BBB's January 2023 Hot Topics  

1.    A consumer reported that while trying to sell an item, they were contacted by a potential “buyer” who offered to pay for the item by Zelle, but first the consumer would be required to set up a Zelle business account. This is a common scam on Facebook Marketplace. Zelle and other payment apps do not require you to set up a business account to complete a transaction.

2.    A consumer reported an employment scam to BBB. The consumer applied for a transcriptionist position, and after a quick interview process was informed she would be sent a check to purchase supplies. She contacted her bank, who verified the check was fraudulent. Beware of any “job opportunities” where the interview process seems almost too easy and the employer sends you a check to purchase supplies. You can also look up reviews on a company at bbb.org before applying or interviewing.

3.     Consumers continue to report scam callers claiming to represent LG&E. The callers state that the consumer’s service will be shut off unless a past due invoice is paid. As a reminder, LG&E will never call you and demand payment over the phone. When in doubt, contact LG&E directly to check the status of your account.    

4.    Consumers continue to report scam Amazon phone calls to BBB. As a reminder, Amazon will not call to alert you of a large pending charge on your account. When in doubt, log in and check your Amazon and bank or credit card accounts. Do not give anyone access to your account information over the phone!  

5.   A consumer reported receiving a scam phone call claiming to be from PNC Bank. If you receive an unsolicited phone call from someone claiming to represent your bank, hang up and contact your bank directly. Do not give out any financial information over the phone!  

6.      A consumer reported to BBB that they received a voicemail alerting them that legal action was being taken against them. This is a common scam that tries to scare victims into thinking they will face legal consequences if they do not pay large fines. Don’t fall for it!  

7.      A consumer attempting to sell an item on Facebook marketplace was contacted by a scammer who wanted the consumer’s phone number. BBB warns consumers not to fall for this scam. Once the scammer has your phone number, they can set up a Google Voice number linked to your phone number, allowing them to conceal their identity for future scams and/or set up new accounts in your name.

8.       A consumer reported to BBB that they were almost the victim of a medical billing scam after receiving fake invoices. If you receive an unexpected invoice, contact your insurance company and medical provider directly to verify its authenticity.

9.       A consumer reported an online shopping scam to BBB after attempting to purchase a rare NBA jersey, which they never received. BBB reminds consumers to check bbb.org for reviews and reports on companies before making online purchases, use a secure method of payment, and don’t fall for “deals” that are too good to be true.  

10.   A consumer reported a delivery scam to BBB. They received a message that a package could not be delivered until they paid a re-delivery fee. They later noticed their credit card was used for unauthorized charges. BBB warns consumers not to respond to suspicious messages like this.

Crisis Component of LIHEAP begins January 9 to provide utility assistance for Louisville residents

 Eligible residents can also apply for MSD’s Senior Citizen Discount Program

LOUISVILLE, Ky. (January 6, 2023) - Louisville Metro Office of Resilience and Community Services is now accepting appointments for the annual Crisis Component of the Low Income Home Energy Assistance Program (LIHEAP).  The program assists income-eligible households in Jefferson County with home heating costs from January 9 through March 31, 2023, or until funds are depleted.

To utilize the Crisis Component, applicants must have a household income at or below 130 percent of the federal poverty guidelines, as well as have received a “disconnect” notice from their utility company or be within four days of running out of a non-metered fuel such as propane. Additionally, applicants can also apply if they have a current bill with a late or past due amount, or if they are on an arrearage payment plan.

Crisis benefits will cover the minimum needed to alleviate the crisis not to exceed $400. Households can reapply each time they experience a crisis situation, or who meet eligibility for having a current bill with a past due amount, until they reached their maximum benefit.  Payments are made directly to the heating vendor (i.e. LG&E). 

Appointments are required in advance to apply for LIHEAP to make an in-person appointment at one of six LIHEAP locations utilizing an automated appointment system described below.

LIHEAP (Low Income Home Energy Assistance Program) Crisis Component

How to apply: Jefferson County residents meeting eligibility can call the automated scheduler at 502-991-8391 or visit online at louisvilleky.cascheduler.com.

Eligibility:

  • Households within 130% of 2021-22 Federal Poverty Guidelines, and
  • Received a disconnect notice from metered utility service provider, or
  • Received a current bill with a past due amount, or
  • Received an eviction notice if utilities are included in the rent, or
  • Be within four days of running out of bulk fuel; or
  • Be within ten days of running out of pre-paid electric service.

Documentation:

  • Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, or proof of $0 income). Note: Zero Income forms are available at the Resilience and Community Services office at 701 W. Ormsby Ave., Suite 201 as well as the six LIHEAP locations listed below or by clicking here.
  • Social Security card(s) or (official documentation with Social Security Numbers) or Permanent Residence card (Green Card) for each member of the household; and
  • Disconnect notice or a current bill with a past due amount for metered utilities; or
  • Eviction notice and copy of lease if heating expenses are included in the rent. or 
  • Statement from utility company that shows 10 days or less of service if participating in pre-paid electric service. Include the account number and name on the account for all heating fuel sources and electric.

Also, through a partnership with MSD, eligible residents will have the opportunity to apply for MSD’s Senior Citizen Discount Program.

Senior citizens, 65 or older with a gross annual household income of $35,000 or less, may be eligible to receive a 30 percent discount on wastewater charges and the consent decree surcharge.  This enrollment period is for both new and renewing MSD discount program clients.

Eligible households can apply for one or both LIHEAP Crisis Component and the MSD’s Senior Discount Program with one single appointment.

MSD’s Senior Citizen Discount Program

How to apply: Jefferson County residents meeting eligibility can call the automated scheduler at 502-991-8391 or visit online at louisvilleky.cascheduler.com.

Eligibility:

  • Client must be 65 years of age or older and a named customer with MSD.
  • Gross household income is $35,000 or less per year.
  • Not currently receiving MSD’s EWRAP (Emergency Wastewater Rate Assistance Program) as of date of application.
  • Senior Citizen Discount customers must recertify annually.

Documentation:

  • Proof of age (must provide driver’s license, state ID, or birth certificate).
  • Proof of social security number or permanent residence card (Green Card) for each member of the household.
  • Must provide proof of all income received during the previous month by any member of the household (gross).
  • Proof of active utility account with Louisville Water Company and MSD. (i.e. Named customers with MSD, receiving metered water service for a property used solely for residential purposes, and owned or leased by customer as principal residence).

Discounts from the MSD program will become effective on the next billing cycle following approval. 

Individuals who are unable to apply for LIHEAP or the MSD programs in person may send a representative on their behalf. Simply provide the representative with the documentation listed above as well as a hand-written note, dated and signed from the applicant, giving them permission to handle their application for services. Residents who are homebound and who are unable to send a representative may call 502/780-7937.

ROADSHOW for The Week of Jan. 8, 2023

 

 

Inclement weather or other unforeseen circumstances may occur, so the information below is strictly of an advisory nature and is subject to change with no notice.

JEFFERSON COUNTY

  • I-Move Kentucky (I-64 / I-71 / I-265): Find the latest project updates here: https://i-moveky.com/.
  • Sherman Minton Bridge (I-64 & US 150 over the Ohio River between Louisville, KY, and New Albany, IN): Find the latest project updates here: https://shermanmintonrenewal.com/.
  • U.S. 31E (Bardstown Road/Baxter Avenue): Lane closures and delays are possible from Bonnycastle Avenue to Broadway for asphalt resurfacing and related work. Drivers will be directed through these work zones via flagging operations. Motorists take note: On-street parking will be restricted. This is part of an overall Highway Safety Improvement Program within the Bardstown Road corridor.
  • U.S. 31E (Bardstown Road): Lane shifts and delays are possible at Southpointe Boulevard for intersection improvements. The intersection is being reconstructed to include dual turn lanes. The work is scheduled to be completed in the summer of 2023.
  • U.S. 31E (Buechel Bypass): Motorists should expect a southbound lane closure and delays at a bridge over the Norfolk Southern Railroad tracks at mile point 10.4. This is in addition to the northbound lane closure that has been in place since 2021. One lane of traffic will remain open in both directions. The additional lane closure is necessary as contractors advance on repairs to the bridge. Crews had previously worked under the bridge in an area not visible to motorists crossing the span. The repair was delayed as KYTC, and the contractor sought approval from the railroad to work on the bridge section over the tracks. The repair is expected to be completed no later than spring 2023.
  • U.S. 42: Daily lane closures from 9 a.m. to 3 p.m. through Friday, Jan. 13, at the set of I-71 overpass bridges (mile point 7). That’s between Seminary Drive and Mt. Rainier Drive. These closures are for repairs to the bridges. Motorists will be directed through the work zone via flagging operations.
  • KY 1450 (Blue Lick Road): Weekday lane closures are possible on Blue Lick Road between Gene Snyder and Preston Highway for road widening work. The project is expected to be completed in summer 2023.
  • South Pope Lick Road: Road closed to thru traffic between KY 155 (Taylorsville Road) and Rehl Road. Local access only. Motorists should follow posted detours. The closure to thru traffic is for the reconstruction of the KY 155 and South Pope Lick Road intersection and bridge over Pope Lick Creek. The project is expected to be completed in fall 2023.

 

BULLITT COUNTY

  • I-65 North: Sound barrier walls being constructed between mile points 117.4 and 117.8, just north of Exit 117 for KY 44 to Shepherdsville and Mt. Washington. Message boards will warn motorists to watch for trucks entering and exiting the interstate. The project is estimated to be completed in spring 2023.
  • KY 61 @ KY 2553: Weekday lane closures and delays are possible at the intersection of KY 61 (Preston Highway) and KY 2553 (Old Preston Highway).  A new traffic signal is being installed at this location.  Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in spring 2023.
  • KY 480 (Cedar Grove Road):  Weekday lane closures and delays are possible between Omega Parkway and Park Loop Road/Valley View Drive for work involving the road widening project. The project is expected to be completed in fall 2023.

 

FRANKLIN COUNTY

  • I-64 East & West: Daily lane shifts, rolling roadblocks and traffic delays are possible between mile marker 47 and mile marker 52 for an ongoing bridge replacement project. Oversized vehicles are alerted to an 11’ width restriction for both eastbound and westbound directions in the construction zone. These vehicles can utilize U.S. 60 and U.S. 127 as a detour. The four sets of bridges being replaced are over KY 2817 (Cardwell Lane) at mile point 51.5; KY 151 (Graefenburg Road) at mile point 46.4, South Benson Creek at mile point 49.1 and KY 1665 (Evergreen Road) at mile point 49.8. The project is expected to be completed in late fall 2023.
  • U.S. 60 (Versailles Road): Lane closures and delays possible between Jett Boulevard/Chenault Road and KY 1681 (Duncan Road) at the I-64 interchange. Motorists are encouraged to use caution while traveling through the work zone. The route is being widened for additional left-turn lanes to the Interstate 64 eastbound and westbound on-ramps. Another right-turn lane will also be constructed on the I-64 westbound off-ramp to U.S. 60. The project is expected to be completed in winter 2022-’23.
  • KY 1659 (Glenns Creek Road/McCracken Pike): Full roadway closure due to 500-foot slide caused by heavy rain and flooding. The slide is between Glenns Creek Road/McCracken Pike/KY 1659 (mile marker 1) and Harrod Carter Concrete (mile marker 2) in Franklin County. Motorists should follow the signed detour: Duncan Road/KY 1681 to Versailles Road/U.S. 60 (in Woodford County) to the East-West Connector/KY 676 (in Franklin County). KYTC anticipates soliciting bids for the repair project this winter with the goal of starting construction in summer 2023.

 

HENRY COUNTY

  • Routine maintenance

 

OLDHAM COUNTY

  • I-71 North: Possible shoulder closures between mile marker 20 and mile marker 21 for the construction of a new interchange at KY 2857 (LaGrange Parkway) between KY 393 and KY 53. Motorists should proceed with caution and heed the 55 mph speed limit thru work zone. The construction is expected to be completed in fall 2024.

 

SHELBY COUNTY

  • KY 53 (Mt. Eden Road): Possibly delays and lane shifts between St. Regis Drive at mile point 6.4 and U.S. 60 at mile point 8 as work continues to widen that section of the roadway. The project is expected to be completed in spring 2023.
  • KY 55: Safety improvements will take place between KY 155 in Spencer County and KY 148 (Finchville Road) in Shelby County. The construction includes widening shoulders, an extension of culvert pipes, ditch cleaning and tree clearing. The project also includes curve realignments. KY 55 may be reduced to one lane of traffic during the project. Motorists will be directed through the work zone via flagging operations and temporary traffic signals. There are no time restrictions on daily lane closures. The project is expected to be completed in summer 2023.

 

SPENCER COUNTY

  • KY 44 (Little Mount Road): Weekday lane closures are possible on Little Mount Road between Spencer County High School and Early Wyne Drive for the construction of crossovers for bridge repairs to the span over Brashears Creek. The project is expected to be completed in Spring 2023.
  • KY 55: Safety improvements will take place between KY 155 in Spencer County and KY 148 (Finchville Road) in Shelby County. The construction includes widening shoulders, an extension of culvert pipes, ditch cleaning and tree clearing. The project also includes curve realignments. KY 55 may be reduced to one lane of traffic during the project. Motorists will be directed through the work zone via flagging operations and temporary traffic signals. There are no time restrictions on daily lane closures. The project is expected to be completed in summer 2023.
  • KY 1795 (Mill Road): Closed from 5 p.m. to 12 a.m. on Monday, Jan. 9, through Friday, Jan. 13, between the Ten Mile Bridge (mile point 1.6) and Little Elk Road (mile point 1.811) for a cross drain replacement. This will be a total closure each day during the posted hours. Motorists should utilize KY 1416 and KY 636 as a detour and adjust their commute times to accommodate for the closure.

WORK ZONE TIPS

  • Expect the unexpected.
  • Slow down.
  • Don’t tailgate. Keep a safe distance between you and the car ahead of you.
  • Keep a safe distance between your vehicle and the construction workers and equipment.
  • Pay attention to the signs.
  • Obey road crew flaggers.
  • Stay alert and minimize distractions.
  • Keep up with the traffic flow.
  • Navigate traffic with GoKY or via Waze on your smartphone!

  • Knowing where the construction zones are prior to the trip can minimize frustration and delays.
  • Be patient and stay calm.

 

* Pothole patching, sweeping, drain & ditch cleaning, striping, pavement marking and maintenance crews may work on major interstates in the Louisville Metro area only during non-peak daytime hours and at night. Motorists should watch for roadside maintenance on interstates and highways throughout the rest of the district daily.
