Gather your team for 2023 Brightside Community-Wide Cleanup days

The Brightside Community-Wide Spring Cleanup is set for Saturday, April 15, and the Fall Cleanup is set for Saturday, October 21. More information will be posted online.   We encourage all residents to take part in Brightside's Community-Wide Cleanups. These events are a great service opportunity for boy/girl scouts, sports teams, faith groups and community organizations. It could also be a corporate team bonding opportunity!  Cleanups are an integral part of Brightside's mission and without the help of volunteer groups, and many other volunteers throughout the year, Brightside could not achieve their goals of a cleaner, greener Louisville. Neighborhoods can hold their own cleanups at any point throughout the year and we can provide gloves and bags for each Neighborhood Cleanup. We will work with Solid Waste Management to have the collected litter bags picked up. Give Brightside a call at 574-2613 or register online about two weeks prior to your event to schedule your cleanup and for information about getting supplies.  Thanks to each and every volunteer who supports the Brightside Community-Wide Cleanup, for your time and dedication – we can’t do it without you!

Large Item Pickup by Appointment System still phasing in

Large Item Pickup by appointment is being phased into the entire Urban Services District. Once appointments are available for your address, you will be able to quickly get rid of up to four large items, once per week, by simply making an appointment on the Metro311 app or website. This means more opportunities to dispose of large items, less "junk" sitting out for weeks, and improved neighborhood cleanliness!

Most residents are scheduling their appointments with ease and following the guidelines. We appreciate everyone's patience as we phase in the new appointment system to all areas.

Top five mistakes we've seen so far:

1. Resident set out items that were not listed on the confirmation email. If you describe an item that is unaccepted, you'll receive a separate email letting you know that one or more of your items is not allowed. Your confirmation email will only list the items from your request that are acceptable. Please note: Bags/boxes of small items are NOT accepted.
2. Resident broke an item into small pieces. If an item is in many small pieces, it is no longer a large item and should be placed in your garbage cart! Keep your items as intact as possible so they can be easily collected with no litter or debris left behind.
3. Resident made an appointment for an address other than their own. Doing this can hinder our education process. If you see a pile of debris in front of or behind someone's property, please report this as a violation rather than making an appointment on their behalf. This is especially an issue when the pile includes unacceptable material. Report to Metro311 under "Trash Complaints and Violations" and "Waste Violation."
4. Items are blocked by a vehicle. Collection crews use heavy equipment to collect the items and they are unable to maneuver around parked vehicles. All items should be clear of other objects and should never block sidewalks or streets.
5. Resident didn't include a description of the item. If your item is not listed in the dropdown list or if the choice is vague (e.g., Furniture item), please include a description so our collection crews know what to expect to find. 

Area K set out is February 17 to 19

Area K may set out large items February 17-19 and will be able to make appointments beginning February 27.  Find your final setout weekend at Louisvilleky.gov by clicking "Address Lookup." When your address is on the appointment system, you can make an appointment up to once per week for up to 4 large items to be picked up. Households and property owners will receive a letter and info card in the mail.  If you'd like a representative to attend a community meeting and share about this program or other waste-related topics, contact the Solid Waste Education Department. Large Item Pickup by Appointment has begun in Area A, Area B , Area C, Area D, Area E, Area F, Area G, and Area H. Residents living in these areas can schedule a Large Item Pickup at Louisvilleky.gov/Pickup. Area J will be able to make appointments beginning February 13.

2023 winter yard waste collection schedule 

Since the amount of yard waste generated is far less in the winter, the schedule is adjusted for a more efficient collection. This year, from mid-January to mid-March, yard waste will be collected EVERY OTHER WEEK on the opposite week of recycling. Residents do NOT need to make a request for yard waste collection. The Recycle Coach calendar has been adjusted and citizens can view their calendar and set reminders using the app. During the weeks without yard waste collection, the weeks of February 21 and March 7, all Louisville residents are invited to drop off yard waste for FREE at the Waste Reduction Center. Yard waste must be bagged and bundled according to curbside collection rules.  The Waste Reduction Center is at 636 Meriwether Avenue and open Tuesday through Friday, 8 a.m. to 5 p.m. and Saturday, 8 a.m. to 3 p.m. Regular weekly yard waste collection will resume the week of March 13.

Since Morgan McGarvey won his November election to succeed retiring U.S. Rep. John Yarmuth, a special election February 21 will decide who takes the Senate District 19 seat in Frankfort. This Senate district includes parts of Metro District 10, and D-8 Councilwoman Cassie Chambers Armstrong and Misty Glin are running for this office.

Buechel Bypass railroad overpass continues with one lane of traffic open in both directions

U.S. 31E (Buechel Bypass): As many of you are aware, the Kentucky Transportation Cabinet (KYTC) closed the right lane on U.S. 31E over the Norfolk Southern Railroad (mile marker 10.4) after KYTC bridge engineers observed deterioration on one of the pier caps of the bridge during a routine inspection in 2021. This bridge carries an average of 29,000 vehicles per day. 

Motorists should expect a southbound lane closure and delays at a bridge over the Norfolk Southern Railroad tracks at mile point 10.4. This is in addition to the northbound lane closure that has been in place since 2021. One lane of traffic will remain open in both directions. The additional lane closure is necessary as contractors advance on repairs to the bridge. Crews had previously worked under the bridge in an area not visible to motorists crossing the span. The repair was delayed as KYTC, and the contractor sought approval from the railroad to work on the bridge section over the tracks. The repair is expected to be completed no later than spring 2023.

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

The Louisville Zoo is celebrating Kroger Wild Winter Days now through February 28 with a Dare to Care food drive and discount admission when you donate a food item for the drive.

The Zoo is proud to team up with Kroger and Dare to Care again to help struggling families in our community. Guests who bring at least one canned food item per person may purchase discounted tickets at the Zoo windows for $9.75 per adult and $6.75 per child/senior ticket.

Since this partnership began in 2009, the Zoo has collected nearly 27,000 pounds of food thanks to the generosity of its guests. That’s equivalent to the weight of two African elephants like Mikki!

The discount is available at the gate only and is not valid for online purchases. The offer is not valid for special fee-based programs, for prepaid groups, field trips or with other discounts. No refunds will be provided for tickets prepaid in advanced or purchase online. Multiple cans are appreciated but only one discount per admission; additional cans do not provide additional discounts.

Some of Dare to Care Food Bank’s most needed items are canned meats like tuna and chicken, as well as canned fruit, beans, peanut butter, soup, rice, cereal, fruit juice, pasta and canned vegetables. Please avoid glass containers.

Louisville Zoo to host Wild Lights: Around the World starting March 10

Featuring new lanterns inspired by unique global sites

The Louisville Zoo is excited to announce the return of one of the largest lantern festivals in the nation, Wild Lights: Around the World, March 10 through May 21. Tickets are on sale now at https://www.louisvillezoo.org/wildlights.

With an almost entirely new lineup of lanterns, guests will be able to see sights from around the world on their 1.4-mile excursion through the Zoo. Famous landmarks, flora and fauna from North and South America, Africa, Europe, Australia and Asia will be highlighted in six different zones. As families venture through the Zoo’s pathways each evening, they will experience hand-crafted, illuminated art displays comprised of silk-covered, metal frames and LED lightbulbs. The event will feature over 50,000 LED lightbulbs, 18 interactive displays, eight animated lanterns and 10 light changing pieces that together present a spectacular feast for the eyes. 

A few lantern highlights include a walk-through cobra corridor, giant blue morpho butterfly, and a nine-foot, shark-themed photo opportunity. Other lanterns to look forward to include the Statue of Liberty, Sydney Opera House, Leaning Tower of Pisa, Hall of Supreme Harmony and so much more! The King Cobra Corridor, at right, is one of the highlights of the festival.

This 46-night immersive experience features live cultural performances including Chinese folk dances, acrobatics and more. There will also be unique handcrafted goods available for purchase along with snacks and cocktails by Service Systems Associates (SSA) – the Zoo’s food and amenity vendor.

The event is wheelchair and stroller-friendly on a paved path. The festival is a rain or shine event and will be held 6:30 – 10 p.m. Thursday through Sunday nights from March 10 – May 21 and nightly from March 30 – April 9.

Income tax preparation assistance available for eligible residents

The start of free federal and state income tax preparation assistance for eligible residents has begun. The Louisville Asset Building Coalition’s Volunteer Income Tax Assistance program, or VITA, provides trained, IRS-certified volunteers who offer free tax services at 11 sites across the city. VITA is available to individuals and families who earned less than $66,000 in 2022. VITA volunteers also help determine if residents are eligible for the Earned Income Tax Credit (EITC), a refundable federal tax credit for low- and middle-income working individuals and families. Eligibility for the EITC is based on income, the number of family members and other criteria, such as the age of household members. Working families who earn up to $57,400 may be eligible, and the average credit last year was $2,800. Since launching in 2001, VITA services have helped more than 135,500 Louisville tax filers. Last year, VITA processed more than 7,300 returns, adding more than $12 million to the local economy, including nearly $2 million in EITC to residents. Louisville Metro’s Office for Resilience and Community Services helps to connect tax filers to an array of financial empowerment services including the newly opened Financial Empowerment Center which provides free financial counseling, and the Tax Time Connect initiative. Tax Time Connect encourages “unbanked” tax filers to get banked with Bank On Louisville certified accounts, and to choose direct deposit for their tax refund. Bank On certified accounts are low-cost, safe and fully functional.  Learn more about the Tax Time Connect, financial counseling and other resources.  VITA sites will prepare in-person free tax filing, by appointment only, at several sites. Most of the sites will provide free tax filing through drop-off services.

AARP Tax-Aide provides free tax prep services with a mission to serve any person who comes through the door, with special attention to those 60 and older. The AARP team helped to file more than 2,400 returns in 2022 leading to over $2.8 million in federal and state refunds. AARP Tax-Aid sites are operating:  http://www.aarp-tax-aide-lou.org. The Louisville Metro Down Payment Assistance Program provides low- to moderate-income homebuyers with down payment and closing cost assistance for purchasing a home in the Louisville Metro area.

The Team Kentucky Homeowner Assistance Fund is a program that can help homeowners impacted by the pandemic rebound and avoid foreclosure. Qualifying homeowners can apply for up to $46,350 in assistance to help with delinquent mortgage payments, property taxes, homeowner’s and/or flood insurance, homeowners association fees and utility costs. 

FEMA is providing financial assistance for COVID-19 related funeral expenses incurred on or after January 20, 2020. Eligibility requirements and instructions on how to apply are available online FEMA COVID-19 Funeral Assistance and through FEMA's dedicated helpline at 1-844-684-6333.

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Locate Dare to Care food assistance locations, which include St. Stephen Martyr at 3015 Greenup Road, from 3:45 to 5 p.m. Wednesdays. Please call before visiting sites to verify hours of operation. 

Meals on Wheels is available to qualified seniors in Jefferson County, 60 years or older, who are homebound with no one available to help prepare meals. Call 574-6325 to begin the qualification process. For information on the senior congregate sites for more active seniors, 60 and older, call the number above or sign up at the RCS page. Louisville Free Public Library honors Black History Month with variety of programs

This February, the Louisville Free Public Library (LFPL) is offering more than thirty free programs in celebration of Black History Month. Programs include book discussions, film screenings, history talks, storytimes, and more, designed to inform, inspire, and engage audiences of all ages.

This month, the Main Library (301 York Street) plays host to a number of professors and local experts exploring aspects of Black history too often overlooked. 

Join local author Jermaine Fowler, host of the top-rated history podcast The Humanity Archive, on Tuesday, February 28 (7 p.m.) for the launch of his new book of the same name. This sweeping survey of Black history challenges dominant perspectives and goes outside the textbooks to reveal America’s hidden history. February also marks the return of the Black History Month Film Series. Presented in partnership with UofL Health Sciences Center Office of Diversity and Inclusion and Lean Into Louisville, the series is held every Sunday in February at the Main Library and features thought-provoking and award-winning films, followed by discussions with university professors and local experts. Black History Month at the library has something for all ages, with special storytimes, craft sessions, and showcases for children and teens as well. The popular Black Superhero Showcase, sponsored by Louisville Public Media, makes its return to the Portland Library on Saturday, February 11, at 2 p.m. And members of the Kentucky Buffalo Soldiers Chapter stop by the Southwest, South Central, Iroquois, Shawnee, and Newburg libraries during the month to discuss the history of the all black unit of the 9th & 10th Calvary and how it has played a significant role in today’s military.

Join Louisville Parks and Recreation for Spring Break Camps! Day camps are set to take place April 3 to 7 from 8 a.m. to 6 p.m. and are offered to youth ages 6-12. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Driver licensing - REAL ID enforcement date extended to May 7, 2025

The U.S. Department of Homeland Security has extended the REAL ID Act enforcement date by two years offering Kentuckians, and residents of other states, more time to request a compliant driving or identity credential that maintains air travel access and military base entry.

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. From the Lawn Care for Cleaner Air program for the Air Pollution Control District: Take advantage of the Lawn Care for Cleaner Air program and save up to $100 on a new, air-friendly, electric-powered mower. You can get rebates on electric string trimmers, electric blowers, and reel mowers, too. Now is a great time to recycle that old, polluting equipment and save some cash on new gear that will make breathing a little easier for you and your community. Report litterers

Get directly involved in making Louisville a more litter-free community through the Report-A-Litterer program aimed at motorists who throw fast-food wrappers, cigarette butts, soda bottles or any type of litter out their car window.

RecycleCoach app helps Louisville Metro customers with collection reminders, recycling information and more

Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Download from the App Store or Google Play.

Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood.

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.

For LGBTQ+ children and adolescents,a parent’s support makes all the difference. The Embrace the Journey website is designed to educate the parents of LGBTQ+ children and adolescents about how to give children the emotional support they need.
