Project to begin for New Circle Road/KY 4 in
Fayette County
Between Leestown Road/US 421 and Georgetown Road/US 25
LEXINGTON, Ky. (Dec. 1, 2023) – The Kentucky Transportation Cabinet (KYTC) advises motorists of a project beginning in Lexington, Fayette County. The design includes improvements for New Circle Road/KY 4 between Leestown Road/US 421 and Georgetown Road/US 25.
The purpose of the project is to increase the capacity and operation of New Circle Road/KY 4 and the Leestown Interchange. Studies and evaluations for the plan began in 2012. This included traffic counts and public input.
New Circle Road/KY 4 will have three (3) lanes in each direction with a paved median and barrier wall. The Leestown Interchange will be a Double Crossover Diamond design. The plan is similar to the current Harrodsburg Road/US 68 interchange. The Harrodsburg Road/US 68 DCD (opened in 2011) continues to be effective with reducing crashes.
New sidewalks constructed along Leestown Road/US 421 will connect to existing sidewalks on both sides of New Circle Road/KY 4 and through the interchange. A sound barrier wall will be included on the Inner Loop. The wall will be located from Leestown Road/US 421 to the Norfolk Southern Railroad Bridge. This area is prior to Georgetown Road/US 25.
The work was awarded to L-M Asphalt Partners LTD D/B/A in the amount of $62,709,210.63. The anticipated completion date is August 1, 2026. The traveling public will be informed of significant changes to traffic patterns through advisories furnished to media outlets.

The project limits: Leestown Road/US 421 (milepoint 7.2) to Georgetown Road/US 25 (milepoint 8.7)
Monday, Dec. 4 – signage for the project will be installed by the contractor
Tuesday, Dec. 5 through Friday evening, Dec. 8/Saturday morning, Dec. 9 – 7 p.m. evenings until 7 a.m. the following mornings
New Circle Road/KY 4
- periodic lane closures will be in effect for milling and paving operations
- appropriate signage will be in place to guide motorists
- motorists will be able to pass through the work zone
District 7 includes: Anderson, Bourbon, Boyle, Clark, Fayette, Garrard, Jessamine, Madison, Mercer, Montgomery, Scott and Woodford Counties
