In 2022, Metro United Way and the Kentucky State Data Center at the University of Louisville released updated neighborhood data profiles. These show economic, education, health, and other important stats about neighborhoods in our city and surrounding counties. We reviewed some of this data with our District 4 Neighborhood Advisory Board last night. Over the next few weeks we'll use these to start making budget and legislative priorities for the year. Neighborhood Advisory Board
The District 4 Neighborhood Advisory Board brings all ten residential neighborhoods of the district together to give Councilman Jecorey Arthur advice about policy. In our next meeting we'll continue discussing how to fairly spread funds across our neighborhoods. To learn more go here.
Louisville Metro Comprehensive Review Commission
During the 2022 Kentucky General Assembly Session, House Bill 314 was passed, changing how Louisville Metro Government works. This bill also created a commission to study the "accomplishments and insufficiencies" of our local government. Councilman Jecorey Arthur was appointed to the commission along with other local and state officials. The commission will be meeting every second Friday at 3:00 PM to make a report due to the state by September 15th 2023. All meetings are open to the public in City Hall.

Legislation
- Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to Louisville Metro Government to be destroyed. The District 4 office is working with the Office for Safe and Healthy Neighborhoods, LMPD, and other advocacy groups on this effort.
- Historically Black Neighborhoods Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new city-supported developments in select neighborhoods. A new draft is here.
- Industrial Revenue Bonds Ordinance(s) — These ordinances will approve Louisville Metro Government being the conduit for bonds for proposed developments at 930 Lampton St (Ferncliff Distillery) and 827 Logan St (Trellis Brewing). The District 4 office is working with the Smoketown Neighborhood Association and Smoketown Originals on community benefits agreements to be executed with the ordinances. A draft can be viewed here.
- Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). The District 4 office is working with Louisville Forward, local unions, and several neighborhoods on this.
- Capital Infrastructure Fund (CIF) Trees — This ordinance will allocate approximately $25,000 or less to help increase the tree canopy in District 4.
- Drescher Bridge Brightside Park Lighting Capital Infrastructure Fund (CIF) Grant — This $2,033.40 grant will help with lighting needs.
- Hale Avenue Sidewalk Capital Infrastructure Fund (CIF) Grant — This $1,000 grant will help repair a damaged sidewalk.
- Office of Inspector General Ordinance — This amendment will clarify how the office can investigate the Louisville Metro Police Department. It is being held while the Mayor's Office negotiates an MOU with the Office of Inspector General.
- Sexual Harassment Ordinance — This amendment will prohibit organizations who receive incentives, benefits, or contracts from Metro Government from entering into certain types of non-disclosure agreements. This passed committee unanimously and will be on the Metro Council calendar again for technical amendments.
- Right to Shelter Ordinance — This will create more shelter space for people experiencing houselessness.

LFPL Partners With Mental Health Lou to Offer Mind-Body Wellness Series at Six Library Locations
Thanks to a partnership with Mental Health Lou, the Louisville Free Public Library (LFPL) will offer free workshops for adults focused on mental health and wellness starting in March. The Mind-Body Wellness Series is a 4-part series that focuses on the ways in which our thoughts, feelings, and beliefs can positively or negatively impact our bodies, and vice versa. Taught by licensed experts from Mental Health Lou’s partner groups and providers, the series will be offered at six library locations: Southwest, Northeast, Newburg, Main, Western, and Bon Air. Louisville Parks and Recreation Announces Replacement Park in Russell Neighborhood
Mayor Craig Greenberg joined officials from Louisville Parks and Recreation, Louisville Metro Housing Authority, Local Initiatives Support Corporation (LISC) Louisville and the Cincinnati Bengals/National Football League Foundation to unveil plans for a replacement park in the historic Russell neighborhood. Democratic Caucus Will Meet on Thursday, March 2
The Democratic Caucus of the Louisville Metro Council will meet on Thursday, March 2, at 4:00 p.m. The meeting will be held in the Third Floor Conference Room, Historic City Hall, 601 West Jefferson Street. The meeting is open to the public. The public may enter City Hall using the Sixth Street entrance. Anyone needing assistance may enter City Hall from the Jefferson Street entrance. Metro Council Accepting Resumes for District 8 Vacancy
The Louisville Metro Council has accepted the resignation of District 8 Councilwoman Cassie Chambers Armstrong. Chambers Armstrong was elected on Tuesday to fill the Kentucky Senate District 19 vacancy, formerly held by Congressman Morgan McGarvey. To learn more, click here.

Land Development Code Reform
The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.
Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!

Alberta Jones Portrait | Call for Artists
Louisville Visual Art is partnering with the non-profit Parks Alliance of Louisville to facilitate the production of a portrait of Alberta Jones to honor her legacy and inspire the thriving community surrounding the new Alberta Jones Park being built in the California Neighborhood. The Parks Alliance seeks to fund a local artist to create a unique artwork that celebrates the brilliant life of this pioneering attorney and civil rights champion. To learn more, click here.
Bracketology Fun for Mental Health Awareness
Join the NCAA tournament fun through Wellspring’s Bracketology campaign! Wellspring is a Louisville non-profit that provides Housing, Hope and Behavioral Health services for adults with mental illness and the Wellspring Ambassador Board is hosting a Bracketology event at Dundee Tavern on Tuesday, March 14th from 6-8pm. Brackets can be purchased online for $10 each and you will get specific code to enter Wellspring’s Bracketology competition. The person entering the winning bracket will receive a $50 e-gift card.
