Louisville Water Company will be starting a project on Monday, November 18th to improve the sidewalk and curbs in front of the Crescent Hill Water Treatment Plant. The work is expected to last approximately 3 months. It will require LWC to close and construct a temporary sidewalk in the far-right lane of eastbound Frankfort Avenue. (This is the lane the parents currently use to queue up for carpool at Field Elementary.) The construction area will be in front of the main entrance of the plant in the white painted hash marks on Frankfort Avenue.
LWC is starting this project now because the KY Transportation Cabinet has plans to place permanent delineators on Frankfort Avenue where the current hash marks are located. Delineators are flexible posts that are designed to restrict traffic or parking along a roadway. Our temporary project restrictions will essentially mimic the same traffic pattern that will be permanently in place after the delineators are installed. To minimize the impact to traffic, Louisville Water will continue to have police officers on site helping to direct traffic during our project.
Carpool drivers should continue queuing up in the far-right lane on Frankfort Avenue. When moving around the barriers, please use extreme caution when merging into the outside thru lane. To avoid stopping in the outside lane, motorists will have to carefully gauge the available space before moving back into the right lane.
Regarding the trees removed in Breslin Park:
Breslin Park is located in one of the areas of concern under the $12 million grant awarded to Urban Forestry by the USDA Forest Service and the Inflation Reduction Act to address tree equity in Louisville. The trees in Breslin Park were proactively removed to be replaced with trees that, at maturity, will be better suited to provide benefits to the community for many years to come. The replacement trees will be planted the end of April, 2025.
We recognize the removal was abrupt and alarming to residents of the area, and Urban Forestry is working hard to improve our communication with the communities that will be served by this grant. Crescent Hill Carbon Storage Silos
- The Environmental Protection Agency has set new regulatory standards for the treatment of PFAS.
- PFAS or per-and polyfluoroalkyl substances are a group of manufactured chemicals that do not naturally occur.
- Louisville Water is currently in compliance with the proposed regulations, however our history of innovation and staying in front of all drinking water standards is driving us to develop extra treatment standards for removing PFAS.
- Our strategy is to treat PFAS with powder activated carbon (PAC). PAC is effective at removing the PFAS we experience in our source water. PAC is also effective in removing other compounds that greatly improve the quality of our finished water.
- To implement this strategy, it is necessary to construct additional storage capacity and upgrade the existing PAC feed system.
- Three storage silos will be constructed within our existing fence line, parallel to the RR tracks along Frankfort Avenue between Pennsylvania and Reservoir Avenue
- The silos will be constructed with a brick façade and will be approximately 60 feet tall.
- Construction is expected to start in June/July of 2025 and will take approximately 10-12 months to complete
- Louisville Water is hosting a neighborhood meeting on November 12 at 6:30 at the Water Tower to discuss the project
Redundant Pump Station
- Louisville Water is constructing a redundant pump station to improve the reliability of our water service.
- Once constructed we can update the existing pump station and piping system that provides water to most of Louisville
- Pump Station will be approximately 4,000 square feet and about 40 feet tall, which is several feet lower that the existing pump station
- The exterior will be architecturally similar to the existing security building at our Stilz Avenue entrance and designed to compliment the architecture of the original pump station
- Construction is expected to start in January
- The most noticeable construction activity will be hoe-ramming to remove rock This is expected to last 3-6 months (we will NOT be blasting)
- Overall construction will take approximately 2 years
Smokestack Painting/Cellular Equipment
- Louisville Water has a project to repaint the existing smokestack.
- Painting is expected to start in March of 2025
- The existing tower has multiple cellular antennas attached to the smokestack that must be temporarily removed to allow for the painting
- This will require the placement of two temporary cell towers. One will be located near the fountain and the second will be near our entrance off of Stilz
- The temporary towers will go up around the first of the year and will be in place for approximately 6 months .
- Once the smokestack painting is complete the cellular antennas will be placed back onto the smokestack and the temporary cell towers will be removed

Program aims to create more housing opportunities by eliminating financial barrier Mayor Craig Greenberg announced the launch of an important program that will help create safe, quality, affordable housing, while improving the safety and health of neighborhoods.
The goal for this program is to create newly renovated, affordable homes and support the redevelopment of vacant and blighted residential structures through the forgiveness of code enforcement liens. The intention of this pilot program is to increase housing stock by rehabilitating vacant and abandoned structures, promote homeownership for low-to-moderate income families, while encouraging reinvestment in local neighborhoods. This pilot program also includes important guard rails to ensure that residents are protected and empowered to build stronger futures in the neighborhoods they love and call home.
“Affordable housing is one of the pillars of our administration’s goal to promote a safer, healthier, and stronger Louisville. This new program is another essential step toward our goal to create 15,000 affordable housing units across our city,” said Mayor Greenberg. “As we created the ‘My Louisville Home’ plan, one of the strategies we identified was to implement a lien forgiveness program. This will relieve the financial burden for families looking to sell a property and remove a costly barrier for buyers looking to redevelop a home.”
The Affordable Housing Lien Forgiveness Pilot Program established through the Mayor’s My Louisville Home Plan will:
- Create homeownership opportunities throughout the Louisville Metro area for low-to-moderate income families;
- Revitalize neighborhoods that are being harmed by vacant and abandoned properties;
- Provide an opportunity for residents to unlock the value of a home they may have inherited and cannot afford to maintain; and
- Support local homeownership and generational wealth building by preventing out-of-state developers from buying these properties.
Many vacant and abandoned homes have thousands of dollars in liens as a result of regular code enforcement activities through Metro’s Department of Codes & Regulations. A significant number of these properties are presumed to be abandoned. Currently, the city uses legal tools, such as foreclosure, to collect the fines and facilitate the return of the properties to responsible ownership.
There are instances when an owner or heir can be contacted, but due to liens placed on the property, they are not in a financial position to sell or rehab the home. For those, this pilot program can make a difference. Lien forgiveness can facilitate private market property transfer, unlock the value of a home, and save city resources for truly abandoned properties.
To qualify for the program, applicants must be Kentucky residents or registered Kentucky businesses that are majority-owned by Kentucky residents. Additionally, applicants must meet the following criteria:
- All other debt attached to property must be settled, including delinquent property taxes.
- The applicant must have a plan of rehab, budget, timeline, and proof of funds.
- Property must be considered vacant for one year by the Department of Codes and Regulations.
- Rehab must take place within a one-year timeframe.
- The applicant must either occupy the home as their primary residence or agree to sell or rent the property to an income-eligible household.
- If selling, property must be sold at or below a home-value limit determined by the U.S. Department of Housing and Urban Development (HUD).
- If renting, property must be rented at or below HUD-determined allowable rent limits for a 10-year period.
Each application will be reviewed on a case-by-case basis, and checks are put in place to ensure compliance. This includes the timely completion of repairs and properties are rented or sold to income-eligible households.
The Office of House and Community Development (OHCD) will be responsible for implementing this pilot program. OHCD Director Laura Grabowski says this program can be one step toward transforming neighborhoods.
“There are more than a thousand vacant and abandoned homes across the city, with most concentrated in west Louisville neighborhoods. We have witnessed firsthand how one rehabilitated home can uplift the neighbors around them,” said Grabowski. “This program supports more homeownership for low-to-moderate income families, creates generational wealth, and promotes reinvestment in neighborhoods. By taking boarded-up, empty homes, and bringing families back, communities will be improved and revitalized.”
Many of the vacant and abandoned properties are in areas that were impacted by redlining, which means that some homebuyers could be eligible for REVERT program funds. REVERT was approved by Metro Council in 2022 to provide homeownership opportunities for families disproportionately impacted by redlining in previously redlined areas. The Louisville Affordable Housing Trust Fund is still accepting applications for the REVERT program.
Down Payment Assistance (DPA) is another important program operated by Louisville Metro’s Office of Housing and Community Development. DPA provides low-to-moderate income homebuyers with down payment and closing cost assistance in purchasing a home in the Louisville Metro area. Mayor Greenberg recently proposed allocating $1.5 million of Louisville’s budget surplus for DPA.
The lien forgiveness program is expected to launch December 2, and the pilot will consist of approximately 100 homes.
There is a path forward for homeowners facing liens that don’t qualify for the pilot. They can contact the Louisville Metro Office of Management and Budget to go through the standard lien reduction/waiver program. Owners may also request property tax payment plans through the Jefferson County Attorney’s office.

Starting this week, Low-Income Home Energy Assistance Program (LIHEAP) Fall Subsidy enrollment is available through Kentucky’s Community Action Network for eligible Kentucky households. Applications will be accepted on a first-come, first-serve basis through Dec. 20, or until designated funds have been expended.
LIHEAP Fall Subsidy provides households with a one-time benefit depending on housing category, fuel type used for heating, and income level. The benefit can be applied towards home heating costs for electric, natural gas, propane, coal, wood, or fuel oil.
Benefits are paid directly to the household's energy vendor. Prior LIHEAP assistance does not impact a household’s eligibility. Households must meet eligibility requirements, including income eligibility of up to and including 150% of the Federal Poverty Guidelines.
In Jefferson County, LIHEAP Fall Subsidy is available through the Louisville Metro Office of Resilience and Community Services. Appointments are required in advance to apply.

A toll-free automated appointment system is now available 24 hours a day, seven days a week to schedule an in-person appointment at one of seven locations. The automated scheduler will provide details about these locations as well as eligibility and required documentation.

Kentucky Cancer Program(KCP) and UofL Health Brown Cancer Center are please to partner with District 9, Office of Councilman Andrew Owen to offer mammography screening to the community on Wednesday, December 11 at the Peterson Dumesnil House. Ladies interested in being screened can call the Kentucky Cancer Program office at 502-852-6318 to make an appointment. If a woman is uninsured or under-insured, they can call KCP to inquire about qualifying for a free mammography screening. All insurance will be filed. Mammography screening is covered by health insurance.
Fall Leaves Mowing over leaves to mulch them back into your lawn is a great option for reducing waste. Mulching not only returns vital nutrients to the soil, but experts say that it can help your grass grow even better the following year!
Never blow leaves into the street! If you see Street Sweeping signs posted on your street, please make sure to move your vehicle so any leaves that fell naturally on the street can be properly cleaned.
Leaf Drop-Off Sites
The Metro Public Works free leaf drop-off sites will be open Tuesday-Saturdays, November 5 through December 7. Drop-off will not be available on November 28 and 29 in observance of the Thanksgiving holiday. Only leaves will be accepted. Leaves can be loose, in paper/compostable bags, or reusable containers. Containers used to bring leaves to the drop-off sites must be taken back by residents.
