Public meetings announced to showcase draft freight network
Louisville Metro’s Department of Transportation will host three opportunities for members of the public to review a draft network of preferred freight routes across Jefferson County as part of the Freight Mobility Action Plan.
These open house-style meetings will allow residents and freight operators to share feedback on the draft network and receive updates on the plan.
Public meeting opportunities include:
- Tuesday, April 21, from 4 p.m. to 6 p.m. at Southwest Regional Library, 9725 Dixie Hwy.
- Wednesday, April 22, from 6 p.m. to 8 p.m. at Americana World Community Center, 4801 Southside Dr.
- Thursday, April 23, from 5 p.m. to 7 p.m. at the Edison Center, 701 W. Ormsby Ave.
The Freight Mobility Action Plan is being developed in partnership with HDR Engineering, Inc., to better understand the interactions of freight and neighborhoods and provide action steps to facilitate a preferred freight network across the county.
Your input will help shape safer, more efficient truck routes and mitigate disruptions to residential neighborhoods across Louisville Metro.

Several weeks ago, I introduced an ordinance that would prevent our local government from being weaponized against the trans community. This comes at a time when the federal government and many states are restricting the rights of trans people, revoking identification documents across the board, creating massive surveillance databases of those seeking gender affirming, and more. At the same time, a mass demonization of trans members of society, amplified by media personalities and politicians at every level of government is reaching a fever pitch, putting lives at risk.
In this context, it is our moral obligation to act.
When passed, our office’s Safe Haven Law creates protections that do not hinge on the individual preferences of any one Louisville Metro employee, administrator, Chief of Police or Mayor. To the greatest extent possible under law, and to the point that it does not conflict with any Kentucky statute, it would prohibit your city from detaining anyone for seeking or providing gender affirming care; enforcing laws banning drag shows; denying access to city facilities, resources or programming on the basis of transgender identity; or sharing data or information about a person’s gender identity or their attempts to seek care in any way.
These provisions form a foundation of safety that is absolutely critical, especially the last one that I mentioned. While there are several cities that have passed similar laws across the country, the data protection would be among the strongest—if not the strongest—in the United States. This is important because, just as states have sought to prosecute people for leaving their states to seek banned abortion and reproductive health care, states that have prohibited gender affirming care are now demanding compliance with attempts to prosecute those traveling to where they can still receive the medical care they need. Currently, nothing would stop a city official, up to and including the Mayor, from complying in advance of any state request to persecute trans people or their families, or from a Presidential Executive Order demanding we help put trans people at risk.
It's also important to understand this law in the context of the Fairness Ordinance. Fairness remains an important landmark piece of legislation, but Fairness provides protection from private discrimination while leaving open avenues of governmental harassment and prejudiced policies. To extend these protections to the actions of Louisville Metro Government in a way that has the force of law requires this ordinance.
There is a letter in support of our legislation circulating that has, as of this moment, the support of over 2600 individuals, 26 organizations including the Jefferson County Teachers Association and the library union workers at AFSCME 3425, and 23 business headlined by PLAY, Big Bar, The Hub, Full Stop, Barret Babes, and others.
Today, the Montana Supreme Court ruled that protections for trans people is inherent to the rights already protected in their state constitution. Hopefully, one day we will reach a point where this is understood in our own state and across the country. Until then, we must organize and fight to make that world; in fact, it is my belief that only by standing shoulder to shoulder and demanding such a change that will we see it.
Solidarity, Councilman JP Lyninger
