Betsy will begin her term in January 2023.
Betsy Ruhe has been a Southend resident for more than 20 years. Working with special needs children, Betsy received her Bachelor’s degree from University of Louisville, Master’s from Bellarmine and certificate in Learning and Behavior Disorders. In addition, she also earned a Master’s in Sustainability from University of Louisville in 2017. A teacher with Jefferson County Public Schools, Betsy retired this last year.

Louisville Parks and Recreation seeking public input regarding the future of Iroquois Park tennis courts
LOUISVILLE, Ky. (November 4, 2022) – Louisville Parks and Recreation is seeking input from the community regarding the future of the tennis courts in Iroquois Park by performing in-person/online surveys as well as hosting a public meeting.
In June 2022, Mayor Fischer signed an ordinance allocating more than $79 million in the fourth round of the city’s share of American Rescue Plan funds –which included $500,000 for upgrades to the tennis courts in Iroquois Park.
To determine how this project could meet the community’s needs, Louisville Parks and Recreation is seeking feedback from the public before moving forward.
Online surveys will be available from November 4-14 at bestparksever.com.
Surveys translated into Spanish, Arabic and Vietnamese will be available for those who wish to complete them in-person at the Iroquois Amphitheater Box Office (1080 Amphitheater Road, 40214) on Thursday, November 10, and Friday, November 11, from 4-6 p.m.
Additionally, park users are encouraged to look for signage posted throughout the park from November 4-14 containing a QR code to scan from a mobile device for direct access to filling out the survey online.
A public meeting to discuss the results of the survey will take place at the Beechmont Community Center (205 W Wellington Ave., 40214) on Tuesday, November 15, at 6 p.m. Parks will also present its findings to Metro Council and the Parks and Sustainability Committee at a later date.
Highland Bike Park Site Ride
Meet at Colonial Gardens on November 16th at 6:30pm
Join us for a chill paced ride from Colonial Gardens to the proposed Highland bike park site. We want the community to see the potential here while generating support for the project.
Upon returning to Colonial Gardens feel free to patronize one of the local businesses and talk bikes with the group. For those wanting a little extra mileage, there will be a group that pedals to the top of Iroquois Park for a scenic view of the city!
Please bring a functional, safe working bike with lights. We also recommend wearing a helmet.

World Day of Remembrance
Join us for a candlelight vigil on Sunday, November 20 at 5pm at Sunnyhill Pavilion in Iroquois Park for Louisville’s first annual World Day of Remembrance for Road Traffic Victims! World Day of Remembrance is a global event commemorated on the third Sunday in November. It is a time to remember those who have died in traffic collisions as well as spur action to improve public safety. The event is made possible through the help of Metro Council member Nicole George (District 21), Matthew’s Bridge, Inc., Southwest Dream Team, and Vision Zero Louisville.

Solid Waste Management Announcements - ICYMI from The Works Week
Large Item Pickup by appointment is being phased into the entire Urban Services District. Once appointments are available for your address, you will be able to quickly get rid of up to four large items, once per week, by simply making an appointment on the Metro311 app or website. This means more opportunities to dispose of large items, less "junk" sitting out for weeks, and improved neighborhood cleanliness!
All areas are phased in after their last "junk" set out weekend. The area that had setout dates November 4-6 will be able to make appointments beginning Monday, November 14. The area with setout dates November 11-13 will be able to make appointments beginning Monday, November 21. Find your final setout weekend at Louisvilleky.gov by clicking "Address Lookup." When your address is on the appointment system, you can make an appointment up to once per week for up to 4 large items to be picked up. Households and property owners will receive a letter and info card in the mail.

Garbage and Recycling Cart Policy

The Department of Public Works is required to follow Ordinances pertaining to solid waste found in LMCO Chapter 51. But the Department also has a more detailed container policy that serves to minimize confusion and maximize consistency. Some parts of the policy are highlighted below. |
Residential Collection in the Urban Services District
- Single-family properties will be assigned one garbage cart and one recycle cart at no charge. Residents may purchase one additional garbage or recycling cart for a maximum of three Metro-issued containers.
- Residents should leave their Metro-issued garbage and recycling cart at the property when they move. If a resident purchased an additional garbage or recycling cart from Metro, they may move it with them if their new address is within Metro’s service area.
- Residents must purchase replacement carts UNLESS one of the following exceptions applies:
- Resident can verify low-income status by submitting documentation.
- Collection or cart maintenance staff reports the cart is damaged beyond repair or the cart dropped into the collection truck and cannot be retrieved.
- The container is damaged, unrepairable, or removed due to criminal investigation.
- A recycling and/or garbage cart is not on site when ownership of property changes.
Small Business Collection in the Urban Services District
- Eligible businesses will be provided two carts for garbage and/or recycling at no charge. A business owner may purchase additional containers from the Department for a maximum of four carts if at least one is for recycling. (Businesses already having more containers than allowed under ordinance will be permitted to continue to receive services at the discretion of the Department. No additional containers will be provided.)
- Businesses must purchase replacement carts unless one of the following exceptions applies:
- Collection or cart maintenance staff reports the cart is damaged beyond repair or the cart dropped into the collection truck and cannot be retrieved.
- The container is damaged, unrepairable, or removed due to criminal investigation.
- A business moves in and two carts are not present.
Cart Care and Responsibility
- Garbage/recycling carts must be removed from the set-out location by 4 p.m. the day after collection. This helps prevent damage and theft of carts.
- Damaged carts should be reported to Metro311. Repairs are made on collection day while cart is set out.
- Garbage/recycling carts must be positioned at the edge of the curb or alley and at least three feet away from other carts, walls, buildings, poles, etc. Sidewalks must not be blocked.
- Garbage/recycling carts must not be overloaded. Maximum weight is 200 lbs and lids should be able to close.
- It is recommended that residents make note of their cart serial numbers.
Cart Theft
If a resident believes their cart has been stolen, they may file a report with LMPD. If the cart cannot be recovered, the resident will need to purchase a replacement cart.
