In late 2024, members of the Metro Council led by Councilman Scott Reed (District 16) and Councilman Anthony Piagentini (District 19) held a press conference to announce their efforts to have Kentucky Auditor of Public Accounts Allison Ball conduct a comprehensive review of the Metropolitan Sewer District (MSD). Councilman Jeff Hudson (District 23) supported those efforts and the call for greater transparency and accountability at MSD.
This request was made following another year in which MSD sought the highest possible rate increase without having to come before the Metro Council for a vote. Over the seven years leading up to the audit, the MSD Board requested the maximum 6.9% rate increase allowed without requiring Metro Council approval.
The request came after concerns regarding executive compensation and benefits, sponsorship expenditures, and purchasing practices were brought to the attention of members of the Metro Council and the Kentucky General Assembly.
Following the fall 2024 press conference, State Representative Jared Bauman (District 28), State Representative Jason Nemes (District 33), and State Representative Susan Witten (District 31) began working on legislation that would have prohibited sponsorships and other activities while also placing limits on MSD's ability to increase rates.
The legislation passed the House but did not advance through the Senate before the end of the legislative session. However, the effort resulted in MSD agreeing to modify its sponsorship practices and recommending smaller rate increases over the following two years. These efforts, along with the work of then-State Representative Kevin Bratcher (District 29), sought to improve accountability and oversight within the organization.
This week, Auditor Ball released the results of her team's review. The report (LINK TO REPORT) outlined substantial concerns that validated concerns previously raised by Metro Council members and Louisville ratepayers while also bringing new concerns to light.
Highlighted Findings Include:
- Senior staff received pay increases that grossly outpaced raises provided to other employees.
- MSD paid more than $6 million in bonuses to employees for completing tasks that should be considered part of their regular job duties.
- From FY 2022 through FY 2025, vehicle stipends for senior executive staff cost MSD more than $430,000, amounting to approximately $14,000 to $16,000 annually per executive.
- MSD's procurement card system lacked appropriate oversight, and safeguards designed to prevent unnecessary spending were ineffective or inconsistently followed.
- MSD utilized sole-source procurements that bypassed competitive bidding.
- MSD contributed approximately $500,000 in public funds to the Louisville Water Foundation, where some MSD executive staff members also serve as directors.
The audit report provides valuable information regarding MSD's operations and highlights issues that warrant additional discussion and review.
Councilmembers Reed and Piagentini have sent a joint letter to the leadership of the Metro Council's Government Oversight and Audit Committee requesting further discussion of the audit findings. They anticipate that the committee, or another appropriate Metro Council committee, will invite representatives from the Auditor's Office and MSD to discuss the report's findings and recommendations and explore potential responses to the concerns identified during the review.
Thousands of visitors will once again make their way through Iroquois Park this fall for Jack's Lantern Trail, a new chapter for the pumpkin-filled experience that was born right here in our park.
This year's theme, “Woods of Wonder,” will transform the trail with thousands of illuminated jack-o'-lanterns, bringing new experiences and plenty of Halloween magic to the woods of Iroquois Park. And for those looking to get to the glow a little faster, a new “Get to the Glow” Fast Pass will be available.
Jack's Lantern Trail will take place October 1 through November 1 and serves as a fundraiser for the Parks Alliance of Louisville, helping support Louisville's more than 120 parks.
While you're here, I hope you'll take some time to explore Iroquois Park and the surrounding South End. Grab a bite at a local restaurant, visit a neighborhood business, or simply take in one of Louisville's most beautiful public spaces.
Jack's Lantern Trail runs from October 1 through November 1.

The 6th Annual Chase Gavin Coat-A-Kid Drive is off and running. From now until November 20th, new winter coats will be collected for Jefferson County Public School students and others who, as witnessed by LMPD Patrol Officers, may benefit from being wrapped in warmth. These items will be distributed through Family Resource and Youth Service Coordinators and LMPD officers throughout area.
This effort, which is led by Metro Councilman Khalil Batshon, District 25, working with acting Jefferson County Clerk David Yates, the Association of Community Ministries and the Louisville Metro Police Department, honors former Louisville Metro Council District 25 staff member Chase Gavin. This will be the sixth year in which the drive has sought to serve every JCPS student and those who have an interaction with LMPD that may be in need of help.
The Drive is proud to combine efforts with the Kentucky Restaurant Association and their Taste of Louisville Event, Louisville Metro Police with their Cram the Cruiser and Coat Collection Program, as well as their Shop with a Cop Program, The Association of Community Ministries and their Christmas Help programs, along with having collection boxes for NEW coats in all Jefferson County Clerk Offices, as well as many different restaurants and businesses within Metro Louisville. Monetary donations can be made at Louisville Ministries. Coat collection sites are being added regularly. Click here for an up-to-date list of drop off locations. Got a wobbly bike? A favorite shirt in need of stitching? A small appliance that just won’t cooperate? Before you toss it, bring it to the Repair Fair!
kNOw Waste Louisville’s Repair Fair is happening Saturday, November 14, from 1 to 4 p.m. at the Cyril Allgeier Community Center — and it’s your chance to give your well-loved items a second life.
Thanks to our talented volunteer fixers, we’ll be offering repairs for a wide range of items, including bikes, clothing and sewing projects, small appliances, jewelry, instruments, woodworking, metalsmithing, and more. Whether it’s something practical or sentimental, there’s a good chance someone will be able to help.
Every item repaired means money saved, waste diverted from the landfill, and one less thing headed for replacement. Plus, you’ll get to meet skilled volunteers and neighbors who believe in fixing what we have and making it last.
So gather up those items that need a little TLC and join us this weekend. Let’s repair, reuse, and keep Louisville a little greener — together.
