I have had conversations with many of you about Short-Term Rentals (STRs) and our most recent effort to update the ordinance that outlines the rules and regulations for the industry.  Our primary goal was to close the loopholes that had emerged in the previous ordinance, make it more difficult for owners  and to tighten the rules and regulations in an attempt to prevent our residential neighborhoods from becoming overly transactional.  We passed the revised ordinance unanimously at our last Council meeting and I am proud of the thoughtful and deliberative process that helped to build broad consensus.  This ordinance isn’t perfect, and I’m sure we will have to revisit it in the future as the industry evolves, but I feel good about the balance that was achieved between protecting private property rights while trying to preserve tight-knit community.  Some of the details of the ordinance that passed last Thursday are included below.

Eight district councilman Ben Reno-Webber and I recently spent $5,000 each out of our NDF funds to partner with the 5th division of LMPD to sponsor a community policing detail that focused on the dense commercial corridors along Brownsboro Road, Frankfort Avenue, Baxter Avenue and Bardstown Road.  The detail was active from Thursday through Sunday nights from September 6th – 9th and September 13th – 16th.  Among some of the highlights, over the course of the eight nights 44 citations were issued, 15 guns and a significant amount of drugs were seized, 10 warrants were served, 17 arrests were made, and 13 cars were towed.  In addition, LMPD worked hand in hand with ABC officers and were able to respond immediately to noise and disorderly conduct issues.  We appreciate the great work of the 5th division officers and are looking for ways to extend this entertainment district focused detail.

Councilman Reno-Weber, 10th district councilman Pat Mulvihil and I also teamed up with the 5th division of LMPD to sponsor the fit-bit challenge.  You can use the link provide below to see the press release about the challenge.  The idea behind the challenge is to encourage our 5th division officers to get out of their cars and interact directly with the community while on their beat.  The officer that has the most steps recorded on their fit-bit over a certain period of time wins the challenge.  We are also encouraging the businesses and restaurants within our districts to provide gift-cards or free meals to the winning officers of our challenge.  Please reach out to our office if you want to be involved.


Updated Tennis and Pickleball Courts at Crescent Hill Park

We are so excited to unveil the new pickleball and tennis courts at Crescent Hill Park! 

PLEASE NOTE: As a result of unforeseen issues with the subgrade settling in the area of the new pickleball courts, we have decided to close the back two pickleball courts until repairs can be made. All other courts in the complex will remain open for use. Please be aware that though courts are open for use, there is still work remaining to get that project fully complete. We appreciate your patience and understanding!

Frankfort Ave Repaving

Our most recent update from KYTC regarding Frankfort Ave repaving was that the project should be complete by the end of next week.  We received some concerns regarding the noise of heavy machinery, but reassured that we're halfway through the project and the worst of it is behind us.


Get Involved with Crescent Hill

The Crescent Hill Community Council Board of Directors is seeking volunteers to serve as at-large members, and one volunteer to represent the Emmet Field District. We plan and host celebrations throughout the year and work to make Crescent Hill a great place to live.

We meet ten times/year for about one hour and ask that our board members serve on one or more committees. It’s a great way to meet new people and support your community.

National Drive Electric Week

On Saturday, September 23rd from 10am-3pm at Springhurst Towne Center, National Drive Electric Week showcases the clean-air benefits, cost-savings and the pure enjoyment of driving electric cars.  Electric vehicles reduce our dependence on fossil fuels and support a healthy environment and economy.  The Mayor's Office will be present to issue a Mayor's Proclamation at 12 noon on this date.

Fall Community Cleanup

Mobile Mammography Screening

On Wednesday, December 13th from 8:30am-3:30pm at the Peterson Dumesnil House, Horses and Hope, UofL Brown Cancer Center, and the Kentucky Cancer Program are hosting a breast cancer screening session for women 40 years and over. All insurance filed with University of Louisville Hospital. Proper ID and Insurance Card required. Financial assistance for uninsured patients who qualify. All COVID guidelines followed.

Amendments to Short-Term Rental Regulations

The Louisville Metro Council announces amendments to several sections of the Metro Land Development Code (LDC) and Section 115 of the Louisville/Jefferson County Metro Government Code of Ordinances (LMCO) relating to short term rentals.  These amendments, approved by the Metro Council in a unanimous vote on September 14, 2023, aim to create a balanced and sustainable approach to short term regulations within our vibrant community.

Key highlights of the amendments include:

  • At no time shall more persons reside in the short term rental than two times the number of bedrooms plus two individuals, except where the licensed registered property is in excess of two acres in which case the occupancy limit shall be two times the number of bedrooms plus six individuals. If the aforementioned occupancy allows for more than 12 individuals, there shall be a maximum of 12 persons over the age of 16. The Board may further restrict the number of individuals. Relief to this provision may be provided by the Board on a case-by-case basis if the applicant can demonstrate that a greater occupancy will be in compliance with life safety and occupancy standards and the short term rental is of a sufficient distance to not adversely impact a neighboring property.
  • (1) Reasons for Potential Relief
    • The property is adjacent to nonresidential zoning districts that allow short term rentals by right.
    • There is a significant environmental feature or primary collector or higher classification road that separates the proposed short term rental from other short term rentals within the buffer area.
    • A short term rental property within the buffer area is located on the perimeter of the buffer area, with part of the property being located outside of the buffer area.
    • A neighborhood plan encourages and supports short term rentals in the subject area
  • In applications where the entire area encapsulated by the 600 foot buffer is residentially zoned (including TNZD areas mapped Neighborhood General), under no circumstance shall the Board provide relief to this provision in cases in which two or more short term rentals with conditional use permits are already in existence within 600 feet.

The following exceptions to this separation requirement apply:

    • The separation requirement shall not apply to a property on which the conditional use permit is conditioned that the owner acts as host and maintains their 5 primary residency within another dwelling unit in the same building or on the same parcel of land.
    • The separation requirement shall not apply between two or more short term rentals on a single property being reviewed under the same conditional use permit application. However, if the property is subdivided after the conditional use permit is granted, a new conditional use permit shall be required in order for any new lot(s) to have a short term rental, with the separation requirements applying to that subsequent.
    • The separation requirement shall not apply to a property in the TNZD district on which the conditional use permit is conditioned that the host shall maintain their primary residency
  • 517 Annual Registration Fee. A nonrefundable fee of $250 shall accompany the annual registration form of a short term rental. The fee shall go to the Office of Planning and Design Services for use in administration and enforcement of short term rentals only. within the dwelling unit.
  • The ordinance shall take effect upon its passage and approval or otherwise becoming law, and shall apply to (i) any conditional use permit application that has not yet been scheduled for a public hearing before BOZA as of the effective date, and (ii) to any new registration

Friday, September 22nd: The Clifton Community Council and United Crescent Hill Ministries invite you to attend a fundraising event and media presentation of the 43 historic photos of the Clifton neighborhood dating from 1894 to 1948 and 22+ additional Historic Photos. Each photo will be projected on a large TV monitor and a short summary and history will be provided. Many of the photos depict scenes along Frankfort Avenue, The Tollhouse, and KY School for the Blind. Please plan to attend and learn more about the history of Clifton. Admission a $10 cash donation. $5 to United Crescent Hill Ministries and $5 to the Clifton Community Council.

Saturday, September 30th: The Cresent Hill Public Library is hosting a Walking Tour of Clifton from 10am-12pm. The tour will include a look at the historic 1883 building on the grounds of the American Printing House for the Blind. The tour will start at the library. The library is also hosting A Photo History of the Clifton Neighborhood from 1pm-3pm.

Saturday, September 30th: The St. Matthews Public Library is hosting a Q & A session with the St. Matthews City Council from 10:30am-11:30am. Bring your questions for discussion and get a chance to meet and speak with these local lawmakers.

Friday, October 6thWhitehall House & Gardens is pleased to announce that it will host its fifth annual Bluegrass and BBQ event on Friday, October 6. Doors open at 6 p.m. and food and drinks will be available for purchase from Boss Hog’s Barbecue and the Thirsty Thoroughbred. A limited amount of seating will be available under the tent, and guests are welcome to bring their own chairs and blankets. Tickets are $20 for adults and $10 for children ages 5 to 12 (children under 5 are free). Wednesday, October 11th:  The Louisville Water Company is hosting Walking Wednesday Open House on Wednesday October 11th from 4-7pm at Crescent Hill Reservoir (121 Reservoir Ave).  Meet the team who keeps Louisville Pure Tap flow, and engage in hands on activities.  Fall treats and ice-cold Pure Tap will be provided.  This event is free and open to the public.
