The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit to Kosmos Cement Company LLC (Portland cement production plant), 15301 Dixie Highway, Louisville, 40272, in accordance with Regulation 2.03. The 30-day public comment period starts on March 20, 2025, and ends on April 21, 2025. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.
Drafts of the permit and summary are available on the District website, by emailing our permitting section, calling Matt King at (502) 574-6000, or at the District office 701 West Ormsby Avenue, Suite 303, Louisville, KY 40203, between 8:00 a.m. and 5:00 p.m., Monday through Friday. Copies of the application are available upon request. Written comments will be accepted through the District’s online public comment form until midnight or at the District office until 5:00 p.m. on April 21, 2025.

What is the purpose of this permit? Construction Permit C-0060-24-0035-V is being issued to install new pneumatic feed systems as part of Unit 14 for shredded tire derived fuel and components into the Kiln.

Will this permit increase pollution? Construction Permit C-0060-24-0035-V will cause potential emissions of Particulate Matter (PM, PM10, PM5) of up to 0.24 tons per year, 0.06 tons per year, and 0.04 tons per year, respectively, but does not increase the permitted maximum feed capacity of tire derived fuel to the kiln.
