MSD Triples Rate Discount for Low-income Customers

Senior Discount Recipients Must Recertify Eligibility

The Louisville MSD rate discount for low-income customers triples from the previous 10 percent to 30 percent effective with billing periods beginning on or after October 1, 2022. It will also be easier to apply for the discount because of a new partnership with the Louisville Metro office of Resilience and Community Services (RCS).

Eligibility for MSD’s Emergency Wastewater Rate Assistance Program (EWRAP) is limited to households at or below 150 percent of federal poverty guidelines.

RCS will handle a one stop application process covering both EWRAP and the Low-Income Home Energy Assistance Program (LIHEAP). That means applicants will submit documentation only once instead of having to go through separate processes for wastewater discounts and energy assistance.

RCS will also take applications for the MSD Senior Citizen Discount Program. New this year, seniors already receiving the discount must recertify eligibility each year before the anniversary of their previous approval date by filing a new application. The program provides a 30 percent discount for customers age 65 and above with gross household incomes of less than $35,000. Seniors may also continue to apply directly with MSD at louisvillemsd.org/paymybill.

EWRAP is approved for the period of October 1, 2022 through September 30, 2023. The MSD Board will decide each year whether to continue the program.

October 2022 Hot Topics 

 

  1. A consumer reported to BBB that what they thought to be a lucky online interaction with a country music star turned out to be a scam. The consumer received a message, allegedly from Blake Shelton, informing her she’d won tickets and VIP passes; the messages were actually from a scammer who ended up conning the consumer out of $500. BBB advises consumers to practice caution online, and never give personal or financial information out to someone you don’t know.
  2. A consumer reported receiving a text message regarding a delivery of an iPad Pro that included a link to a (fake) tracking number. This is a phishing scam, and a good reminder to never click on links in unsolicited text messages. 
  3. Multiple consumers have reported receiving calls regarding Medicare. BBB advises consumers that while Medicare does provide help navigating healthcare plans, they do not charge for this service and will not contact consumers out of the blue. Never give out your Medicare ID number, Social Security number, health plan info, or banking information to anyone you don’t know.   
  4. Several local consumers have reported falling prey to advance fee loans. BBB reminds consumers, while there are often fees associated with legitimate loans, any time a lender tries to charge an upfront fee before you receive your loan is a sign you are dealing with a scam. 
  5. BBB continues to receive reports of puppy scams in the area; one recurring red flag is scammers claiming the victim needs to pay for expensive freight charges before receiving the pet. When buying a new pet, make sure you see the animal in person first, check the breeder’s credentials and references, and only pay with a secured method, such as a credit card. Adopting from a BBB Accredited Charity is also an excellent way to find your next pet! 
  6. A consumer reported to BBB he received multiple voicemails regarding pending legal action in Indiana. This is a scam message and an attempt to frighten consumers into thinking they are in legal trouble. If you receive a similar message, do not reply and do not give out your personal or financial information. Contact law enforcement or a government agency in question if you have any concern about the legitimacy of the message. 
  7. Multiple consumers have reported receiving bogus “receipts” for McAfee antivirus products. These messages are a scam and not actually from McAfee. If you receive a similar message, check your bank account or credit card statement to ensure a charge has not gone through, and do not reply to the message or click any links.
  8. BBB warns of scammers using Facebook and other social media to sell illegal dietary supplements. Many of these supplements contain ingredients that are potentially dangerous. Always check with your doctor before starting any supplement, and research companies first before buying.    
  9. BBB warns consumers of cryptocurrency scams popping up on TikTok. Beware of videos showing a pile of cash where the creator states they earned the money in just a few days by investing in cryptocurrency. Remember, if an investment opportunity sounds too good to be true, or promises immediate large returns, it is likely a scam! 
  10. BBB warns consumers of free solar panel installation scams.  In some cases, scammers collect consumers’ personal information before disappearing. In other cases, the scammers claim the consumer needs to pay upfront costs, which they promise will be reimbursed by a (non-existent) government program. BBB advises consumers interested in solar panels to not give in to high-pressure sales tactics, to get competing bids, and to research companies first.

I-264 Lane Closures Set for This Weekend in Jefferson County

LOUISVILLE, Ky. (Oct. 7, 2022) – The Kentucky Transportation Cabinet (KYTC) advises motorists of weekend lane closures on Interstate 264 (Henry Watterson Expressway) in Jefferson County.

There will be closures in both directions from 8 p.m. today, Oct. 7, to 4 p.m. on Sunday, Oct. 9. The left two lanes of I-264 East will be closed from mile marker 19, just before Exit 20 for U.S. 60 (Shelbyville Road), to mile marker 20.5, just before Exit 21 for KY 1447 (Westport Road).

The right two lanes of I-264 West will be closed from mile marker 14.73, just before Exit 15 for KY 1703 (Newburg Road), to mile marker 13.15, just before Exit 14 for KY 864 (Poplar Level Road). Two lanes of traffic will remain open in both directions, and there will be no ramp closures.

The lane closures are for concrete slab repairs. Motorists should heed signage, use caution and expect delays while traveling through the work zones.

The date and duration of this work may be adjusted if inclement weather or other unforeseen delays occur. New round of applications open for Lawn Care for Cleaner Air Community Equipment Grant

The next round of applications for non-profit organizations in Louisville to receive a package of new, electric-powered lawn equipment through the APCD’s Lawn Care for Cleaner Air Community Equipment Grant Program is now open.

This will be the third package of lawn equipment awarded by the program, which includes an electric mower, trimmer, blower, and extra rechargeable battery that powers all three tools. All non-profits located in Jefferson County are eligible to apply through December 30, 2022. The equipment will be made available for the 2023 lawncare season.

In addition to meeting the maintenance needs of a local non-profit organization, the grant aims to expand and encourage the usage of low-emission lawn equipment.

Approximately 20.5 million pounds of air pollution is produced each year operating gas-powered equipment to maintain land in Louisville. The use of electric-powered lawn equipment reduces these emissions. The reduction in emissions is especially beneficial for those operating it and anyone nearby, improving air quality at the neighborhood level.

Applicants are judged on a few criteria, including their need for electric-powered equipment and their commitment to sustainability. All non-profit organizations (excluding governmental agencies) located in Jefferson County that meet the requirements are encouraged to apply, but those located in Environmental Justice areas (defined by the Kentuckiana Regional Planning & Development Agency) will receive special consideration.

The grant is a part of the APCD’s Lawn Care for Cleaner Air program, which offers rebates to Louisville residents that purchase electric lawn equipment and offers even larger rebates to those that also trade in their old gas-powered equipment. The program has issued nearly 12,000 rebates, keeping more than four million pounds of pollution from Louisville’s air.

All of you and your family and friends are invited to a FREE event on October 1 at Bowman Field honoring Phil Ardery a long time Louisvillian who passed away in 2012.

The host organization, Flight Club 502, was created in 2015 to teach teens about aviation, realistic goal setting, leadership, and life planning. Hundreds of Louisville young people have become members. Many have learned to fly and now have private pilot licenses. See www.flightclub502.org.

The Club created a program to honor people who have passed away who exemplify the values of Flight Club 502. The Club will honor Major General Phil Ardery on October 1 at a FREE event at Bowman Field from 6:00 to 7:30 pm. Phil Ardery flew B24 bomber planes in combat in World War II and published a memoir about his service: Bomber Pilot, a Memoir of World War II, University Press of Kentucky 1978. Phil Ardery was the initial Commander of the Kentucky Air National Guard, created in 1947. He also served on the Fiscal Court of Jefferson County, the governing board of important Louisville healthcare providers, and was active in many other civic and charitable organizations.

During the first hour, 6:00 to 7:00, people will mix and mingle. Hundreds are expected to attend, including UPS pilots and their families, Kentucky Air National Guard Officers, NCOs, and Airmen and their families, the families of the hundreds of Club members, and people from many walks of life. People can take tours of the Flight Club 502 building at Bowman Field and talk with young “Ambassadors” from the Club membership who will tell them about the Club’s programs. They can get up close to the Club’s aircraft and other aircraft that will be on display.

During this first hour, recorded statements of several people, including Ed Glasscock, Chairman Emeritus of Louisville's largest law firm, First Brown Todd, Cathy Dobbins, the CEO of Wellspring (wellspringky.org), which Phil Ardery co-founded in the early 1980s, with Boz Todd, Barry Bingham, Sr, will play on several screens at various sites. Wellspring provides residential, crisis management, and other services to adults in Louisville with severe mental health problems. For over 40 years it has been an important provider of mental health services to the people of Louisville.

From 7:00 to 7:30 pm live speakers will talk about General Ardery and Flight Club 502. They will include the current Commander of the Kentucky Air National Guard. There will be live singing, a prayer, and a flyover. It will be a memorial program honoring General Ardery as an important aviator who has “Gone West” – passed away.

No one needs to arrive at 6:00 pm sharp. People can come and go during the first hour if they like. This is a “soft” and (FREE) event.

October 1 is also the first day of the two-day Bowmanfest – celebrating 100 years of Bowman Field. Many aircraft will be on display. It will run from 10:00 am to 5:00 pm. Bowmanfest has paid admission. Ambassadors from Flight Club 502 will be present, wearing distinctive shirts, to help steer people to the FC 502 Gone West event beginning at 6:00 pm. Again, the Gone West event from 6:00 to 7:30 pm is FREE and all are welcome.


Fern Creek Chamber Fall Festival ~Thursday, October 20

 

Now that Fall is upon us, we are excited to announce plans for the Community Fall Festival & Trunk or Treat! It will be held here at the Community Center, 6104 Bardstown Road on Thursday evening, October 20, from 5:00 pm to 7:00 pm. This year, the festival is going to be co-hosted by, FC Fire Protection District and FC High School! It is a fun-filled family night of trick or treating, bounce houses, a petting zoo and all sorts of fun activities. Like in years past, we will have a fire truck from the FCFD and an LMPD Helicopter, a food truck, along with many other attractions!
The board is offering opportunities for sponsorship of several of the events for the Family Fun Fall Festival at the Community Center. Sponsorships are now available, and signage will be displayed the day of the festival, here on Bardstown Road. Call the office for details.

Even if you do not want to sponsor an event, let us know if you would like to set up a booth. The kiddos will trick or treat at your trunk and you will have the opportunity to network with parents! As a Chamber Member, it is absolutely FREE to have a booth at the festival! Limited space is available, so don't delay. We will take vendors on a first come basis, so please respond to this email or call Jean in the Chamber office, 239-7550, as soon as possible.
This festival is a great way to multiply your business contacts and gain increased exposure to our community. We send flyers, digitally, to several local elementary schools, such as FC Elementary, Bates Elementary, Wheeler Elementary, and St. Gabriel & St. Bernard Catholic Schools. This is our first year back since 2019, where we had a terrific turnout and expect the same this year. Don't miss out on all the fun!

Drivers may encounter delays

Pothole patching on Interstate 265 (Gene Snyder Freeway) will require overnight lane closures starting Friday, Oct. 7. The work is part of the I-Move Kentucky project.

Beginning at 8 p.m. Friday, I-265 North and South will each be reduced to one lane between Shelbyville Road (Exit 27) and Old Henry Road (Exit 29) for pothole patching. The closures will last until 6 a.m. Saturday.

Work schedules may be adjusted due to weather or other unforeseen events.

Drivers should use caution when traveling through active work zones. Signage and flaggers will be in place to alert drivers of lane closures and construction zones.

  • I-264 (Watterson Expressway): Lane closures in both directions from 8 p.m. Friday, Oct. 7, to 4 p.m. on Sunday, Oct. 9.   • I-264 (Watterson Expressway): Lane closures and delays are possible both eastbound and westbound between I-65 and I-71 while crews upgrade and enhance pavement markings along the corridor. Lane closures are possible nightly Sunday through Thursday between 7 p.m. and 6 a.m. and on weekends from 7 p.m. Friday to 6 a.m. Monday. These pavement marking upgrades are part of a Highway Safety Improvement Project to bring I-264 up to current standards and increase lane use awareness approaching many of the interstate interchanges. Motorists should reduce speeds and be observant of changing traffic control within the work zone.
  • U.S. 31E (Bardstown Road): Complete closure of Bardstown Road from 8 p.m. to 5 a.m. starting the night of Sunday, Oct. 9, and ending on the morning of Friday, Oct. 14, between Eastern Parkway (U.S. 60A) and Grinstead Drive (KY 2860). Crews anticipate two nights of milling followed by paving the remainder of the nights. The posted detour will utilize Eastern Parkway, Baxter Avenue (KY 1703) and Grinstead Drive. Motorists should expect additional lane closures and on-street parking restrictions in the coming weeks through the corridor. This is part of an overall Highway Safety Improvement Program within the Bardstown Road corridor.
  • U.S. 31E (Bardstown Road): Lane shifts and delays are possible at Southpointe Boulevard for intersection improvements. The intersection is being reconstructed to include dual turn lanes. The work is scheduled to be completed in the summer of 2023.
  • U.S. 31E (Buechel Bypass): Right lane of the bridge closed over the Norfolk Southern Railroad (mile point 10.4). The contractor is on site and working under the bridge where they are not visible to motorists crossing the span. The contractor is still coordinating with the railroad to be able to cross the tracks to complete the repairs. The project is expected to be completed no later than spring 2023.
  • KY 61 (Jackson Street): Daily lane closures and delays are possible between the I-65 ramp extending east to Muhammad Ali Boulevard for milling and paving. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
  • KY 155 (Taylorsville Road): Nightly lane closures and delays are possible from 9 p.m. to 6 a.m. between Harrods Old Trace/New Hopewell Road at mile point 5.71 and Hopewell Road at mile point 6.335 for asphalt resurfacing. That area encompasses the I-265 interchange. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
  • KY 864 (Fegenbush Lane):  Daytime lane closures and delays are possible from 8:30 a.m. to 3:30 p.m. to construct a left turn lane on Fegenbush Lane at Fenwick Drive. The project is expected to be completed by spring 2023.
  • KY 913 (Blankenbaker Parkway): Overnight lane closures are possible from 7 p.m. to 6 a.m. between Ellingsworth Lane and U.S. 60 (Shelbyville Road) for striping operations. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
  • KY 1450 (Blue Lick Road): Weekday lane closures are possible on Blue Lick Road between Gene Snyder and Preston Highway for road widening work. The project is expected to be completed in summer 2023.
  • KY 1747 (North Hurstbourne Parkway): Nightly lane closures and delays are possible from 9 p.m. to 6 a.m. between KY 1447 (Westport Road) at mile point 17.04 and KY 22 (Brownsboro Road) at mile point 18.424 for base failure repairs. Motorists will be directed through the work zone via flagging operations. The work is part of an asphalt resurfacing project scheduled to be completed in fall 2022.
  • KY 1819 (Ruckriegel Parkway): Nightly lane closures and delays are possible from 7 p.m. to 6 a.m. starting on the evening of Monday, Oct. 10, and continuing through the morning of Friday, Oct. 14, between Billtown Road and KY 155 (Taylorsville Road) for asphalt milling and paving. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
  • KY 1934 (Cane Run Road): Daytime lane closures and delays are possible between I-264 and Ralph Avenue as crews apply pavement markings. The project is expected to be completed in fall 2022.
  • KY 2860 (Grinstead Drive): Nightly lane closures and delays are possible from 7 p.m. to 6 a.m. between U.S. 31E (Bardstown Road) at mile point 0 and U.S. 60A (Cherokee Parkway) at mile point 0.968 for striping operations. Motorists will be directed through the work zone via flagging operations. Motorists should take note that on-street parking will be affected. The project is scheduled to be completed in fall 2022.
  • KY 2050 (Herr Lane/Lyndon Lane): Nightly lane closures and delays are possible from 7 p.m. to 6 a.m. starting on the evening of Wednesday, Oct. 12, and continuing through the morning of Saturday, Oct. 15, between KY 146 and Moredale Road for asphalt milling. Paving will begin the following week. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
  • KY 3082 (Bank Street): Daily lane closures and delays are possible between 38th Street and 22nd Street for the installation of pavement markings. Motorists will be directed through the work zone via flagging operations. The project is scheduled to be completed in fall 2022.

 

BULLITT COUNTY

  • I-65 South: The right turn lane on Exit 116 for KY 480 West (Cedar Grove Road) toward KY 61 (Preston Highway) will be closed from 9 a.m. to 3 p.m. on Mondays through Fridays and on some Saturdays. The left turn lanes to KY 480 East will remain open. The closure is for a utility company to relocate a gas main in advance of proposed interchange improvements. Motorists should follow this posted detour: Continue to I-65 South Exit 114 for Ohm Drive (KY 3538), proceed to KY 61 North, then turn right onto KY 480 East.
  • KY 480 (Cedar Grove Road): Weekday lane closures and delays are possible between Omega Parkway and Valley View Drive for work involving the road widening project. The project is expected to be completed in fall 2023.
  • KY 2673 (West Blue Lick Road): Complete road closure from 8 a.m. to 4 p.m. from Monday, Oct. 10, through Friday, Oct. 14, between Village Drive at mile marker 1, near the auto salvage yard, and mile marker 2, near Pryor Valley Road. The work coincides with a break for students at the local public schools. Crews will be replacing a cross drain. No detour will be posted, but motorists can utilize KY 61 and KY 1020 to avoid the closure. Motorists should use caution when crossing the newly replaced cross drains. Crews will place a layer of dense grade rock on the drains until asphalt can be poured.

 

FRANKLIN COUNTY

  • I-64: On I-64 East, rolling roadblocks will be conducted during non-peak daytime hours on Wednesday, Oct. 19, from Exit 48 for KY 151 to Exit 53 for U.S. 127. On I-64 West, there will be overnight lane closures starting after the evening rush hour as motorists approach the bridge over KY 2817 (Cardwell Lane) at mile point 51.5. The closures are for a contractor to set beams on a new bridge being constructed at KY 2817. It is one of four sets of bridges being replaced. The other locations are KY 151 (Graefenburg Road) at mile point 46.4, South Benson Creek at mile point 49.1, and KY 1665 (Evergreen Road) at mile point 49.8. Additional lane shifts and reduced speed limits are being enforced throughout the construction zone. The project is expected to be completed in late fall 2023.
  • U.S. 60 (Versailles Road): Lane closures and delays are possible between Jett Boulevard/Chenault Road and KY 1681 (Duncan Road) at the I-64 interchange. Motorists should follow signs and reduce speed to navigate thru the work zone. The route is being widened for additional left-turn lanes to the Interstate 64 eastbound and westbound on-ramps. Another right-turn lane will also be constructed on the I-64 westbound off-ramp to U.S. 60. The project is expected to be completed in fall 2022.
  • KY 1659 (Glenns Creek Road/McCracken Pike): Full roadway closure due to 500-foot slide caused by heavy rain and flooding. The slide is between Glenns Creek Road/McCracken Pike/KY 1659 (mile marker 1) and Harrod Carter Concrete (mile marker 2) in Franklin County. Engineers are researching an appropriate repair option. Motorists should follow the signed detour: Duncan Road/KY 1681 to Versailles Road/U.S. 60 (in Woodford County) to the East-West Connector/KY 676 (in Franklin County).

 

HENRY COUNTY

  • KY 389 (River Road): Lane closed at mile point 13.5. That is near the junction of KY 389 and KY 202. Crews will be repairing a slide. Motorists will be directed through the work zone via temporary traffic signals at each end of the job site. The project is tentatively scheduled to be completed in fall 2022.

 

OLDHAM COUNTY

  • KY 53 (South First Street): From the I-71 South ramp to Crystal Drive, a new traffic configuration will be in place, and lane closures may also be possible for work related to the intersection’s widening. In addition, a lane closure will be possible on the I -71 South exit 22 for KY 53 Ballardsville and LaGrange. The ramp will remain open. The project is expected to be completed by fall 2022.
  • (New Moody Lane): Complete road closure from KY 2857 (LaGrange Parkway) to LaGrange Wastewater Treatment Plant entrance on Monday, Oct. 10,  in preparation for the construction of the upcoming new interchange on I-71. Motorists should seek an alternate route via Eden Parkway. The expected completion date for the project will be fall 2024.

 

SHELBY COUNTY

  • US 60 (Main Street): Nightly lane closures are possible from 7 p.m. to 7 a.m. from KY 53 (mile point 9.7) to the Clear Creek bridge (mile point 11.2) for milling and asphalt resurfacing. The project is expected to be completed by fall 2022.
  • KY 53 (Mt. Eden Road): Work to widen a portion of the roadway from St. Regis Drive at mile point 6.4 to U.S. 60 at mile point 8. Two lanes of traffic will remain open to motorists throughout the project duration. The project is expected to be completed in late fall 2022.
  • KY 55: Safety improvements will take place between KY 155 in Spencer County and KY 148 (Finchville Road) in Shelby County. The construction includes widening shoulders, an extension of culvert pipes, ditch cleaning, and tree clearing. The project also includes curve realignments. KY 55 may be reduced to one lane of traffic during the project. Motorists will be directed through the work zone via flagging operations and temporary traffic signals. There are no time restrictions on daily lane closures. The project is expected to be completed in summer 2023.
  • KY 1848 (Todd’s Point Road): Safety improvements will take place between Grand Central Drive at mile point 6.4 and KY 362 (Aiken Road) at mile point 10.6. Safety improvements include ditching operations to improve drainage, adding shoulders to eliminate the current drop-offs in certain areas, new signage, and a curve realignment. During construction, KY 1848 may be reduced to one lane during daytime hours. Motorists will be directed through the work zone via flaggers. The project is expected to be completed by late fall 2022.

 

SPENCER COUNTY

  • KY 55: Safety improvements will take place between KY 155 in Spencer County and KY 148 (Finchville Road) in Shelby County. The construction includes widening shoulders, an extension of culvert pipes, ditch cleaning, and tree clearing. The project also includes curve realignments. KY 55 may be reduced to one lane of traffic during the project. Motorists will be directed through the work zone via flagging operations and temporary traffic signals. There are no time restrictions on daily lane closures. The project is expected to be completed in summer 2023.
  • KY 155 (Taylorsville Road): Daily lane closures between 8:30 a.m. and 3:00 p.m. are possible from KY 55 (Shelbyville Road) at mile point 0 to mile point 0.4 for asphalt resurfacing. Motorists will be directed through the work zone via flagging operations. The project is expected to be completed in fall 2022.
