KYTC has an update for the I-264/US 42 Interchange Improvement Plan.
As of Winter 2023/2024 (SUBJECT TO CHANGE):
- Final roadway plans are in development
- KYTC has acquired all necessary right-of-way, including the control of access rights when applicable, including legal and physical possession.
- LG&E has begun utility relocations, which will continue through 2024 and into the first quarter of 2025. Communication relocations will follow LG&E’s completion of the new pole route, which takes 6 to 9 months to complete.
- The construction funding will be distributed over three construction seasons. The construction letting date will be determined once utility relocations have progressed.*
*The above project milestone dates are subject to change due to changes in funding availability within the next Enacted Highway Plan.

The House introduced the budget two weeks ago and we are discussing it in earnest with the hope of passing it out next week and sending it to the Senate There will be numerous changes before we pass it out of the House but suffice it to say the two-year, $124.8 billion spending plan again includes record funding for K-12 public schools, and strategic investments in public safety, infrastructure, and health services. The proposal, HB 6, also includes major investments in mental health and substance abuse recovery, and programs serving the state’s most vulnerable. In addition, we will be making a $1.74 billion one-time investment toward programs like $950 million of additional money for pension plans including teachers, $50 million for economic development programs, and $450 million to match federal money for the Commonwealth’s priority needs.
HB 5 – Safer Kentucky Act overwhelming passed this week which highlights many aspects in making our community safer. The bill, which now goes to the Senate, addresses “Three Strikes Law” targeting experienced and persistent violent felony offenders, “Madelynn’s Law” regulating bail funding organizations, creating a Kentucky statute for carjacking, eliminating early release for criminals using guns in crimes, enhancing the penalty for the murder of a first responder, hardening sentences for adults using juveniles as criminal accomplices, cracking down on those involved in drive by shootings, improving protocol for involuntary confinement of the mentally ill, increasing penalties for attempted murder, provides local government in managing homelessness while maintaining diversion programs for treatment for those with mental health, and “Jake’s Law ” toughening sentencing for those who flee the police.

Happy New Year! As we welcome in the new year, I would like to share some 8th Division year-end statistics from 2023 and our goals for 2024.
The 8th Division experienced double digit decline in several categories of crime. Violent crime in the division reduced by over 30%. The below graph compares 1/1/2022 thru 12/6/2022 and 1/1/2023 thru 12/6/2023 (December 2023 numbers are currently being finalized). We did see an increase in motor vehicle thefts which is directly associated to the increase in Kia/Hyundai vehicle thefts nationwide. The increase was 16% which is still vastly lower than many other areas locally.
 These decreases in crime were achieved due to several factors. The 8th Division has focused on improving internal and external communication. The detective's office has continually shared information with beat officers and neighboring small cities to identify suspects and share identified patterns. The monthly newsletters, crime prevention tips, and community meetings have been utilized to help our community members know what the current crime trends are and share prevention techniques. Detective Sergeant Beasley's presence on the Nextdoor social media platform has been a tremendous tool for us to reach residents in the 8th Division and for them to engage with us.
The 8th Division's 2024 goals are to continue our decline in crime which is in line with the goal Chief Gwinn-Villaroel has set for LMPD. We are also looking forward to increasing our community engagement. In 2023 we grew our annual National Night Out event to its largest size yet adding a live band, multiple community partners, and law enforcement partners. Plans are already in motion to continue the growth for this year's event. We continue to strive for the 8th Division's National Night Out to be the largest and most well attended in the city.
I'm excited to share several other community engagement events for 2024. The 8th Division will have our inaugural Easter Egg Hunt at Tom Sawyer Park in March. We are also continuing the Meet Your Beat Officer Events. We plan to hold two of these events for the 8th Division with the first one being at the end of February. Details for opportunities to meet your 8th Division officers will be shared throughout the year.
McDonalds on Westport Road hosted Coffee with a Cop in December. These are great events for us to connect with our community and answer any questions you may have. The below picture is from December's event.

Traffic Impacts: Lane closures, traffic shifts, and delays possible.
Date/Time: Daily/nightly.
Project Limits: KY 22 (Brownsboro Road)/Springcrest Drive intersection, near mile point 1.6.
Type of Work: The reconstruction of two 11-foot travel lanes and a left turn lane at the Springcrest Drive intersection are included in this project. A 6-foot sidewalk will also be installed along the north side of KY 22 between the entrance just east of Cliffwynde Trce and Brownhurst Cove Road.
Other Details: During phase 2 of the project, KY 22/Brownsboro Road will be reduced to one lane between Cliffwynde Trace and Pine Hurst Lane. Temporary signals will be placed to direct traffic through the work zone and will remain in place through the completion of the project.
* Springcrest Drive at KY 22/Brownsboro Road is closed as of Saturday, December 9. The existing lane closure on KY 22/Brownsboro Road, as well as the closure of Springcrest Drive at KY 22/Brownsboro Road, will continue through project completion, anticipated for the summer of 2024. *

Other Details: This project is pending final resurfacing, which is set to occur in the spring of 2024.

Type of Work: Routine maintenance of the roadway and the East End Tunnel.
Other Details: Motorists should heed signage, use caution, and adjust commutes to accommodate the lane closures.

Type of Work: Bridge replacement.
Other Details: Work has resumed on the bridge replacement project and Bridge # 2 will remain closed through project completion, expected for the summer of 2024.

Traffic Impacts: Lane shifts, rolling roadblocks, and traffic delays.
Date/Time: Daily.
Project Limits: Between mile markers 47 and 52.
Type of Work: Four sets of bridges being replaced are over KY 2817 (Cardwell Lane) at mile point 51.5; KY 151 (Graefenburg Road) at mile point 46.4, South Benson Creek at mile point 49.1 and KY 1665 (Evergreen Road) at mile point 49.8. Flagging operations may be required on KY 151, KY 1665, and KY 2817.
Detour: Oversized vehicles are alerted to an 11-foot width restriction for eastbound and westbound directions in the construction zone. These vehicles can utilize U.S. 60 and U.S. 127 as a detour.
Other Details: The project is expected to be completed in the spring of 2024.

Project Limits: North of Clifty Drive at mile marker 5.315 to Dry Ridge Road at mile marker 11.132.
Type of Work: Improvements to the asphalt pavement, shoulder repairs, guardrail repairs/installations, and the construction of a retaining wall at mile point 9.46 (adjacent to Stoney Creek) for slope stabilization.
Other Details: Alternating one-way traffic will be maintained through project completion, and motorists will be directed through the work zone via temporary signals. *A 9-foot-wide lane will be maintained for traffic through project completion, which is scheduled for the fall of 2024.

Project limits: Between mile marker 19.5 and mile marker 21.5.
Type of Work: Construction of new interchange ramps at KY 2857 (LaGrange Parkway) between KY 53 and KY 393.
Other Details: Motorists should heed any restrictions, cautiously proceed through the work zone, or seek an alternate route. The expected completion date for the interchange project is the fall of 2024.

Project Limits: KY 329 and KY 329 bypass (Veterans Memorial Parkway) intersection, just south of Interstate 71.
Type of Work: Major realigning and widening of the roadway.
Other Details: The project is expected to be completed in the spring of 2025.
*Daily blasting operations will occur on weekdays beginning Thursday, January 11, from 1 to 3 p.m., as crews prepare the roadway for the widening and realignment project. Motorists should anticipate temporary traffic stops in both directions lasting up to 30 minutes during the blasting and should proceed with caution through the work zone or seek an alternate route.

Project Limits: From KY 3084 (mile point 0) to KY 362/Ash Avenue (mile point .32).
Type of Work: Construction of a 3-lane roadway.
