Cooper Chapel Road Widening Set to Begin August 4
Work is set to begin August 4, on the Section I reconstruction and widening of Cooper Chapel Road between Preston Highway and Smyrna Parkway. The precise Section I project zone runs 1.82 miles along Cooper Chapel Road between Cooper Crossings Drive and a point just south of Theiler Lane.
Along with widening of the roadway, improvements will include new sidewalks, bike lanes, and drainage upgrades. A new roundabout will be constructed at the Cooper Chapel Road-Chambers Way intersection to improve traffic flow and enhance safety. Section I construction is scheduled to be completed by early of spring of 2016.
The $8 million project is funded 80 percent by the Federal Highway Administration and 20 percent from Local System Development dollars. A separate $30 million Section 3 project, now in final design, that will extend Cooper Chapel Road by three miles from Beulah Church Road to Bardstown Road, is projected to begin construction in 2018.
As a part of the Section I project, the Louisville Water Company and Louisville Metropolitan Sewer District (MSD) will be making major improvements to the water and sewer lines within the project corridor.
During construction, sections of the roadway will be closed to through traffic for extended periods of time. However, the contractor will be required to maintain traffic to local residences and businesses from at least one direction at all times.
A public information meeting was held on July 31st to provide information on the three (3) construction phases, road closures and anticipated duration of closures.
Kindergarten Countdown Fair is August 5!
Kindergarten Countdown Fair is coming up on Tuesday, August 5th at Louisville Slugger Field from 5:30 p.m. to 7 p.m. Students and an adult will receive free admission to the Louisville Bats game, where they will also receive information about immunizations, health screenings and skills they should know before starting kindergarten. Students will be able to meet teachers and tour a school bus as well.
Now in it's 9th year, Kindergarten Countdown is a partnership between Metro Government, JCPS, Metro United Way, the Louisville Free Public Library and PNC Grow Up Great. While Kindergarten Countdown is confined to the summer months, these organizations work throughout the year to increase school readiness and to educate families about the transition to kindergarten. JCPS has crafted an informative school readiness guide to help parents understand what they can do at home to maximize their child’s kindergarten experience. It can be accessed on their website.

Metro Council Members Kramer, Benson and Engel to Host Annual Mobile Mammography Clinic
Monday, September 15th
Councilmen Kevin Kramer (District 11), Stuart Benson (District 20) and Robin Engel (District 22), in conjunction with the Metro Health Department, the Partnership for Cancer Control, the Kentucky Cancer Program and the National Brest Cancer Foundation, are hosting their annual Mobile Mammography Clinic for area women age 40 and over. The clinic will be conducted at the Glenridge Health Campus (6415 Calm River Way) on Monday, September 15 between the hours of 8:30 a.m. to 11:15 a.m. and 12:45 p.m. to 3:15 p.m.
The University of Louisville James Graham Brown Cancer Center will conduct the screenings with insurance being filed for those persons with coverage. Persons without health insurance who are income-eligible will be provided screenings free of change. Although reservations are not required, they are encouraged to assist in the operation of this program and appointments will be honored first.
Persons interested in scheduling an appointment or in need of additional information are encouraged to call Monica Hodge in Councilman Engel's office at 574-3467.
Eligible women: The target is women age 40 to 64 who are low income and/or uninsured. Women age 65 and over may participate in the screening; however, the Brown Cancer Center will file Medicare to pay for these individuals.

Fighting Crime: Why you are the best weapon police have
Policing has evolved a lot over the years and one prevailing theme that has continued to emerge is that police departments need the public if they are going to be successful in fighting crime. The community is how police departments measure success, and that is why a close partnership with the community is vital to any law enforcement organization.
The LMPD 7th Division has an aggressive partnership with the community. Although we utilize technology to reach as many people as possible, we value partnerships and that is why we provide training and information to the community, especially those in leadership roles such as block watch captains or members of a home owner’s association board. We then provide important information to those leaders to take back to their community.
At mid-year in the 7th Division burglaries are down 25% and thefts from automobiles are down 10%. Today I received an e-mail from the Commonwealth Attorney’s office that two burglars (repeat offenders) I charged some time ago were each being sentenced to more than 15 years in prison. The most important piece of evidence I had came from the victim who gave me a cigarette that one of them had thrown away while breaking into his garage – DNA a 99.99% match.
You can also help us solve crimes with greater ease and efficiency by writing down the serial number of valuables or photographing unique items such as jewelry. When a police officer makes a theft report and is able to enter in a serial number (as well as the make and model) of the stolen item there are two data bases detectives can search, the National Crime Information Center and “Leads-online,” which is a local program that pawn shops and other stores have to register items with within hours after receiving them. A serial number can do in minutes what it may take hours or even days for a detective to do on the streets. Many serial burglars and repeat offenders have been taken off the streets because someone had a serial number to stolen property.
Unfortunately, too many valuables are being stolen and sold by thieves because we do not have a serial number or photograph needed to catch them and recover the property. Also, too many items are left in unlocked cars as approximately 90% of thefts from automobiles are unlocked vehicles and the other 10% are valuables left in plain view and result in a broken window. Please make a commitment to document your valuables and put the information on a piece of paper well hidden or e-mail it to yourself (you may also get a discount from your insurance company, be sure to ask) and never leave valuables in the open or in unlocked automobiles.

Think Before You Speed!
We live in a society of calculated risks. Maybe you risk losing a couple of dollars by purchasing a scratch-off game. You enjoy playing the game and the chance of winning and it is only two dollars. That is a risk everyone can live with. However, every day drivers are taking risks that put people’s lives in danger by speeding beyond the posted speed limit.
You should think before you speed and here are a few things to think about…
Is speeding really worth it? If you are travelling 25 miles to work and drive 10 miles over the posted speed limit (e.g., 75 mph instead of 65 mph) you will get to work approximately 4 minutes faster than if you had taken your time and driven the speed limit. What are you risking to have 4 minutes shaved of your commute?
Here are some risks:
· Speeding ticket will cost approximately $150 (points and higher insurance premiums??)
· The chance of being involved in a collision due to decreased reaction time and increased stopping distance. If you are traveling 50 mph in light rain, you will travel more than a football field’s length by the time you realize you need to stop and when your car actually stopped.
· Civil liability and being dragged through a law suit if you are at fault in an injury collision. P.S., do not try to buy a home if you are caught up in a civil law suit.
· Criminal charges – there is a reason we call “accidents” collisions now. State law has recognized that in all cases, “accidents” were actually negligent drivers so the terminology has been changed to “collision.” How do collision investigators know you were speeding? Skid marks, speedometer being stuck on impact at the speed last travelled, electronic devices in newer cars, and more. Collision investigation makes CSI look like an episode from the Andy Griffith Show.
· Physical health – there is no question that driving under stressful conditions has a negative impact on your health.
Honestly, is speeding really worth the risks of all the financial, civil or even criminal problems that could occur as a result of being in a collision where your speed was a factor? Let me answer that question for you, NO! Life can be stressful and that is why choosing to not speed must be a conscious decision you have to make. One strategy to help you reduce time is your preparation for the next day’s routine. Get your clothes and other necessary items ready at night before you go to bed.
4 minutes for all the risks of speeding simply does not add up to a smart decision and it is definitely not worth the risks of being in a serious collision and hurting someone or taking a life.

The LMPD 7th Division has an aggressive community partnership strategy through a virtual team model which is built on the Neighborhood Block Watch program.
The virtual team approach recognizes that time and distance can be significant obstacles to overcome in efforts to have successful, unified effort to combat crime in your neighborhood.
The virtual team concept is a proven way to work together to achieve success even though there is limited face-to-face interaction. The LMPD 7th Division provides periodic training for team leaders and sends out weekly crime bulletins and alerts through the Internet (like below). 1 – Find a location where you can have a meeting (church, firehouse, government center)
2 – Communicate the time and location to people in your neighborhood, we can help you distribute flyers or you can use an existing e-mail network (e.g., homeowner's association)
3 – Get your neighborhood team registered with LMPD.
4 – Start impacting crime in your community immediately. For example, almost 90% of thefts from cars in our division are the result of UNLOCKED car doors. Public awareness is the key to crime prevention, and we need your voice and your ability to spread the word in your community.

You may now call MetroCall (311 or 574-5000) and speak to a live representative Monday – Friday from 7:00 a.m. – 7:00 p.m. If you need to report an issue after hours or on the weekend, you may submit your concern online at: http://www.louisvilleky.gov/MetroCall/submit_a_concern.htm.
All you need to do is set up an account, which will allow you to login in the future and report something and see the history of your reports. There is also a link to download the mobile app to report an issue on your phone.

The app allows you to submit service requests on the fly, including reporting potholes, issues with traffic signals, reporting a stray animal, drainage issue, garbage and recycling information and much, much more!
