KROGER PARTNERS WITH METRO GOVERNMENT TO OFFER MOBILE FINANCIAL EMPOWERMENT
New program will bring financial services into Louisville communities via Kroger’s Mobile Markets
LOUISVILLE, KY (July 11, 2023) - Louisville Metro government is teaming up with The Kroger Company to provide financial empowerment services to residents across the city.
The Kroger and Bank On Louisville Food and Financial Access Program will supply on-site outreach for customers of Kroger’s Mobile Markets, which travel neighborhoods that have limited access to food.
“This partnership is an excellent example of government and private industry coming together to solve problems,” said Mayor Greenberg. “Kroger has shown its commitment to Louisville through its Mobile Markets, which provide a much-needed food resource in areas that lack access to healthy foods, and we are thrilled to partner with them to bring necessary financial empowerment education to these same customers. This partnership will increase equity and prosperity for people who need it most.”
Kroger’s Mobile Markets are small grocery stores on wheels that visit neighborhoods that have limited or no access to fresh fruits, vegetables, and other nutritious foods. Mobile Market customers can board the vehicle to shop for fresh produce and staple food items, and they can pay by debit card, credit card, or Electronic Benefits Transfer (EBT).
Financial services and information available at Kroger Mobile Market sites will include:
Free financial counseling from the Louisville Financial Empowerment Center
Free tax preparation services from the Volunteer Income Tax Program (VITA)
Access to Bank On Louisville’s certified banking products across 10 financial institutions in the Louisville market
Free financial coaching and counseling for people with disabilities
“At Kroger, our purpose is to feed the human spirit,” said Jessica Sharp, Kroger Corporate Affairs Manager for the Louisville Division. “It challenges us to a higher calling to do more while providing access to fresh food and new opportunities. With Bank On Louisville’s partnership, this additional step toward unlocking access to financial futures builds community prosperity and equity, and we’re thrilled to work together.”
In addition to access to its Mobile Markets, Kroger is giving an initial $5,000 toward the implementation of the Kroger and Bank On Louisville Food and Financial Access Program.
“Financial health and security influences all aspects of our lives,” said Erin Waddell, Social Service Policy and Advocacy Manager for the Office of Financial Empowerment. “Pairing access to food with financial services is a tremendous opportunity to make a meaningful impact for people, in a way that is easy and convenient for them. We’re excited to collaborate with a trusted community company like Kroger to make access to financial services easier for our neighbors.”
The Louisville Metro Office of Financial Empowerment’s mission is to strengthen the impact of the Office of Resilience and Community Services through enhanced economic opportunities that build financial resilience, promote economic justice, and provide access to high-quality resources.
Louisville and Jefferson County to receive more than $7 million in initial opioid settlement payout
Mayor Craig Greenberg, standing with public health leaders and harm reduction experts, announced on Thursday a spending plan for the first installment of $7 million of opioid settlement funds. The settlement funds come from companies that distributed, dispensed, manufactured and sold opioid painkillers and failed to monitor or report suspicious shipments, which led to substance use disorders and permanent harm.
“Our community has lost too many loved ones, friends and neighbors to opioid overdoses, and no amount of money can bring them back,” said Mayor Greenberg. “According to a report from the Kentucky Office of Drug Control Policy, there were more than 2,100 overdose deaths in our Commonwealth last year. Of those people, 505 were our neighbors here in Louisville Metro. This money will not bring those community members back, but we are working to make sure these funds help us heal by doing everything we can to prevent more tragedies.”
Jefferson County is now set to receive more than $57 million in direct payments during the 18-year lifetime of the settlements. This is an updated total following new national settlements finalized last month with defendants CVS, Walgreens, Walmart, Teva and Allergan. Last year, Louisville Metro announced it would receive an estimated $31.8 million from an initial round of settlements. Currently, Louisville expects to receive payments of more than $7 million by the end of this year.
To identify the best use of these funds, the Louisville Metro Department of Public Health and Wellness (LMPHW) relied on both local data and national models for best practices and solicited input from community organizations providing evidence-based harm reduction services.
“Since 2015, our harm reduction outreach services program has helped more than 27,500 people by providing Narcan kits and overdose prevention training to residents and community partners. There have been nearly 11,000 self-reported overdose reversals,” said LMPHW Chief Health Strategist Connie Mendel. “This funding will help increase these efforts and allow more people in our community to access evidence-based solutions and equip them with tools and information to help save and rebuild lives.”
Mendel added, there is much more work to be done. "Last year, while total overdose deaths declined in Kentucky, the state saw an increase in overdose deaths among our Black residents.Local coroner data disaggregated by race has not yet been released, but this trend continues a local trend we have seen with overdose deaths of Black residents increasing nearly tenfold from 2011 to 2021 while overdose deaths among white residents nearly tripled."
More than $1.5 million has been recommended to allocate to organizations working in harm reduction and provide outreach, education, overdose prevention, Narcan distribution, screening for HIV and hepatitis C, and linkage to medical, mental health and social resources with a goal of expanding outreach and services to underserved populations.
Like the annual budget, these expenditures will need to be approved by Metro Council before funds can be awarded to these projects.
New hours, locations for Harm Reduction Outreach Services
Our Harm Reduction Outreach Services are a set of proven harm reduction practices to reduce the spread of HIV and bloodborne diseases. We provide a wide range of supportive services to people with substance use disorder including linkage to treatment programs, screening and connection to care for HIV and viral hepatitis, naloxone distribution and education about overdose prevention, as well as referrals to other social, mental health, and medical resources. Services are anonymous and free and operated in partnership with UK – Target Four, and the Kentucky Harm Reduction Coalition.
We have recently updated our community locations and hours as Saturday, July 15, is the last day of operation for our 1229 S. Shelby St. site. Participants are encouraged to visit the 400 Gray St. location View all 10 locations and hours here.
Free fentanyl test strips and Narcan kits are available at any location during operating hours.

District 2 (and surrounding areas) Updates and News
Have you ever thought about buying a vacant or abandoned property in the city?
The city has many vacant or abandoned lots and buildings for sale at all times. If you’re a contractor or fixer-upper, you might consider buying an abandoned home to rehab. Once you fix it up, you could live in it or sell it for a profit. Or you may want to buy a vacant lot or a property in need of demolition, and build a new home. Other properties are suitable for starting a community garden or other agricultural project.
To manage the sale of vacant or abandoned properties, the city has a program called The Landbank Authority. The program’s goal is to put these properties back into productive use. The Landbank currently has about 500 properties available for sale and some are available for as little as $1. But in order to purchase properties, you must be able to prove to the Landbank that you can pay to refurbish or demolish the property, and you must complete the project within a set deadline. To see what’s available, visit the Landbank website: https://louisvilleky.gov/government/community-development/purchase-vacant-property-landbank. You’ll see two links, one for Lots and one for Structures. Choose Lots to view empty lots for sale and an explanation of the types of programs, including “Adjacent Side Yard”; “Cut It, Keep It”; “New Construction”; and “Agricultural Projects”. Choose Structures to see a list of vacant houses and other buildings for sale. Landbank has two categories for the sale of structures: “Save the Structure” and “Demo for Deed”. To save a structure, you must prove you have funds to rehab it and you must complete renovations within six months for exterior and 18 months for interior renovations. To buy a "Demo for Deed," you must simply prove you have funds to demolish the property.
Both the Lots and Structures pages have links and instructions to apply for purchase when you’re ready. Speaking of funds, that’s where we come in. At LHOME, we can’t help you purchase a property but we can help you renovate one. Qualified property owners can borrow up to $30,000 for 12 months, paying only interest on the loan. After the year is up, you can sell your renovated property or refinance it.

Hikes Lane Rehabilitation project moved to Phase 4 on July 5
The Hikes Lane Pavement Rehabilitation project continues. The federally funded project mostly includes repairing/replacing concrete pavement, improving curb ramps and sidewalks to make them ADA compliant. Construction costs are estimated to be $7,000,000. Work on the 2.7-mile corridor is anticipated to be completed by late October.

The Waste Reduction Center at 636 Meriwether Avenue is open. This is a popular disposal site for large loads of unbagged yard waste, tree limbs and stumps up to three feet in diameter, construction debris, and large household items. (Fees may apply.) Residents can dispose of up to four tires, up to three electronic items, and up to three large household items for FREE! Details can be found on the website. Open Tuesday - Friday, 8 a.m. - 5 p.m. and Saturday, 8 a.m. - 3 p.m.

Louisville Metro Animal Services (LMAS) announces significant step towards fostering equity and inclusivity in the community by waiving redemption fees
LOUISVILLE, KY (June 14, 2023) - Starting from June 15th through September 15th, LMAS will be waiving reclamation fees for owned pets, ensuring that financial constraints do not hinder the reunification of beloved companions with their families. Recognizing the vital bond between humans and their four-legged friends, LMAS strives to provide compassionate care to both humans and animals. By waiving redemption fees, the shelter is taking concrete action towards addressing inequities and ensuring that pet owners from all walks of life have an equal opportunity to be reunited with their furry friends.
"This initiative reflects our commitment to equity and inclusivity in the community we serve," said Ashley Book, LMAS Director. "We recognize that financial barriers should never stand in the way of the human-animal bond. We are striving to create a more equitable community where pet owners, regardless of their financial circumstances, can provide a loving home for their pets."
LMAS’ thanks their non-profit partners, Friends of Metro Animal Services (FOMAS) for providing the necessary funding to make the three-month redemption period possible.
“FOMAS believes that having a beloved pet makes one rich and the lack of money and possessions should not impede one’s ability to be reunited with their four-legged family member,” said Katrina Hutchins, FOMAS Executive Director. “FOMAS is proud to support such a worthy initiative that helps LMAS to re-connect families within our community.”
June 15th through September 15th, owners can reclaim their lost pets without incurring the usual reclamation fees, including boarding charges, vaccinations, and microchipping. The aim is to alleviate the burden on individuals and families who may be facing financial hardship, ensuring that no pet remains separated from its rightful home due to economic disparities. • Redemption fees will only be waived for pet owners with no previous violations, and cover microchipping, licensing, and vaccination fees. • Court fees will not be waived. • LMAS will not keep a pet impounded due to its owner’s inability to pay and will work with owners who have outstanding balances and want to reclaim their pet.

Join our community of compassionate volunteers at Hildegard House. We provide a home and compassionate care for individuals at the end of life who have no home or loved ones to care for them so that they may die with dignity and access hospice care. The Shawnee Neighborhood Chess Classic takes place at Shawnee Branch Library this Saturday. Join in the games and compete for prizes and awards. All skill levels are welcome! Registration starts at 11 a.m.

LEGO lovers unite! Brick Convention is the ultimate event for LEGO lovers of all ages! The numerous play areas treat fans of all ages to a day of hands-on fun, games, and life-sized LEGO models.
Attractions include amazing LEGO creations to gawk at, meet-and-greets with professional LEGO artists, and vendors selling the latest LEGO accessories, sets, mini-figures, and even retired and hard-to-find LEGO.
A portion of the proceeds from each Brick Convention is donated to Creations for Charity. Creations for Charity is an all-volunteer nonprofit organization that buy new LEGO sets for underprivileged children around the world during the holidays.

Bark & Brunch by the Bridge is a pop-up food truck experience that invites park and pet lovers to enjoy their Sundays at Waterfront Park!
The event series will feature local food trucks, vendors, a bubbly bar, and jazz music. Bring your friends, your pet, a blanket, an appetite and have brunch on the Big Four Lawn. This event directly supports two wonderful non-profits, the Kentucky Humane Society and Waterfront Park!

Louisville Anime-Fest is an anime collectors’ mecca convention that strives to be Kentucky’s best and truest anime convention featuring fandoms of multiple genres! As a long-time collector of anime, manga, and pop culture items the promoter brings an event that will satisfy all anime fandom!
Louisville Anime-Fest will have exhibitors that cater to a wide-spectrum of interests including anime candy, magazines, toys, video games, anime manga, cosplay, artwork sketches, and apparel & jewelry.
In addition, a roster of anime industry professionals and fandom-related celebrities are guaranteed in attendance for fans to meet and greet.

The ninth annual Ladies of the Links golf tournament directly benefits the Golf FORE Girls programs at First Tee Louisville. The Golf FORE Girls Program is led by female coaches and role models, the program is designed to empower and inspire girls on the golf course, in the classroom, and as they pursue college and careers. The program provides them with the confidence and skills to become tomorrow’s leaders.
The Ladies of the Links golf tournament is the largest fundraiser for the Golf FORE Girls program. This scramble is reserved for females only, as it gives women a comfortable and friendly environment to play a competitive round of golf in, all while benefiting our Golf FORE Girls Program.

Report Street Light Outages to LG&E
If you see a streetlight out in your neighborhood (or anywhere in Louisville), please note the address and report it to LG&E for repair. Click here to fill out the online form to report broken or malfunctioning streetlights. We always recommend adding your contact information to the request, so a technician who has questions can contact you. LG&E makes repairs during the day. Make sure you follow up if the streetlight hasn’t been repaired within seven (7) days.

The city has seen an increase of illegal activity, including vandalism, vehicle thefts, items stolen from vehicles, and gun shots reported over the past year. Here are several tips from LMPD that may seem simple but could be very effective in preventing crime in our neighborhoods!
Immediately report any suspicious person, activity (gunshots), or vehicles to (502) 574-7111 or (502) 574-TIPS. This is not just for vehicle vandalism but drug activity, home/garage vandalism, gun shots - ANY suspicious activity! Make a police report!
- Never leave anything of value in your vehicle; this includes laptops, purses, GPS devices, and even loose change. - Always lock your vehicle doors. - Remove garage door openers from vehicles usually parked outside. - Do not leave your keys in your vehicle. Do not warm up your vehicles without you in them! - Do not leave the windows of you vehicle open, or partially open. - Consider additional lighting around your property; try to park your vehicle in a well-lit area. - Never leave a firearm unprotected in your vehicle.
Please remember to not leave your vehicle running and unattended!

Louisville non-profits have launched a new website to help connect people in need of food, shelter, and more. Metro United Way and the Family Scholar House partnered to create LouieConnect, modeling it on a similar site created in Pittsburgh, Pennsylvania. When someone uses LouieConnect, the web-based app asks for basic information and then lists applicable resources nearby — from food pantries to shelters to career centers to financial literacy programs.
