Overnight Lane Closures on U.S. 60 (Frankfort Avenue) and U.S. 42 (Story Avenue) Beginning Tuesday, Oct. 6, in Louisville

The Kentucky Transportation Cabinet (KYTC) advises motorists of overnight lane closures on U.S. 60 (Frankfort Avenue) and U.S. 42 (Story Avenue) beginning Tuesday, Oct. 6, in Louisville.

Overnight lane closures will be in place from 6 p.m. to 6 a.m. beginning Tuesday, Oct. 6, on U.S. 60 (Frankfort Avenue) between U.S. 42 (Story Avenue) and U.S. 42 (Mellwood Avenue) and on U.S. 42 (Story Avenue) between U.S. 60 (Frankfort Avenue) and North Spring Street/Adams Street.

The overnight lane closures are necessary for contract crews to perform roadway subgrade repairs ahead of asphalt resurfacing, which is expected to be completed by Friday, Oct. 30. Louisville Paving and Construction Company of Louisville, Ky., will complete the work under a $187,450 contract, with the overall project expected to be completed by June of 2027.

Motorists should heed signage, use caution when traveling through the work zone, and plan ahead for travel delays.

The date and duration of this work may be adjusted if inclement weather or other unforeseen delays occur. For the latest traffic and travel updates across the Commonwealth of Kentucky, visit goky.ky.gov. Information specific to District 5 counties is also available on Facebook and X.

Low-cost Home Repair Loans Available for Louisville Homeowners

lhome

LHOME's Home Repair Access Loan helps low- and moderate-income owner-occupants pay for essential repairs like roofs, gutters, and HVAC systems. Loans go up to $24,999 at a fixed 4% rate with terms up to seven years. There are no application, credit check, or origination fees, and radon testing is included at no cost. Payments on a $10,000 loan run about $137 a month over seven years.

The program is funded by a Community Development Block Grant award from Louisville Metro, the city's first CDBG-funded home repair revolving loan pool. Funding is available now. Homeowners with traditional credit challenges are encouraged to apply.

Council offices can help by sharing this information through newsletters, social media, and neighborhood association meetings. LHOME is also glad to present at community meetings, provide flyers in bulk, or connect with churches, senior centers, and service providers who hear from homeowners with repair needs.

Homeowners can apply online at www.lhomeky.org. For questions or referrals, contact Kevin Ratliff (kratliff@lhomeky.org, 502.657.1297) or Marisa Tribble (mtribble@lhomeky.org, 502.657.5943).

Crescent Hill Construction Activity

Louisville Water has multiple projects underway at the Crescent Hill Water Treatment Plant. Here is an update on the projects.

Reservoir Relining Project We've finished the first year of a multi-year project to reline the Crescent Hill Reservoir. The first milestone has been reached: The contractor has removed the sediment in the north basin, which is the basin closest to the Mary T. Meagher Aquatic Center. We have removed the old liner and are preparing to install the new one. As we reline the north basin, we will also address the railing that surrounds it. Louisville Water remains committed to keeping the reservoir open to the public when the project is completed, so the railing must be improved. It is in poor condition and does not meet today’s safety standards. After working for more than a year on options to restore the existing railing, we determined the cost to rehab was nearly four times the cost of replacing it with a similar railing. We will restore sections of the original railing for display at the reservoir and other Louisville Water facilities, such as the WaterWorks Museum. A new railing will allow us to reopen the reservoir to the public.

Once the north basin is complete, we will duplicate the process for the south. We hope to finish the project in 2029 and then reopen the reservoir.

Crescent Hill Powder Activated Carbon System We are building new silos near Frankfort Avenue and Reservoir Avenue that will allow us to store larger amounts of powder activated carbon. This carbon is critical to our water treatment process and continuing to meet drinking water standards. The three silos are starting to take shape with concrete construction, which will house the silos.  When completed structures will be encased with brick. For a photo rendering of the completed silos click the link below. For safety, we will keep the north sidewalk closed between Pennsylvania and Reservoir Avenues. It was necessary to construct a temporary access road between Pennsylvania Avenue and the construction site. Residents should expect normal construction activity and noise during the project. Once we complete the work, we will remove the access road and restore and reopen the sidewalk. Construction of the silos is expected to last approximately 6-months.

Residual Line Project at Crescent Hill Louisville Water is constructing a new residual line to remove treatment residuals from the plant. This line will connect with the recently constructed residual line we installed along Zorn Avenue and River Road. Our contractor is currently working between the railroad tracks and Reservoir Avenue. In the coming weeks it will be necessary to close Reservoir Avenue near the tennis courts.  Before the closure, additional communication will be provided.  This closure is only expected to last one day.  Due to this project and the powder activated carbon system project, access to the green space remains limited

MSD - N. Galt Ave Project Update

After repairing several blockages in the main sanitary sewer and stormwater drainage lines on N. Galt Avenue, an MSD contractor has identified additional needed repairs to the street’s lateral lines that connect to properties.

That work will continue the week of October 12, but will be paused for an October 17 street event, for which equipment will be moved off the street.

The contractor will then return and complete the last few repairs.

After the repairs are finished, the sewers will be lined via the Cured in Place Pipe (CIPP) method, which is a trench-less process that will add 50 to 100 years to the lifespan of the pipes.

The CIPP lining is expected to begin on the main line in mid-November and will take approximately two weeks to complete, pending weather. That work is expected to be complete before the Thanksgiving holiday.

CIPP lining on the lateral lines will be scheduled after that.

Before the contractor leaves, restorative groundwork will be done.

October Pop Up Drop Off Event

october

Ready to clear out unwanted items and recycle responsibly? Join us for our next Pop-Up Drop-Off event on Saturday, October 17, from 10 a.m. to 2 p.m. at 3515 Newburg Rd.

Bulky plastic collection is back! We will once again be accepting bulky plastic items at this event. This is a great opportunity to recycle larger plastic items that aren't allowed through curbside recycling programs.

We're also excited to continue our partnership with Goodwill Industries of Kentucky, which will be onsite collecting donations of gently used clothing, household goods, and furniture. Donating usable items helps extend their life while supporting Goodwill's mission of strengthening our community through education, employment, and career services.

Please don't arrive early! While we appreciate everyone's enthusiasm, we strongly recommend not arriving before the event begins at 10 a.m. This location does not have room for vehicles to wait, and you will not be allowed to turn into the event until 10 a.m. Arriving during the event hours helps keep the process safe and efficient for everyone.

We look forward to seeing you at 3515 Newburg Rd. on October 17 and helping you recycle, donate, and dispose of items responsibly. Together, we can reduce waste, increase recycling, and keep usable items out of the landfill.

Barret Avenue Safety Improvements

barrett

The Louisville Metro Department of Transportation (LouDOT) announced the final design for the Barret Avenue redesign project, incorporating community feedback gathered through a public open house and survey earlier this year.

“Our goal is to make Barret Avenue a safer, more connected corridor for everyone who lives, works and spends time there,” said Wes Sydnor, executive director of Louisville Metro Public Works. “Our team received more than 2,000 survey responses, listened to the community and took that feedback into consideration as we developed the final design. I want to thank everyone who took the time to make their voice heard and help shape the future of Barret Avenue.”

The redesign covers Barret Avenue from Rufer Avenue to East Broadway and is intended to improve safety and accessibility for people walking, biking, driving and visiting businesses along the corridor.

The final design will:

  • Add a two-way bike facility along the west side of Barret Avenue between East Broadway and East Breckinridge Street.
  • Retain on-street parking between Rufer Avenue and E. Breckinridge Street. Parking spaces will be clearly marked.
  • Remove existing peak-hour parking restrictions.
  • Add a high-visibility crosswalk at Highland Avenue.
  • Reconfigure the northbound approach to Broadway by combining the left-turn lane and through/right-turn lane.

The redesign will also restripe portions of Barret Avenue from four travel lanes to two.

Work is set to begin this week on the repaving and restriping project. Crews are expected to begin Thursday, Sept. 24, with work anticipated to be completed by November, weather permitting. Paving is temperature-dependent, and the paving season typically ends as colder temperatures arrive.

Please take a moment to complete the attached survey and share with the community.

The attached flyer includes information about upcoming opportunities for residents to learn more about the project, provide feedback in person, and take the online survey. Events include community outreach opportunities through October, as well as public meetings in November and December. More information about the project can be found here.

Thank you for helping us ensure community voices are represented in shaping the future of this important area of Cherokee Park.

The Dot Experience Opens Oct. 30 in Clifton

Clifton will soon welcome a new attraction when The Dot Experience opens Friday, Oct. 30, at the American Printing House (APH).

The Dot Experience brings APH’s history of innovation and education to life through interactive, tactile-first multisensory experiences. APH also worked with people with a range of disabilities, including DeafBlind and neurodivergent people, wheelchair users and guide dog users, to shape the experience. This group tested everything from braille placement and exhibit height to lighting, flooring, acoustics and navigation, helping APH design an experience that welcomes people with different ways of seeing, hearing, moving, processing and experiencing the world.

The Dot Experience tells the story of the lived experiences, contributions and impact of real people. Visitors can explore how thoughtful design creates greater access and opportunity through braille, tactile elements, visual descriptions, ASL, captioning and other features integrated throughout the experience. These features provide all visitors the freedom to explore independently.

At its core, The Dot Experience challenges assumptions, changes perspectives about blindness and encourages visitors to think differently about what’s possible. It builds on APH’s long history of collaboration and innovation while looking toward a future where people of all abilities can learn, work, live and participate fully in their communities.

The Dot Experience will be open daily from 10 a.m. to 5 p.m. at 1839 Frankfort Ave.

Visit The Dot Experience website to learn more and purchase tickets.

Fall Leaf Tips and Free Drop Off Opportunities

leaves

Leave your leaves This fall, consider taking a break from raking and leaf blowing. Fallen leaves provide valuable overwintering habitat for many insects, including important pollinators. Removing or mulching leaves can destroy beneficial insect larvae and eliminate critical habitat. If you'd prefer a tidier yard, rake or blow leaves into a pile around the base of a tree and leave them there through the season.

Interested in learning more about the benefits of "leaving the leaves" and native yard-friendly landscaping practices? Visit Wild Ones Louisville for resources and information.

Keep leaves out of the street Please do not blow leaves into roadways. When Street Sweeping signs are posted, keeping streets clear allows crews to efficiently collect naturally fallen leaves and maintain safe road conditions. Large piles of leaves intentionally placed in the street will not be collected.

Free leaf drop-off sites Metro Public Works will offer free leaf drop-off services from November 3 through December 5, operating Tuesday through Saturday.

Please note: Sites will be closed November 26-28 for the Thanksgiving holiday weekend.

Accepted materials:

  • Loose leaves
  • Leaves in paper or compostable bags
  • Leaves in reusable containers (If you bring leaves in a reusable container, please take the container home with you.)

Not accepted:

  • Trash
  • Plastic bags
  • Other yard waste

Drop-off locations Open Tuesday-Saturday, 9 a.m. to 3 p.m.

  • Public Works Yard 10500 Lower River Road (enter from Bethany Lane)
  • East District Operations Center 595 N. Hubbards Lane
  • Shawnee Park Athletic Complex 230 Southwestern Parkway
  • 535 Meriwether Ave. Across from the Solid Waste Office

Whether you choose to leave your leaves in place to support local wildlife or take advantage of one of the free drop-off locations, a little planning can help keep our community cleaner and healthier throughout the fall season. 🍂

TARC News

TARC began replacing the old signs with the new ones in May of this year. However, the more permanent stop amenities like shelters and benches that were no longer being served could not begin the process of relocating until the network launched and those stops were no longer being used. TARC is actively in the process of moving these fixtures to existing service areas to continue improving the experience of passengers on the new network. This process should be completed in the next few months.

As a reminder: The New TARC Network reduced the number of stops on the street that TARC served from 3,341 to 1,430 (a reduction of 1,911 stops). Whereas the old network had a stop almost every block, the new network consolidated to one stop every three blocks to help with on-time performance and service efficiency.

Benches and shelters that are in the process of being relocated should all have a red flyer stating the location is no longer an active TARC bus stop and is in the process of being relocated. If you see a bench or shelter that is no longer a stop and does not have a flyer attached to it, please reach out to us at 502.585.1234 or info@ridetarc.org.

Land Development Code Updates

ldc

The Louisville Metro Office of Planning announced the launch of a comprehensive update to modernize the Land Development Code (LDC). The LDC is the set of regulations designed to ensure future growth and development in Jefferson County and is consistent with the goals, objectives, and policies of Plan 2040.

In 2025, the Office of Planning received federal funding, creating the opportunity to comprehensively update the LDC. The update aligns the LDC with city-wide needs and best practices. It will also make the LDC and supporting processes easier for residents, property owners, and businesses to navigate by improving organization, clarity, and consistency. Since 2020, the Office of Planning has been updating the LDC to address Louisville’s future needs and this is the latest step in that process.

“The Land Development Code affects nearly every development project in Louisville, from new homes and businesses to parks and neighborhood improvements,” said Brian Davis, Director of the Office of Planning. “This update gives us the opportunity to create clearer regulations, improve the development process, and ensure the code meets Louisville’s needs now and into the future.”

The update process is planned to last about 2.5 years and includes three rounds of community-wide public engagement, which begins in Fall 2026. Community members may provide input by:

  • Attending public meetings;
  • Participating in neighborhood walking tours;
  • Attending one-on-one office hours, or;
  • Submitting comments online.

Residents can learn more about the project, sign up for project updates, and see future engagement opportunities by visiting the LDC Project website.
