Neighborhood meeting for a proposed Conditional Use Permit (“CUP”) for a private proprietary club to allow an event venue, and a CUP to allow a short-term rental, all on property located at 2612 S. English Station Road

Dear Neighbor:

We are writing to invite you to a meeting we have scheduled to present neighbors with our CUP plan to allow an event venue and an associated short-term rental to be located as above.
Accordingly, we filed the “event venue” plan for pre-application review with Louisville Metro Office of Planning (“Office of Planning”) that was assigned case number 25-CUPPA-0002 and case manager Molly Clark. We will also soon file a pre-application plan for a CUP for the “short-term rental” with the Office of Planning. The applicant is proposing to convert the former riding stables’ building into a multiple venue event center. The exterior of the building will largely remain as it is today. The applicant will construct two patio areas behind the existing building and two parking lots for guests. The applicant is also proposing to construct a carriage house to be used as a short term rental. The existing access will be relocated to align with Echo Trail, with an additional access further south on S. English Station Road. The relocated access at Echo Trail will eliminate the existing crossing of the Louisville Loop multi-use trail. We would like to show and explain this plan to neighbors so that we might hear what thoughts, issues and concerns you may have.

In that regard, a meeting will be held on Wednesday, January 29, 2025, beginning at 6:00 p.m. at the First Baptist Church Eastwood located at 16122 Eastwood Cut Off Road, Louisville, Kentucky 40245. (Park in the upper parking via the frontage road that runs in front of the church. Access the frontage road from either Eastwood Fisherville Road or Eastwood Cut Off Road. Enter the Multipurpose Building located in the rear of the parking lot through the door located on the left side of the building. Go down the stairs to the meeting room. Wheelchair access is available through the back door.)

Enclosed for your review are the following:
1. The development plan sheet
2. LOJIC site location zoning map sheet showing the location of the site
3. Detailed summary sheet of the project
4. Contact information sheet and Information on how to obtain case information online from Office of Planning online customer service portal
5. Office of Planning’ “After the Neighborhood Meeting” sheet If you are unable to attend the meeting, or have any questions or comments, please feel free to email or call me at the number listed above. We look forward to our opportunity to visit with you.
Sincerely, Nicholas R. Pregliasco

LIHEAP WINTER CRISIS ENROLLMENT IS OPEN

Louisville, KY (January 13, 2025) – Low-Income Home Energy Assistance Program (LIHEAP) Winter Crisis enrollment is now available through Kentucky’s Community Action Network for eligible Kentucky households. Applications will be accepted on a first-come, first-serve basis through March 31, 2025, or until designated funds have been expended.

LIHEAP Winter Crisis provides households with a benefit depending on housing category, fuel type used for heating, and income level. The benefit can be applied towards home heating cost for electric, natural gas, propane, coal, wood, or fuel oil.

Benefits are paid directly to the household's energy vendor. Prior LIHEAP assistance does not impact a household’s eligibility. Households must meet eligibility requirements, including income eligibility of up to and including 150% of the Federal Poverty Guidelines.

In Jefferson County, LIHEAP Winter Crisis is available through the Louisville Metro Office of Resilience and Community Services. Appointments are required in advance to apply. Eligible households can apply for one or both LIHEAP Winter Crisis and MSD’s EWRAP with one single appointment.

MSD’s Emergency Wastewater Rate Assistance Program (EWRAP)

Through our partnership with Louisville MSD, eligible residents will have the opportunity to apply for MSD’s Emergency Wastewater Rate Assistance Program (EWRAP).

EWRAP can provide eligible residents in Jefferson County a 30% discount on wastewater charges and the consent decree surcharge. Eligibility includes households at or below 150% of the federal poverty guidelines, with proof of an active utility account with the Louisville Water Company and MSD. This enrollment period is for new and renewing MSD discount program clients.

MSD clients who are 65 years of age or older with a gross household income of $35,000 or less per year may be eligible for MSD’s Senior Citizen Discount Program. It is recommended you submit your MSD bill with your LIHEAP documentation to see if you qualify for a MSD discount program. For more details about the MSD Discount Programs, visit https://louisvillemsd.org/paymybill.

How to Apply

Our toll-free automated appointment system is now available twenty-four hours a day, seven days a week to schedule an in-person appointment at one of seven locations. The automated scheduler will provide details about these locations as well as eligibility and required documentation.

Forming group wants to create Kentucky’s first “Cohousing” community in Louisville

Louisville Cohousing and Louisville Metro Office of Planning are

hosting a Public Presentation to explain the concept.

Louisville, KY – January 15th, 2025 – A group of motivated Louisvillians are joining forces to create Louisville Cohousing, a custom pocket neighborhood where people know and care for each other. Their effort is supported by the non-profits Mattingly Edge and Inclusive Housing Solutions.

To spread the word and present their project, Louisville Cohousing, Mattingly Edge and the Louisville Metro Office of Planning will be hosting a public presentation in the Community Room at the South Central Regional Library (7300 Jefferson Blvd, Louisville) on Saturday January 25, 2025. Join us from 10:00 AM to 12:00 noon for a morning of learning and discussion about cohousing.

During this presentation, Metro office of planning will talk about Cohousing regulations in the land development code, and how it aligns with their effort to respond to the “need for quality housing with attainable price points”

Mathilde Berthe from Studio Co+Hab, an architecture firm that specializes in cohousing projects, will then lead a 45-minute presentation on cohousing.

“Cohousing is a place where you don’t have to drive your kid to play dates, because they are happening right next door. And if you need something, you can count on your neighbor’s help.” Mathilde Berthe, Cohousing expert, said.

Cohousing: A Different Kind of Neighborhood

Cohousing is similar to a condominium neighborhood where residents own their own home, with their own mortgage. But Cohousing neighborhoods are designed for privacy AND community. In these neighborhoods, future residents make all the major decisions, ensuring that their collective vision shapes the environment they live in, and they create spaces where community can happen.

The communities have extensive common outdoor spaces where kids can run in a car-free environment and residents run into each other on a daily basis. The Common House is the heart of the community. This facility typically has a large dining room and kitchen, where people take turns cooking for each other. It usually has common guest rooms, a kids-room or even a common laundry room.

As future resident Leila Faucette said: “In cohousing you don’t have 32 households owning 32 lawn mowers, people pool resources to live lighter on the planet together.” It is a supportive community fostered around relationships and spontaneous interactions. Far from a gated community, cohousing projects benefit the wider neighborhood in which they are located by creating pedestrian friendly and human-scaled environments. “We are a group of strangers, who are getting to know each other by working together on creating our dream multi-generational Cohousing community”, Faucette said.

EVENT DETAILS:

Date: Saturday January 25

Time: 10:00 AM - 12:00 noon

Location: South Central Regional Library - Community Room

7300 Jefferson Blvd, Louisville, KY, 40219
