Last Thursday’s Metro Council Meeting
During the meeting we discussed five proposals to strengthen our oversight for Neighborhood Development Funds, an ordinance authorizing MSD to continue its work to improve our sewer system and a vote seeking to eliminate a special license that allows for the retail sale of alcohol.
Neighborhood Development Fund Ordinances
There were five resolutions filed on behalf of the nine Republican Councilmembers. Each resolution was written to improve oversight over neighborhood development funds (NDF). Resolution R-153-09-13 passed the Council unanimously. This resolution prohibited the use of NDFs for organizations’ employee bonuses, rent severance, incentives or for meals unless volunteer service is being provided. The second resolution (R-156-09-13) passed and prohibited reimbursements of non-profits for applications for events or programs completed prior to the application date.
Of the remaining three resolutions, Resolution R-150-09-13 sent back to committee for further review which requires organizations using Metro funds for cleaning private property to follow more comprehensive reporting rules to ensure those funds are used effectively and that an actual service is being performed on behalf of the public; Resolution R-155-09-13 was also sent back to committee and prevents members from using NDF to receive public recognition; Resolution R-151-09-13 failed and would have prohibited members from using capital funds for such expenditures as parties or regular operational expenses. This defeat of the this resolution is disappointing as this shifting of funds between the Councilmembers accounts can be mishandled and truly needed oversight.
There are numerous resolutions regarding NDFs that are still under consideration in committees. I expect that we will be dealing with these well into the holidays, but promise to report back as we continue to try to push for better oversight and accountability of your tax dollars.
Alcohol Sales Ordinance
By a vote of 15-7 the Metro Council passed an ordinance that eliminated a special license that allowed for the sale of retail alcohol between the hours of 2 a.m. and 4 a.m. This ordinance put Louisville’s ABC policies in line with those of the rest of the state and doesn’t affect the sale of alcohol by the drink at bars and restaurants throughout the community. The purpose of the ordinance was to cut down crime in those areas that have late night package liquor sales. We will see if this ordinance will be effective over time.
Holiday Meeting Schedule
Because of the upcoming Thanksgiving and Christmas Holidays, our meetings during the months of November and December have been adjusted. The Metro Council will conduct their November meetings one week earlier (November 7th and 21st) and will hold meetings in back to back weeks in December (December 12th and 19th). We will return to our normal meeting schedule in January 2014.

Councilmen Ken Fleming (District 7), Kelly Downard (District 16) and Glen Stuckel (District 17) and Councilwoman Marilyn Parker (18) in conjunction with the Metro Health Department, the Partnership for Cancer Control and the Kentucky Cancer Program are hosting a Mobile Mammography Clinic for area women age 40 and over. The clinic will be conducted at Lyndon City Hall (515 Wood Road) between the hours of 8:30 a.m. and 3:30 p.m. on Tuesday December, 10th & Friday, December 13th, 2013.
The University of Louisville James Graham Brown Cancer Center will conduct the screenings with insurance being filed for those persons with coverage. Persons without health insurance who are income-eligible will be provided screenings free of change. Although reservations are not required, they are encouraged to assist in the operation of this program. Persons interested in scheduling an appointment or in need of additional information are encouraged to call Shellie May at 574-1107.
Eligible women: The target is women age 40 to 64 who are low income and/or uninsured. Women age 65 and over may participate in the screening; however, the Brown Cancer Center will file Medicare to pay for these individuals.
