Antler Alert! KYTC warns of the hazard created by deer on the move

The annual "Antler Alert" issued by the Kentucky  Transportation Cabinet (KYTC) reminds motorists that the peak season for deer-vehicle collisions is upon us. About half of all deer-related crashes occur during the last three months of the year, with November having the most.

In addition to causing vehicle damage, deer can be hazardous to humans. Deer are among the leading causes of animal-related human deaths in the United States, contributing to about 200 deaths on America’s highways every year.

In Kentucky, 3,084 highway crashes involving deer were reported to police in 2022, up about 100 from the 2021 numbers. There were four reported fatalities and 20 serious injuries due to deer collisions in 2022.

KYTC offers these driving tips:

• Slow down immediately upon spotting a deer crossing the roadway; they tend to travel in groups.
• Don’t swerve to avoid a deer, which can result in a more serious crash with an oncoming vehicle or roadside object.
• In the event of a crash, keep both hands on the wheel and apply brakes steadily until stopped.
• Always wear a seat belt.
• Keep headlights on bright at night unless other vehicles are approaching.
• Eliminate distractions while driving: Phones down!
• Drive defensively, constantly scanning the roadside, especially at dawn and dusk, when deer are most active.

Motorists are asked to report all deer-vehicle collisions to police. KYTC traffic engineers use the crash data to aid in placing deer-crossing warning signs and other safety measures.

November 15 - Workplace Policies Supporting Gender Equity panel

The panel, moderated by Joi McAtee, Executive Director of the Office of Equity, will feature experts from Humana, JCPS, Metro United Way and Louisville Metro Human Resources sharing strategies and policies addressing hair codes, gender-based violence, parental/family leave and flexible scheduling.

Meals On Wheels needs drivers: can you help?

Fulfilling. That’s the word Eric Demunbrun uses to describe the experience of driving for Meals On Wheels.

“Our volunteers really love it,” says Eric, who is Volunteer Coordinator for the RCS Senior Nutrition program. “They like the schedule, and they like to see the seniors they serve. I think for a lot of people, it helps them feel connected and engaged with their community.”

Eric is the person who signs folks up to drive for Meals On Wheels or to work at Senior Nutrition’s congregate sites, where meals are served to seniors who are able to travel. He says both programs are in serious need of volunteers.

“It’s pretty easy and accessible for anyone to do,” says Eric. “Even if you can’t drive, you can also help prepare meals to hand them out. That is something that is very valuable.”

Meals On Wheels serves around 30,000 homebound seniors in Louisville, so the need for drivers and volunteers is crucial. With a commitment of a couple of hours per week, you could make a huge difference in the lives of folks who rely on these meals to get through their week.

It’s easy to become a Meals On Wheels driver, says Eric. All you need is your own transportation and to pass a background check. Most drivers work about 90 minutes, one day per week, although some drivers show extra dedication by volunteering to be substitutes when the regular drivers are out.

Hikes Lane Rehabilitation project continues

The federally funded project mostly includes repairing/ replacing concrete pavement, improving curb ramps and sidewalks to make them ADA compliant. Construction costs are estimated to be $7,000,000. Work on the 2.7-mile corridor is anticipated to be completed by late October.

Fall leaf drop-off starts November 7

Mowing over leaves to mulch them back into your lawn is a great option for reducing waste. Mulching not only returns vital nutrients to the soil, but experts say that it can help your grass grow even better the following year! Never blow leaves into the street! If you see Street Sweeping signs posted on your street, please make sure to move your vehicle so any leaves that fell naturally on the street can be properly cleaned.  Leaf Drop-Off Sites The Metro Public Works free leaf drop-off sites will be open Tuesday through Saturday, November 7 through December 9. Drop-off will not be available on November 23 and 24 in observance of the Thanksgiving holiday. Only leaves will be accepted. Leaves can be loose, in paper/compostable bags, or reusable containers. Containers used to bring leaves to the drop-off sites must be taken back by residents. LFPL Celebrating Our Neighborhood events celebrate history and culture of immigrant and refugee populations

Louisville is home to more than 53,000 internationally-born residents, representing countries and communities from all over the globe, with more newcomers arriving each day. In the new series Celebrating Our Neighborhood, the Louisville Free Public Library (LFPL), in partnership with Kentucky Refugee Ministries and Americana World Community Center, will celebrate the history and culture of our immigrant and refugee populations. In November, the series will spotlight Cuban Americans, Louisville’s largest and fastest growing immigrant community. Through four free events at LFPL’s regional and Main libraries, programs will explore Cuban history, dance, music, and cuisine.

Louisville Metro Animal Services waiving redemption fees through the end of December

Louisville Metro Animal Services (LMAS) is waiving reclamation fees for owned pets through the end of the year. LMAS seeks to ensure that financial constraints do not hinder the reunification of beloved companions with their families. Redemption fees will only be waived for pet owners with no previous violations, and cover microchipping, licensing, and vaccination fees. Court fees will not be waived. Redemption fees are set by the Louisville Animal Ordinance. Local animal laws also require pets to be licensed, microchipped, and spayed or neutered before leaving the shelter.  Pet owners may visit the shelter, at 3528 Newburg Road, Monday through Saturday from noon to 6 p.m., to reclaim their companion animals. The shelter's dedicated staff members will be available to guide owners through the reclamation process, providing support and assistance every step of the way.

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

Early registration for the Low Income Home Energy Assistance Program now open through October 31

Seniors and disabled people on fixed incomes can apply early for LIHEAP and MSD’s Senior Citizen Discount Program The Louisville Metro Office of Resilience and Community Services (RCS) is offering pre-registration for the Low Income Home Energy Assistance Program (LIHEAP), Fall Subsidy Component, through October 31 or until appointments reach capacity. Pre-registration is for Jefferson County residents, within 150 percent of the federal poverty guidelines, who are 60 years of age or older, or are disabled and receiving a fixed income (Social Security, SSI, pension or Black Lung benefits). The toll-free automated appointment system is available 24 hours a day, seven days a week to schedule an in-person appointment at one of seven locations. The online automated scheduler will provide details about these locations as well as eligibility and required documentation, or call 991-8391. Additionally, through partnership with the Louisville Metropolitan Sewer District (MSD), eligible residents will have the opportunity to apply for a discount on their water bill through MSD’s Senior Citizen Discount Program. Customers 65 or older with a gross annual household income of $35,000 or less, may be eligible to receive a 30 percent discount on the wastewater portion of their bill. Residents who received assistance in 2022 under MSD’s Senior Citizen Discount Program do NOT need to reapply this year – their enrollment in the program will continue for 2023.  Eligible households can apply for one or both LIHEAP Subsidy and the MSD’s Senior Discount Program with one single appointment. MSD clients who do not meet the age requirements or other eligibility for the Senior Citizen Discount Program may still be eligible for EWRAP, which provides a 30 percent discount on MSD wastewater charges to customers within 150 percent of the federal poverty guidelines. Income-eligible residents who do not meet the requirements for LIHEAP pre-registration (who are not elderly or disabled and on a fixed income) may still apply for LIHEAP benefits beginning November 6, with appointments taken in advance starting November 2.

New My Louisville Home strategy to spur housing development, seeking feedback

My Louisville Home is a comprehensive housing strategy that aims to create and preserve 15,000 affordable housing units unveiled by Mayor Craig Greenberg on October 2. This strategy, the first of its kind in Louisville, outlines significant investment and policy actions by Louisville Metro Government to spur housing development across the city. 

My Louisville Home will achieve its ambitious target by implementing a series of strategies and initiatives, including key components: revision of the land development code, increased funding and expansion of the Louisville Housing Trust Fund, implement innovative financing and construction methods, create long term affordable housing homeownership opportunities, incentivize the renovation of vacant and abandoned properties for affordable housing, and create a Lien Forgiveness in Exchange for Affordability Program.

Applications are open for the 2024 Class of Office for Women Ambassador Program

The Office for Women is pleased to announce that applications are open for the 2024 Class of Office for Women Ambassador Program.

The Office for Women Ambassadors is a six-month training program for women and gender diverse individuals who represent the diverse communities across Metro Louisville. Through the program, participants will develop and hone their leadership skills, learn about issues impacting women, and explore government and community programs available to women. The OFW Ambassadors will serve as community liaisons, sharing out information about vital community services and communicating back to government about the needs of women in their communities.

Eligibility Requirements: Applicants must demonstrate a commitment to and advocacy for improving the lives of women and/or girls and advancing gender equity. Applicants must be 18 or older. Applicants must live in one of the 26 Metro Council districts in Jefferson County (inside Jefferson County).

Applicants must commit to attending all training sessions. The training dates for 2024 are: January 25, February 22, March 28, April 25, May 23 and July 11 and training will take place from approximately 8:30-4:30 each day. The training program is free, and food and transportation costs (bus tickets or parking) will be provided. Childcare will also be provided off site. Applications are due by November 15. Light Up Louisville date moved to Saturday, December 2; sign up is open for Light Up Louisville Parade entries

Light Up Louisville has moved from the Friday after Thanksgiving to Saturday, December 2, the Saturday the week after Thanksgiving.  The event will include the Lots of Lights Parade, Vendor Village, Children's Wonderland Workshop and free photos with Santa.  Join the parade Sign up is now open for participation in the Lots of Lights Parade. For best results: Type your address when making a Large Item Pickup appointment. Using the map pin to find your address can be difficult.  Choose from the dropdown if your item is listed. Only use "Other" if necessary. Set out items the day before your appointment in the same location as garbage collection - and make sure the items are visible.  Check your "junk" email if you don't receive an automatic email after scheduling your appointment.

Louisville Parks and Recreation’s Urban Forestry division's ‘Mulch Mondays':  Any Jefferson County resident or nonprofit organization will be able to pick up natural, dye-free mulch at no cost between 1 and 3 p.m. every Monday in the parking lot directly behind 9200 Whipps Mill Road. Those interested in picking up free mulch are required to bring their own container for transport. Participants will be required to fill out a waiver before receiving mulch.

Park Duvalle Community Health Centers again offering seasonal flu vaccines at no cost to uninsured people

Each year Park DuValle Community Health Center organizes a mass vaccination initiative to protect the Louisville metro from influenza, hosting walk-in flu clinics and providing thousands of flu vaccines at no cost. This fall, PDCHC is adjusting flu clinics operations to increase capacity flow by serving the community at all PDCHC locations, including at Newburg at 3828 Bardstown Road. As student loan repayments resume, the Louisville Financial Empowerment Center offers options for borrowers

As student loan borrowers see their payments resume this month after a three-year pause, the Louisville Financial Empowerment Center (FEC) can help manage the burden.  The COVID-19 student loan forbearance (pause) is ending this month but there are options for borrowers to manage their repayments, including payment plans that are based on income and household size.  If you have an outstanding student loan, you can check its status – and see how much you owe – at www.studentaid.gov.  After checking the website, Louisville student loan borrowers can make a free, one-on-one appointment with the Financial Empowerment Center by accessing its online appointment portal or by calling 585-4622, ext. 6. Kentucky's New Employee Child Care Assistance Partner Program

Kentucky has launched an innovative new program to assist working families with the cost of child care and help employers attract and retain talent. The Employee Child Care Assistance Partnership (ECCAP) helps employers meaningfully contribute financial assistance directly to employee child care costs by matching their contribution up to 100 percent, potentially doubling the value of their employer-provided benefit. All funds from the employer and the state are paid directly to eligible child care providers. Various program restrictions apply. Help with prescription medication copays may be possible through the Kentucky Prescription Assistance Program. Call 1-800-633-8100, between 8 a.m. and 4 p.m. Monday through Friday.

The Louisville Metro Down Payment Assistance Program provides low- to moderate-income homebuyers with down payment and closing cost assistance for purchasing a home in the Louisville Metro area.

The Team Kentucky Homeowner Assistance Fund is a program that can help homeowners impacted by the pandemic rebound and avoid foreclosure. Qualifying homeowners can apply for up to $46,350 in assistance to help with delinquent mortgage payments, property taxes, homeowner’s and/or flood insurance, homeowners association fees and utility costs. 

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Locate Dare to Care food assistance locations, which include St. Stephen Martyr at 3015 Greenup Road, from 3:45 to 5 p.m. Wednesdays. Please call before visiting sites to verify hours of operation. 

Meals on Wheels is available to qualified seniors in Jefferson County, 60 years or older, who are homebound with no one available to help prepare meals. Trauma-trained mental health specialists are now available at all eight Louisville Neighborhood Place locations for immediate and free assistance for any Louisville resident dealing with violence or other trauma. Appointments and walk-ins are accepted.

The most efficient manner to report crime and/or request to speak to an officer is to call Metrosafe Dispatch at 574-2111 (5) Furthermore, if the efforts of the officer were not reasonably adequate to address the concern or issue, a citizen can immediately call Metrosafe back and request for an LMPD supervisor to contact them.  For non-emergencies, dial 574-2111 (5)  for non-violent crimes, non-injury auto accidents, or to report a crime that has already occurred.  For emergencies, dial 911 for violent crime in progress, serious injury auto accidents, or immediate threat to human life.  To report ongoing criminal activity, dial 574-5673, the LMPD Tip Line, for drug dealing, prostitution, gang activity, or any information that may help close open investigations.

Through October 31 - Jack o' Lantern Spectacular 

Billed as the Region's Best Halloween Event, the Jack o' Lantern Spectacular returns to Iroquois Park October 3 to 31. Guests are treated to an organic art gallery of more than 5,000 artistically carved pumpkins in themed settings.  This family-friendly event has become an annual tradition for thousands who come back year after year to experience a variety of carved pumpkins and themed vignettes set to music. Buy tickets online. The time on your ticket is the start of the one-hour time slot during which you will enter the Amphitheater. Guests can choose from several one-hour time slots to view the show, except for the final time slot each day. The final slot on Sunday through Thursday enters the Amphitheater between 9:30 and 10:00 (when the gate closes), and the final slot on Friday and Saturday enters between 10:30 and 11:00 (when the gate closes). It is recommended you purchase your tickets in advance as time slots will sell out.

Book Works Fall Programs 

The Book Works is offering programming for youth (ages 13-21) now on Tuesdays and Wednesdays from 5 to 6:30 p.m. at Beechmont Community Center! We are also continuing our Social Justice Film Series with a screening November 9 from 5 to 7 p.m.

November 11 - next Louisville Urban Forestry Community Wide Planting Day with TreesLouisville

Tree planting season begins in October, and Louisville Urban Forestry has several opportunities for the community to get involved with efforts to plant new trees and maintain ones already planted. No experience is needed for Urban Forestry events, and all tools are provided. The big highlight of this year’s tree planting season is that Louisville Urban Forestry will host five large-scale community plantings. These plantings bring businesses, organizations and individuals together as volunteers to plant hundreds of trees at once in a particular area. This includes one community wide planting day in partnership with TreesLouisville, two neighborhood tree plantings, the Martin Luther King Jr. Day Planting and TreeFest. Throughout Tree Planting season, Louisville Urban Forestry will also be hosting Community Forester Trainings, which offer in-depth information on the best practices for planting trees. This also gives the public an opportunity to become a Community Forester and lead tree plantings. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators.

An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb.

If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Driver licensing - REAL ID enforcement date extended to May 7, 2025

The U.S. Department of Homeland Security has extended the REAL ID Act enforcement date by two years offering Kentuckians, and residents of other states, more time to request a compliant driving or identity credential that maintains air travel access and military base entry. The enforcement date has been moved from May 3, 2023 to May 7, 2025. Read details on REAL ID.

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. 

Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical.

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.

For LGBTQ+ children and adolescents,a parent’s support makes all the difference. The Embrace the Journey website is designed to educate the parents of LGBTQ+ children and adolescents about how to give children the emotional support they need.

Report litterers

Get directly involved in making Louisville a more litter-free community through the Report-A-Litterer program aimed at motorists who throw fast-food wrappers, cigarette butts, soda bottles or any type of litter out their car window.

Help stop wire theft along Kentucky's highways

• Report any information about wire thefts at Kentucky interchanges to the KYTC Office of
  Inspector General (OIG) Office at 502-330-7506. If your information leads to an arrest and conviction, you may be eligible for the $5,000 reward.
• Report active crimes or suspicious activity to local law enforcement.
• Report dark intersections to the KYTC Traffic Operations Center at 877-FOR-KYTC
