Metro Council News

Louisville Metro Council

Louisville Metro Council members returned from summer break this week and attended committee meetings. Here is a summary of those meetings:

The Planning & Zoning Committee approved a change in zoning on Colorado Avenue and closed multiple alleys which are now Alberta O. Jones Park. 

The Labor, Economic Development & Appropriations Committee approved several council district appropriations, infrastructure ordinances, and a collective bargaining agreement with the Carpenters Union. 

The Public Works Committee held a discussion on the new Department of Transportation and Metro’s Safe Routes to School program. 

The Government Oversight/Audit & Appointments Committee approved appointees to the Planning Commission, KentuckianaWorks—Greater Louisville Workforce Development, and Waste Management District Boards. 

The Community Affairs and Equity Committee held a special discussion on the philanthropy of Shirley’s Way.  

The Public Safety Committee approved a collective bargaining agreement with the Corrections FOP for officers and sergeants.  

The Parks & Sustainability Committee accepted fitness equipment for nine community centers. 

The Budget Committee amended two American Rescue Plan appropriations for homelessness and brownfields remediation. 

Metro Council meets again on Thursday, July 25, 2024, at 6 p.m.

State Government News

The 2024 Regular Session saw over 1,200 bills filed, with 200 of those passed into law. Dozens of laws went into effect on July 15th, 2024, and you can view some of the notable laws that have taken affect by clicking here.

LIHEAP Summer Subsidy

Low Income Home Energy Assistance Program (LIHEAP)

Low-Income Home Energy Assistance Program (LIHEAP) Summer Subsidy is here to help Kentucky households offset summer cooling costs. Enrollment starts July 16 and runs until September 13, 2024, or until designated funds are depleted, on a first-come, first-serve basis.

The Summer Subsidy Component provides households with incomes up to 150% of the Federal Poverty Guidelines a one-time benefit ranging from $50 to $250 depending on income levels and housing category. Benefits are paid directly to the household’s electric vendor.

Jefferson County residents wishing to apply may schedule an appointment utilizing the automated appointment system. Appointments can be scheduled by phone by calling (502) 991-8391 or online at louisvilleky.cascheduler.com. The toll-free service is currently open and is available 24 hours a day, seven days a week.

Landmarks Commission Hearing

The Louisville Metro Landmarks Commission will hold a public hearing on Thursday, July 25, 2024, at 9:00 a.m. and at 514 W. Liberty Street.

The items for consideration are as follows:

24-LANDMARK-002: A Metro Council resolution that requests Wheelmen's Bench (3190 S. 3rd Street) be considered for Individual Landmark designation.

24-LANDMARK-003: A Metro Council resolution that requests Iroquois Ampitheater (1000 Ampitheater Road) be considered for Individual Landmark designation.

The case files may be inspected in the Louisville Metro Office of Planning, located at 444 S. 5th Street, or online on the Louisville Metro meeting portal, which can be accessed by clicking here.

Flood Hazard Information Revision

The Louisville-Jefferson County Metro Government's Floodplain Management Program, in accordance with National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the City's intent to revise the flood hazard information along Middle Fork Beargrass Creek, generally located between the mouth of the river and 1-264. Specifically, the flood hazard information will be revised along Middle Fork Beargrass Creek from the confluence with South Fork Beargrass Creek to just downstream of Interstate 264.

As a result of the revision, the floodway will widen and narrow, the 1-percent-annual-chance water-surface elevations shall increase and decrease, and the 1-percent-annual-chance floodplain will widen and narrow within the area of revision.

Maps and detailed analysis of the revision can be reviewed at the Louisville/Jefferson County Metropolitan Sewer District at 700 West Liberty Street, Louisville, KY 40203. Interested persons may call Lori Rafferty at (502) 540-6344 for additional information from 9:00am to 4:00pm, Monday through Friday.

Stay Protected from Extreme Heat!

Heat Related Deaths ARE Preventable, Look Before You Lock

Cars can quickly heat up to dangerous temperatures, even with a window cracked open. While anyone left in a parked car is at risk, children are especially at risk of getting a heat stroke or dying.

When traveling with children, remember to do the following:

  • Never leave infants, children or pets in a parked car, even if the windows are cracked open.
  • Remind yourself that a child is in the car, keep a stuffed animal in the car seat. When the child is buckled in, place the stuffed animal in the front with the driver.
  • When leaving your car, check to be sure everyone is out of the car. Do not overlook any children who have fallen asleep in the car.

Welcome New Western Lowland Gorilla!

Meet Patty from Lincoln Park!

The Louisville Zoo is happy to announce the newest addition to its extended family and its award-winning Gorilla Forest habitat: 11-year-old western lowland gorilla, Patty.

Patty’s arrival creates a new gorilla troop which includes silverback Casey (42 years old), adult females Paki 35 years old) and Kweli (40 years old) and young female Kindi (8 years old). Patty and her family group will be in exhibit rotation with bachelor groups including Bengati, Jelani, Cecil and Kicho.

Patty was born at Chicago’s Lincoln Park Zoo and comes to the Louisville Zoo with a breeding recommendation from the Association of Zoos and Aquariums Species Survival Plan. In time, she will be paired with silverback gorilla, Casey.

Her zookeepers say that Patty is a socially savvy gorilla. Her acclimation to the new environment and integration into the established group is going smoothly.


Louisville Zoo Ticket Discount!

The Louisville Zoo is celebrating the start of summer this weekend with a great ticket discount. This weekend only, June 22 and 23, 2024, adults ages 12 – 59 can enjoy general admission for only $20. Children (ages 3 – 11) and seniors can enter for only $15 per person. Children two and under are always free.

The Zoo encourages guests to prepare for the weather with refillable water bottles, cooling off at indoor air-conditioned spaces, and visiting the popular Glacier Run Splash Park — free with Zoo admission or membership.

Plus, be sure to pick up free cups of ice water at concession stands or stop by a Louisville Water Company bottle refill station located inside the African Outpost, near the entrance to the Islands’ Pavilion and on the Zoo’s main plaza.

The immersive, multi-day experience takes a fresh, inclusive, modern approach. With social activities and mindful programming, we provide education, awareness, and resilience tools. Together we are rocking the elephant in the room – changing the way mental health is communicated while fostering an environment of openness and fearlessness.

Please make note of the below tips to help make sure theft doesn't happen to you.

  1. Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices and even loose change.
  2. Do not leave your vehicle running while unattended.
  3. Always lock your vehicle doors.
  4. Remove garage door openers from vehicles when parked outside.
  5. Do not leave your keys in your vehicle, this includes key-fobs.
  6. Do not leave the windows of your vehicle open, or partially open.
  7. Try to park your vehicle in a well-lit area.
  8. Never leave a firearm unprotected in your vehicle.
  9. Immediately report any suspicious person, or vehicle to (502) 574-7111.

Development Plan 2040

On January 1, 2019, a new Comprehensive Plan, called Plan 2040, went into effect. As a resident of District 7 (or any district in Louisville), it is important to review the Comprehensive Plan if you are interested in development that is proposed for the neighborhood. The Comprehensive Plan is the guidepost for all development, and the Planning Commission must use it as one of the guiding principles and tools for making decisions regarding the approval or denial of a neighborhood development project.

The Comprehensive Plan is representative of over 6,000 voices, including Metro staff, an advisory committee, and resident volunteers. The Advisory Committee, made up of diverse representatives from neighborhood and community organizations as well as development and business interests, finalized its recommended goals, objectives, and policies on February 21, 2018. 

On April 16, 2018, the Planning Commission recommended the Comprehensive Plan for approval. The document was then reviewed by the Metro Council as well as 12 local municipalities with zoning authority for formal adoption. Those 12 local municipalities are: Anchorage, Douglass Hills, Graymoor-Devondale, Hurstbourne, Indian Hills, Jeffersontown, Lyndon, Middletown, Prospect, Shively, St. Matthews, and St. Regis Park.
