Notice of Public Hearing for Title V Operating Permit

The Louisville Metro Air Pollution Control District (District) is holding a public hearing for a Title V operating permit for Bakelite Synthetics (formaldehyde and phenolic resin manufacturer), 6200 Camp Ground Road, in accordance with Regulation 2.16. This permit renews the permit for a five-year term. A public hearing will be held on August 20, 2025, at 10:00 a.m. in the Edison Room at the Edison Center, 701 W. Ormsby Avenue, 40203, and via video teleconference in accordance with Regulations 1.08 and 2.07. Instructions for attending the meeting via video teleconference will be posted on the District website. Oral statements will be accepted at the public hearing.
Drafts of the permit and summary are available on the District website, by emailing our permitting section, calling Matt King at (502) 574-6000, or at the District office 701 West Ormsby Avenue, Suite 303, Louisville, KY 40203, between 8:00 a.m. and 5:00 p.m., Monday through Friday. Copies of the application are available upon request. Written comments will be accepted through the District’s online public comment form until midnight or at the District office until 5:00 p.m. on August 20, 2025.

Will this permit increase pollution? Renewal of this operating permit will not increase pollution.

Does this facility have a history of non-compliance? The last notice of violation was issued in 2019 for unplanned excess emissions. This violation was resolved with Agreed Board Order 19-02, and the source is currently operating in compliance. See the Compliance History table in the Statement of Basis, page 40.

What action is the District taking?
The Louisville Metro Air Pollution Control District (District) is opening a 30-day public comment period starting August 11, 2025, on a proposed Agreed Board Order with Carbide Industries, LLC to resolve violations of District Regulation 2.16: Title V Operating Permits. The District issued Notice of Violation ENF-APCD-25-00034 for these violations.
What action is the Air Pollution Control Board taking?
The Louisville Metro Air Pollution Control Board (Board) will hold a public hearing, via Video Teleconference, to take oral comment on the proposed Agreed Board Order at 10:00 a.m. September 17, 2025. The Board will consider adoption of this Agreed Board Order at its regularly scheduled Board meeting immediately following the September 17 public hearing.

You can comment in writing using the online public comment form or by mail to the Board Secretary-Treasurer, Louisville Metro Air Pollution Control District, 701 W. Ormsby Ave., Suite 303, Louisville, KY 40203, until 5:00 p.m., September 10, 2025. Oral statements will be accepted at a public hearing held via video teleconference at10:00 a.m. September 17, 2025. Summary of action
The Agreed Board Order would resolve the open Notice of Violation for violations of District regulations that occurred at 4400 Bells Lane, Louisville, Kentucky. The District alleges that Carbide Industries, LLC failed to record daily scrubber flow rates and exhaust temperatures for 157 days in 2024 and 2025. Carbide Industries, LLC has agreed to pay a penalty of $6,000.
What is the timeline for this action?
The written comment period begins August 11, 2025 and runs through September 10, 2025. Oral comments will be accepted at a public hearing at 10:00 a.m. September 17, 2025. The agreement is expected to be on the agenda under new business at the regular meeting of the Board to be held immediately following the public hearing on September 17, 2025.

Notice of Application for Wrecking Permit of Historic Structure
The Office of Construction Review has received a wrecking permit application for the property listed below:

The above reference property is eligible for listing in the National Register of Historic Places. The requested wrecking permit may be issued on or after the following date provided that the application meets the development or deed restriction requirements of the LMCO (150.110): 9/8/2025. The purpose of the 30-day hold is to provide time for the community to consider the demolition and, if warranted, prepare a petition to review designation of the building as a local landmark.
