Since Morgan McGarvey won his November election to succeed retiring U.S. Rep. John Yarmuth, a special election February 21 will decide who takes the Senate District 19 seat in Frankfort. This Senate district includes parts of Metro District 10, and D-8 Councilwoman Cassie Chambers Armstrong and Misty Glin are running for this office.

Public Health and Wellness updates

According to recent projections from the Centers for Disease Control and Prevention (CDC), a rapidly spreading subvariant of COVID-19 is most prominent in the Northeast and mid-Atlantic regions. XBB.1.5—an offshoot of the omicron variant—has been projected to make up just over 40 percent of all COVID-19 cases in the United States as of the week ending December 31.

Residents still need to be cautious and take steps to stay safe:

• Choose to wear a mask, especially if you are someone with an immune-compromising condition.
• Stay home if you’re sick.
• Getting tested is the only way to know if the symptoms you may be experiencing are related to COVID, the flu, or just seasonal allergies. There are many locations throughout the city where you can get tested, many for free.
• Get vaccinated. It’s not too late, and they offer protection against severe illness.

All available LIHEAP appointments are booked, more may open later

All 2500 of the LIHEAP emergency utility assistance appointments have been booked. More appointments might open up later, but the Louisville Metro Office of Resilience and Community Services reports being booked for now.  LIHEAP assists income-eligible households in Jefferson County with home heating costs from January 9 through March 31, or until funds are depleted.

Christmas tree drop off and pick up options

Christmas tree drop-off sites are available for all Louisville and Jefferson County residents at three locations. The Hubbards Lane site will also instantly recycle Christmas trees into mulch that will be offered back to citizens for home use. Those wishing to receive mulch must bring an appropriate container in which to carry it. All lights and ornaments should be removed from trees before they are dropped off.  Trees may be dropped off Tuesday through Saturday, 9 a.m. to 5 p.m. (Waste Reduction Center closes at 3 p.m. on Saturdays) through January 28. All locations will be closed on Saturday, January 14 for the holiday.  East District Recycling Center, 595 N. Hubbards Lane Public Works Yard, 10500 Lower River Road (enter from Bethany Lane) Waste Reduction Center, 636 Meriwether Avenue  Metro Public Works will also provide curbside pickup of Christmas trees within the Urban Services District after the holiday. Residents with City curbside yard waste pickup may set their Christmas trees and greenery out on their regular collection day. Trees may not be in plastic bags and all decorations must be removed.  Residents normally serviced by private waste haulers should check with those companies to see whether and when tree pickup is available

Winter yard waste schedule released

Buechel Bypass railroad overpass project lane closure

U.S. 31E (Buechel Bypass): As many of you are aware, the Kentucky Transportation Cabinet (KYTC) closed the right lane on U.S. 31E over the Norfolk Southern Railroad (mile marker 10.4) after KYTC bridge engineers observed deterioration on one of the pier caps of the bridge during a routine inspection in 2021. This bridge carries an average of 29,000 vehicles per day. 

Motorists should expect a southbound lane closure and delays at a bridge over the Norfolk Southern Railroad tracks at mile point 10.4. This is in addition to the northbound lane closure that has been in place since 2021. One lane of traffic will remain open in both directions. The additional lane closure is necessary as contractors advance on repairs to the bridge. Crews had previously worked under the bridge in an area not visible to motorists crossing the span. The repair was delayed as KYTC, and the contractor sought approval from the railroad to work on the bridge section over the tracks. The repair is expected to be completed no later than spring 2023.

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

Statement:  

On Tuesday, January 1, Louisville Metro Animal Services was forced to euthanize two dogs for the first time since 2017 because the shelter is operating over capacity and has no more room for incoming dogs. In 2022, LMAS worked hard to keep from euthanizing pets for lack of space, however Covid pets, inflation, and lack of adopters has created a crisis for shelters across the country. LMAS will continue doing everything we can to save animals’ lives and avoid euthanizing more dogs for lack of space, but we are pleading with our community to visit us today to adopt or foster a shelter pet. Adoption fees are always waived for adult dogs, weighing 40 pounds or more and every adoption includes spay-neuter, microchip, vaccinations.

Reclaim fees are also waived for unclaimed pets. We encourage anyone who is searching for their pet to visit the LMAS Shelter to check our kennels for their missing pet.

• All adoptions include spay/neuter, microchip and vaccinations

January 7 - Zoo to celebrate birthdays of Polar Bear Qannik & Elephant Punch

The Louisville Zoo is kicking off 2023 with the celebration of two of Louisville’s most beloved and iconic animals. On Saturday, Jan. 7, at 1:30 p.m., the Zoo invites guests to celebrate Asian elephant Punch’s 53rd birthday in the Africa Zone. Afterward, guests can head down to Glacier Run for polar bear Qannik’s 12th birthday at 2:15 p.m.

Zoo guests will be invited to sing “Happy Birthday” and each animal will receive special celebratory enrichment items and treats.

About Punch: Asian elephant Punch arrived at the Louisville Zoo on November 28, 1973 at approximately three years old from Southwicks Zoo, in Massachusetts. Punch was wild born so her exact birth date is estimated. She enjoys playing with her boomer ball and eating squash.

About Qannik: Qannik (pronounced “Cunnick”) made national headlines when she was found on Alaska’s North Slope in 2011 separated from her mother and sibling. After several days of monitoring her in hopes that she would reunite with the other bears, U.S. Fish and Wildlife Service (USFWS) began a rescue operation. Qannik was under weight and likely hadn’t learned vital skills to survive on her own. She has been at the Louisville Zoo’s award-winning Glacier Run exhibit since June 28, 2011. Because Qannik was born in the wild, her exact birthdate is unknown. Officials from the USFWS assigned January 10 as her birthday. Qannik is on habitat rotation with four other bears at Glacier Run: female grizzly bear, Inga; her offspring, Otis and Rita; and Lee, a male polar bear.

Louisville Zoo Wild Winter Days - bring canned goods for Dare to Care and get a discount on admission

The Louisville Zoo is celebrating Kroger Wild Winter Days now through February 28 with a Dare to Care food drive and discount admission when you donate a food item for the drive.

The Zoo is proud to team up with Kroger and Dare to Care again to help struggling families in our community. Guests who bring at least one canned food item per person may purchase discounted tickets at the Zoo windows for $9.75 per adult and $6.75 per child/senior ticket.

Since this partnership began in 2009, the Zoo has collected nearly 27,000 pounds of food thanks to the generosity of its guests. That’s equivalent to the weight of two African elephants like Mikki!

The discount is available at the gate only and is not valid for online purchases. The offer is not valid for special fee-based programs, for prepaid groups, field trips or with other discounts. No refunds will be provided for tickets prepaid in advanced or purchase online. The Louisville Metro Down Payment Assistance Program provides low- to moderate-income homebuyers with down payment and closing cost assistance for purchasing a home in the Louisville Metro area. Funds can be applied to the purchase of an existing or newly constructed home and are NOT limited to first-time homebuyers. Applications are now available.

Drops of Kindness Program - For customers who may still have an outstanding balance, Louisville Water has the Drops of Kindness Program, which offers flexible, no-interest payment plans and additional help from community agencies through the Louisville Water Foundation. Louisville Metro LG&E Assistance is available for eligible residents who have been financially impacted by the COVID-19 pandemic.

The Team Kentucky Homeowner Assistance Fund is a program that can help homeowners impacted by the pandemic rebound and avoid foreclosure. Qualifying homeowners can apply for up to $35,000 in assistance to help with delinquent mortgage payments, property taxes, homeowner’s and/or flood insurance, homeowners association fees and utility costs. 

Low-income households may qualify for a ten-percent sewer bill discount under the Emergency Wastewater Rate Assistance Program (EWRAP) offered by MSD, through July 31. For more information, call 540-6000 or email.

Senior citizens age 65 or older with a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

FEMA is providing financial assistance for COVID-19 related funeral expenses incurred on or after January 20, 2020. Eligibility requirements and instructions on how to apply are available online FEMA COVID-19 Funeral Assistance and through FEMA's dedicated helpline at 1-844-684-6333.

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify. More information is here. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Locate Dare to Care food assistance locations, which include St. Stephen Martyr at 3015 Greenup Road, from 3:45 to 5 p.m. Wednesdays. Please call before visiting sites to verify hours of operation. 

Meals on Wheels is available to qualified seniors in Jefferson County, 60 years or older, who are homebound with no one available to help prepare meals. Call 574-6325 to begin the qualification process. For information on the senior congregate sites for more active seniors, 60 and older, call the number above or sign up at the RCS page. Join our community of compassionate volunteers at Hildegard House. We provide a home and compassionate care for individuals at the end of life who have no home or loved ones to care for them so that they may die with dignity and access hospice care. We are the family for our residents and care for them just like family members. Compassionate Companions commit to a weekly five-hour shift. The next volunteer training is January 13 and 14. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Driver licensing - REAL ID enforcement date extended to May 7, 2025

The U.S. Department of Homeland Security has extended the REAL ID Act enforcement date by two years offering Kentuckians, and residents of other states, more time to request a compliant driving or identity credential that maintains air travel access and military base entry.

Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood.

Metro Emergency Repair Program

Eligibility criteria:    Must be owner occupied for at least one year.    Not available on rental property.    Must meet income guidelines (See intake staff)     May receive assistance once in a five year period.    Louisville-Jefferson County only Types of repairs: Furnace repair or replacement (October-April only) A/C unit- repair or replacement (Requires medical statement, available May-Sept. only) Electrical repairs/upgrades Water line repairs/replacement Sewer line repairs/replacement Water heater repair/replacement, gas line leaks For further information contact Jackie Wilson-Rudy at 574-5850.
