Crew will be replacing a cross drain
LOUISVILLE, Ky. (Sept. 29, 2022) – The Kentucky Transportation Cabinet (KYTC) advises motorists of the complete closure of a section of KY 1819 (Brush Run Road) this week in Jefferson County. KY 1819 will be closed on Monday, Oct. 3, from 9:00 a.m.to 6:00 p.m., just east of Dawson Hill Road (mile marker 2.2) as crews work to replace a cross drain. Local traffic will be allowed to enter the work zone but, through traffic will need to follow signed detour route: Dawson Hill Road to Routt Road to Brush Run Road (or vice versa). Motorists should use caution when crossing the newly replaced cross drains. Crews will place a layer of dense grade rock on the drains until asphalt can be poured.
The date and duration of this work may be adjusted if inclement weather or other unforeseen delays occur. The Category 4 storm is expected to have a devastating impact on parts of Florida, and BBB recognizes that many in our service area may have family and loved ones in Ian’s path. To assist people interested in donating to storm relief efforts, BBB offers the following advice:
Is the disaster appeal clear? The contribution request should clearly identify what disaster relief activities you are supporting. There are many possibilities such as temporary shelter, food, medical care, and other emergency needs.
Does the charity already have a presence in the impacted area? Charities that already have support staff in the impacted areas are more likely to deliver help quickly at a time of immediate need.
Is the charity an experienced relief organization? Experienced relief organizations will be able to provide help with greater speed and efficiency than a newly created effort.
If considering crowdfunding, do you know its procedures? Some crowdfunding sites take measures to vet postings after a disaster, others don’t. Review the site’s policies and procedures to find out. If in doubt, it is always safest to donate to people who you personally know and trust.

LOUISVILLE, Ky. (September 30, 2022) - Louisville Metro Resilience and Community Services (RCS) is offering pre-registration for the Low Income Home Energy Assistance Program (LIHEAP), Fall Subsidy Component. The pre-registration will begin on Monday, October 3, and end on October 31, or until appointments reach capacity.
Pre-registration is for Jefferson County residents, within 130% of the federal poverty guidelines, who are elderly (60 years or older) or disabled and receive a fixed income (Social Security, SSI, pension or Black Lung benefits).
Also, through a new partnership with MSD, eligible residents will have the opportunity to apply for MSD’s Senior Citizen Discount Program.
Senior citizens, 65 or older with a gross annual household income of $35,000 or less, may be eligible to receive a 30 percent discount on wastewater charges and the consent decree surcharge.
Eligible households can apply for one or both LIHEAP Subsidy and the MSD’s Senior Discount Program with one single appointment.
Starting today, Sept. 30, the toll-free automated appointment system is available twenty-four hours a day, seven days a week to schedule an in-person appointment at one of seven locations. The automated scheduler will provide details about these locations as well as eligibility and required documentation.
LIHEAP Fall Subsidy Component, Early Registration Phase
How to apply: Jefferson County residents meeting eligibility can call the automated scheduler at 502-991-8391 or visit online at louisvilleky.cascheduler.com.
Eligibility:
- Households with elderly (60 years or older) or disabled individuals receiving Social Security, SSI, pension or Black Lung benefits, etc.
- Jefferson County households within 130% of 2022-23 Federal Poverty Guidelines
- Must be responsible for home heating costs or pay heating costs if utilities are included as an undesignated portion of rent.
- LIHEAP Subsidy is a one-time benefit. You do not need to have a past-due balance or disconnect notice to be eligible.

- Proof of all household income for the preceding month (Food Stamp award letter, Social Security Award letter, pay stubs, etc. or proof of $0 income). Note: Zero Income forms are available at the Resilience and Community Services office at 701 W. Ormsby Ave., Suite 201 as well as the seven LIHEAP locations listed below or by clicking here.
- Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
- Most current heating bill; or statement from your landlord if heating expenses are included in your rent; or statement from your utility company if you participate in a pre-pay electric program. Please bring the account number and name on the account for all heating fuel sources and electric.

Eligibility:
- Client must be 65 years of age or older and a named customer with MSD.

- Senior Citizen Discount customers must recertify annually
Documentation:
- Proof of age (must provide driver’s license, state ID, or birth certificate).
- Proof of social security number or permanent residence card (Green Card) for each member of the household.
- Must provide proof of all income received during the previous month by any member of the household (gross).
- Proof of active utility account with Louisville Water Company and MSD. (i.e. Named customers with MSD, receiving metered water service for a property used solely for residential purposes, and owned or leased by customer as principal residence).
Income-eligible residents who do not meet the requirements for LIHEAP pre-registration (who are not elderly or disabled and on a fixed income) may still apply for LIHEAP benefits beginning Nov. 7. Appointments will be taken in advance starting Nov. 3 utilizing the automated scheduler listed above.
MSD clients who do not meet the age requirements or other eligibility for the Senior Citizen Discount Program may still be eligible for EWRAP. Requirements include households within 150% of the federal poverty guidelines. Beginning October 1, 2022, EWRAP triples to provide a 30 percent discount on MSD wastewater charges to customers within 150% of the federal poverty guidelines.

Benefits provided by the LIHEAP program are paid directly to the applicant’s heating vendor, and will not be applied until after Nov. 7, 2022. Discounts from the MSD programs will become effective on the next billing cycle following approval.

Simply provide the representative with the documentation listed above as well as a hand-written note, dated and signed from the applicant, giving them permission to handle their application for services. Adoption Event Sponsored by BISSELL Pet Foundation to Find Urgently Needed Homes for Animals across the Country
LOUISVILLE, KY. October 1, 2022 — Louisville Metro Animal Services (LMAS) and the Kentucky Humane Society (KHS) today announced they are waiving adoption fees for adult cats and dogs as part of a national “Empty the Shelters” event sponsored by the Bissell Pet Foundation. LMAS is also waiving adoption fees for puppies and kittens. “Empty the Shelters” will take place Saturday, October 1 through Saturday, October 8.
Like shelters across the nation, LMAS and the KHS have been at-capacity in recent months and are struggling to find loving homes for their animals. Strays and owner-surrenders have skyrocketed, while adoptions have decreased - not just in Louisville, but across the country.
To encourage local families to adopt during “Empty the Shelters,” the shelters adoption fees are:
-LMAS AND KHS waived adoption fees for adult cats and dogs, 1-year and older
-LMAS is also waiving adoption fees for all kittens and puppies
-Adopters in Jefferson County will still be required to a purchase a 1-year pet license, a requirement of the Louisville Animal Ordinance

The host organization, Flight Club 502, was created in 2015 to teach teens about aviation, realistic goal setting, leadership, and life planning. Hundreds of Louisville young people have become members. Many have learned to fly and now have private pilot licenses. See www.flightclub502.org.
The Club created a program to honor people who have passed away who exemplify the values of Flight Club 502. The Club will honor Major General Phil Ardery on October 1 at a FREE event at Bowman Field from 6:00 to 7:30 pm. Phil Ardery flew B24 bomber planes in combat in World War II and published a memoir about his service: Bomber Pilot, a Memoir of World War II, University Press of Kentucky 1978. Phil Ardery was the initial Commander of the Kentucky Air National Guard, created in 1947. He also served on the Fiscal Court of Jefferson County, the governing board of important Louisville healthcare providers, and was active in many other civic and charitable organizations.
During the first hour, 6:00 to 7:00, people will mix and mingle. Hundreds are expected to attend, including UPS pilots and their families, Kentucky Air National Guard Officers, NCOs, and Airmen and their families, the families of the hundreds of Club members, and people from many walks of life. People can take tours of the Flight Club 502 building at Bowman Field and talk with young “Ambassadors” from the Club membership who will tell them about the Club’s programs. They can get up close to the Club’s aircraft and other aircraft that will be on display.
During this first hour, recorded statements of several people, including Ed Glasscock, Chairman Emeritus of Louisville's largest law firm, First Brown Todd, Cathy Dobbins, the CEO of Wellspring (wellspringky.org), which Phil Ardery co-founded in the early 1980s, with Boz Todd, Barry Bingham, Sr, will play on several screens at various sites. Wellspring provides residential, crisis management, and other services to adults in Louisville with severe mental health problems. For over 40 years it has been an important provider of mental health services to the people of Louisville.
From 7:00 to 7:30 pm live speakers will talk about General Ardery and Flight Club 502. They will include the current Commander of the Kentucky Air National Guard. There will be live singing, a prayer, and a flyover. It will be a memorial program honoring General Ardery as an important aviator who has “Gone West” – passed away.
No one needs to arrive at 6:00 pm sharp. People can come and go during the first hour if they like. This is a “soft” and (FREE) event.
October 1 is also the first day of the two-day Bowmanfest – celebrating 100 years of Bowman Field. Many aircraft will be on display. It will run from 10:00 am to 5:00 pm. Bowmanfest has paid admission. Ambassadors from Flight Club 502 will be present, wearing distinctive shirts, to help steer people to the FC 502 Gone West event beginning at 6:00 pm. Again, the Gone West event from 6:00 to 7:30 pm is FREE and all are welcome.
Now that Fall is upon us, we are excited to announce plans for the Community Fall Festival & Trunk or Treat! It will be held here at the Community Center, 6104 Bardstown Road on Thursday evening, October 20, from 5:00 pm to 7:00 pm. This year, the festival is going to be co-hosted by, FC Fire Protection District and FC High School! It is a fun-filled family night of trick or treating, bounce houses, a petting zoo and all sorts of fun activities. Like in years past, we will have a fire truck from the FCFD and an LMPD Helicopter, a food truck, along with many other attractions! The board is offering opportunities for sponsorship of several of the events for the Family Fun Fall Festival at the Community Center. Sponsorships are now available, and signage will be displayed the day of the festival, here on Bardstown Road. Call the office for details.
Even if you do not want to sponsor an event, let us know if you would like to set up a booth. The kiddos will trick or treat at your trunk and you will have the opportunity to network with parents! As a Chamber Member, it is absolutely FREE to have a booth at the festival! Limited space is available, so don't delay. We will take vendors on a first come basis, so please respond to this email or call Jean in the Chamber office, 239-7550, as soon as possible. This festival is a great way to multiply your business contacts and gain increased exposure to our community. We send flyers, digitally, to several local elementary schools, such as FC Elementary, Bates Elementary, Wheeler Elementary, and St. Gabriel & St. Bernard Catholic Schools. This is our first year back since 2019, where we had a terrific turnout and expect the same this year. Don't miss out on all the fun!
Registration is Open for the Wildest 5K in Town
Presented by Norton Audubon Hospital
Registration for the Zoo’s annual Throo the Zoo 5K is now open. The wildest 5K in town presented by Norton Audubon Hospital takes off at 8 a.m. on Saturday, November 12, 2022, at the Louisville Zoo. Race proceeds benefit the Louisville Zoo, which is dedicated to its mission of bettering the bond between people and our planet.
One of Louisville’s most distinctive run/walk events, the course takes participants “throo” the Zoo —alongside some of their favorite animals and exhibits. The start and finish lines are just outside the Zoo gate, but along the way, participants will be able to see animal ambassadors like bears, giraffes and sloths. The chip-timed course is open to runners and walkers at all fitness levels, including guests with strollers.
“Throo the Zoo is a great event that Norton Audubon Hospital is excited to be a part of each year,” said Randy Hamilton, chief administrative officer at Norton Audubon Hospital. “The Louisville Zoo offers exercise, education and entertainment for the whole family, we value the many great benefits it offers to our community.”
Registration for this important Zoo fundraiser starts at $30 now through September 29 and can be completed online at louisvillezoo.org/throo. Register early before prices increase on September 30 to $35 and again on November 6 to $40. Registration on the morning of the race at the Zoo is $50.
Packet pick up will take place in the bus parking lot at the Zoo on Friday, November 11 from 11 a.m. to 6 p.m.
In conjunction with Throo the Zoo, the Zoo will hold a costume contest sponsored by Swag’s Sport Shoes. Race participants will be invited to take photos of themselves in costume at the race and share it on the Zoo’s Facebook post (Facebook.com/LouisvilleZoo) on the day of the race, November 12, 2022. The Zoo will share the submissions for voting starting on Monday, November 14.
Racers unable to attend the November 12 event, or who prefer to get their miles in at home, can register for the Zoo’s Throo the Zoo Virtual 5K race. The virtual race option allows guests an opportunity to complete the 5K distance on their own at a date, time and course of their choosing. Participants will be mailed a finisher medal and Zoo ticket for a future visit, allowing them to be part of the fun, no matter where they race. Pricing for the Virtual Throo the Zoo 5K begins at $25 with an increase to $30 on September 30.
Throo the Zoo is presented by Norton Audubon Hospital with additional support by Costco, Outfront Media, Swag’s Sport Shoes and Total Body Chiropractic.

Crews will be repairing concrete slabs
LOUISVILLE, Ky. (Sept. 29, 2022) – The Kentucky Transportation Cabinet (KYTC) advises motorists of weekend lane closures on Interstate 264 (Watterson Expressway) in Jefferson County.
There will be lane closures in both directions from 11 p.m. on Friday, Sept. 30, to 4 p.m. on Sunday, Oct. 2. The right two eastbound lanes will be closed between KY 864 (Poplar Level Road) at mile marker 13.5 to KY 155 (Taylorsville Road) at mile marker 17. The left two westbound lanes will be closed between U.S. 31E (Bardstown Road) at mile marker 16 to KY 1703 (Newburg Road) at mile marker 14.5. Two lanes of traffic will remain open in both directions.
The closures are for concrete slab repairs. Motorists should heed signage, use caution and expect delays while traveling through the work zones.

The Norton Sports Health 10K is the second race in the Louisville Sports Commission’s fall race series. This is a family-friendly race that showcases a scenic course at The Parklands of Floyds Fork.
Children are encouraged to take part in the Kids Fun Run, which is scheduled to start at approximately 9:10 a.m. (immediately following the start of the 8K) from the same start line. The Fun Run is a free 3/4 mile loop around the Egg Lawn, and all participating children will receive a finisher's medal. Registration is not required.

Post-Race Wellness Festival
The Norton Sports Health 8K will culminate in a family-friendly wellness festival on the Egg Lawn. Family activities include interactive activities with Broadway Nutrition, Fleet Feet, Greenz N Tingz, Louisville City FC, Mind, Body and Balance, Moms Run This Town and Norton Sports Health.
