In response to the Department of Justice report on LMPD:
- The most impacted Louisvillians should be leading, prioritizing, and benefiting from "reforms."
- Metro Council needs to do everything in its power to make sure the police department pays for its own failures.
- The police and jail shouldn't be some of the only government departments available 24/7.
As always, I'm ready to work with anyone to make the policy changes needed to make Louisville better. Some community groups will be making announcements soon about how the public can get involved. Metro Council will also have a meeting about this in our Committee of the Whole, tomorrow, March 16th at 5:15 PM at City Hall.

Neighborhood Advisory Board
The District 4 Neighborhood Advisory Board brings all ten residential neighborhoods of the district together to give Councilman Jecorey Arthur advice about policy. In our next meeting we'll continue discussing how to fairly spread funds across our neighborhoods. To learn more go here.
Louisville Metro Comprehensive Review Commission
During the 2022 Kentucky General Assembly Session, House Bill 314 was passed, changing how Louisville Metro Government works. This bill also created a commission to study the "accomplishments and insufficiencies" of our local government. Councilman Jecorey Arthur was appointed to the commission along with other local and state officials. The commission will be meeting every second Friday at 3:00 PM to make a report due to the state by September 15th 2023. All meetings are open to the public in City Hall.

Legislation
- Historically Black Neighborhoods Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new city-supported developments in select neighborhoods. A new draft is here.
- Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). The District 4 office is working with Louisville Forward, local unions, and several neighborhoods on this.
- Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to Louisville Metro Government to be destroyed. The District 4 office is working with the Office for Safe and Healthy Neighborhoods, LMPD, and other advocacy groups on this effort.
- Right to Shelter Ordinance — This will create more shelter space for people experiencing houselessness.

Mayor Craig Greenberg Announces Agreement Reached Between LMPD and Office of Inspector General
Moving quickly to usher in a new era of transparency and accountability in Louisville, Mayor Craig Greenberg announced on Tuesday a milestone agreement between the Louisville Metro Police Department (LMPD) and Louisville Office of Inspector General (OIG). To learn more, click here.

Fifth Annual Art in City Hall Exhibition
The Louisville Metro Council, City’s Commission on Public Art (COPA), Louisville Visual Art (LVA) have selected six artists for the Fifth Annual Art in City Hall Exhibition. The art is currently on display in City Hall, located at 601 W. Jefferson Street, enter from the 6th Street entrance. The art is available for viewing and purchase during normal business hours, Monday through Friday from 9:00 a.m. to 5:00 p.m. The art will be displayed in the entrance lobby, hallways, and public spaces through February 2024. Cherokee Park Bridge #2 to Undergo Construction Beginning March 17
Bridge #2 in Cherokee Park, located just south of the base of Cochran Hill Road, will be closed for approximately two months beginning March 17 for a restoration project. Pedestrians and vehicles will be detoured around the bridge construction site via the attached map. Construction is funded through the Bridges Kentucky program administered by the Kentucky Transportation Cabinet. To learn more, click here.

Air Pollution Control District Proposed Permit
The Louisville Metro Air Pollution Control District (District) proposes to renew a FEDOOP for Zeochem, LLC (molecular sieve production facility), 1314 S 12th Street, Louisville, KY, 40210, in accordance with Regulation 2.17. This is a standard FEDOOP renewal. The 30-day public comment period starts on March 11, 2023, and ends on April 10, 2023. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07. To learn more, click here.

Land Development Code Reform
The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.
Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!

Speakers are Tony Curtis, Metropolitan Housing Coalition, who will address affordable housing and renters rights and Ja’mela Armstrong, Center for Neighborhoods, who will share their mission and how we can partner to improve the livability of our community.
