Louisville Metro Comprehensive Review Commission
During the 2022 Kentucky General Assembly Session, House Bill 314 was passed, changing how Louisville Metro Government works. This bill also created a commission to study the "accomplishments and insufficiencies" of our local government. Councilman Jecorey Arthur was appointed to the commission along with other local and state officials. The commission will be meeting every second Friday at 3:00 PM to make a report due to the state by September 15th 2023. All meetings are open to the public in City Hall. Our office will be organizing an informational meeting about the commission soon.

Legislation
- Gun Buyback Ordinance — This ordinance will start a pilot program where Louisvillians can sell guns to Louisville Metro Government to be destroyed. The District 4 office is working with the Office for Safe and Healthy Neighborhoods, LMPD, and other advocacy groups on this effort.
- Historically Black Neighborhoods Ordinance — This ordinance will help prevent displacement by creating a displacement index to be used for new city-supported developments in select neighborhoods. A new draft is here.
- Industrial Revenue Bonds Ordinance(s) — These ordinances will approve Louisville Metro Government being the conduit for bonds for proposed developments at 930 Lampton St (Ferncliff Distillery) and 827 Logan St (Trellis Brewing). The District 4 office is working with the Smoketown Neighborhood Association and Smoketown Originals on community benefits agreements to be executed with the ordinances. A draft can be viewed here.
- Community Benefits Ordinance — This ordinance will require developers to execute community benefits agreements with neighborhoods prior to the approval of financial incentives such as tax increment financing (TIF) or industrial revenue bonds (IRB). The District 4 office is working with Councilwoman Keisha Dorsey, Louisville Forward, local unions, and several neighborhoods on this.
- Capital Infrastructure Fund (CIF) Trees — This ordinance will allocate approximately $25,000 or less to help increase the tree canopy in District 4.
- Rental Registry Ordinance — An ordinance regarding the registration of rental housing to include and assign the director of the Louisville Metro Codes and Regulations further administration and enforcement duties regarding the registry of rental housing units. This passed committee with approval.
- Drescher Bridge Brightside Park Lighting Capital Infrastructure Fund (CIF) Grant — This $2,033.40 grant will help with lighting needs.
- Hale Avenue Sidewalk Capital Infrastructure Fund (CIF) Grant — This $1,000 grant will help repair a damaged sidewalk.
- Office of Inspector General Ordinance — This amendment will clarify how the office can investigate the Louisville Metro Police Department.
- Sexual Harassment Ordinance — This amendment will prohibit organizations who receive incentives, benefits, or contracts from Metro Government from entering into certain types of non-disclousure agreements.

Proposed Amendment 10 | Public Comment Opportunity
KIPDA is seeking public comment between January 25 and February 8, 2023, for Proposed Amendment 10 to the Connecting Kentuckiana 2040 (CK 2040) Metropolitan Transportation Plan (MTP) and the Fiscal Year (FY) 2020-2025 Transportation Improvement Program (TIP). Metro Council Will Interview District 3 and District 6 Applicants on January 30 and January 31
The Louisville Metro Council will hold two special Committee of the Whole meetings to interview eligible District 3 and District 6 applicants. The District 3 applicants will be interviewed at the January 30 meeting and the District 6 applicants will be interviewed at the January 31 meeting. To learn more, click here.
Parks for All Action Plan Announced: $1 Million Matching Gift Pledged to Spur Investment in Park Equity and Excellence
Mayor Craig Greenberg and the Parks Alliance of Louisville unveiled the Parks For All Action Plan, a comprehensive, long-term roadmap to build equity and excellence in Louisville’s public park system which includes 120 parks, 14 community centers, pools, golf courses, greenways, parkways, and two historic homes. The 15-year initiative calls for gradually increasing park system funding to reach parity with the national average for comparably sized cities. To learn more, click here
Louisville Metro Government awards $250,000 in National Endowment for the Arts sub-grants to local arts organizations
Louisville Metro Government’s Office of Arts and Creative Industries has awarded $250,000 in grants to 16 local art organizations through the National Endowment for the Arts’ American Rescue Plan sub-granting program. The overall goal of the program is to support Louisville's arts community as it continues to recover from the economic and health effects of the COVID-19 pandemic. To learn more, click here.
Mayor Greenberg, Community Partners Announce Free Tax Preparation Services for Eligible Louisville Residents
Mayor Craig Greenberg joined community partners in announcing the start of free federal and state income tax preparation assistance for eligible residents. The Louisville Asset Building Coalition’s Volunteer Income Tax Assistance program, or VITA, provides trained, IRS-certified volunteers who offer free tax services at 11 sites across the city. VITA is available to individuals and families who earned less than $66,000 in 2022. To learn more, click here.
Brightside Volunteers Donate Thousands of Hours to Clean UPS and Plantings in 2022; Total Volunteer Value Tops $1.5 Million
Thousands of volunteers turned out in 2022 to beautify Louisville and foster community pride, donating more than 51,000 hours of their time to pick up litter and plant trees around Louisville. Those volunteer hours are valued at $1.5 million. To learn more, click here.
METCO Board Approves $280,000 in Small Business Loans
The Metropolitan Business Development Corporation (METCO) Board approved $280,000 in low-interest loans to two small businesses. The METCO boards meets monthly to review, discuss and vote on applications for small business loans available through Louisville Metro Government. The city’s small business loan program, or METCO, is administered by the Department of Economic Development. To learn more, click here.
Development Applications in Louisville Reached Decade High in 2022 With More Than 3,100 Applications Received
Louisville Metro Government’s Office of Planning and Design Services received more 3,100 development applications in 2022, reaching a decade high. Those numbers do not include applications for short-term rentals or signage. Last year, 904 applications were submitted requesting the approval of new short-term rentals, and 595 applications were submitted related to new or replacement signage. To learn more, click here.
Air Pollution Control District Proposed Permit
The Louisville Metro Air Pollution Control District (District) proposes to issue a construction permit for Louisville Gas & Electric Company Mill Creek Generating Station (electricity generating facility for local and remote distribution), 14460 Dixie Highway, Louisville, 40272, in accordance with Regulation 2.03. The 30-day public comment period starts January 19, 2023, and ends on February 20, 2023. A public hearing may be scheduled if the District determines that there are germane, unresolved issues or substantial public interest, in accordance with Regulation 2.07. To learn more, click here.

Land Development Code Reform
The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.
Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!

Downtown Commercial Loan Fund
The Small Business Loan is meant to be last mile financing to help small commercial businesses open their doors. These loans are intended to provide assistance for commercial space build out above and beyond tenant improvement allowances provided by landlords. The goal of this product is to encourage the establishment of new street level businesses, create new jobs, and reduce commercial vacancy rates in Downtown Louisville. DCLF is committed to providing 30% of its Small Business Loans to local minority and immigrant-owned businesses. To learn more, click here.

Stage Technician Apprenticeship Program
Stage Technicians (STs) provide technical support for the construction, rehearsal, presentation, and removal of a live performance, for audience or camera. STs play an active role in the technical operation across a variety of established creative venues, for example, film, theaters, art centers, and broadcast studios. To learn more, click here.
2023 Summer Internship Program for High School and College Students
Aqlan Lab Internship Program is a partnership that pilots and contributes to community-engaged, sustainable projects to address real world challenges in Louisville. Interns work in small project teams to approach complex community issues through technical, analytical, and empathetic problem-solving skills. Intern project teams use design thinking methodology, meet with stakeholders, and develop project plans to create meaningful and positive impact in the surrounding community. Accepting applicants from all academic backgrounds with interest in two focus areas: (1) Urban Sustainability and Resilience, and (2) Analysis of Water Quality, (3) Virtual Reality for Community Applications, and (4) GIS Tracking, and (5) Ecological preservation.
