Fly on Over to Flutter Fest at the Zoo September 11 to 16

The Louisville Zoo’s 7th annual Flutter Fest will take place September 11 to 16. The event commemorates the fall migration of the endangered monarch butterfly as they journey to their overwintering destination in the forested mountains of Mexico. Guests can participate in butterfly-centric activities with the Zoo’s partner Idlewild Butterfly Farm and Insectarium on the Zoo’s main plaza from 10 a.m. to noon September 11 to 15 and from 10 a.m. to 2 p.m. on September 16. Take home activities include a clothes pin butterfly, a stained-glass butterfly, and a “buggy” head band. The Zoo’s Butterflies N’ Blooms exhibit, closing September 17, allows guests to wander through a 1,000 sq. ft. outdoor flight house as they encounter these wonderful colorful creatures. The exhibit is in the Africa Zone of the Zoo, across from the bongo habitat.

Residents impacted by last week's storm may drop off tree debris for free at 535 Meriwether Ave (across from the Solid Waste Office) until 7 p.m. September 8. No businesses or contractors may use the free site, but they can drop off debris at the Waste Reduction Center for the usual fee

Louisville Metro Department of Public Health and Wellness is seeing an uptick in COVID-19 cases across the state, just as the flu season is almost upon us. A few outbreaks have been reported in congregate settings. There have also been school systems in other Kentucky counties that have already had to close due to illness.

Here are some proactive steps you can take to prevent spreading the virus:

• Get vaccinated. To find COVID-19 vaccine locations near you, please search vaccines.gov or call 1-800-232-0233 and text your ZIP code to 438829.
• Continue practicing hand hygiene.
• Stay home if you are sick.
• Wear a high-quality mask, improve ventilation and keep your distance – when possible – from a person who is sick or has tested positive for COVID-19.

Kentucky Transportation Cabinet Announces Adopt-A-Highway Art Contest for 2023

Deadline for students to submit artwork is October 20 The Kentucky Transportation Cabinet (KYTC) announces that entries are being accepted for the 2023 edition of its popular Adopt-A-Highway art contest for Kentucky school students. The theme is Adopt-A-Highway: Can it, Kentucky! “Trash-free roadsides not only maintain our scenic landscapes, but they also help prevent roadway hazards and environmental impacts,” said Gov. Andy Beshear. “The poster contest is a great way to encourage young Kentuckians to take pride in our state while encouraging everyone to do their part to keep Kentucky beautiful.” Entries must be postmarked no later than October 20. Students enrolled in Kentucky public, private or home schools may enter. The entry form, evaluation criteria and other information for students, parents and teachers are available on the program website. The contest is divided into four age groups: 5-8, 9-11, 12-14 and 15-18. Winners of each age division earn a $100 gift card while second- and third-place finishers receive a $50 gift card. Additionally, first- through third-place winners in all age groups will have their artwork featured on social media and prints will be displayed at the Kentucky Transportation Cabinet in Frankfort. KYTC has held the contest for more than 20 years to increase environmental awareness among children, educate the public about the harmful effects of litter and encourage behaviors that promote a clean environment. Last year, nearly 300 students from across the commonwealth submitted artwork. District 10 youth needed for the YES! Youth Cabinet

The Metro Youth Cabinet (MYC) is full of civic-minded change makers interested in helping local youth gain greater equity and a stronger voice on issues and policy that affect them.

The 26-member Cabinet works directly with Louisville’s Mayor and Metro Council to offer advice on policy, community building and equity. The cabinet will work to identify and transform systems that prevent young people – throughout our city – from living healthy and happy lives. Hikes Lane Rehabilitation project continues

The map above shows the Hikes Lane Pavement Rehabilitation project detour for Phase 5. 

The Hikes Lane Pavement Rehabilitation project continues. The federally funded project mostly includes repairing/replacing concrete pavement, improving curb ramps and sidewalks to make them ADA compliant. Construction costs are estimated to be $7,000,000. Work on the 2.7-mile corridor is anticipated to be completed by late October.

Sidewalk over Goldsmith Lane bridge near Peabody Lane closed due to safety concerns

The sidewalk over the bridge structure on Goldsmith Lane near Peabody is closed until further notice. A Kentucky Transportation Cabinet inspection revealed safety concerns and closing the sidewalk will allow the driving lanes to remain open at this time.  The next steps will be to investigate and design a repair or replacement of the structure. Please watch for signage and use extra caution in the area.

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

Celebrate Oktoberfest with the German-American Club during their largest two-day event of the year! Gates open Friday at 4 p.m. with live polka music, an expanded German kitchen menu, and imported beers from Germany until 11 p.m. To honor the first Oktoberfest, which consisted of a wedding feast that ended in a horse race, check out the stick horse races for the kids behind the stage. Races start at 5:30 p.m.  Music by the River City Polkatz will be from 4 to 11 p.m. while the indoor kitchen serves a German menu from 4 to 8 p.m. and the patio grill from 4 to 6 p.m.  Saturday gates open at 2 p.m. Get ready for a day of fun with three polka bands, an expanded German kitchen menu, and imported beers from Germany to try until midnight! Kids can meet their favorite German storybook characters for photos, autographs and more! Snow White, Prince Florian, Rapunzel and Flynn Ryder, Little Red Riding Hood, Sleeping Beauty and Cinderella will be there for an afternoon of entertainment while they celebrate our favorite German stories! Saturday only from 4 to 6 p.m. Music will be performed by Rheingold Band from 2 to 6 p.m., Rathskeller Band at 4 p.m., and the River City Polkatz from 7 p.m. to midnight! Enjoy food and drinks with that same great menu from Friday! The indoor kitchen will be open from 4 to 8 p.m. with the patio grill being open from 2 to 5 p.m. Admission is $5 per person; kids enter for free.

September 9 - Louisville Zoo Wildlife Photography class

The Louisville Zoo will again offer the popular Wildlife Photography Basics class on September 9. The one-day course is presented in partnership with Murphy’s Camera. Participants will learn the building blocks of great Zoo wildlife photography. Zoo staff will lend their expert advice on what animal behaviors to look for as well as the best times and seasons to photograph different species. Murphy’s Camera experts will advise on the basics of framing a shot and practical methods for taking advantage of available light. The class meets from 9 to 11 a.m. and is designed for teens and adults eager to learn the basics of wildlife photography. The September 9 class features the Islands area with views of the little penguins, dalmatian pelicans, Aldabra tortoises, and rotational islands mammals which could include Sumatran tiger, orangutans, babirusa, tapir and siamangs. Registration is open: $60 for non-members and $40 for members and includes all-day Zoo admission.

Louisville Zoo visitors can enjoy brand new larger-than-life sculptures in Sean Kenney’s Nature Connects® exhibit made with LEGO bricks through September 17.

The exhibit includes 15 sculptures including an 83-inch-tall moth orchid, a 77-inch-tall goldfinch, a 60-inch-tall snail on a mushroom and a 76-inch-tall hummingbird. The art is made from more than 203,000 LEGO bricks. Nature Connects is free with Louisville Zoo admission or membership.

LMAS, Friends of Metro Animal Services offering three months of waived reclaim fees for lost pets through September 15

Now through September 15, owners can reclaim their lost pets without incurring the usual reclamation fees, including boarding charges, vaccinations, and microchipping. The aim is to alleviate the burden on individuals and families who may be facing financial hardship, ensuring that no pet remains separated from its rightful home due to economic disparities. Redemption fees will only be waived for pet owners with no previous violations, and cover microchipping, licensing, and vaccination fees. Court fees will not be waived. LMAS will not keep a pet impounded due to its owner’s inability to pay and will work with owners who have outstanding balances and want to reclaim their pet. LMAS thanks their non-profit partners, Friends of Metro Animal Services (FOMAS) for providing the necessary funding to make the three-month redemption period possible.

Kentucky's New Employee Child Care Assistance Partner Program - House Bill 499

Kentucky has launched an innovative new program to assist working families with the cost of child care and help employers attract and retain talent. The Employee Child Care Assistance Partnership (ECCAP) helps employers meaningfully contribute financial assistance directly to employee child care costs by matching their contribution up to 100%, potentially doubling the value of their employer-provided benefit. For example, if an employer commits $100 per month to their employees' child care expenses, the state may match that contribution up to another $100, giving employees a total of up to $200 in child care assistance. All funds from the employer and the state are paid directly to eligible child care providers, who are included in this database. Various program restrictions apply. Take the Louisville Food Vision2030 community food survey and help shape the strategic plan

With support from a USDA Regional Food System Partnership Grant, Food in Neighborhoods is working with Louisville residents to develop the Food Vision 2030. As part of this process, Food in Neighborhoods will be engaging community voices in various ways, including food summits, stakeholder focus groups, and distribution of a community food survey.

Through participatory data collection and assessment processes, we will identify needs, gaps, threats, strengths, and opportunities in Louisville’s local-regional food system, specifically those related to food-insecure populations, food system infrastructure and value chains, and production sustainability. The Crescent Hill Community Council is sponsoring a “Curbing Gun Violence in Jefferson County Competition"

A $6,100 prize (and possibly climbing) will be awarded for the best new idea, or a new twist on an old idea to curb gun violence in Jefferson County. HOW: Each idea must be submitted in accordance to the “Rules for Submission” below, and accompanied with the Official Submission Form attached. Additional forms can be obtained in person at the Crescent Hill Branch Library, 2762 Frankfort Avenue. WHEN: Entries will be accepted until midnight Wednesday, October 4. A  $6,100 prize will be awarded January 4. RULES FOR SUBMISSION 1) Your ideas for curbing gun violence in Jefferson County must be typed with minimum 10 point font and no more than one page total, or 500 words in length. 2) The winning idea should include three action steps to implement the idea. 3) The winning idea must be “do-able” with the resources available in Jefferson County. 4) The winning idea may be a new idea, or a fresh look at an old idea. 5) Any person from anywhere, and of any age can win. Enrollment for LIHEAP Summer Subsidy continues until September 22 or until funds are depleted

The Louisville Metro Office of Resilience and Community Services is taking applications for the 2023 Low-Income Home Energy Assistance Program (LIHEAP) Summer Subsidy Cooling Component and the Low Income Household Water Assistance Program (LIHWAP). These federally-funded programs are designed to help offset the cost of higher utility bills. Applications will be accepted through September 22 or until funds are depleted. Applicants for the LIHEAP Summer Subsidy and LIHWAP program must be residents of Jefferson County with a household income at or below 150 percent of the federal poverty guidelines (e.g. for a household of four, the gross monthly income cannot exceed $3,750). The LIHEAP Summer Subsidy component provides households a one-time benefit ranging from $50 to $250 depending on income levels and housing category. Residents can apply regardless of the status of their utility bills. The benefit amount is paid directly to the electric vendor (i.e. LG&E). The Low Income Household Water Assistance Program, or LIHWAP program, also provides a one-time benefit ranging from $50 to $100 depending on income levels. Youth Engagement Services seeks youth service provider information for a new directory

Youth Engagement Services (YES!) is creating a YES! Direct Youth Services Provider Directory. This new resource from the Office for Safe and Healthy Neighborhoods is a gateway for organizations and individuals focused on Louisville's youth to be included in the vital movement that promotes and ensures that our youth are prepared for their futures. 

This is a collective, one-stop community database that will enable families and youth to find service and programs to meet their needs and interests. Requirement: Must be a registered 501c3 organization that administers background checks to all staff and volunteers.

Louisville Parks and Recreation’s Urban Forestry division offering free  ‘Mulch Mondays’ 

Louisville Parks and Recreation’s Urban Forestry division's ‘Mulch Mondays':  Any Jefferson County resident or nonprofit organization will be able to pick up natural, dye-free mulch at no cost between 1 and 3 p.m. every Monday in the parking lot directly behind 9200 Whipps Mill Road. Those interested in picking up free mulch are required to bring their own container for transport. Participants will be required to fill out a waiver before receiving mulch.

Park Duvalle Community Health Centers again offering seasonal flu vaccines at no cost to uninsured people

Each year Park DuValle Community Health Center organizes a mass vaccination initiative to protect the Louisville metro from influenza, hosting walk-in flu clinics and providing thousands of flu vaccines at no cost. This fall, PDCHC is adjusting flu clinics operations to increase capacity flow by serving the community at all PDCHC locations, including at Newburg at 3828 Bardstown Road. The full schedule is available online at pdchc.org today. Walk-ins are welcome, but PDCHC urge the community to register in advance on their website's patient portal.

Help with prescription medication copays

If you are struggling to pay for your prescriptions, the Kentucky Prescription Assistance Program may be able to help. Call the Kentucky Prescription Assistance Program (KPAP) Hotline at 1-800-633-8100, available from 8 a.m. to 4 p.m. Monday through Friday.

The Louisville Metro Down Payment Assistance Program provides low- to moderate-income homebuyers with down payment and closing cost assistance for purchasing a home in the Louisville Metro area.

The Team Kentucky Homeowner Assistance Fund is a program that can help homeowners impacted by the pandemic rebound and avoid foreclosure. Qualifying homeowners can apply for up to $46,350 in assistance to help with delinquent mortgage payments, property taxes, homeowner’s and/or flood insurance, homeowners association fees and utility costs. 

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Locate Dare to Care food assistance locations, which include St. Stephen Martyr at 3015 Greenup Road, from 3:45 to 5 p.m. Wednesdays. Please call before visiting sites to verify hours of operation. 

Meals on Wheels is available to qualified seniors in Jefferson County, 60 years or older, who are homebound with no one available to help prepare meals. Call 574-6325 to begin the qualification process. For information on the senior congregate sites for more active seniors, 60 and older, call the number above or sign up at the RCS page. LMPD - which numbers to call for emergencies, non-emergencies, and ongoing criminal activity complaints

The most efficient manner to report crime and/or request to speak to an officer is to call Metrosafe Dispatch at 574-2111 (5) Furthermore, if the efforts of the officer were not reasonably adequate to address the concern or issue, a citizen can immediately call Metrosafe back and request for an LMPD supervisor to contact them.  For non-emergencies, dial 574-2111 (5)  for non-violent crimes, non-injury auto accidents, or to report a crime that has already occurred.  For emergencies, dial 911 for violent crime in progress, serious injury auto accidents, or immediate threat to human life.  To report ongoing criminal activity, dial 574-5673, the LMPD Tip Line, for drug dealing, prostitution, gang activity, or any information that may help close open investigations.

Help stop wire theft along Kentucky's highways

• Report any information about wire thefts at Kentucky interchanges to the KYTC Office of
  Inspector General (OIG) Office at 502-330-7506. If your information leads to an arrest and conviction, you may be eligible for the $5,000 reward.

CycLOUvia is coming back to Three Points Louisville.

On Sunday, Goss Avenue, Logan Street, and Shelby Street between Texas Avenue and Kentucky Street will be blocked to vehicular traffic from 2 to 6 p.m. Walk, bike, dance, or skate through some of Louisville’s great urban neighborhoods—sans cars! This event is free, fun, and family-friendly.

A series of public open dialogue discussions to advance constitutional policing through community-oriented policing principles.

September 14 - Next information session on the Digital Literacy Train the Trainer program

The University of Louisville’s Digital Transformation Center is honored to be a part of the Healthcare Workforce Innovation Coalition, funded by Metro Louisville’s American Rescue Plan grant. This group is led by CEO^c, the Louisville Healthcare CEO Council, and their Health Career Lab, to create a digital workforce train the trainer program, expanding the digital skills of our community. We will upskill 100+ community trainers throughout all 26 districts. In turn, those 100 trainers will train within their community, producing more digitally upskilled and reskilled citizens.

The coalition is looking for 20 diverse committed community members from each district to foster an equitable digital environment. No individuals from District 10 have applied.

Community trainers will be empowered with free training, free curriculum, materials, and support through areas of digital literacy such as data analytics, ChatGPT, conversational artificial intelligence, and forms creation/data collection. Plus, a $500 stipend upon completion of the first community training they conduct.

September 16 - Pop-Up Drop-Off at Sun Valley Park

Nearly 900 participants attend the Pop-Up Drop-Off event on Saturday, August 26, with most participants bringing electronic devices to recycle, documents to shred, and large items to dispose. This was the first event collecting gently used shoes for WaterStep and 160 pounds of shoes were collected - ensuring about 50 people will have safe water to drink. 

The next Pop-Up Drop-Off will be Saturday, September 16 at Sun Valley Park and Ashby Lane Baptist Church.

The NAMI Louisville Step Forward for Mental Health Walk, scheduled for September 30, returns to educate and raise awareness about mental health issues in our community. NAMI Louisville's largest fundraising event brings together hundreds of individuals and families affected by mental illness, as well as members of the business and civic community, who along with NAMI Louisville are working to make positive changes in mental health. Walkers gather for a festive warm-up before trekking together along the Ohio riverfront to support community wellness. The casual two-mile walk or shorter half mile is a heartwarming experience that culminates with a lively celebration at the finish line. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Driver licensing - REAL ID enforcement date extended to May 7, 2025

The U.S. Department of Homeland Security has extended the REAL ID Act enforcement date by two years offering Kentuckians, and residents of other states, more time to request a compliant driving or identity credential that maintains air travel access and military base entry. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Interested in volunteering for one of Louisville Metro Government's Boards and Commissions? Serving on a board or commission, you will have a chance to improve the quality of life in our community. There are approximately 100 boards and commissions with many areas of interest, including business and economic development, land planning, parks and recreation, public health and public safety.
