Bob Rays is working on S Pope Lick to clear out brush and trees. RAM construction will do the earth work and finally Louisville Paving and Construction will be doing the bridge work, stonework and asphalt work. The work to replace the bridge is estimated to be complete by next fall.
Detour and advance warning signage are in place and flaggers will be available when the works warrants them.
***We also had a meeting today with KYDOT and the study for placing a signal at this location will be done concurrently with the work to replace the bridge and install turning lanes instead of the initial plan to wait until after construction was complete to conduct the study. If the intersection qualifies for signalization the work to install it will be done towards the end of the overall project instead of after completion of the bridge replacement. ***

- While maintaining two lanes of traffic, construct the proposed widening, bridge and drainage feature of KY 155 and north side approach of S Pope Lick Road

- Shift traffic to the newly constructed portion of KY 155

- Construct the remaining proposed widening, bridge and drainage features along the south side of KY 155.

Goal is to decrease congestion and improve safety within the corridor
LOUISVILLE, Ky. (Nov. 3, 2022) – The Kentucky Transportation Cabinet (KYTC) is developing a project to improve U.S. 60 (Shelbyville Road) between Old Shelbyville Road and North English Station Road/Urton Lane in eastern Jefferson County. The project would also look at the adjacent traffic signals at Eastgate Shopping Center and Interstate 265 (Gene Snyder Freeway).
The project’s purpose would be to decrease congestion, improve safety and increase the road’s capacity. As the corridor experiences continued growth, forecasts suggest that the congestion will worsen over time. The traffic already contributes to a high crash rate. A 2015 KYTC study calculated that the area had roughly two crashes per week.
KYTC’s team has reviewed existing conditions and previous input from stakeholders to develop preliminary improvement concepts. The potential changes could include corridor-wide changes, intersection-specific reconfigurations and a no-build option.

42nd annual Light Up Louisville returns to downtown on the Friday after Thanksgiving 2022
Louisville, KY (November 4, 2022) – Mayor Greg Fischer announced today that the city’s largest and most beloved holiday event, Light Up Louisville, is returning Friday, Nov. 25, 2022, outside of Metro Hall at Jefferson and Sixth streets.
"For generations, families from across Louisville have kicked off the holiday season the best way possible — together — because of Light Up Louisville," Mayor Greg Fischer said. "I'm grateful to be a part of keeping this cherished community tradition going strong for a 12th and final time as Mayor, and I look forward to seeing all the smiling faces downtown, celebrating the start of this magical time of year in Louisville."
Light Up Louisville, powered by Louisville Gas and Electric Company (LG&E) and always held the Friday after Thanksgiving, begins at 3 p.m. Children and families are invited to visit Santa’s Workshop sponsored in part by AT&T on Sixth Street, where children can enjoy holiday crafts such as cookie decorating and write letters to Santa and veterans through the Honor Flight program. They can also get a free photo with Santa.
A Holiday Vendor Market, sponsored by Park Community Credit Union, will be open from 3 – 10 p.m. at Sixth and Jefferson streets, offering treats, holiday crafts and decorations for purchase. Also starting at 3 p.m., the Light Up Louisville stage on the west lawn of Metro Hall will feature live entertainment. The stage is organized by MERF, Musicians Emergency Resource Foundation. Performances include some of Louisville’s most talented groups including DJ Jay Campbell, Made New, JD Shelburne, and closing out the night, The Louisville Crashers.
The Lots of Lights Parade starts at 7 p.m. at Seventh and Jefferson, led by Frosty the Snowman as Grand Marshal. The parade will move down Jefferson Street to Fourth Street, where it will turn and pass through Fourth Street Live! Mix 106.9, Louisville’s official Christmas radio station, and WLKY will emcee the parade announcements. Anyone interested in participating in the parade can sign up at LightUpLouisville.org.
Around 8:30 p.m., Santa Claus will arrive and make his way to the entertainment stage to help Mayor Fischer officially “Light Up Louisville” by turning on tens of thousands of lights, including the city Christmas tree. A Zambelli fireworks show will follow.
Brought to you by Louisville Third Century, the Holiday Lights Spectacular, outside Metro Hall, will feature a nightly festive display of colors that will shine through the New Year.
The Light Up tree, a 35-foot-tall Norway Spruce, is being donated this year by the Kaelin family out of the Parkway Village neighborhood.
“We have mixed emotions about giving up this gorgeous tree, we hate to see any tree cut down, but this beauty was getting far too big for us and living on a corner was making it hazardous to drivers,” said Greg Kaelin. “We are, however, overjoyed and delighted to share our tree with the citizens of Louisville. We are homegrown Louisvillians and could not be prouder to have been selected. Thank You, City of Louisville, City that we Love."
Also, returning this year is the popular Light Up Louisville Neighborhood Parade with Santa sponsored by Park Community Credit Union! The parade, which will take place mid-December, is a part of Park Community Credit Union’s mission to support economic opportunities for marginalized and traditionally underserved communities by visiting several Louisville neighborhoods. MSD Emergency Wastewater Rate Assistance Program (EWRAP) applications also available
LOUISVILLE, Ky. (November 4, 2022) - Today Louisville Metro Office of Resilience and Community Services began accepting appointments for the annual Fall Subsidy Component of the Low-Income Home Energy Assistance Program (LIHEAP) which operates November 7 through December 16, 2022, or until funds are depleted.
During LIHEAP Subsidy, individuals or families in Jefferson County at or below 130% of the federal poverty guidelines who are responsible for home energy cost, whether directly or as an undesignated portion of rent, are eligible for assistance. Residents can apply regardless of the status of their utility bills.
The Subsidy component provides households a one-time ranging from $50 to $200 depending on income levels and housing category. Payments are be made directly to the heating vendor (i.e. LG&E).
Appointments are required in advance to apply. Starting today, November 4, the toll-free automated appointment system is available twenty-four hours a day, seven days a week to schedule an in-person appointment at one of seven locations. The automated scheduler will provide details about these locations as well as eligibility and required documentation.
Please note residents who applied for LIHEAP Fall Subsidy in October during the early registration phase for elderly and disabled citizens, do not need to reapply during the regular LIHEAP Subsidy Phase.
LIHEAP Fall Subsidy Component

Eligibility:
- Jefferson County households within 130% of 2022-23 Federal Poverty Guidelines
- Must be responsible for home heating costs or pay heating costs if utilities are included as an undesignated portion of rent.
- LIHEAP Subsidy is a one-time benefit. You do not need to have a past-due balance or disconnect notice to be eligible.
Documentation:
- Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, etc. or proof of $0 income). Note: Zero Income forms are available at the Resilience and Community Services office at 701 W. Ormsby Ave., Suite 201 as well as the seven LIHEAP locations listed below or by clicking here.
- Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
- Most current heating bill; or statement from your landlord if heating expenses are included in your rent; or statement from your utility company if you participate in a pre-pay electric program. Please bring the account number and name on the account for all heating fuel sources and electric.
Residents will also have the opportunity to apply for MSD’s Emergency Wastewater Rate Assistance Program, known as EWRAP.
Eligible households can apply for one or both LIHEAP Subsidy and MSD’s EWRAP with one single appointment.
EWRAP provides approved applicants in Jefferson County a 30% discount on wastewater charges and the consent decree surcharge. Eligibility includes households at or below 150% of the federal poverty guidelines. Proof of an active utility account with the Louisville Water Company and MSD is also required. This enrollment period is for new and renewing MSD discount program clients.

MSD clients who do not meet the income eligibility for MSD’s EWRAP may be eligible for MSD’s Senior Citizen Discount Program, if the client is 65 years of age or older with a gross household income of $35,000 or less per year. It is recommended you submit your MSD bill with your LIHEAP documentation to see if you qualify for a MSD discount program.
Discounts from the MSD programs will become effective on the next billing cycle following approval.
Individuals who are unable to apply for LIHEAP or the MSD programs in person may send a representative on their behalf. Simply provide the representative with the documentation listed above as well as a hand-written note, dated and signed from the applicant, giving them permission to handle their application for services. Contractor will perform shoulder work
Work on Interstate 265 (Gene Snyder Freeway) will require lane closures Saturday, Nov. 5. The work is part of the I-Move Kentucky project.
From 7 a.m. until 5 p.m. tomorrow, the left lanes of I-265 North and South will be closed between KY 155/Taylorsville Road (Exit 23) and I-64 (Exit 25) for shoulder work.
Work schedules may be adjusted due to weather or other unforeseen events.
Motorists should use caution when traveling through active work zones. Signage will be in place to alert drivers of active construction zones and closures.

I-65 South: Single-lane closures through Dec. 16 on the John F. Kennedy Memorial Bridge, which carries I-65 South over the Ohio River. The lane closures will be contained to either the far-right or far-left lanes. Digital message signs will be placed on I-65 South notifying motorists of the work well in advance of the closures. The bridge is undergoing a federally-mandated inspection of its metal welds. There will be no lane closures during the Thanksgiving holiday. The Abraham Lincoln Bridge, which carries I-65 North over the river, will not be impacted.

U.S. 31E (Bardstown Road/Baxter Avenue): Lane closures and delays are possible from Bonnycastle Avenue to Broadway for asphalt resurfacing and related work. Drivers will be directed through these work zones via flagging operations. Motorists take note: On-street parking will be restricted. This is part of an overall Highway Safety Improvement Program within the Bardstown Road corridor.

U.S. 31E (Bardstown Road): Lane shifts and delays are possible at Southpointe Boulevard for intersection improvements. The intersection is being reconstructed to include dual turn lanes. The work is scheduled to be completed in the summer of 2023.

U.S. 31E (Buechel Bypass): Right lane of the bridge closed over the Norfolk Southern Railroad (mile point 10.4). The contractor is on site and working under the bridge where they are not visible to motorists crossing the span. The contractor is still coordinating with the railroad to be able to cross the tracks to finish the repairs. The project is expected to be completed no later than spring 2023.

U.S. 150 (22nd Street): Daily lane closures and delays are possible between Owen Street and Northwestern Parkway for installation of pavement markings. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.

KY 61 (Jackson Street): Daily lane closures and delays are possible between the I-65 ramp extending east to Muhammad Ali Boulevard for installation of pavement markings. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.

BULLITT COUNTY
- I-65 North (Kentucky Turnpike): Rolling roadblocks from 9 a.m. to 4 p.m. on Monday, Nov. 7, between mile marker 104, just before Exit 105 to KY 61 for Lebanon Junction, and mile marker 110. Traffic may be reduced to one lane during these rolling roadblocks. Rolling roadblocks are a common highway traffic control technique used to temporarily slow or stop traffic upstream of construction and maintenance requiring a short-term closure of lanes. In this case, the closures are for the testing of the roadway’s surface for a future construction project.

I-64 East & West: Lane closures and delays are possible from mile marker 47 to mile marker 52 as a contractor moves barrier walls at KY 151 (Graefenburg Road) near mile point 46 along with the work at KY 2817 (Cardwell Lane) near mile point 52 for an ongoing bridge replacement project. The four sets of bridges being replaced are over KY 2817 (Cardwell Lane) at mile point 51.5, KY 151 (Graefenburg Road) at mile point 46.4, South Benson Creek at mile point 49.1, and KY 1665 (Evergreen Road) at mile point 49.8. The project is expected to be completed in late fall 2023.

U.S. 60 (Versailles Road): Lane configuration change between Jett Boulevard/Chenault Road and KY 1681 (Duncan Road) at the I-64 interchange. Motorists are encouraged to use caution while traveling through the work zone. The route is being widened for additional left-turn lanes to the Interstate 64 eastbound and westbound on-ramps. Another right-turn lane will also be constructed on the I-64 westbound off-ramp to U.S. 60. The project is expected to be completed in fall 2022.

KY 1659 (Glenns Creek Road/McCracken Pike): Full roadway closure due to 500-foot slide caused by heavy rain and flooding. The slide is between Glenns Creek Road/McCracken Pike/KY 1659 (mile marker 1) and Harrod Carter Concrete (mile marker 2) in Franklin County. Motorists should follow the signed detour: Duncan Road/KY 1681 to Versailles Road/U.S. 60 (in Woodford County) to the East-West Connector/KY 676 (in Franklin County). KYTC anticipates soliciting bids for the repair project this winter with the goal of starting construction in summer 2023.
HENRY COUNTY
- U.S. 42: The route will be closed from 9 a.m. to 3 p.m. on Wednesday, Nov. 9, at the Oldham/Henry County line. That’s between High Ridge Drive in Oldham County and KY 153 (Pendleton Road) in Henry County at mile marker 0. Crews will be replacing a cross drain. The detour will be set up at Old Sligo Road and KY 153.

KY 146 (LaGrange Road): Daily lane closures and delays are possible from the east end of Bartlett Fork Bridge (mile point 6.5) extending east to U.S. 421 (mile point 9.8) for milling and asphalt paving. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.

KY 153: Delays are possible between KY 146 and KY 712 in various locations as a crew builds shoulders along the roadway. Since the road is narrow, the crew is asking motorists to avoid the area if possible.
OLDHAM COUNTY

KY 53 (Mt. Eden Road): Work to widen a portion of the roadway from St. Regis Drive at mile point 6.4 to U.S. 60 at mile point 8. Two lanes of traffic will remain open to motorists throughout the project duration. The project is expected to be completed in late fall 2022.

KY 55: Safety improvements will take place between KY 155 in Spencer County and KY 148 (Finchville Road) in Shelby County. The construction includes widening shoulders, an extension of culvert pipes, ditch cleaning, and tree clearing. The project also includes curve realignments. KY 55 may be reduced to one lane of traffic during the project. Motorists will be directed through the work zone via flagging operations and temporary traffic signals. There are no time restrictions on daily lane closures. The project is expected to be completed in summer 2023.

KY 1848 (Todd’s Point Road): Safety improvements will take place between Grand Central Drive at mile point 6.4 and KY 362 (Aiken Road) at mile point 10.6. Safety improvements include ditching operations to improve drainage, adding shoulders to eliminate the current drop-offs in certain areas, new signage, and a curve realignment. During construction, KY 1848 may be reduced to one lane during daytime hours. Motorists will be directed through the work zone via flaggers. The project is expected to be completed by late fall 2022.
