Mayor announces Keisha Dorsey will lead Equity in Contracting & Procurement Task Force
New Executive Order elevates the task force into to the mayor’s office, reflecting the mayor’s commitment to equitable contracting and procurement practices
LOUISVILLE, KY (September 29, 2023) – Mayor Greenberg signed a new executive order Friday, elevating Metro Government’s Equity in Contracting & Procurement Task Force into the mayor’s office and appointing Deputy Chief of Staff Keisha Dorsey as its new Executive Director.
The task force was first launched in September 2020 to encourage Louisville’s largest private and public infrastructure investors to increase opportunities for Black-owned and diverse-owned businesses as defined in the Louisville Metro Code of Ordinance 37.66.
Over the past three years, the task force has worked to ensure private and public infrastructure investments have been distributed fairly and equitably among Black-owned and diverse-owned businesses, a critically important initiative for the Greenberg administration.
Task force member organizations include MSD, LG&E, Louisville Water Company, Louisville Regional Airport Authority, LMHA, JCPS, UofL, KYTC, TARC, Louisville Urban League, OneWest, and a representative from the Metro Council. Representatives from GLI, Kentuckiana Works, and organized labor serve on the Workforce Development Subcommittee. Elevating the task force into the mayor’s office also aligns with Mayor Greenberg’s work to increase the number of Black-owned businesses in Louisville.
“Today, less than three percent of local businesses are Black owned, yet Black Louisvillians make up 22 percent of our population,” Mayor Greenberg said. “My administration is committed to growing that number and I’m thrilled Keisha has accepted this new role to help us get there. Thanks to all the task force representatives and their agencies for working towards our goal of a more equitable city.”
“The task before us is clear: to bridge the gaps that exist in the Black-owned and diverse-owned business sectors,” added Dorsey. “Together, we can build a more equitable and prosperous future for Louisville.”
The mayor also announced Friday an upcoming matchmaker event to further engage business owners, suppliers, and contractors. The event will be held Tuesday 10/10 from 4:00-6:30 at the Louisville Central Community Center on West Muhammad Ali Boulevard.

Louisville Metro to offer full-time, paid Emergency Medical Technician academy
$8,000 hiring incentive available; Interested applicants should apply by late Oct.
LOUISVILLE, KY (September 28, 2023) – Louisville Metro Emergency Medical Services (LMEMS) is seeking to train and hire its next wave of Emergency Medical Technicians (EMT). EMTs are part of the comprehensive EMS response system and have the basic knowledge and skills necessary to treat, stabilize and safely transport patients with various life-threatening emergencies that come through the 911 system.
LMEMS announced today that applications are open for EMT Recruits.
“This academy will provide new recruits with the hands-on training needed to address any medical emergency in the community and provide excellence in pre-hospital medical care. If you’re ready to make a positive impact on someone’s life and their family, becoming an EMT is a great choice,” said Chief Jesse Yarbrough, LMEMS.
After the application period, recruits will be selected to go through a four-month, paid training class. Recruits receive $15.91/hour for the duration of the training. The hiring process includes an information session, written and physical agility testing, a panel interview, and a medical examination. Upon successful certification, EMTs will be granted full-time employment with LMEMS starting at $18.34/hour. Louisville Metro also offers an $8,000 public safety hiring incentive paid in installments upon certification.
No prior experience in emergency medical services is needed. Applicants must be at least 18 years old, have a valid driver’s license, a high school diploma or equivalent and not been convicted of a felony. To be eligible for the class, applicants must also pass a pre-employment drug screening and a polygraph test.
The application window is open until late Oct. The projected start date for the class is Jan. 2024.
METCO Board approved nearly $1 million in loans to small businesses, leveraging nearly $4 million in economic investment
LOUISVILLE, KY (September 28, 2023) – The Metropolitan Business Development Corporation (METCO) Board approved $994,337 in small business loans during the third quarter of 2023, leveraging almost $4 million in investment in Louisville.
The METCO board meets monthly to review, discuss and vote on applications for small business loans available through Louisville Metro Government. The METCO small business loan programs are administered by the Department of Economic Development. So far this year, the METCO Board has approved $2.66 million in loans to 20 businesses, leveraging more than $10.3 million in investment.
The small businesses that obtained METCO loans in July:
Property holding company 1124 Logan LLC, located at 1124 Logan St., was approved for a $179,337 façade loan and a $200,000 gap financing loan for capital improvements of the multi-use building. The façade loan funds will be used to restore the original historic face of the building and to install fencing and landscaping. The gap financing loan will be used for the interior buildout.
Wrongside Industries LLC, a new brewery located at 1025 Barret Ave., was approved for a $10,000 façade loan for exterior improvements including signage, a mural, and a pergola for outside seating.
Property holding company MaybeItsFate LLC, located at 1425 Story Ave., was approved for a $150,000 commercial renovation loan and a $15,000 accessibility loan. The commercial renovation funds will be used to add fire suppression and additional bathrooms. The accessibility loan funds will contribute to the cost of an elevator.
The small businesses that obtained METCO loans in August:
Local contractor ANTZ Incorporation, Inc. was approved for a short-term contractor loan of $75,000. The loan funds will be used for working capital to complete multiple Home Repair program contracts awarded to the borrower by Louisville Metro’s Office of Housing and Community Development. The Home Repair program helps low- to moderate-income residents make critical repairs to their homes.
The small businesses that obtained METCO loans in September:
Mobile Cajun food business Da Bayou LLC was approved for a $50,000 Midi Loan. Loan funds will be used to purchase a trailer and inventory.
Property holding company Halevi Bros. at 770 LLC, located at 770 S. Preston St., was approved for a $250,000 commercial renovation loan. Loan funds will be used for the renovation and buildout of the property.
Derby City Discount Fashions, located at 4006 Dixie Hwy., was approved for a $30,000 Sharia-Compliant Business Accelerator Loan to add a children’s retail section. Loan funds will be used for inventory and display supplies.
Certified Nursing Assistant (CNA) training center Rise Nursing Academy LLC, located at 2600 W. Broadway, Ste. 210, was approved for a $30,000 Business Accelerator Loan. Loan funds will be used for startup costs to complete accreditation and begin operation.
Soul Food restaurant and catering business Lucretia’s Kitchen, located at 617 W. Oak St., was approved for a $20,000 Business Accelerator Loan to assist with re-opening and expanding in the new location. Loan funds will be used for working capital.
Loan applications are accepted year-round and are due by the 25th of each month. The METCO Board meets on the third Thursday of the month at 9 a.m. Meetings are currently being held virtually. The remaining meetings for 2023 will be held on October 19, November 16, and December 14.

Our disease investigators leave no stone unturned
Louisville Metro Department of Public Health and Wellness is made up of many skilled professionals, which includes a disease investigation team of epidemiologists, nurses and administrative staff who leave no stone unturned when examining a case or outbreak.
These meticulous investigators conduct research to identify the cause of an outbreak and implement control measures to prevent additional illness in our community. When investigating infectious diseases such E. coli, Salmonella, chickenpox, COVID-19, influenza and RSV, the team will ask a series of questions including:
Did you travel during the week prior to illness?
Did you have contact with anyone else with an illness prior to or following your illness?
What are your signs/symptoms?
Our team also works with physicians, school administrators, daycare operators, parents and others on the best ways to prevent and reduce infectious disease outbreaks. By gathering additional information, they can track the cause of the illness and properly provide the next steps. For example, the team will find out if someone was exposed to a disease or learn from a diner who has submitted a complaint about a restaurant and became ill.
By pulling information together, the team will determine where and when an incident happened and then connect the individuals to resources, including medical care depending on the illness. The team will also follow up with the individuals until their illness has been resolved.
The information helps the department provide education, additional testing, and resources, such as medication or vaccines. Using information submitted by a health care provider assists with pinpointing a location or event that caused spread, which will help to determine a threat that can be removed and eliminate others from becoming sick.
In addition, we have a data health team that specializes in monitoring specific diseases and trends.
When should someone receive the flu vaccine if they are pregnant?
Pregnant people should receive the flu vaccine at the beginning of October which is when flu season usually starts.
What is the risk associated with the flu and being pregnant?
For those who are pregnant or postpartum, flu is likely to cause severe illness, which could lead to hospitalization for treatment.
Those who are not vaccinated against the flu are at a higher chance of getting seriously ill.
Complications related to having the flu can include preterm labor/preterm birth, which is having a baby before 37 weeks.
Can flu vaccination result in miscarriage?
Multiple studies have shown that people who have received flu shots during pregnancy have not had a higher risk of miscarriage. One of these studies was conducted using CDC’s Vaccine Safety Datalink (VSD). The study covered three flu seasons (2012-13, 2013-14, 2014-15) looking for any increased risk for miscarriage among pregnant people who had received a flu vaccine during their pregnancy. The study found no increased risk for miscarriage.
What can someone’s partner do to protect their significant other from the flu?
Partners should also get a yearly flu shot. By choosing to receive the flu vaccine, it will reduce the risk of illness, hospitalization and death to a pregnant partner.
Wash your hands with soap and water. If soap and water are unavailable, use an alcohol-based hand rub.
Avoid touching your eyes, nose or mouth.
Cover your mouth and nose when you sneeze or cough. Sneeze or cough into your shirt sleeve near your elbow.
If you become sick with any respiratory virus, wear a mask when around your pregnant partner.
Can getting the flu vaccine while pregnant protect a newborn?
Yes, people who choose to get vaccinated while pregnant and/or breast-feeding will develop antibodies that are shared with their infant.

Mental Illness Awareness Week: Help people get help
Each year, millions of Americans face the reality of living with a mental health condition — but mental illness affects everyone directly or indirectly through family, friends or coworkers. That is why each year, during the first week of October, health professionals and advocates across the country raise awareness, fight discrimination and provide support.
What is a mental illness?
A mental illness is a condition that affects a person's thinking, feeling, behavior or mood. These conditions deeply impact day-to-day living and may also affect the ability to relate to others. If you have — or think you might have — a mental illness, the first thing you must know is that you are not alone. Mental health conditions are far more common than you think, mainly because people don’t like to, or are scared to, talk about them. However:
1 in 5 U.S. adults experience mental illness each year
1 in 20 U.S. adults experience serious mental illness each year
1 in 6 U.S. youth aged 6-17 experience a mental health disorder each year
50% of all lifetime mental illness begins by age 14, and 75% by age 24
A mental health condition isn’t the result of one event. Research suggests multiple, linking causes. Genetics, environment and lifestyle influence whether someone develops a mental health condition. A stressful job or home life makes some people more susceptible, as do traumatic life events. Biochemical processes and circuits and basic brain structure may play a role, too.
None of this means that you’re broken or that you, or your family, did something “wrong.” Mental illness is no one’s fault. And for many people, recovery — including meaningful roles in social life, school and work — is possible, especially when you start treatment early and play a strong role in your own recovery process.

FINANCIAL EMPOWERMENT CENTER OFFERS HELP TO STUDENT LOAN BORROWERS
As payments resume this month, FEC counselors use new training to help clients
LOUISVILLE, KY. (October 2, 2023) -- As student loan borrowers see their payments resume this month after a three-year pause, the Louisville Financial Empowerment Center (FEC) can help manage the burden.
Earlier this year, FEC financial counselors were trained by the nonprofit Student Borrower Protection Center in how to manage student loan repayments, and now they are ready to pass that knowledge on to their clients.
“We spent a lot of time learning how to prepare clients for what’s about to happen,” said Financial Counselor DeShawn Manning. “We talked about what those changes were and then how to incorporate those payments back into their budgets.”
The COVID-19 student loan forbearance (pause) is ending this month but Manning says there are many different options for borrowers to manage their repayments, including payment plans that are based on income and household size.
The Saving on a Valuable Education (SAVE) Plan is the newest income-driven repayment plan, and it provides the lowest monthly payments of any plan available to nearly all student borrowers. Under the plan, any unpaid interest will be paid by the government, as long as the borrower is making payments.
“These plans all generally all work the same way … based on your household size and your income, they will give you a reduced monthly payment,” said Manning.
Because student loans may change hands many times, some borrowers may not even be sure which institution currently holds their loan. If you have an outstanding student loan, you can check its status – and see how much you owe – at www.studentaid.gov.
“Some borrowers may feel discouraged or nervous about repayment,” said FEC Local Government Manager Ce Garrison. “Prior to the resume date, research who your current lender is and your new due date for payment. Check to ensure the lender has accurate personal and contact information in case they need to reach you. If you’re eligible for Public Service Loan Forgiveness, make sure your lender has updated information about your months of service. That will save you time and effort later on.”
After checking the website, Louisville student loan borrowers can make a free, one-on-one appointment with the Financial Empowerment Center by accessing its online appointment portal or by calling (502) 585-4622, ext. 6.
“We’ll be glad to sit down with you and help you figure out how to work your loan into your budget, and help you get it paid off,” said Manning.
The Louisville Financial Empowerment Center began last year, and makes Louisville part of a national network of cities who believe that trusted, free, financial counseling services should be an essential city service. The FEC is a partnership between Louisville Metro Government’s Office of Resilience & Community Services and the Louisville Urban League. FEC counselors are located within the Louisville Urban League’s Center for Housing and Financial Empowerment.
EARLY REGISTRATION FOR LIHEAP OPENS OCTOBER 2
Seniors and disabled people on fixed incomes can apply early for LIHEAP and MSD’s Senior Citizen Discount Program
LOUISVILLE, KY. (September 29, 2023) -- The Louisville Metro Office of Resilience and Community Services (RCS) is offering pre-registration for the Low Income Home Energy Assistance Program (LIHEAP), Fall Subsidy Component. The pre-registration will begin Monday, October 2, and will end October 31, or until appointments reach capacity.
Pre-registration is for Jefferson County residents, within 150% of the federal poverty guidelines, who are 60 years of age or older, or are disabled and receiving a fixed income (Social Security, SSI, pension or Black Lung benefits).
Additionally, through partnership with the Louisville Metropolitan Sewer District (MSD), eligible residents will have the opportunity to apply for a discount on their water bill through MSD’s Senior Citizen Discount Program. Customers 65 or older with a gross annual household income of $35,000 or less, may be eligible to receive a 30 percent discount on the wastewater portion of their bill.
Residents who received assistance in 2022 under MSD’s Senior Citizen Discount Program do NOT need to reapply this year – their enrollment in the program will continue for 2023.
Eligible households can apply for one or both LIHEAP Subsidy and the MSD’s Senior Discount Program with one single appointment.
Starting today, Sept. 29, the toll-free automated appointment system is available twenty-four hours a day, seven days a week to schedule an in-person appointment at one of seven locations. The automated scheduler will provide details about these locations as well as eligibility and required documentation.

Eligibility:

Must be responsible for home heating costs or pay heating costs if utilities are included as an undesignated portion of rent.
LIHEAP Subsidy is a one-time benefit. You do not need to have a past-due balance or disconnect notice to be eligible.
Documentation required:
Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, etc. or proof of $0 income). Note: Zero Income forms are available at the Resilience and Community Services office at 701 W. Ormsby Ave., Suite 201 as well as the seven LIHEAP locations listed below or by clicking here.
Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
Most current heating bill; or statement from your landlord if heating expenses are included in your rent; or statement from your utility company if you participate in a pre-pay electric program. Please bring the account number and name on the account for all heating fuel sources and electricity.
MSD – Senior Citizen Discount Program

Eligibility:
Client must be 65 years of age or older and a named customer with MSD.
Gross household income is $35,000 or less per year.
Not currently receiving MSD’s EWRAP (Emergency Wastewater Rate Assistance Program) as of date of application.
Documentation:
Proof of age (must provide driver’s license, state ID, or birth certificate.
Proof of social security number or permanent residence card (Green Card) for each member of the household.
Must provide proof of all income received during the previous month by any member of the household (gross).
Proof of active utility account with Louisville Water Company and MSD. (i.e. Named customers with MSD, receiving metered water service for a property used solely for residential purposes, and owned or leased by the customer as principal residence).
Income-eligible residents who do not meet the requirements for LIHEAP pre-registration (who are not elderly or disabled and on a fixed income) may still apply for LIHEAP benefits beginning Nov. 6, 2023. Appointments will be taken in advance starting Nov. 2, 2023, utilizing the automated scheduler listed above.
MSD clients who do not meet the age requirements or other eligibility for the Senior Citizen Discount Program may still be eligible for EWRAP, which provides a 30 percent discount on MSD wastewater charges to customers within 150% of the federal poverty guidelines.
Benefits provided by the LIHEAP program are paid directly to the applicant’s heating vendor, and will not be applied until after Nov. 6, 2023. Discounts from the MSD programs will become effective on the next billing cycle following approval.
Individuals who are unable to apply for this program in person may send a representative on their behalf. Simply provide the representative with the documentation listed above as well as a hand-written note, dated and signed from the applicant, giving them permission to handle their application for services. Residents who are homebound and who are unable to send a representative may call 502-780-7937.

New skatepark coming to Petersburg Park
Have you noticed some construction going on at Petersburg Park, near the cornhole area? We are happy to announce that our new skatepark is being built and installed, as we speak! Keep an eye out in future newsletters--once the skatepark is completed, we plan to have a ribbon-cutting that all will be welcome to attend!
Have you ever thought about buying a vacant or abandoned property in the city?
The city has many vacant or abandoned lots and buildings for sale at all times. If you’re a contractor or fixer-upper, you might consider buying an abandoned home to rehab. Once you fix it up, you could live in it or sell it for a profit. Or you may want to buy a vacant lot or a property in need of demolition, and build a new home. Other properties are suitable for starting a community garden or other agricultural project.
To manage the sale of vacant or abandoned properties, the city has a program called The Landbank Authority. The program’s goal is to put these properties back into productive use. The Landbank currently has about 500 properties available for sale and some are available for as little as $1. But in order to purchase properties, you must be able to prove to the Landbank that you can pay to refurbish or demolish the property, and you must complete the project within a set deadline. You’ll see two links, one for Lots and one for Structures. Choose Lots to view empty lots for sale and an explanation of the types of programs, including “Adjacent Side Yard”; “Cut It, Keep It”; “New Construction”; and “Agricultural Projects”. Choose Structures to see a list of vacant houses and other buildings for sale. Landbank has two categories for the sale of structures: “Save the Structure” and “Demo for Deed”. To save a structure, you must prove you have funds to rehab it and you must complete renovations within six months for exterior and 18 months for interior renovations. To buy a "Demo for Deed," you must simply prove you have funds to demolish the property.

Hikes Lane Rehabilitation project continues
The Hikes Lane Pavement Rehabilitation project continues. The federally funded project mostly includes repairing/replacing concrete pavement, improving curb ramps and sidewalks to make them ADA compliant. Construction costs are estimated to be $7,000,000. Work on the 2.7-mile corridor is anticipated to be completed by late October.
Starting on Thursday 9/28 and running until Monday 10/9, the contractor plans to close the Hikes Ln. and Downing Ave. intersection and detour traffic to Chevy Chase Rd.
Starting on Wednesday 10/4 and running until Sunday 10/8, the contractor plans to close the Hikes Ln and Goldsmith Ln intersection and detour traffic to Bardstown Rd.

Public Works greatly values the opinions of Metro Council members and their constituents, so feedback is important to ensure that we are addressing their needs. Currently this dashboard only shows federally funded projects, but work continues to add more information on various funding sources, project types, and data analysis.

The Waste Reduction Center at 636 Meriwether Avenue is open. This is a popular disposal site for large loads of unbagged yard waste, tree limbs and stumps up to three feet in diameter, construction debris, and large household items. (Fees may apply.) Residents can dispose of up to four tires, up to three electronic items, and up to three large household items for FREE! Details can be found on the website. This weekend come out to the Fairdale Fair which has been held annually since 1930, only skipping three years - 1942, 2020, and 2021!

The Venardos Circus, a unique Broadway-style Circus, is coming to the South Great Lawn at Waterfront Park for two weeks of fun!
Created by former Ringling Bros. Ringmaster Kevin Venardos, the Venardos Circus wraps world-class animal-free circus acts into a Broadway Musical-style format dubbed “The American Circus with the heart of a Broadway Show.”

Louisville Metro Animal Services Teams Up with BISSELL Pet Foundation to “Empty the Shelters”
Pets will be available for adoption for free from October 1-15th during the nation’s largest funded adoption event
LOUISVILLE, KY (October 2, 2023) — With animal shelters across the nation facing an overcrowding crisis, thousands of highly adoptable pets are waiting for their second chances. Louisville Metro Animal Services (LMAS) is proud to partner with BISSELL Pet Foundation, a national animal welfare organization dedicated to ending pet homelessness, for its Fall National “Empty the Shelters.” From Oct. 1 - 15, BISSELL Pet Foundation will sponsor reduced adoption fees of $50 or less at more than 345 shelters in 42 states.
LMAS will participate in Empty The Shelters from Sunday, Oct. 1st through Sunday, Oct. 15th offering waived adoption fees for all pets!
BISSELL Pet Foundation’s “Empty the Shelters” event is the largest funded adoption event in the country. With a goal of encouraging more families to choose adoption, this lifesaving effort has helped more than 190,000 pets find loving homes since 2016. As BISSELL Pet Foundation’s largest program, a total of 687 animal welfare organizations in 49 states and Canada have participated throughout the years. During BISSELL Pet Foundation’s “Empty the Shelters” quarterly national events, an average of 1,225 shelter pets are adopted each day.
"Our nation’s animal shelters are facing an overcrowding crisis unlike anything we have experienced in more than a decade. The devastating increase in owner surrenders and stray intakes has left tens of thousands of socialized, house-trained, and leash-trained pets desperate to find a home," said Cathy Bissell, Founder of BISSELL Pet Foundation. "Our Fall National ‘Empty the Shelters' will support the adoption of thousands of pets across the country, helping shelters in this critical time. Meet your Beat Officer Community Event
Please join us for the inaugural "Meet Your Beat Officer" community mixer, which is one of the newest community engagement initiatives implemented by Chief Villaroel. This community mixer will enhance our community policing efforts by providing citizens with a close and convenient venue within their respective division to come and meet the actual officers that patrol their neighborhood and/or beat. Even though you may see these officers patrolling your neighborhood during the day and night, this will give you an opportunity to meet the officers from both shifts in-person and not just when they are responding to a call for service.
Providing a neutral and supportive environment where community members and officers can mingle is a great way to bridge the gap and improve relations. I am excited the Sixth Division will be the first to host this community mixer event and would like to thank Buechel Park Baptist Church (BPB) for opening their doors and allowing us to host this event at their facility. Chief Villaroel and your local councilmembers will be in attendance. Everyone is encouraged to attend and bring a friend or family member with you. The city has seen an increase of illegal activity, including vandalism, vehicle thefts, items stolen from vehicles, and gun shots reported over the past year. Here are several tips from LMPD that may seem simple but could be very effective in preventing crime in our neighborhoods!
Immediately report any suspicious person, activity (gunshots), or vehicles to (502) 574-7111 or (502) 574-TIPS. This is not just for vehicle vandalism but drug activity, home/garage vandalism, gun shots - ANY suspicious activity! Make a police report!
- Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices, and even loose change. - Always lock your vehicle doors. - Remove garage door openers from vehicles usually parked outside. - Do not leave your keys in your vehicle. Do not warm up your vehicles without you in them! - Do not leave the windows of you vehicle open, or partially open. - Consider additional lighting around your property; try to park your vehicle in a well-lit area. - Never leave a firearm unprotected in your vehicle.
Please remember to not leave your vehicle running and unattended!

LouieConnect
Louisville non-profits have launched a new website to help connect people in need of food, shelter, and more. Metro United Way and the Family Scholar House partnered to create LouieConnect, modeling it on a similar site created in Pittsburgh, Pennsylvania. When someone uses LouieConnect, the web-based app asks for basic information and then lists applicable resources nearby — from food pantries to shelters to career centers to financial literacy programs.
