Public Meeting for KY 1065 (Outer Loop) Planning Study- February 4

Public invited to provide comments on potential safety and mobility changes

A transportation planning study underway in Louisville is evaluating potential improvements to KY 1065 (Outer Loop) between Interstate 65 and KY 2052 (Shepherdsville Road). The study, dubbed the Outer Loop Transportation Study, has identified potential highway safety and mobility enhancements for the roughly three-mile corridor.

The Outer Loop Transportation Study includes a full analysis of existing conditions along the corridor that have been used to develop practical solutions and improvement concepts to boost roadway safety, address congestion and improve traffic flow. The study area spans three miles across KY 1065 (Outer Loop) from Minor Lane, over I-65 and through the KY 61 (Preston Highway) intersection to KY 2052 (Shepherdsville Road).

As the study transitions into the final design phase, citizens are invited to attend a public meeting on Wednesday, Feb. 4, to provide feedback on proposed improvement concepts. The public meeting will be an open-house event (no formal presentation), 5:00 - 7:00pm at the South Central Regional Library, 7300 Jefferson Boulevard. (This meeting is not sponsored or endorsed by the Louisville Free Public Library.)

Those who are interested may drop in any time to receive handouts containing information and fill out comment sheets. Representatives from the Kentucky Transportation Cabinet and the project team will be in attendance to answer questions. 

Written surveys will be available at the meeting for the public to provide feedback directly to the project team. Following the public meeting and through March 4, the survey will be available online. Comments regarding the plan may also be mailed to the KYTC District 5 Office at 8310 Westport Road, Louisville, KY 40242.

Following the public meeting, displays and materials will be available for review at the KYTC District 5 Office. Office hours are Monday through Friday, 8:00am - 4:30pm. Feedback will be accepted until March 4. Input received from the Feb. 4 public meeting and survey efforts will be compiled and considered as potential concepts are developed. The final report, which will include input from the initial and final public meetings, is expected to be published by the Summer of 2026.

All responses will become part of the official meeting record. Once compiled, the meeting record and supporting documentation will be made available for review and copying only after an Open Records Request has been received and approved. All Open Records Requests must be submitted to the Transportation Cabinet, Office of Legal Services, Transportation Office Building, 200 Metro St, Frankfort, KY 40622, or via kytc.openrecords@ky.gov.

Louisville Zoo Job Fair

The Louisville Zoo will host its annual job fair in the Islands Pavilion Gheens Room on Saturday, January 24, 10:00AM - 2:00PM. The Zoo is seeking outgoing, highly motivated individuals who enjoy working with the public to fill seasonal positions in various departments. Positions are available in admissions, animal departments, education, front desk, guest services, horticulture, membership and Splash Park. Candidates will receive training in their area. Animal and education departments require additional experience. The compensation for seasonal positions starts at $16.65 per hour. All applicants must be at least 16 years of age and able to work a variable schedule that includes nights and weekends from March through November. Some positions require applicants to be 18 years of age and possess a valid driver’s license. For positions requiring CPR/First Aid Certification, the Zoo will provide training. Seasonal positions in the Zoo’s animal departments require one year of college with a declared major in biology or a closely related field, as well as one year of working with animals in an institutional setting. To apply for seasonal positions in the education department, candidates must have completed one year of college seeking a degree in elementary or secondary education, have one year of experience working with children in a formal or informal teaching setting (school, day camp, zoo or other cultural attraction), and have background knowledge of biology, ecology or related fields. Lumos Fiber Construction in District 24

Lumos Fiber is scheduled to begin construction on a fiber placement project in our area within 4 weeks. The work will include installing new ducts through new handholes in the street or public right-of-way. The project will also include pulling fiber along the project route. A Lumos Fiber contractor will perform the construction with the work, being overseen and inspected by a Lumos Fiber Construction Engineer. This project should greatly increase the fiber connectivity in the area.

Here's how the project works and what you can expect:

• Work will generally be between the hours of 8:00AM and 5:00PM, but may extend to 7:00PM, if permits allow.
• The contractor will decide the order of work for each street. You can usually tell when work is to begin on your street by the street markings, flags, and equipment being moved onto your street.
• Construction activities will likely result in some general inconvenience with both traffic and restoration. Following construction, all disturbed grassy areas will be restored, and all disturbed paved areas will be repaved with like material. It is their intent to restore disturbed areas to a condition as good as existed prior to construction.
• While working there may be parking restrictions on the street during work hours.

Small Developer Loan Program

MSD's Emergency Wastewater Rate Assistance

Applications opened November 1 for MSD’s Emergency Wastewater Rate Assistance Program (EWRAP), which provides a 30 percent discount for qualifying income-eligible customers. The discount applies to wastewater service charges, wastewater volume charges and consent decree surcharges on the MSD portion of your bill. To qualify, ratepayers must be MSD residential wastewater customers and at or below 175 percent of the poverty line, see table: To apply for EWRAP you can go apply online or download the fillable application. If you would like to speak with a live agent, contact MSD Customer Relations at 502-540-6000. For LIHEAP participants call 502-991-8391 to schedule an appointment so you may apply for the EWRAP. Following approval into the program, the discount may take up to two billing cycles to become active. MSD also offers a Senior Discount Program, which provides a 30 percent discount for those over the age of 65 who have an annual household income below $40,000. The Senior Discount Program is not available to those enrolled in EWRAP.

The FY27 External Agency Fund Grant Application

Louisville Metro Government is accepting applications, from local non-profit organizations seeking funding for programs or activities that support the mayor’s strategic goals. These grants, funded through the city’s General Fund, are awarded to non-governmental or “external” agencies via the External Agency Funds (EAF) program for Fiscal Year 2027 (July 1, 2026 – June 30, 2027).

The Office of Social Services has established FY27 EAF priorities that reflect Mayor Greenberg’s commitment to safe, healthy streets and equitable access to essential services for underserved populations. Selected partners will provide housing and supportive services to individuals experiencing homelessness who meet at least one of the U.S. Department of Housing and Urban Development (HUD) definitions of homelessness. Priority populations include:

• Seniors (age 55+)
• Individuals with physical or mental disabilities
• Persons reentering society after incarceration (including those convicted of serious crimes). Preference will be given to agencies serving individuals coming out of Louisville Metro Corrections.
• Young adults (age 18–25)
• Families with children

Supportive services may include case management, transitional housing, workforce training leading to employment opportunities, and financial education for the homeless.

HUD Competitive Grant Applications

Louisville Metro Government will accept applications from local non-profit organizations seeking funding as sub-recipients of the following U.S. Department of Housing and Urban Development (HUD) grants for Fiscal Year 2027 (July 1, 2026 – June 30, 2027)

• Community Development Block Grant (CDBG) – Services only
• Emergency Solutions Grant (ESG)
• Housing Opportunities for Persons with AIDS (HOPWA)

These grants are administered locally by the Louisville Metro Office of Social Services. Activities are guided by LMG’s 5-Year Consolidated Plan and Annual Action Plan, available online at: Public Notices, Federal Plans, and Project Compliance.

Funding Priorities

 UD – CDBG/ESG Priorities (pending FY27 updates; FY26 priorities listed below)

• Increasing bed capacity for overnight or 24-hour emergency shelters.
• Any project that increases the operating hours of overnight or day shelter.
• Programs designed to move people experiencing street homelessness into housing
• Overnight or 24-hour individual shelter.
• Overnight or 24-hour family emergency shelter.
• Support CDBG eligible services that assist individuals residing in PSH, without funding housing operations or ongoing rental assistance, and in alignment with Maintenance of Effort requirements.
• Rapid re-housing with at least 12 months of rental assistance. 

Note: Applicants whose programs do not directly align with these priorities (e.g., day shelters or street outreach) may still apply. However, funding is not guaranteed, even if the program has received support in prior years.

LMG offers multiple grant opportunities. This HUD funded grant opportunity is specifically designed to support the priorities below.
