Metro Council Spring Break

Metro Council will be on spring break from March 27 to April 7. Councilman Jecorey Arthur will have limited access to calls, emails, and meetings.

Neighborhood Advisory Board

The District 4 Neighborhood Advisory Board brings residential neighborhoods of the district together to give Councilman Jecorey Arthur advice about policy. In our next meeting we'll continue discussing how to fairly spread funds across our neighborhoods as well as city budget priorities. To learn more go here.

Louisville Metro Comprehensive Review Commission

During the 2022 Kentucky General Assembly Session, House Bill 314 was passed, changing how Louisville Metro Government works. This bill also created a commission to study the "accomplishments and insufficiencies" of our local government. Councilman Jecorey Arthur was appointed to the commission along with other local and state officials. The commission will be meeting every second Friday at 3:00 PM to make a report due to the state by September 15th 2023. All meetings are open to the public in City Hall.

Legislation

  1. Historically Black Neighborhoods Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new city-supported developments in select neighborhoods. The most recent draft is here but a new one will be available next week. To show support, sign the petition here.
  2. Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). The District 4 office is working with Louisville Forward, local unions, and several neighborhoods on this.
  3. Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to Louisville Metro Government to be destroyed. The District 4 office is working with the Office for Safe and Healthy Neighborhoods, LMPD, and other advocacy groups on this effort.
  4. Right to Shelter Ordinance — This will create more shelter space for people experiencing houselessness. To show support, sign the petition here.
  5. Short Term Rental Moratorium — This ordinance will pause new short term rental permits in Butchertown, Clifton Heights, and Phoenix Hill for 6 months. It was requested by residents and associations are in support of it.

Update: Crews Safely Progressing on Stabilization Efforts of Barges

As of 6 p.m. on April 4th, two barges remain settled against the McAlpine Dam. Crews on-site have made progress with stabilization efforts in preparation of the safe transfer of methanol from the settled barge to a receiver vessel in accordance with the approved salvage plan. Once the barge containing methanol has been stabilized, a plan for salvage of the barge carrying corn will be finalized. The situation is dynamic and subject to change due to river conditions and equipment performance. Updates will be provided as additional information is reported through the Unified Command structure. Latest Round of Air Monitoring Results Show No Detection of Methanol in Areas Surrounding McAlpine Dam

All tests continue to show no detections of Methanol. Teams will continue to monitor the air and water quality through the duration of the incident and those results will be regularly communicated to the public. To learn more, click here.

Air Pollution Control District Proposed Permit

The Louisville Metro Air Pollution Control District (District) proposes to renew a FEDOOP operation permit to Heaven Hill Distilleries – Bernheim Facility (distillery), 1701 West Breckenridge Street, Louisville, KY 40210 in accordance with Regulation 2.17. This is a standard FEDOOP renewal. The 30-day public comment period starts on March 31, 2023 and ends on May 1, 2023. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07.

Drafts of the permit and summary are available on the District website, by emailing our permitting section, calling Matt King at (502) 574-6000, or at the District office 701 West Ormsby Avenue, Suite 303, Louisville, KY 40203, between 8:00 a.m. and 5:00 p.m., Monday through Friday. Copies of the application are available upon request. Written comments will be accepted through the District’s online public comment form until midnight or at the District office until 5:00 p.m. on May 1, 2023.

  1.    What is the purpose of this permit? This is a standard permit renewal.
  1. Will this permit increase air pollution? Operating Permit O-0243-22-F will not increase pollution. This action renews the operating permit and authorizes no new construction.
  1. Does this facility have a history of non-compliance?  There are no records of any violations since the issuance of the last operating permit.
  1. Where can I find out more? Additional information, including emissions units, potential and past actual emissions, applicable rules, and air pollution control equipment, are summarized in the Statement of Basis. The Draft Permit details the application of these rules to the emissions units and air pollution control equipment and includes the monitoring, recordkeeping, and reporting that the District deems is necessary to demonstrate compliance.

Slight Increase in COVID-19 Cases Being Reported

While the CDC still has Louisville in the “green” for the spread of COVID-19, the Department of Public Health and Wellness has seen a slight increase in the number of COVID-19 cases reported over the past 10 days. Reported cases for the most recent 10 days were double the previous 10 days. Cases have been reported across a wide variety of settings: healthcare, long-term care, educational and places where many people reside, meet, or gather for an extended period. If you do get sick with COVID, contact a healthcare provider right away or visit a Test to Treat location. There are precautions you can take to prevent spreading COVID-19 to others. 2023 Jefferson County Property Assessment Information

The Jefferson County PVA is preparing for 2023 property assessments and we would greatly appreciate your support in notifying the community. Increasing public understanding of property assessments and the right to appeal is a top priority of Property Valuation Administrator Colleen Younger to fulfill our mission: to provide fair and equitable assessments with best-in-class customer service. Thank you for helping us to engage the community.  

The role of the PVA is to fairly assess the value of all property.  This is an important part of the process to determine the taxes collected to fund our cities, school districts, and emergency services.  We do our best to determine accurate median property value for comparable homes, but we don’t know every detail of all properties.  The condition of a home could mean it falls substantially below or above the median value.  That’s why it’s so important residents know about their right to appeal.

Land Development Code Reform

The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.

Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!

Help Name Russell’s Newest Park!

As part of the Choice Neighborhoods Implementation grant, Louisville Metro Housing Authority and Metro Parks are creating a new park at S. 13th Street and W. Muhammad Ali Boulevard. The design - which was developed with extensive input from Beecher and Russell residents and stakeholders - has been unveiled, so it’s time to choose a name for the new park that celebrates Russell’s past, present, and future. To learn more, click here.

Public Comment Opportunity

The Kentuckiana Regional Planning and Development Agency (KIPDA), the designated Metropolitan Planning Organization for the region needs the public’s input on current updates for two of our core planning products. The Connecting Kentuckiana Metropolitan Transportation Plan (MTP) is a long-term planning document that recognizes the needs of the region. This update will take the horizon year from the current 2040 to 2050. The FY  2023-2026 Transportation Improvement Program features allocated funded projects and focuses more on the now in transportation planning. The public has until April 22, 2023 to review both draft documents and leave comments. Two virtual public meetings will be available to the public:

  • April 11, 2023 from 12:00 – 1:00 P.M.  
  • April 13, 2023 from 5:00 -6:00 P.M.
