Councilman Update!

Legislative Updates, Churchill Downs, and In-Person Meetings

Dear Friends and Neighbors,

At our Metro Council meeting prior to spring break, the Council passed my exception to the non-smoking ordinance to allow for Cigar Bars by a 20-6 vote. As of this past Thursday at 4PM, the law goes into effect and these businesses may operate in Louisville. This is another small step toward reducing local government overreach to allow for small businesses to thrive in our city aligned with our key industries like tourism.

I have recently co-sponsored legislation with Councilman Ken Herndon who represents the central business district to allow for more conversions of billboards into digital formats. A few signs have been converted but since Council had no official position on these conversions, lawsuits have followed while other cities once again surpass us. I look forward to partnering with Ken to get this passed as another example of creating a business-friendly environment in Louisville.

This brings me to the recent news about Churchill Downs and their request to update their industrial revenue bond as they try to pursue an almost $1 Billion dollar investment in the track. The media has done an incredibly horrible job in explaining this so I will do my best here. I will caveat this by saying that since the news that the project is on hold, this discussion will also wait until that is resolved but owe it to you to explain where I stand on this issue.

Since the announcement that KFC’s headquarters moved to Texas, there has been a question about what the city is doing not just to recruit new businesses to the city but to also retain our signature businesses in Louisville. Churchill Downs is a local business that has expanded to 14 states along with online gaming and other services. Beyond the track, their headquarters are located in Louisville and they employ a lot of people.
