MSD Triples Rate Discount for Low-income Customers

Senior Discount Recipients Must Recertify Eligibility

The Louisville MSD rate discount for low-income customers triples from the previous 10 percent to 30 percent effective with billing periods beginning on or after October 1, 2022. It will also be easier to apply for the discount because of a new partnership with the Louisville Metro office of Resilience and Community Services (RCS).

Eligibility for MSD’s Emergency Wastewater Rate Assistance Program (EWRAP) is limited to households at or below 150 percent of federal poverty guidelines.

RCS will handle a one stop application process covering both EWRAP and the Low-Income Home Energy Assistance Program (LIHEAP). That means applicants will submit documentation only once instead of having to go through separate processes for wastewater discounts and energy assistance.

RCS will also take applications for the MSD Senior Citizen Discount Program. New this year, seniors already receiving the discount must recertify eligibility each year before the anniversary of their previous approval date by filing a new application. The program provides a 30 percent discount for customers age 65 and above with gross household incomes of less than $35,000. Seniors may also continue to apply directly with MSD at louisvillemsd.org/paymybill.

EWRAP is approved for the period of October 1, 2022 through September 30, 2023. The MSD Board will decide each year whether to continue the program.

• Sherman Minton Bridge (I-64 & US 150 over the Ohio River between Louisville, KY, and New Albany, IN): Find the latest project updates here: https://shermanmintonrenewal.com/.
• I-65 South: Single-lane closures from Monday, Oct. 17, through Dec. 16 on the John F. Kennedy Memorial Bridge, which carries I-65 South over the Ohio River. The lane closures will be contained to either the far-right or far-left lanes. Digital message signs will be placed on I-65 South notifying motorists of the work well in advance of the closures. The bridge is undergoing a federally-mandated inspection of its metal welds. There will be no lane closures during the Thanksgiving holiday. The Abraham Lincoln Bridge, which carries I-65 North over the river, will not be impacted.
• U.S. 31E (Bardstown Road): Overnight lane closures and delays on Bardstown Road from 8 p.m. to 5 a.m. starting the night of Sunday, Oct. 16, and ending on the morning of Friday, Oct. 21, from Bonnycastle Avenue to Eastern Parkway and Grinstead Drive to Broadway for milling and paving. Crews will begin work on the Bonnycastle Avenue to Eastern Parkway section before switching to the Grinstead Drive to Broadway section later in the week. Motorists will be directed through these work zones via flagging operations. Motorists take note: On-street parking will be restricted. No parking signs will be posted within the project limits.
• U.S. 31E (Bardstown Road): Lane shifts and delays are possible at Southpointe Boulevard for intersection improvements. The intersection is being reconstructed to include dual turn lanes. The work is scheduled to be completed in the summer of 2023.
• U.S. 31E (Buechel Bypass): Right lane of the bridge closed over the Norfolk Southern Railroad (mile point 10.4). The contractor is on site and working under the bridge where they are not visible to motorists crossing the span. The contractor is still coordinating with the railroad to be able to cross the tracks to complete the repairs. The project is expected to be completed no later than spring 2023.
• U.S. 150 (22nd Street): Daily lane closures and delays are possible from Wednesday, Oct. 19, thru Friday, Oct. 21, between Owen Street and Northwestern Parkway for milling and paving. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
• KY 61 (Jackson Street): Daily lane closures and delays are possible between the I-65 ramp extending east to Muhammad Ali Boulevard for paving and installation of pavement markings. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
• KY 841 (Gene Snyder Freeway): The East End Tunnel’s northbound bore will be closed from 9 p.m. on Monday, Oct. 17, to 5 a.m. on Tuesday, Oct. 18, and again from 9 p.m. on Tuesday, Oct. 18, to 5 a.m. on Wednesday, Oct. 19. The road closure for this will be on KY 841 North, just after the U.S. 42 interchange. That’s exit 37 for Prospect which is the last off-ramp before the bridge on the Kentucky side. Traffic impacted by the northbound closure should detour using I-71 South to I-65 North to cross the Ohio River into Indiana. The tunnel’s southbound bore will be closed from 9 p.m. on Wednesday, Oct. 19, to 5 a.m. on Thursday, Oct. 20, and again from 9 p.m. on Thursday, Oct. 20, to 5 a.m. on Friday, Oct. 21. The road closure for this will be on Indiana State Road 265 East, just after the Old Salem Road interchange. That’s exit 11 for Utica and River Road, the last off-ramp before the bridge. Traffic impacted by this closure should detour using I-65 South to cross the Ohio River into Kentucky.
• KY 864 (Fegenbush Lane):  Daytime lane closures and delays are possible from 8:30 a.m. to 3:30 p.m. to construct a left turn lane on Fegenbush Lane at Fenwick Drive. The project is expected to be completed by spring 2023.
• KY 913 (Blankenbaker Parkway): Overnight lane closures are possible from 7 p.m. to 6 a.m. between Ellingsworth Lane and U.S. 60 (Shelbyville Road) for striping operations. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
• KY 1450 (Blue Lick Road): Weekday lane closures are possible on Blue Lick Road between Gene Snyder and Preston Highway for road widening work. The project is expected to be completed in summer 2023.
• KY 1934 (Cane Run Road): Daytime lane closures and delays are possible between I-264 and Ralph Avenue as crews apply pavement markings. The project is expected to be completed in fall 2022.
• KY 2860 (Grinstead Drive): Overnight lane closures and delays are possible from 7 p.m. to 6 a.m. between U.S. 31E (Bardstown Road) at mile point 0 and U.S. 60A (Cherokee Parkway) at mile point 0.968 for striping operations. Motorists will be directed through the work zone via flagging operations. Motorists should take note that on-street parking will be affected. The project is scheduled to be completed in fall 2022.
• KY 2050 (Herr Lane/Lyndon Lane): Daytime lane closures and delays are possible from 7 a.m. to 5 p.m. starting on Monday, Oct. 17, and continuing through Saturday, Oct. 22, between KY 146 and Moredale Road for asphalt paving. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
• KY 3082 (Bank Street): Daily lane closures and delays are possible between 38th Street and 22nd Street for the installation of pavement markings. Motorists will be directed through the work zone via flagging operations. The project is scheduled to be completed in fall 2022.

October 2022 Hot Topics

1.       A consumer reported to BBB that what they thought to be a lucky online interaction with a country music star turned out to be a scam. The consumer received a message, allegedly from Blake Shelton, informing her she’d won tickets and VIP passes; the messages were actually from a scammer who ended up conning the consumer out of $500. BBB advises consumers to practice caution online, and never give personal or financial information out to someone you don’t know.

 2.       A consumer reported receiving a text message regarding a delivery of an iPad Pro that included a link to a (fake) tracking number. This is a phishing scam, and a good reminder to never click on links in unsolicited text messages. 

3.        Multiple consumers have reported receiving calls regarding Medicare. BBB advises consumers that while Medicare does provide help navigating healthcare plans, they do not charge for this service and will not contact consumers out of the blue. Never give out your Medicare ID number, Social Security number, health plan info, or banking information to anyone you don’t know.   

4.       Several local consumers have reported falling prey to advance fee loans. BBB reminds consumers, while there are often fees associated with legitimate loans, any time a lender tries to charge an upfront fee before you receive your loan is a sign you are dealing with a scam. 

5.       BBB continues to receive reports of puppy scams in the area; one recurring red flag is scammers claiming the victim needs to pay for expensive freight charges before receiving the pet. When buying a new pet, make sure you see the animal in person first, check the breeder’s credentials and references, and only pay with a secured method, such as a credit card. Adopting from a BBB Accredited Charity is also an excellent way to find your next pet! 

6.       A consumer reported to BBB he received multiple voicemails regarding pending legal action in Indiana. This is a scam message and an attempt to frighten consumers into thinking they are in legal trouble. If you receive a similar message, do not reply and do not give out your personal or financial information. Contact law enforcement or a government agency in question if you have any concern about the legitimacy of the message. 

7.       Multiple consumers have reported receiving bogus “receipts” for McAfee antivirus products. These messages are a scam and not actually from McAfee. If you receive a similar message, check your bank account or credit card statement to ensure a charge has not gone through, and do not reply to the message or click any links.

 8.       BBB warns of scammers using Facebook and other social media to sell illegal dietary supplements. Many of these supplements contain ingredients that are potentially dangerous. Always check with your doctor before starting any supplement, and research companies first before buying.    

9.       BBB warns consumers of cryptocurrency scams popping up on TikTok. Beware of videos showing a pile of cash where the creator states they earned the money in just a few days by investing in cryptocurrency. Remember, if an investment opportunity sounds too good to be true, or promises immediate large returns, it is likely a scam! 

10.   BBB warns consumers of free solar panel installation scams.  In some cases, scammers collect consumers’ personal information before disappearing. In other cases, the scammers claim the consumer needs to pay upfront costs, which they promise will be reimbursed by a (non-existent) government program. BBB advises consumers interested in solar panels to not give in to high-pressure sales tactics, to get competing bids, and to research companies first.
