Louisville Water Residual Line Project
Louisville Water is hosting a neighborhood meeting to discuss the project on Tuesday, February 18 at 6:30 at the Knights of Columbus, 4417 River Road
Louisville Water is starting a project to improve the reliability of our infrastructure. Louisville Water’s filtration process produces residual solids that must be removed from the treatment plant. The “Residual Line” is the pipeline that takes the residuals from the Crescent Hill Water Treatment Plant to lagoons at our B. E. Payne Water Treatment Plant in Prospect. The system is critical to daily water production at Crescent Hill. The current line, constructed in 1971 is reaching the end of its useful life so we are constructing two new lines for increased redundancy.
One of the segments of the project runs along River Road from Zorn Avenue to Transylvania Ave and along Transylvania Ave to our property at the B.E. Payne Water Treatment Plant. This project will include the installation of two dual 24-inch residual lines. In order to maintain the safety of the public and our crews it will be necessary to close River Road during construction of these mains. The construction along River Road will occur in four phases. Starting March 3 the first phase of River Road will be closed to thru traffic from Zorn to Blankenbaker Lane. Access to homes and businesses will remain open. When construction is completed in each phase the road will be paved and reopened as we move east. The project is expected to last 2 years.

Heavy rains forecast for Louisville this weekend will increase the chance of flooding. Ahead of each storm, MSD crews inspect drainage ditches and catch basins in areas that tend to flood to clear them of any debris that might block water from flowing through them. We also respond to citizen reports of clogged ditches and catch basins. Flooding and drainage problems should be reported to MSD Customer Service at 502-540-6000.
Our Flood Protection team is working 24 hours a day to monitor river levels and the levee system. Flood pumping stations designed to pump excess inland water into the Ohio River are activated at the Morris Forman Water Quality Treatment Center and at Paddy’s Run. Eight of the 150 floodgates are closed to prevent river water from coming into the city.
Motorists are reminded that they should not attempt to drive through flooded roads. Doing so can leave a vehicle stranded in floodwaters and put its occupants at risk of drowning. Turn around and take alternate routes instead.
Also, people should avoid contact with the Ohio River and other waterways for 48 hours after a heavy rain. That is because the stormwater can temporarily overflow the drainage system and carry untreated wastewater into the waterways. Providing slides from National Weather Service below:

Pop-Up Drop-Off events are extremely popular, and our staff strives to make the drive-through experience as efficient as possible. Here are seven tips for attending a Pop-Up Drop-Off:
-
Do not arrive early! All Pop-Up Drop-Off events start at 10 a.m. A line of vehicles causes traffic backups and prevents our equipment from entering.
-
Only bring sensitive documents to be shredded! The line for shredding is usually the longest. We have seen catalogs, paperback books, etc. being shredded, which is unnecessary and takes up valuable time.
-
Make sure no items are mixed with your documents! We've seen hammers, scissors, and toys mixed in with documents. These contaminants can break the shredding truck's equipment!
-
Try giving away usable items first! We see a LOT of decent items being trashed or recycled at our events. Some residents even offer these items to workers - staff is not allowed to keep items. Please try to donate or give away BEFORE coming to our waste and recycling event.
-
Loads of construction materials, lumber, and loose debris are NOT allowed! Take these loads to the Waste Reduction Center at 636 Meriwether Ave instead. Pop-Up Drop-Off events are very popular - please follow the rules so we can keep the line moving.
-
Separate your loads into the various categories! More can be recycled, and the line moves faster when you are ready to offload your items at each station.
Check-in staff will ask for your zip code and which types of items you brought. We track this information so we can keep improving our events. Most residents bring large items, electronics, and documents for shredding. Other categories include metal (or mostly metal) items, tires, yard waste, household recyclables, prescription medication, and shoes.
Mayor Craig Greenberg and community partners will kick off the start of tax season Friday, January 31, with a press event announcing the start of free tax preparation assistance for eligible residents.
The Louisville Asset Building Coalition’s Volunteer Income Tax Assistance (VITA) program provides trained, IRS-certified volunteers who offer free tax services at 15 sites across the city. VITA is available to individuals and families who earned less than $67,000 in 2024.
Since its launch in 2001, the VITA program has helped more than 154,000 Louisville tax filers. Last year, VITA volunteers processed more than 8,800 returns, adding more than $10 million to the local economy, including $3 million in Earned Income Tax Credit (EITC) to residents.
“Our team of dedicated VITA volunteers has made a real difference for working families,” said Mayor Craig Greenberg. “People know they can trust the VITA tax experts to help them navigate the Earned Income Tax Credit and save money for important things like home ownership, a reliable new vehicle, or savings for college tuition.”
Mayor Greenberg thanked the many partner organizations that help hardworking families file their tax returns, including the Metro Office for Resilience and Community Services (RCS). Metro RCS connects tax filers to an array of financial empowerment services through its Office of Financial Empowerment, which leads the Louisville Financial Empowerment Center and the Tax Time Connect initiative with Bank On Louisville.

February is National Spay/Neuter Awareness month, a cause that’s close to our hearts at the Kentucky Humane Society. Last year, we performed more than 14,600 alteration surgeries between our S.N.I.P. Clinic, CARE-a-van mobile veterinary clinic and Sam Swope Pet Treatment and Lifesaving center! Spaying/neutering your pet is one way to combat the pet overpopulation crisis that is plaguing shelters nationwide. Did you know the KHS CARE-a-van travels to different spots in Louisville and other counties of Kentucky to provide low/no cost alteration surgeries in hopes of preventing unexpected litters? You can help KHS combat the overpopulation crisis by scheduling an appointment and spreading the word.
