Summary of May 15, 2025 Metro Council Meeting

The Metro Council typically meets twice per month. However, this schedule changes in May to accommodate our review of the Mayor’s FY26 Budget proposal. Instead of holding two regular meetings, we adjust to a single meeting to allow for an additional 10–15 hours of budget hearings.

This week, we heard testimony from the Metro Human Resources Department, Codes and Regulations, Economic Development, and Facilities. Next week, budget hearings will continue with LMPD, Public Works, Parks and Recreation, along with several other departments scheduled to present.

We will conclude next week’s hearings with a public comment session. Anyone wishing to speak about the budget may sign up between 5:00 p.m. and 6:00 p.m. on the day of the hearing (May 22nd). Speakers will be called in the order in which they sign up, and comments must be related to the FY26 Metro Budget. Each speaker will have up to three minutes. If you’ve ever wanted to participate in this process, this is a great opportunity.

This week’s Metro Council meeting included 11 items of old business, ranging from zoning cases and fire board appointments to funding for non-profit organizations. Below are a few highlighted pieces of legislation passed during the meeting:

Land Development Code – Public Awareness:

Councilwoman Bast (District 14) and Councilman Dan Seum (District 13) proposed Resolution R-049-25, which aims to improve public notice and increase the number of residents notified about proposed zoning changes.

Fire Board Appointments:

Three new members were appointed to the Anchorage Middletown Fire Protection District: Mr. Jason Smith, Ms. Andrea Oser, and Mr. Clinton Hall. These appointments fill existing vacancies on the board.

Zoning Cases Approved:

The Metro Council approved zoning changes for properties located on Crawford/Textile Avenue and Camp Ground Road.

Signage Regulations:

Resolution R-037-25 updates policies to allow for off-premise, modern, technologically enhanced signage within the Downtown Business District. This initiative, requested by downtown leaders, aims to improve our ability to welcome and inform visitors.

As mentioned earlier, the coming weeks (beginning May 18th) will be dedicated to budget hearings and committee meetings. The next scheduled full meeting of the Louisville Metro Council is set for June 12, 2025.

Shepherdsville Road Repaving Continues Next Week

Shepherdsville Road from Outer Loop to East Manslick Road will continue to be repaved the week of May 19, 2025.

Thank you for your patience as this $500,000 repaving project is completed.  Please note that the schedule may have some delays due to weather or other unforeseen issues.


PVA Reassessment - Deadline to Appeal May 19

Every residential and commercial property in District 23 to be reassessed. 

The Jefferson County PVA mailed property assessments on April 25, 2025. The 2025 reassessment covers MLS Areas 5 & 6, including areas in and around Hazelwood, Iroquois, Auburndale, Fairdale, Jefferson Memorial Forest, Prairie Village, Lynnview, West Buechel, Watterson Park, Okolona, Highview and Heritage Creek.

If your property value changed, a full-color assessment notice on a large postcard that includes a photo of the property and information about the assessment appeal process was mailed to you. New values are also posted on Jeffersonpva.ky.gov.

How To Appeal Assessment 

If you believe the assessed value is not correct, The Jefferson County PVA wants you to know: You have a right to appeal. The mission of the PVA is to provide fair and equitable assessments for all property owners in Jefferson County.  However, the PVA does not know every detail or condition of your property. If you believe the PVA assessed value does not represent the fair-market value of your property, you have a right to appeal your assessment.

The first step of the appeal process is to complete the PVA Online Conference which is available at www.jeffersonpva.ky.gov from April 25, 2025 at noon EDT, until May 19, 2025 at 4pm EDT. Most people prefer to complete the appeal using online self-service. However, if you need assistance with the Online Conference, PVA staff will be available and ready to assist you.

In-Person Appeal Assistance at the Southwest and South-Central Library Branches weekdays from April 28 through May 19 from 9 am to 4 pm.

2025 FridayFest at Highview Park
