Keep yourself and children safe from the ‘tripledemic’

An unseasonably early and severe surge of respiratory syncytial virus (RSV) is overwhelming children's hospitals and boosting the risk of a "tripledemic" combined with flu and COVID-19. 

Hospitals typically see a jump in RSV cases in late winter. This year, cases began appearing this summer and have steadily increased, creating significant capacity issues at local children's hospitals and across the country. 

RSV can spread when:

• An infected person coughs or sneezes.
• You get virus droplets from a cough or sneeze in your eyes, nose, or mouth.
• You touch a surface that has the virus on it, like a doorknob, and then touch your face before washing your hands.
• You have direct contact with the virus, like kissing the face of a child with RSV.

Families can take preventive measures to avoid RSV infection, such as keeping their children home from day care or school if they are sick, regularly practicing good hand hygiene, and regularly disinfecting household items. Children with RSV symptoms should visit a pediatrician for testing.

Stay well this Halloween season - Over the past two-plus years, we’ve learned new ways to enjoy pandemic holidays, and “outside is always safer” has been the mantra for these holiday gatherings. That’s easy to do on Halloween, because trick-or-treating generally involves plenty of outdoor time. But that doesn’t mean it’s totally risk-free. 

Here are some tips for reducing risk of becoming sick with COVID, flu or RSV this Halloween.

• Stay home if you’re sick. Skip the Halloween party if you aren’t feeling well.
• Get tested if you or your child have symptoms.
• Louisville’s COVID level is green. If you are immune compromised or at high risk of severe illness, take precautions in crowded or indoor events. Consider wearing a high-quality mask (Halloween masks don’t count). You could make the mask part of the costume—like a doctor, nurse, ninja, or cowboy.
• If you’re hosting celebrations, review options for improving ventilation in your home. This can help you reduce virus particles in your home.
• Keep your hands clean. If you’re out trick-or-treating, bring hand sanitizer. If you’re giving out candy, wash your hands frequently.

And of course, the best way to protect yourself and others from severe illness from respiratory viruses on Halloween (and every day) is to stay up to date on your COVID-19 and flu vaccinations. Use this tool to find out where you can get vaccinated. Unfortunately, there is no vaccine for RSV.

CDC recently has recommended updated (bivalent) COVID-19 boosters for children ages 5 years and older.

Organizations: complete a survey and help map resources for communities vulnerable to human trafficking

The Office for Women is working with the Bakhita Empowerment Initiative of Catholic Charities to conduct a survey to map resources for communities who may be vulnerable to human trafficking in order to better understand the array of services and gaps in the Louisville Metro Area. This survey builds on previous work conducted by Metro United Way to develop a landscape analysis of human trafficking in Metro Louisville. This survey is also funded through a grant from Metro United Way.

If you are an agency serving individuals or communities who may be vulnerable to human trafficking (ex: houseless, foster care youth, immigrants), please complete this survey by November 1. The survey should take about 15-20 minutes. It is fine if multiple individuals from your agency complete the survey.

We will analyze the results to provide a resource guide to the community of available programs and to help us address gaps in our community’s response to human trafficking. The mapping survey, along with recommendations the Landscape Analysis will form the basis of strategic planning discussions that will occur during a Human Trafficking Convening in March 2023 (information forthcoming). 

Hildegard House seeks compassionate volunteers - next training is November 11 and 12

Join our community of compassionate volunteers at Hildegard House. We provide a home and compassionate care for individuals at the end of life who have no home or loved ones to care for them so that they may die with dignity and access hospice care. We are the family for our residents and care for them just like family members. Compassionate Companions commit to a weekly five-hour shift. The next volunteer training is November 11 and 12. Large Item Pickup appointment system begins October 31 for some District 10 residents

If you live in Area A, you may schedule a Large Item Pickup By Appointment starting October 31.  Now you will be able to quickly get rid of up to four large items, once per week, by simply making an appointment. The Large Item Pickup by Appointment program replaces the old program and means more opportunities to dispose of large items, less “junk” sitting out for weeks, and improved neighborhood cleanliness!  What is a large item? Something you want to throw away, but it’s too large to fit inside your garbage cart. Examples: couch, table, mattress, toilet, etc. A large item is NOT a large pile of small items and debris. Small items, even if they are bagged or boxed, tend to get scattered, leaving litter all around. Place these items in your weekly garbage collection or donate or recycle when possible.

What cannot be set out for Large Item Pickup?

• Yard waste: set out for weekly collection
• Electronics (TVs, computers, etc.): recycle at 636 Meriwether Avenue
• Household hazardous waste: take to HazBin,
• Construction materials and tree debris: drop off at 636 Meriwether Avenue, fees apply
• Appliances containing Freon: drop off up to four appliances at 636 Meriwether for free.
• Items from other properties. All items must come from the household where they are set out.

When and where should I set out the large items? After scheduling an appointment, you will receive a confirmation email with the date of your appointment. Set out your confirmed items in the same location as garbage collection after 4 p.m. the day before your appointment and by 6 a.m. the day of your appointment.

How often can I make a Large Item Pickup appointment? Up to once per week.

Will there still be “junk” pickup dates? No. When appointments are available at your address, there will no longer be the three times per year “junk” pickup dates. Instead, you can make an appointment up to once per week.

Leaves are falling...

Mowing over leaves to mulch them back into your lawn is a great option for reducing waste. Mulching not only returns vital nutrients to the soil, but experts say that it can help your grass grow even better the following year! Never blow leaves into the street! Leaf drop off begins November 1 for the Waste Reduction Center. All other locations begin November 8.

Sign up for street sweeping notifications

Street sweeping within the Urban Services District is scheduled from March through November, weather permitting. During this period, city street sweeping services are provided to curbed and uncurbed residential streets and to the Central Business District. 

Street sweeping helps remove debris from the gutter and roadsides that would otherwise go into storm drains, causing water pollution. Read more information and sign up for notifications..

Important Information

1. Residents who have signed up for Street Sweeping Reminders will receive a Street Sweeping alert one week prior to Street Sweeping being conducted in their general area. A second Street Sweeping alert will be sent one day prior to the actual sweeping of their street. 
2. "No Parking" signs will be posted prior to 12 p.m. on the business day before street sweeping will occur. Residents should not park on designated streets 7 a.m. until 5 p.m. even if it appears a street has been swept because the street sweepers may return.
3. No Parking Zones cover both sides of the street even though signs may be posted on only one side of the street. Vehicles parked on streets scheduled for cleaning are subject to citation and/or towing. 
4. Street Sweeping will be conducted each day on either east/west bound streets or north/south bound streets to allow residents to find alternate parking. 

Residents are prohibited from blowing leaves out of their yards and sidewalks onto a public roadway in accordance with City Ordinance 97.071. Those in violation of this ordinance may have the areas in front of their residence omitted from being swept because street sweeping vehicles are not designed to collect large amounts of leaves. 

The 2022 General Election is November 8 -  time to make your plan to vote

Election Day is November 8, and it's time to make a plan to vote. There are multiple ways to vote: Absentee Voting with Excuse  If you have one of the state-law allowed excuses, you can vote in person starting on October 26. Voters with certain excuses can also vote at the Jefferson County Election Center starting on October 26.  Early Voting - November 3, 4 and 5 Any registered voter can vote at one of seven locations on November 3, 4 and 5 from 8 a.m. to 6 p.m. Election Day – November 8 Most of us will vote at our assigned polling place on Election Day, November 8, from 6 a.m. to 6 p.m.

Buechel Bypass railroad overpass project lane closure

U.S. 31E (Buechel Bypass): As many of you are aware, the Kentucky Transportation Cabinet (KYTC) closed the right lane on U.S. 31E over the Norfolk Southern Railroad (mile marker 10.4) after KYTC bridge engineers observed deterioration on one of the pier caps of the bridge during a routine inspection in 2021. This bridge carries an average of 29,000 vehicles per day. 

A contract has been awarded for the bridge repair, and the contractor is negotiating with the railroad before work begins. There is no completion date set for the project at this time. Motorists can use Bardstown Road as a detour. 

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Due to Covid-19, guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

Earlier this year, the Louisville Metro Department of Public Health & Wellness (LMPHW) launched its ‘Spot a Tick and Share’ program. The goal is for Jefferson County residents to bring in ticks we will identify as well as test for diseases. LMPHW will use the results to create a map of where ticks are reported and educate the public on potential diseases they may carry.

Audubon Parkway area water main replacement continues 

Louisville Water is working in the Audubon Parkway area on a water Main Replacement and Rehabilitation Program. Areas affected are shown in green on the map. LW is also working on Newburg Road between Larkmoor Lane and Produce Road. Get updates at www.louisvillewater.com/where-were-working.

Louisville Water Company water meter replacement continues 

From LWC: Louisville Water is in a three-year project to upgrade our water meters. In the coming weeks, our contractors and employees will do work in a portion of District 10 to replace older meters with new ones.  The map at left shows where LWC will be working and includes Barret Avenue, Bates Court, Baxter Avenue, Castlewood Avenue, Castlewood Dell, Dahlia Drive, Eastern Parkway, Ellison Avenue, Hawthorn Hill, Royal Avenue, and Summit Avenue.  As part of our ongoing mission to provide the highest quality water and service, Louisville Water will upgrade the water meter at no cost to you. Meter upgrades will take place Monday through Friday between 8 a.m. and 5 p.m.. Read more information on the project.

“Boo at the Zoo presented by Meijer”

The Louisville Zoo celebrates 41 years of merry — not scary — fun this October with its ever-popular annual Halloween event, Boo at the Zoo presented by Meijer. The beloved annual event concludes October 30.   Guests can dress up in their wildest costumes for the after-hours event that turns the Zoo into a living storybook, complete with favorite characters brought to life, music, photo opportunities around every corner and, of course, a safe place to trick-or-treat for kids 11 and under. Guests are encouraged to bring their own trick-or-treat bags. Tickets are $13 for non-members (both adults and children 3 and older) and $6.50 for members (both adults and children 3 and older). Children 2 and under are free and do not require a ticket. Tickets are all-inclusive, covering the cost of Boo at the Zoo admission, parking, Spooktacular Carousel, “not-so-itsy-bitsy” Spider House and the Headless Horseman of Sleepy Hollow attraction. Members and guests can purchase tickets online at louisvillezoo.org, with their chosen date and arrival time. Tickets are limited each night and some nights may sell out quickly. This is a rain or shine event.  The Zoo encourages all visitors to wear family-friendly costumes. While guests may catch a glimpse of a few party animals, most animal ambassadors will not be on exhibit in the evenings so they can rest and follow their regular fall schedules. Trauma Resilient Communities Initiative providing free mental health counseling in October to men of color

The TRC Initiative is a city-wide program, funded by Substance Abuse and Mental Health Services Administration, or SAMHSA, and managed by the Office for Safe and Healthy Neighborhoods, that seeks to promote resilience and equity for Louisville’s youth and families disproportionately affected by trauma, race-based trauma, systemic inequities, violence, and civil unrest.

Early registration for LIHEAP appointments for elderly or individuals with a disability on a fixed income

Eligible residents can also apply for MSD’s Senior Citizen Discount Program Louisville Metro Resilience and Community Services (RCS) is offering pre-registration for the Low Income Home Energy Assistance Program (LIHEAP), Fall Subsidy Component. The pre-registration ends October 31, or when appointments reach capacity. Pre-registration is for Jefferson County residents, within 130 percent of the federal poverty guidelines, who are elderly (60 years or older) or disabled and receive a fixed income (Social Security, SSI, pension or Black Lung benefits). Also, through a new partnership with MSD, eligible residents will have the opportunity to apply for MSD’s Senior Citizen Discount Program. Senior citizens, 65 or older with a gross annual household income of $35,000 or less, may be eligible to receive a 30 percent discount on wastewater charges and the consent decree surcharge. Eligible households can apply for one or both LIHEAP Subsidy and the MSD’s Senior Discount Program with one single appointment. The toll-free automated appointment system is available twenty-four hours a day, seven days a week, to schedule an in-person appointment at one of seven locations. Assistance

The Louisville Metro Down Payment Assistance Program provides low- to moderate-income homebuyers with down payment and closing cost assistance for purchasing a home in the Louisville Metro area. Funds can be applied to the purchase of an existing or newly constructed home and are NOT limited to first-time homebuyers. Applications are now available.

Drops of Kindness Program - For customers who may still have an outstanding balance, Louisville Water has the Drops of Kindness Program, which offers flexible, no-interest payment plans and additional help from community agencies through the Louisville Water Foundation. Louisville Metro LG&E Assistance is available for eligible residents who have been financially impacted by the COVID-19 pandemic.

The Team Kentucky Homeowner Assistance Fund is a program that can help homeowners impacted by the pandemic rebound and avoid foreclosure. Qualifying homeowners can apply for up to $35,000 in assistance to help with delinquent mortgage payments, property taxes, homeowner’s and/or flood insurance, homeowners association fees and utility costs. 

Low-income households may qualify for a ten-percent sewer bill discount under the Emergency Wastewater Rate Assistance Program (EWRAP) offered by MSD, through July 31. For more information, call 540-6000 or email.

Senior citizens age 65 or older with a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

FEMA is providing financial assistance for COVID-19 related funeral expenses incurred on or after January 20, 2020. Eligibility requirements and instructions on how to apply are available online FEMA COVID-19 Funeral Assistance and through FEMA's dedicated helpline at 1-844-684-6333.

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify. More information is here. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Find food assistance near you

Locate Dare to Care food assistance locations, which include St. Stephen Martyr at 3015 Greenup Road, from 3:45 to 5 p.m. Wednesdays. Please call before visiting sites to verify hours of operation. 

Meals on Wheels is available to qualified seniors in Jefferson County, 60 years or older, who are homebound with no one available to help prepare meals. Call 574-6325 to begin the qualification process. For information on the senior congregate sites for more active seniors, 60 and older, call the number above or sign up at the RCS page. Sites require a one-day advance reservation. See the updated list of open congregate sites.  The Senior Nutrition Program seeks volunteers all year long to help in a variety of capacities. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Call 502-574-7111 for non-emergency related help or to find a towed vehicle. Call 574-LMPD to report crime tips. Sending emails to LMPD delays response, and officers need to be dispatched for the activity. These citations continue the nuisance abatement process. MetroSwap areas are here for your safety when buying or selling items

Are you looking for a public place to exchange items you've sold online? Do you share custody of a child and are looking for somewhere to exchange custody? The Louisville Metro Police Department is providing MetroSWAP Zones outside of some Division offices. There is 24 hour video surveillance. LMPD recommends: Agree to meet the person ONLY at a MetroSWAP station. Meet only during daylight hours. Tell someone you trust where you are meeting and at what time. Meet in the parking lot. There will be two designated parking spots at each location for use. Make this interaction brief and to the point. Get directly involved in making Louisville a more litter-free community through the Report-A-Litterer program aimed at motorists who throw fast-food wrappers, cigarette butts, soda bottles or any type of litter out their car window.

RecycleCoach app helps Louisville Metro customers with collection reminders, recycling information and more

Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Download from the App Store or Google Play.

Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
