Temperatures are expected to climb to the mid-‘90s today and Saturday. Residents are encouraged to take steps to reduce their risk of heat-related illness. Risks associated with a hot weather include:

• Heat cramps - This includes muscular pains and spasms resulting from heavy exertion. These symptoms are often the first signal that the body is suffering from excessive heat.
• Heat exhaustion - This includes fainting, rash, fatigue, and nausea. Skin may become clammy and moist.
• Heat/sun stroke symptoms - These include hot, dry skin, the absence of sweat, nausea, confusion, and unconsciousness. This is a life-threatening condition. Seek medical care immediately.

To prevent risks from excessive heat, individuals should do the following: 

• Seek air-conditioning: If your home does not have air-conditioning, seek areas that do, including libraries, shopping malls, community/senior centers, grocery stores, and movie theaters during the warmest period of the day. If you must stay in a home without air-conditioning, stay on the lowest floor out of the sunshine.
• Avoid strenuous activities: This is particularly true during the hottest time of the day. Individuals who perform strenuous work during the heat of the day are especially at risk. Take more breaks, do less intense activities. Be watchful for symptoms such as coughing or shortness of breath.
• Wear lightweight, light-colored clothing: Light colors reflect the sun’s rays better than dark colors, which absorb the heat. Protect the face and head with a wide-brimmed hat.
• Check on family members, neighbors and friends who are vulnerable. Move them to air-conditioned places if possible.
• Drink plenty of fluids: Increase fluid intake even if you are not thirsty.
• Never leave pets or people, especially children and infants, unattended in cars.

Air Quality Alert Day

Today is also an Air Quality Alert Day for ozone in Louisville/Southern Indiana. Forecasters believe ozone will be in the Unhealthy for Sensitive Groups (orange) range. Sensitive groups include seniors, children, and people with breathing ailments like asthma and COPD. Check the air quality at louisvilleky.gov/airquality

As the weather continues to heat up, now is the time for Americans to make sure they’re fully protected against measles before traveling overseas.

The Centers for Disease Control and Prevention (CDC) is urging people to make sure they are up to date on their measles-mumps-rubella (MMR) vaccine at least two weeks before traveling internationally this summer. When people have both vaccine doses, they’re 97 percent protected against measles, according to the CDC's website. An unvaccinated person is at an extremely high risk of becoming ill, even with brief exposure.

The virus can remain infectious in the air and on surfaces for up to two hours after an infected person leaves an area.

The CDC advises that children get their first dose at 12 to 15 months, and the second dose around the time the child starts kindergarten. Teens and adults who have never had the shots should get two doses at least 28 days apart.

Infections often begin with a fever, followed by a cough, runny nose, or pink eye. Rashes on the face and neck appear next, then spread to the rest of the body. In the most serious cases, people can develop pneumonia and encephalitis (inflammation in the brain), which can be fatal.

You have likely already heard the buzz informing you that mosquito season is officially here. To protect Jefferson County residents from diseases the pests can carry, the Louisville Metro Department of Public Health and Wellness (LMPHW) is out in the community actively treating known breeding grounds, trapping mosquitoes and testing them for diseases such as West Nile virus, St. Louis Encephalitis virus, La Cosse Encephalitis virus and Eastern Equine Encephalitis virus.

Each spring and summer, LMPHW mosquito control experts treat 14,500 catch basins to eliminate mosquito larvae as well as 8,982 miles of swampy areas and large areas of land known to collect standing water. The department also places 148 mosquito traps around the city and county.   

To protect you and your family from mosquitoes, remember the three D’s: Drain, Defend, Dress.  

Drain: Prevent mosquito breeding grounds by emptying standing water from flowerpots, gutters, buckets, pool covers, toys, pet water dishes, discarded tires and drain birdbaths on a regular basis.  

Defend: Use insect repellents when you go outdoors. Repellents containing DEET, picaridin, IR3535 and some oil of lemon eucalyptus and para-menthane-diol products provide longer-lasting protection. To optimize safety and effectiveness, repellents should be used according to the label instructions. More information about insect repellents can be found here.  

Dress: Wear long sleeves, long pants, socks and closed-toed shoes when outdoors. Avoid perfumes and scented lotions.

As local governments consider various zoning approaches to shape future growth, new analysis from Urban Institute experts finds that strict zoning regulations limiting construction to single-family homes are associated with inadequate access to affordable housing and with the segregation of people by income, race, and ethnicity. Leveraging a first-in-the-nation, comprehensive dataset of statewide zoning policies, Urban Institute researchers Yonah Freemark and Lydia Lo and Sara Bronin of Cornell University examine the relationship between zoning laws, property values, and residents’ demographic and economic characteristics among Connecticut’s “big eight” cities, suburbs and towns, and rural areas. Their key takeaways for Connecticut highlight trends seen across many states and provide a blueprint for the kinds of analyses government leaders can pursue when considering their fair housing responsibilities.

• Single-family zones in Connecticut have a higher share of residents who are more likely to be white, have a bachelor’s degree, and be homeowners than residents of neighborhoods where zoning allows for multi-family building construction.
• Single-family zoning is associated with higher incomes and housing values.
• Connecticut’s suburbs and towns have the most restrictive zoning policies and severely limit multi-family housing, while the largest cities more readily permit multifamily construction.
• To reduce housing costs and advance racial and economic integration, policymakers could reform policies to more evenly distribute higher number-of-unit zoning land and housing options across different jurisdictions.

“Localities that choose to minimize the construction of higher-density homes are, in essence, making a choice to exclude residents who are low income and who are not white,” said Freemark. “These exclusionary zoning policies correlate with economically, racially, and ethnically inequitable outcomes.”

Best Way to Report a Street Light Out: The most efficient way to report a streetlight out is to contact LG&E directly via the "Report a Streetlight Outage" on the website: https://lge-ku.com/outages/report/streetlight

Turnaround Time: LG&E states if the outage is reported directly to LG&E the turnaround is roughly 48 hours. If the outage is reported to MetroCall via 311 there is an extended period of time before that report is provided to LG&E and thus delays the process as much as two weeks. 

However, please note if the issue is more complex than a bulb replacement the turnaround time may be delayed because of LG&E resource capacity/supply chain issues.

OVERDOSE PROTECTION

Too many people across our city, state and country are dying of overdoses. Why? Fentanyl.

Fentanyl is a fast-acting synthetic opioid that is 30 to 50 times stronger than heroin. Pharmaceutical fentanyl is prescribed legally for severe pain and end-of-life care. But non-pharmaceutical fentanyl is produced illegally and has been found in many drugs including cocaine, ketamine, heroin, methamphetamine and counterfeit prescription drugs.

Important information to know and share:

• Fentanyl has been detected in counterfeit pills that look identical to prescription drugs like Xanax, Klonopin, OxyContin and Vicodin.
• A dose of fentanyl as small as three grains of rice can be lethal.
• You can’t see, smell or taste if a drug contains fentanyl. Fentanyl test strips can show if fentanyl is present, but now how much. Fentanyl test strips can be obtained at any of our Harm Reduction Outreach Services locations.
• People use drugs for a variety of reasons. They may be stressed, impulsive, bored, or curious and seeking to experiment. Perhaps they have a friend who takes drugs and offers them some. Fentanyl is a real risk whatever the reason.
• Signs of an overdose include: unresponsiveness, loss of consciousness; blue, gray or white lips or fingernails; slow or stopped breathing, snoring or gurgling sounds. Watch this video to learn the signs of overdose and how to give someone Narcan.
• Narcan is a safe medication that reverses overdoses and can be lifesaving. Carry it with you. Free Narcan kits are available for pick up at any of our Harm Reduction Outreach Services locations as well as at our headquarters at 400 E. Gray St., Monday – Friday, 8 a.m. – 5 p.m.  The Kentucky Harm Reduction Coalition also provides Narcan and overdose prevention training.   
• Addiction can happen to anyone. Treatment is available and recovery is possible. Findhelpnowky.org is a website to help anyone find an addiction treatment facility that is taking new clients right now. The KY HELP Statewide Call Center is also available at 1-877-318-1871. Through its Pivot to Peace program, The Office for Safe and Healthy Neighborhoods more than doubles local violence “interruption” sites as it intensifies violence reduction strategies in distressed neighborhoods

Louisville government now operates five interruption sites tasked with directly stopping planned violence and to mitigate against retaliatory shootings

(LOUISVILLE, Ky. May 18, 2023) — The Office for Safe and Healthy Neighborhoods (OSHN) has added three more violence interruption sites in three of the city’s most under-resourced neighborhoods where gun violence has adversely impacted community wellbeing.

The sites will employ and manage the efforts of “violence interrupters,” or credible individuals with deep neighborhood connections and whose job will be to canvas neighborhoods stressed by high gun violence and disrupt when possible and engage prevention and intervention.

The expansion adds to OSHN’s hybrid-type ecosystem for violence reduction which fuses direct interruption with case management that offers cognitive-behavior therapy and services that help detach individuals from gangs.

“Interruption is where community members directly engage with those involved in conflicts. It is a perfect example of reimagining public safety because it gives ownership to the community in providing solutions to gun violence,” said OSHN director Paul Callanan.

Previously, OSHN facilitated interruption sites in the Smoketown and Portland neighborhoods. The expansion means the city now operates four sites in the nine neighborhoods that comprise Louisville’s West End and one in East Downtown.

The sites and their operating agencies are:

• Portland Neighborhood: No More Red Dots
• Shawnee Neighborhood: Interfaith Paths to Peace
• California Neighborhood: The Louisville Central Community Center
• Smoketown Neighborhood: YouthBuild Louisville
• Russell Neighborhood: West Chestnut Street Baptist Church

The expansion is being funded until December 2024 and with $6.9 million from The American Rescue Plan ($5 million) and the city’s general fund ($1.9 Million).

Director Callanan says funding could be extended if the sites prove gainful impacts and maintain compliance.

The highlight of the sites are the interrupters, uniquely qualified individuals who work in the netherworld of passing muster with gang leaders. Louisville interrupters will target the streets to identify and intervene in gang-related conflicts before they intensify.

If a shooting occurs, they will connect with the victim's friends and relatives and try to mitigate possible retaliatory shootings.

“The challenge for these organizations will be their ability to integrate within their respective neighborhoods and of how well they can collectively work to reduce gun violence across the city of Louisville,” said Pivot to Peace program manager Quinones Corniel.

Louisville’s model choice for violence reduction has been proven an effective choice for violence reduction in cities around the country.

Using a community-led model developed by the Chicago-based Cure Violence Intervention Global, (CVI) the model was conceived in the 1990s by Dr. Gary Slutkin, a Chicago-based epidemiologist who spent years working to contain diseases in third-world countries.

As he saw it, gun violence is solved using a public-health approach, because, like a disease, violence spreads and impacts mortality. But if treated, can be stopped.

The model has shown impressive successes in other cities that have worked to empower communities with engagement that change norms around violence.

“Community collaboration is essential for successful gun violence reduction,” said Callanan. “Law enforcement alone cannot stop violence.”

Criminologist have attributed the rise in violence to life disruptions caused by the COVID-19 pandemic after 2020. In response, the 2021 Congress, along with the Biden Administration, passed the American Rescue Plan Act which provided $1.9 trillion to facilitate recovery from the devastating economic and health effects of the pandemic.

Many American cities have given a sizable share of their allocation to violence prevention, response, and reduction strategies.

CRISIS CALL DIVERSION PROGRAM

Crisis Call Diversion Program to expand service hours

Alternative response model to operate 10 a.m.-10 p.m.

LOUISVILLE, Ky. (June 30, 2023) – Beginning July 1, 2023, Louisville Metro Government’s Crisis Call Diversion Program (CCDP), also known as “Deflection,” to send certain 911 calls to a non-police response will expand its service hours to 10 a.m.-10 p.m. The program currently operates from 2-10 p.m., seven days a week. This latest expansion was made possible by hiring additional staff to adequately provide coverage for the expanded hours.

“Nationally, we’re seeing many 911 centers adding a Deflection response to their option of services provided,” said Jody Meiman, executive director of Louisville Metro Emergency Services. “We’re proud that our program was developed here by our MetroSafe personnel, it has been recognized across the country by our peers and is now expanding further, benefitting more people and getting them the true help they need.”

The pilot program was initially launched in March 2022 with a focus on LMPD’s Fourth Division. Following its success, the program was expanded to include all LMPD divisions.

Since its launch, the CCDP has resulted in more than 1,400 Crisis Triage Worker (CTW) encounters, with the average encounter lasting about 15 minutes, though some can last up to an hour. The CTWs have made more than 500 mobile runs to help more than 330 unique individuals, with the average mobile encounter lasting a little less than an hour. These Deflection efforts continue to relieve Louisville Metro Police Department (LMPD) officers of hundreds of hours of time that might have been spent on the calls, further allowing officers to focus on violent crime.

As of July 1st, Seven Counties Services will have 20 staff members dedicated to Deflection response, including six CTWs at MetroSafe and 13 Mobile Crisis Response Teams responding in the field. Seven Counties Services will continue to hire more people to meet the goal of having the CCDP operate 24/7.

“Our Deflection team is thrilled to be able to increase the coverage of this innovative program that provides another entry point for persons experiencing a behavioral health crisis to connect with individualized, trauma-informed, compassionate community-based treatment,” said Nicole Wiseman, unit manager for the Deflection team. “Individuals experiencing a mental health or substance use crisis deserve a respectful and intentional response that meets them where they are and connects them with ongoing resources that build their resilience in their recovery.”

Here’s how the program works:

• When a person calls 911, MetroSafe call takers initially triage the call by asking questions such as “are you experiencing a mental health crisis” and questions regarding safety, such as weapons in their possession or if they’ve taken active steps to harm themselves or others, requiring Emergency Medical Services (EMS) intervention.
• If deemed appropriate, the call is transferred to a CTW in a Behavioral Health Hub within MetroSafe. LMPD officers are also able to refer runs back to CCDP that they deem safe to respond.
• The CTW team functions like crisis hotline staff to de-escalate, provide emotional support, create a safety plan and problem solve with the person in crisis.
• If it’s determined that a face-to-face response would be beneficial, CTWs initiate a mobile response.
• Mobile responders, trained in mental health crisis intervention, meet the person where they are to further de-escalate and assess the situation and, if appropriate, connect the individual to service. Responders have the option of transporting the person to the community respite center at Seven Counties Services, to a treatment facility or to any other community resource including shelter.

While mosquitoes carrying West Nile virus are endemic to Louisville, none have been found yet in 2023. When West Nile virus is found, the department initiates mosquito fogging in those areas. The department also notifies the public of the presence of mosquitoes carrying West Nile virus and the specific areas where fogging will occur.

World Elder Abuse Awareness Day (WEAAD) was launched by the International Network for the Prevention of Elder Abuse and the World Health Organization at the United Nations. The purpose of WEAAD is to provide an opportunity for communities around the world to promote a better understanding of abuse and neglect of older persons by raising awareness of the cultural, social, economic and demographic processes affecting elder abuse and neglect.

What Is Elder Abuse?

Elder abuse refers to intentional or negligent acts by a caregiver or trusted individual that causes harm to an older person. Elder abuse takes many forms, including:

• Neglect or Isolation
• Physical abuse
• Sexual abuse
• Financial abuse and exploitation
• Emotional or psychological abuse (including verbal abuse and threats) 

What Causes Elder Abuse?

Our policies and practices make it hard to stay involved with and connected to our communities as we age. As a result, older people are more likely to experience social isolation, which increases the likelihood of abuse and neglect. Elder abuse affects older people across all socioeconomic groups, cultures, and races and can occur anywhere when they are disconnected from social supports:

• In a person’s own home
• In nursing homes, assisted living facilities, and other institutional settings
• In hospitals While any older person is potentially at risk of elder abuse, some are more susceptible to experience abuse or neglect than others.

Based on available information, women and people 80 and older are more likely to experience abuse. Factors such as dementia or poor physical health can increase older people’s isolation, which in turn puts people at greater risk of experiencing abuse or neglect.

Common Risk Factors:

• Dementia
• Mental health or substance abuse issues of an older person and/or a perpetrator
• Social isolation
• Poor physical health

• When you call 911 be prepared to provide exact location of the emergency, name and phone number, details of the emergency. Call takers can provide follow up instructions to do before the help arrives. Stay on the line until the call taker instructs you to.  
• If you dial 911 by mistake, please stay on the line and explain to the call taker. We are required to call back any 911 hang up calls the Communication Center receives. If the hang up is from a land line or business phone, we will send police to do a welfare check if no one answers on the callback.
• We are able to connect to an interpreter service if caller needs to communication in another language.
• Please remember to have patience when calling for an emergency at a public place or roadway or during a severe weather event . The call volume will increase and call takers will be processing calls as fast and efficiently as they can.
