
The Louisville Metro Council hosted the 21st Annual Black History Month Program yesterday during a special meeting of the Equity, Community Affairs, Housing, Health & Education Committee, chaired by Councilwoman Dr. Barbara Shanklin (D-2).
“Reaffirming our Diverse Culture” is the theme for this year’s program. During the event, each of the twenty-six Metro Council members honored an individual with an award for his or her achievements.
Councilman Seum had the Absolute Privilege to honor our Fairdale neighbor Mary Spencer-Owens in Council Chambers during our Black History Celebration. Please see Mary's bio below.
Mary Spencer-Owens is the granddaughter of Edmonia Shaffer Spencer (1888-1931) who was a landowner in Fairdale, Ky and gifted her 13 children their own plots of land on the National Turnpike corridor. Mary’s father, Isham Spencer, Sr was a well-respected member of the community from 1913 to 1990. Mr. Spencer drove the school bus (401) for Jefferson County Public Schools from the age of 18 until he retired in 1971. He also worked at American Standard until retirement age. In addition to having his own plot of land he also purchased the plot next to his where the family raised a garden to feed the family of 11 and always sharing with others. In 1973 Spencer’s Concrete was established by son, Floyd and was later joined by Jacob and other family members. Spencer’s Concrete is still a thriving business on National Turnpike to this day.
Mary is a proud graduate of Fairdale High School class of 1967 and a graduate of Spencerian College.
Mary has been an employee of Norton Healthcare for the past 43 year starting her career at Southwest Jefferson Community Hospital in 1979. She is a member of Christ Temple Christian Life Center and currently serves on the board of directors of Master Builders Academy where their mission is Developing People, Building Businesses, Establishing Financial Futures, Inspiring Communities to Achieve Intellectual and Economic Renaissance.
Even to this day, Mary is proud to say she is from Fairdale!

Louisville Parks and Recreation is excited to bring back its spring and summer break camps for youths, offered at various community centers throughout the city. Spring break camps are offered to children ages 6-12 and are set to take place April 3-7 from 8 a.m. – 6 p.m. A one-time non-refundable registration fee of $20 is due at registration and the weekly camp fee is $50 per child, due the Friday before camp begins. Participants will partake in daily recreational activities such as sports, games, swimming, crafts and weekly field trips. Lunch will be provided. Summer break camps are set to take place Monday through Friday beginning June 20 from 8 a.m. – 6 p.m. and will run for eight weeks, ending August 11. Summer camps are offered to children ages 6-12. A one-time non-refundable registration fee of $20 is due at registration and the weekly camp fee is $50 per child, due a week in advance. Registration includes a t-shirt for each participant. Parents/Guardians are asked to drop off their children no earlier than 8 a.m. each day, and pick them up no later than 6 p.m. Those who qualify may pay a reduced price. Depending on staffing levels, each campsite will be able to facilitate 30-50 campers. In addition, Jefferson Memorial Forest & Natural Areas are offering a wide array of summer break camps. Jefferson Memorial Forest’s summer camps combine summer fun with nature-based science education activities and are offered to ages 7-15. Campers will take on the roles of naturalists, scientists and adventurers as they explore the Forest and the creatures that inhabit it. Traditional summer camp fun will round out the experience, inspiring exploration and creating an adventure to remember for a lifetime.
