World Elder Abuse Awareness Day (WEAAD) was launched by the International Network for the Prevention of Elder Abuse and the World Health Organization at the United Nations. The purpose of WEAAD is to provide an opportunity for communities around the world to promote a better understanding of abuse and neglect of older persons by raising awareness of the cultural, social, economic and demographic processes affecting elder abuse and neglect.

What Is Elder Abuse?

Elder abuse refers to intentional or negligent acts by a caregiver or trusted individual that causes harm to an older person. Elder abuse takes many forms, including:

• Neglect or Isolation

• Physical abuse

• Sexual abuse

• Financial abuse and exploitation

• Emotional or psychological abuse (including verbal abuse and threats) 

What Causes Elder Abuse?

Our policies and practices make it hard to stay involved with and connected to our communities as we age. As a result, older people are more likely to experience social isolation, which increases the likelihood of abuse and neglect. Elder abuse affects older people across all socioeconomic groups, cultures, and races and can occur anywhere when they are disconnected from social supports:

• In a person’s own home

• In nursing homes, assisted living facilities, and other institutional settings

• In hospitals While any older person is potentially at risk of elder abuse, some are more susceptible to experience abuse or neglect than others.

Based on available information, women and people 80 and older are more likely to experience abuse. Factors such as dementia or poor physical health can increase older people’s isolation, which in turn puts people at greater risk of experiencing abuse or neglect.

Common Risk Factors:

• Dementia

• Mental health or substance abuse issues of an older person and/or a perpetrator

• Social isolation

• Poor physical health

Grant Opportunity

The Transit Authority of River City (TARC) will award grant funds under the federal “Enhanced Mobility of Seniors and Individuals with Disabilities Section 5310” grant program.

Eligible applicants must be: a private non-profit organization; or a state or local governmental authority; or an operator of shared-ride public transportation services.

These Section 5310 grant funds must be used for transportation projects that are planned, designed, and carried out to meet the special needs of seniors and/or individuals with disabilities when public transportation is insufficient, inappropriate, or unavailable.

 

The transportation project must be designed with the primary goal of meeting the transportation needs of seniors and/or individuals with disabilities. It is not sufficient that seniors and individuals with disabilities are merely included (or assumed to be included) among the people who will benefit from the project.

 

The majority of the transportation services provided must be within the Louisville Urbanized Area (Jefferson County, KY;  parts of Bullitt and Oldham Counties in Kentucky;  parts of Clark and Floyd Counties in Indiana)

New Funding Opportunity

ACL has opened a new funding opportunity designed to improve how state units on aging, area agencies on aging, and local service providers deliver services to populations with the greatest economic and social need. The funding opportunity — Strengthening Aging Services for Minority Populations Through Technical Assistance, Resource Development, and Program Coordination — will include six awards in total ranging from approximately $100,000 to $210,000. These systems will expand the capability of the aging network to serve older people and their family caregivers of diverse backgrounds through the expertise and reach of national organizations. Successful grantees will be expected to build on previous efforts underway at ACL and across the federal government to increase capacity to design and deliver training, assistance, and resources to improve equitable access, consistency, quality, and sustainability. Additionally, grantees will be expected to collaborate and build partnerships across the aging services network and diverse older adults and their family caregivers.  This funding opportunity has two options: 

Option A

Option A will create five technical assistance and resource centers that support older adults and the service networks they turn to for help. Each of these resource centers will focus on the needs of older adult and family caregivers in one of the populations below:

  • African American
  • Hispanic
  • Asian American and Pacific Islander
  • Native American
  • Lesbian, gay, bisexual, transgender, and queer (LGBTQ)

Option B

Option B will create a single technical assistance and coordinating center, which will work with all five of the resource centers described above. The goal of the TA coordinating center will be to align the efforts of each individual resource center while promoting collaboration and opportunities to advance learning across the grantee cohort.

Focus on Aging Webinar: Resilience in Dementia Caregiving

Caregivers provide indispensable support to those who live with dementia. They help to meet the medical and functional needs of these individuals, while also maintaining commitments to work, family, community, and their own health. Many caregivers provide support on an unpaid basis, often over extended periods of time. Caregiving for a person living with dementia requires resilience — a capacity to adapt and persevere in the face of stress. In light of the growing prevalence of dementia in the United States and the necessity of dementia caregiving, research on caregiver resilience is critical, as are practical tools and strategies for building resilience among dementia caregivers. “Resilience in Dementia Caregiving” will feature the latest research on resilience in dementia caregiving and provide real-world insights from dementia caregivers who are helping others to learn about resilience. A captioned video recording of the webinar will be made available on the Focus On Aging: Federal Partners’ Webinar Series webpage shortly after the live broadcast.

Tips and Best Practices for Helping People Living with Dementia Stay Socially Engaged and Connected

Join engAGED: The National Resource Center for Engaging Older Adults for a webinar focused on social engagement for people living with dementia. During the webinar, Dementia Friendly America will provide a framer on social isolation and loneliness risks for people living with dementia and resources to support your work. Jewish Family & Children's Service, Clemson’s Institute for Engaged Aging and Golden Corner Respite Care Program will then highlight programs and interventions that help people living with dementia stay socially engaged. This 90-minute learning opportunity will include a 60-minute webinar immediately followed by a 30-minute Office Hours conversation to ask questions directly of the speakers via a link that will be shared with all webinar participants in the webinar chat. The Office Hours session is open to a limited number of participants, so be sure to sign on right away to secure your space!

Celebrating Olmstead: Exploring the 14c Report and National Trends in the Movement to End Segregation and Exploitation of People with Disabilities

Join the DETAC in collaboration with our partners from the National Disability Rights Network (NDRN) as we jointly recognize the anniversary of the U.S. Supreme Court’s landmark Olmstead decision.  Protection and Advocacy entities and other AoD grantees play a substantial role in supporting systems change and advancing community integration of people with disabilities by addressing subminimum wages under section 14c of the Fair Labor Standards Act (FLSA).  This webinar will introduce a new report, The National 14c Landscape, Implications and Recommendations to Elevate Competitive Integrated Employment.  NDRN will highlight the findings of the report including gaps, successes, challenges, and recommendations for systems change efforts to effectively phase out sheltered workshops and subminimum wages.  And we will jointly highlight the transformative efforts to increase competitive, integrated employment outcomes for people with disabilities.

Addressing Sexual Assult Against People with Disabilities

People with disabilities, especially those with intellectual and developmental disabilities (I/DD), experience sexual assault at much higher rates than nondisabled people. They also encounter challenges receiving care and support services due to pervasive accessibility barriers. It is important to hear directly from individuals with disabilities who are survivors of sexual assault and learn their recommendations for how to improve the support system.  To raise awareness of these issues, ACL and the Office of the Assistant Secretary for Heatlh (OASH) will host an equity-focused webinar on sexual violence against people with I/DD: "Survivors’ Circle: A Conversation With People With Disabilities About Sexual Violence and How to Address It." The webinar is a collaborative effort between:

  • ACL
  • OASH
  • Administration for Children and Families (ACF)
  • Centers for Disease Control and Prevention (CDC)
  • Health Resources and Services Administration (HRSA)
  • Substance Abuse and Mental Health Services Administration (SAMHSA)
  • Activating Change — a nonprofit dedicated to increasing the visibility of the justice issues people with disabilities face

The webinar will highlight the prevalence of sexual assault in the disability community. It will focus on the perspectives of sexual assault survivors with I/DD who will discuss their experiences, the barriers they encountered when seeking support, and the recommendations to improve access to care and justice. The target audience is broad and includes organizations serving people with I/DD, organizations serving survivors of sexual violence, and victim advocates and prevention specialists, plus partners and grantees from the U.S. Department of Health and Human Services (HHS) and other government agencies.

Trauma-Informed Practices to Address Abuse and Build Resilience

Preventing and addressing elder abuse and building resilience in older adults requires a nuanced and trauma-informed approach. Trauma is a widespread issue that affects individuals in different ways. Older adults are exposed to multiple types of traumas over the lifetime as well as older adult-specific traumas, including the loss of spouse/ partner, social isolation, chronic illness, change in living environment, and elder abuse. This panel webinar will discuss the cumulative and complex trauma histories of diverse older adults, how trauma relates to elder abuse, and strategies to provide culturally responsive and trauma-informed support.
