdsville Road). The study, dubbed the Outer Loop Transportation Study, has identified potential highway safety and mobility enhancements for the roughly three-mile corridor.

The Outer Loop Transportation Study includes a full analysis of existing conditions along the corridor that have been used to develop practical solutions and improvement concepts to boost roadway safety, address congestion and improve traffic flow. The study area spans three miles across KY 1065 (Outer Loop) from Minor Lane, over I-65 and through the KY 61 (Preston Highway) intersection to KY 2052 (Shepherdsville Road).

As the study transitions into the final phase, citizens are invited to attend a public meeting on Wednesday, Feb. 4, to provide feedback on proposed improvement concepts. The public meeting will be an open-house event (no formal presentation) from 5 to 7 p.m. at the South Central Regional Library, 7300 Jefferson Boulevard, in Louisville. Those who are interested may drop in any time to receive handouts containing information and fill out comment sheets. Representatives from the Kentucky Transportation Cabinet and the project team will be in attendance to answer questions. 

Written surveys will be available at the meeting for the public to provide feedback directly to the project team. Following the public meeting and through March 4, the survey will be available online. Comments regarding the plan may also be mailed to the KYTC District 5 Office at 8310 Westport Road, Louisville, KY 40242.

Following the public meeting, displays and materials will be available for review at the KYTC District 5 Office. Office hours are Monday through Friday from 8 a.m. to 4:30 p.m. Feedback will be accepted until March 4. Input received from the Feb. 4 public meeting and survey efforts will be compiled and considered as potential concepts are developed. The final report, which will include input from the initial and final public meetings, is expected to be published by the Summer of 2026.

All responses will become part of the official meeting record. Once compiled, the meeting record and supporting documentation will be made available for review and copying only after an Open Records Request has been received and approved. All Open Records Requests must be submitted to the Transportation Cabinet, Office of Legal Services, Transportation Office Building, 200 Metro St, Frankfort, KY 40622, or via kytc.openrecords@ky.gov.
