When Louisville Metro Government was awarded money from the federally funded American Rescue Plan (ARP), the allocation came with several reporting requirements. These reports allow the local government and the US Treasury to follow the progress of the projects that had been chosen for these funds.
These requirements are the Metro Council report (quarterly), Project & Expenditure Report (quarterly), and the Recovery Plan Performance Report (annually). Although all of these provide some of the same basic information, they each have specific purposes and vary in focus.
LMG prides itself on being open with the public, letting them know what federal and local funds are being spent on, and reporting on the statuses of those funds.
To maintain its transparency, LMG publishes all three required reports on its American Rescue Plan website, Louisville Metro Government American Rescue Plan.

The Louisville Accelerator Team (LAT), whose job is to manage all of the ARP projects, works with other members of the ARP team to compile information for this report. Detailing progress, both financially and scope wise, this report is submitted to the Metro Council quarterly. The LAT Director maintains this report and is in charge of its submission and presentation.

Quarterly Performance & Expenditure Report
The Project & Expenditure Report (QP&E) is compiled quarterly with information from all parts of the ARP team, LAT, Compliance, and Accounting. LAT project managers are responsible for ensuring the required key performance indicators (KPIs) are up to date and entered correctly, while Accounting confirms what funds have been obligated, allocated, and expended for each project. Once the report is complete, it is then published on the US Treasury’s portal.

Recovery Plan Performance Report
The Recovery Plan Performance Report is completed annually but is worked on for 9-10 months out of the year. This is a fully comprehensive report detailing each project in its entirety, including funding, scope, changes, and progress. This report allows Louisville Metro Government to paint a more dynamic picture of the projects, sharing photographs, charts, and specific data, to aid readers in gaining greater insight into what’s happening in and around their communities. Information is collected from project managers, awarding agencies, subgrantees, Compliance, Accounting, and others, in order to report all pertinent details. This process starts in October and the report is published at the end of July. The RPPR is more of a narrative report and should be easy to follow.
