Peace. Metro Council is on fall break this week, but we'll be back soon with a full council meeting on Thursday, September 14th. I'm slowly catching up on calls, emails, and texts. If I haven't replied yet, please follow up and thank you for your patience.

LMHA Board Meeting

Join Councilman Jecorey Arthur and other city leaders at the next Louisville Metro Housing Authority Board Meeting on Tuesday, September 19th 3:30 PM @ 600 S 7th St, Louisville, KY 40203, USA. Residents can sign up to speak and share their experiences about living in public housing.

Louisville Metro Comprehensive Review Commission

During the 2022 Kentucky General Assembly Session, House Bill 314 was passed, changing how Louisville Metro Government works. This bill also created a commission to study the "accomplishments and insufficiencies" of our local government. Councilman Jecorey Arthur was appointed to the commission along with other local and state officials. For more information go here.

Legislation

  1. Anti-Displacement Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new city-supported developments. To show support, sign the petition here. It was first debated in the Planning and Zoning Committee on Tuesday, August 15, 2023.
  2. Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). The District 4 office is working with Louisville Forward, local unions, and several neighborhoods on this.
  3. Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to be destroyed.
  4. Right to Shelter Ordinance — This will create more shelter space for people experiencing houselessness. To show support, sign the petition here.
  5. FY24 District 4 Sidewalk Repairs — There will be several sidewalks getting approved for repair funding in the next couple months. The District 4 office is waiting on an updated sidewalk list to share.
  6. Short-Term Rental Ordinance — This ordinance will update rules about short-term rentals (Airbnb, VRBO, etc). To review the suggested changes go here.

NuLu Business Improvement District (BID)

The NuLu Business Association (NBA) is promoting the implementation of a Business Improvement District (BID). A Business Improvement District (BID), or in Kentucky, a Management District, is a designated area within-which property owners vote to assess themselves, based upon property value as determined by the PVA, to provide supplemental services above those provided by local government. There will be a community meeting about this on Tuesday, September 12th at 5:30 PM at the AC Hotel, 727 E Market St. Councilman Jecorey Arthur will be in attendance to learn more. Beecher Terrace Breaks Ground on Fourth and Final Phase of $213.47 Million Mixed-Income Community

 Mayor Craig Greenberg joined government officials, Louisville Metro Housing Authority leaders and Beecher Terrace residents to break ground on the fourth and final phase of the $213.47 million Beecher Terrace revitalization project. Phase 4 will include 210 new apartment units and is projected to be completed in August 2025. To learn more, click here.

Mayor Greenberg Announces $150,000 Digital Inclusion Outreach Grants for 9 Organizations

Mayor Craig Greenberg announced the award of $150,000 in digital inclusion outreach grants, $15,000 each for nine different nonprofit organizations. The purpose of the grants is to empower these organizations with the resources they need to help reduce the digital divide in our community. To learn more, click here.

Winston Industries Investing $1.2 Million to Expand, Retain 215 Jobs and Add 5 New Positions

Momentum in Kentucky’s manufacturing sector continues with a $1.2 million investment from Winston Industries, a Kentucky-based multidivisional manufacturer of circuit boards and foodservice equipment. The investment will allow the company to retain 215 full-time jobs, add five positions in Louisville and provide growth opportunities to existing employees. To learn more, click here.

Land Development Code Reform

The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.

Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!

Join the Butchertown Business Alliance for a community fundraiser and celebration at Apocalypse Brew Works, 1612 Mellwood Ave, on September 17 from 2 - 7 PM. Enjoy music, refreshments, and good company while supporting compassionate care for people at the end of life at Hildegard House.
