District 15 News: November 2025

Hello Banner Trans

There are plenty of people to be grateful for in this season of gratitude. In particular, I am grateful for the first responders who were courageously on the scene of this week’s UPS crash, fighting the fire, sorting through debris, and looking for survivors and, in terribly unfortunate situations, victims. From Louisville Fire to EMS to LMPD, I am thankful that our community has them to lean on when tragedy strikes.

We’re still understanding the full impact of the wreck and those who have been forever impacted by this tragic event. While we strive to understand this accident, please consider donating the Team Kentucky Emergency Relief Fund to assist Kentuckians impacted by catastrophic events.

We have a long road of healing ahead of us, but it’s in moments like this that we are able to come together and show what community truly looks like. ❤️

Shifting gears, here are a few updates:

  • My legislation for the Mary & Elizabeth money reallocation was not heard in the budget committee as planned on Thursday, November 6th, at the decision of the committee chair. I'm unaware of when this legislation will be heard, but I look forward to fighting for this money for the South End. (Churchill Downs' legislation to extend their tax exemption was also held).

  • We cleaned up three neighborhoods and planted 36 trees in Preston Park and at Shelby Elementary in October. Thanks to TreesLouisville, Brightside, and Solid Waste Management for all the help!

  • At the end of October, I attended the Greater Louisville Idea Development Expedition, or GLIDE, on a trip to Milwaukee. GLIDE is a quick 3-day deep dive into a city and learning strategies that can be applied in Louisville. We learned about how Milwaukee is putting housing first to drastically reduce their homeless population, how a bold idea for an art museum helped develop their waterfront, and how legacy businesses like Miller, Pabst, Harley-Davidson, Milwaukee Tool and more are driving economic development in the region alongside new businesses and investments. There were a lot of takeaways from the trip and I’m grateful for the opportunity to go.

  • Congrats to Parks Alliance of Louisville and Lou Metro Parks & Rec for another successful Jack O’Lantern Spectacular! If you missed it, we hope to see you next year for this beloved community event!

  • Congrats to the South End Community Market for another successful market season!! Thanks to all the event organizers and vendors for creating such a beautiful space in Iroquois Park every Saturday. I’m looking forward to next season!

There’s a lot going on in District 15 and I hope you’ll keep scrolling to discover more. I’m really proud of all the projects we have going on D15 right now, especially some recent sidewalk projects. My office just funded over $50,000 in other new sidewalks, so we can’t wait to see more done!

Oh, and I reallllllllllllly hope to see you on Saturday, November 15th for our BIG BOB DAY in Hazelwood. It’s going to be a GREAT time!

We’re always here for you, so please don’t be a stranger.

See y'all around D15,

JC Signature

Congrats to Schnitzelburg's 2025 #1 Citizen Gary Liebert

Gary Liebert

Congrats to Gary Liebert on being named Schnitzelburg’s 2025 #1 Citizen!

I’m met Gary back in 2012 when I joined the Schnitzelburg Area Community Council (SACC). Gary has always been a fixture in the community, and he’s been instrumental in the continued success of the Emerson Garden. You can catch Gary grabbing a beer at the All Wool club or playing Dainty every year where Gary sports all his signup cards from previous years!

After graduating from the University of Louisville and Florida State University, Gary served in the Peace Corps in Africa before dedicating his life to education and volunteerism.

He has taught adults at U of L, the YMCA, and JCTC; managed the Emerson Garden for many years; and volunteered through the UK & Jefferson County Extension as both a Master Gardener and Master Food Volunteer. Gary has also contributed his time to the All Wool Club, SACC, Saint William Church and as an election poll worker.

Thanks to all the former #1 Citizens who were able to join us for the award ceremony (Lisa Pisterman, Mike Morris, Dan McMahon, and Jim Wayne). And a heartfelt thanks to the SACC for keeping this time honored tradition alive—last night was a wonderful celebration!

In the words of Gary: “Thank you! Now, let’s party!”

New Signs Along Goss Avenue

archway

Have you seen the signs?

We are delighted to announce that new wayfinding signs have been installed along Goss Ave! These signs, which highlight street and neighborhood names, have been funded through a generous grant our office was awarded from Louisville Tourism. Our new archway on Hoertz Ave over the Dainty court is a real stunner!

A special shoutout goes to Rueff Signs for their incredible work in designing and installing these signs. Rueff Signs has a rich history of creating notable signs in our neighborhood, including Hauck's iconic neon sign!

Be sure to check out these beautiful new additions to the Germantown and Schnitzelburg neighborhoods!

New Sidewalk on Hickory Street

Hair502 Sidewalk

I don't post about every sidewalk project in the district (there have been over SIXTY since I took office in 2023!), but this is one that sticks out.

Catherine, the business owner, has been trying to get a new sidewalk in front of her business for ten years—a whole decade, folks!!

When my office asked about a new sidewalk, we were told the healthy tree next to the building would need to come down. Over my dead body! So, we reached out to our friends at TreesLouisville who has a contract with Louisville Metro to do Tree Risk Assessment. They examined the tree and determined that the contractor could move the sidewalk out to the curb to free up some space around the tree. This saved the tree, created new green space, AND saved us thousands of dollars on the project!!

From TreesLouisville: "We make every effort with PW to save the trees! We have them do curve outs, curve in, use Trip Stop, reduce the sidewalk size, create green verges, basically whatever we can do to keep as many trees as possible. Public Works has been great to work with."

Now, you don't have to trip when you go in for a clip! 😉✂

New Sidewalk on Bluegrass Avenue

Bluegrass Sidewalk

I know I just said that I don't post about every single sidewalk project, but this is another special one.

There is a new stretch of sidewalk that now connects the Mill Creek Apartments with Mary & Elizabeth Hospital!

I've been advocating for this project since I took office and I was thrilled that we were able to get $200,000 for the construction of the Bluegrass Avenue sidewalks in this past year's budget!

The project was a little more costly due to the proximity of the sidewalk to the creek.

We're so excited about this new connector so pedestrians can safely get to where they need to go, whether that's the apartments, grocery store, hospital, school, or wherever!

Traffic Calming Project Underway on South 5th Street

The Council-Directed Traffic Calming project on South 5th Street, between Longfield Avenue and Florence Avenue, begins this week.

Located in District 15, this $218,500 project aims to slow vehicle speeds, enhance pedestrian safety, and add greenery along the corridor.

Project features include:

  • Installation of concrete “planter-style” floating curb extensions (bump outs) to help calm traffic.
  • Landscaped planters filled with small native plants and shrubs, bringing more greenery and visual appeal to the street.
  • Striped parking lanes separated from travel lanes by a 2-foot buffer to improve safety for parked vehicles and pedestrians.
  • Pedestrian safety upgrades at an existing mid-block crossing frequently used by students walking to and from Semple Elementary School.

The Council-Directed Traffic Calming Program’s purpose is to fund medium-cost neighborhood traffic calming projects that have significant community support by creating a process to capture these project ideas, evaluate, rank, and fund them.

This project supports Louisville Metro’s ongoing efforts to create safer, stronger, and more connected neighborhoods across the city.

All In In Clean Pilot Project in Wyandotte

All In

Louisville Metro and partner agencies joined forces on October 17 for the city’s first All in on Clean initiative — a coordinated cleanup effort that marks the first collaboration of its kind in Louisville.

Work took place along Powell Avenue, Craig Avenue, and Wheeler Avenue, where crews focused on improving cleanliness and safety. Participating agencies included Solid Waste Management Services (SWMS), Public Health and Wellness, the Metropolitan Sewer District (MSD), LMPD, Brightside, and PARC.

The effort included street sweeping, catch basin cleaning, West Nile virus prevention, and litter pickup. Each team played a role in showcasing the city’s year-round enthusiasm for clean streets and vibrant neighborhoods.

Local children were excited to come out, watch the crews in action, and learn about how each agency helps keep Louisville clean, safe and healthy.

All in on Clean highlights how collaboration across city departments helps keep Louisville a safer, cleaner, and healthier place to live and work — while engaging residents to do their part through community education, volunteering, and neighborhood pride.

Metro Council Food Drive is a Success!

THANK YOU to everyone who donated to the Louisville Metro Council Democratic Caucus Food Drive benefitting Dare 2 Care

With only a few days to plan the event in response to the federal withholding of SNAP benefits, we collected a little over 750 lbs of food and $481.97 in donations!

We are so grateful for the community to step up in this time of need.

DYK?: Louisville receives $16 million a month in SNAP benefits. That's leaves a HUGE gap to fill, so every little bit helps.

If you are looking to donate to a food pantry in District 15, please consider:

  • Father Jack Jones Food Pantry (run by Catholic Charities) at Holy Name Catholic Church (2914 S. 3rd Street); donations can be dropped Tuesday through Thursday, 8 am to 12 pm

  • South Louisville Community Ministries; donations can be dropped off between 8 am and 4 pm, Monday through Thursday at 415 1/2 W Ashland Avenue and this Saturday between 10 am and 2 pm at 4516 S 6th Street

I-65 Closure Update

65 Closure

Thanks to everyone who attended our 65 Closure meeting at the main Library on October 20th. Check out news coverage from the event here and here.

The I-65 Central Corridor Project is a multiyear project by the Kentucky Transportation Cabinet (KYTC) to replace and rehabilitate interstate bridges in a heavily traveled corridor of Interstate 65, between I-264 (Watterson Expressway) and the Muhammad Ali Boulevard interchange in downtown Louisville. This stretch of I-65 supports some of Kentucky’s largest employers and important destinations, including UPS, Louisville Muhammad Ali International Airport, Kentucky Fair & Exposition Center, the University of Louisville, and downtown businesses, organizations and healthcare providers.

The I-65 Central Corridor Project is focused on improving safety and preventing unplanned closures while adding decades of life to these structures. At least six bridges in the project area will be replaced or rehabilitated during the next three years, many of which have already seen closures, which are impacting residents and local businesses.

For more information on the project, please visit  https://i65centralcorridor.com/.

South End Business Grants & Loans Available

South End Businesses
ATTN: South End businesses!!

Metro Council dedicated $3 million in the last budget for South End business development. This money includes:

💵 Loans for new businesses and/or business improvements via METCO
💵 Grants for legacy businesses
💵 Grants for new restaurants on Dixie Hwy

There are no official boundaries for what is considered the "South End," although, if your business is within the "South Points Scenic Area" on this map, you can apply.

From econ dev: "We used a more general map, because 1) we wanted to use something that was already be used to promote the South End and 2) we were looking for a guide vs. hard boundaries – and that is how we are using this map as a guide. If a business/project is not in the South Points Scenic area but is in what is commonly considered South End of Louisville, we are still encouraging them to apply."

Go to louisvillealliance.org/southend for more information and to apply.

IF YOU APPLY FOR THESE FUNDS, PLEASE LET THE DISTRICT 15 OFFICE KNOW!!!

Leave Your Leaves!

Leaves

Tired of all the leaf blowing and raking? Take this as a license to chill this fall, and just leave your leaves where they are! Fallen leaves provide overwintering habitat for a variety of insects, including endangered pollinators. When you bag or mulch your leaves, you remove that habitat and destroy beneficial insect larvae.

Can’t resist the urge to move those leaves? Blow or rake them into a neat pile at the base of a tree, then leave ‘em be. Learn more about the benefits of leaving the leaves and native “yardening” from our friends at Wild Ones Louisville!

Keep leaves out of the street

Avoid blowing leaves into the street. If you see street sweeping signs posted, please keep the street clear so crews can properly clean up naturally fallen leaves. Large piles of leaves that have been intentionally blown into the street will not be collected.

Free leaf drop-off sites

Metro Public Works offers free leaf drop-off from Tuesday to Saturday, November 4 – December 6. Closed: November 27 – 29 for the Thanksgiving holiday.

Accepted: Loose leaves, leaves in paper/compostable bags or reusable containers

🚫 Not accepted: Trash, plastic bags, or other yard waste

♻️ Reminder: If you bring leaves in a reusable container, please take it back with you.

Drop-off locations (open Tuesday – Saturday, 9 a.m. – 3 p.m.):

  • Public Works Yard – 10500 Lower River Rd. (enter from Bethany Lane)
  • East District Operations Center – 595 N. Hubbards Ln.
  • Shawnee Park Athletic Complex – 230 Southwestern Pkwy.
  • 535 Meriwether Ave – across from Solid Waste office

Curbside yard waste collection is available throughout Louisville Metro. We want to remind residents and businesses that yard waste should not go in the trash. Please collect leaves, grass clippings, branches, and tree trimmings in a separate container or paper yard waste bags so these materials can be sent to our local composter — where they’re turned into useful Earth products like mulch and soil.

Seasonally, pumpkins and Christmas trees can also go into yard waste. Just be sure to remove all decorations and follow your service provider’s size and preparation requirements.

Together, we can keep compostable materials out of the landfill and make the most of what the Earth provides.

What is a Data Center?
Data Centers are buildings that house computer hardware that stores and processes digital information. These facilities are needed for modern digital services and include infrastructure for power, cooling, and security.

What regulations are being reviewed?

The zoning rules will be reviewed to determine where such facilities can be located and how they must be designed, as well as the approval
process. Staff from the Office of Planning will be available to listen to ideas and answer questions. Attendees may arrive at any time. To learn more about the online forum, please use the QR code or go the webpage below.
