Dear Neighbor,

This weekend begins the two-week Kentucky State Fair, held at the Expo Center across from the airport. For the first time in two years, the Fair is back to normal operations. There will likely be lines and delays, but folks from all across the Commonwealth will be here in Louisville sharing their products, skills, and efforts over the past year. While this is not a free event, it is an opportunity to learn about our state and those who call Kentucky home, so I encourage you to take part. Additionally, there are special discounts are certain days for Seniors, Military Families and others. Check the schedule for discounts you may be eligible for.

Continued Improvements on S. Watterson TR

Next week, Public Works will continue work toward paving South Watterson Trail from Bardstown Road to South Hurstbourne Parkway. They are completing safety improvements and will pave once those are done. Please be advised that traffic may be impacted by these activities to improve these roadways.

It’s back to school season and the Louisville Free Public Library is excited to announce another free resource to help students in our community succeed! Brainfuse HelpNow is an online tutoring service offering access to virtual one-on-one tutoring in a range of subjects for K-12 students seven days a week. Students can chat with tutors in real-time (2-11 p.m.), get help with math problems, have papers reviewed using Brainfuse’s Writing Lab, discuss practice test results, and more. HelpNow even offers live FAFSA help and online practice tests.

Brainfuse employs more than 3,000 tutors—most are retired teachers or graduate students and all have a minimum of a 4-year degree (97% have masters degrees). To access HelpNow, simply visit LFPL.org/HomeworkHelpNow.

Louisville Metro Landlord-Tenant Rental Assistance OPEN

Louisville Metro Government is now accepting applications for its Landlord-Tenant Rental Assistance Program (LTRAP), allowing landlords to request bulk rental assistance on behalf of tenants who are behind on rent due to the COVID-19 pandemic.

The goal of the program is to streamline the process for rental relief and reduce paperwork barriers, including requiring tenants to sign an income and COVID-19 certification rather than providing a paystub. Tenants can still apply for rental assistance through the state's Healthy at Home Eviction Relief Fund by visiting https://teamkyhherf.ky.gov or calling 833-597-3687.

Eligibility requirements for LTRAP include:

  • All multi-family or single-family rental properties in Louisville-Jefferson County can apply except for households located in the following zip codes: 40223, 40023 or 40059.
  • Assisted households must be less than 80% of Area Median Income at the time of application.
  • Application must be for four or more units under the same legal entity.
  • Landlord must waive all late fees, fines due to late rent, and penalties due to late rent for the period of which assistance is being provided.
  • Landlord must be willing to forgo evictions for assisted tenants for a total of 45 days after assistance is provided and after that 30 days, must provide a 15-day notice before filing an eviction. The landlord must also agree that any outstanding rent from the period prior to April 1, 2020 will not be the basis for any future forcible detainer action.
  • The property must be currently registered on the Jefferson County Rental Registry, and there may be no outstanding code violations for the property for which rental assistance is being requested.

The city allocated $1 million of its remaining rental assistance funds to the program. With limited funding, landlords are encouraged to apply for the funds as soon as possible. TARC wants to hear from YOU!

Did you know Louisville Metro residents take approximately 4.8 million trips on TARC every year? That doesn’t include the 312,000 door-to-door trips provided on TARC3 ADA paratransit service.  A stable, well-used public transit system can reduce pollution, save households money, and eliminate barriers to jobs and education for community members.

TARC is in the process of developing TARC Tomorrow, the agency’s updated long-range transportation plan and we need input from community-based organizations, public agencies, employers, and other stakeholders. Your input is important because the completed plan will include solutions to increase coordination among the region’s transit providers, improve bus routes and schedules, enhance the transit experience for current riders, attract new riders, and make TARC more efficient.

TARC representatives are available to speak now through the end of August at your regularly scheduled or a called organizational meeting. Our 15-minute session provides opportunities to comment both during the meeting and afterward, in writing or through an online survey.

Fight The Bite!

Because the West Nile virus is endemic to Louisville, it's regularly found in mosquito populations in Jefferson County, and residents should assume it is present in all neighborhoods this time of year, even if an alert has not been issued. An alert was issued recently when mosquitoes in surveillance traps in seven zip codes in Jefferson County were found to be carrying the virus.

Louisville's health department has operated a mosquito control program for more than 60 years. In addition to West Nile, the department tests for Crosse, Eastern Equine and St. Louis Encephalitis.

In the spring, the department pre-treats potential mosquito breeding sites with larvicide to prevent hatch offs. In the summer, it treats catch basins, responds to complaints and performs fogging, when necessary, in response to West Nile virus and other mosquito-borne diseases.

Health officials now plan to conduct mosquito fogging this week near the areas of Churchill Downs, the University of Louisville, Iroquois, Old Louisville, as well as other areas in the City.  Fogging occurs between dusk and dawn. Protect Yourself from Monkeypox

The risk of monkeypox to the public remains low in Jefferson County. We have confirmed five cases to date: two have recovered and three are isolating at home.

If you have symptoms of monkeypox, please contact your healthcare provider or visit an urgent treatment center to see if you should be tested and treated.  Please isolate at home until you can be seen. Wear a face mask to your appointment and make sure any lesions are completely covered.

Due to a limited supply of the vaccine, the CDC and Kentucky Department for Public Health (KDPH) have determined that vaccinations are currently prioritized for close contacts of someone who has tested positive.

This week the CDC announced 800,000 more doses of the vaccine are being made available to all state and local health departments.  We expect to receive additional doses soon.  Please check our website frequently for updates:  https://louisvilleky.gov/government/health-wellness/monkeypox

RE: Neighborhood meeting for a proposed zone change from C-1 to C-2 to allow an automobile repair facility as an out-lot within the existing Meijer shopping center located at 4500 S. Hurstbourne Pkwy

Dear Neighbor:
We are writing to invite you to a meeting we have scheduled to present neighbors with our zone change and Detailed District Development Plan (DDDP) to allow an automobile repair facility as an out-lot to be located as above.

Accordingly, we filed a plan for pre-application review with the Division of Planning and Design Services (DPDS) that was assigned case number, 22-ZONEPA-0029 and case manager, Jay Luckett. The proposed repair facility will include a 1,070 sq ft office/waiting room with an attached 9-bay garage area of 4,572 sf. We
would like to show and explain this plan to neighbors so that we might hear what thoughts, issues and concerns you may have.

In that regard, a meeting will be held on Tuesday, August 30, 2022, beginning at 6:30 p.m. at the Fern Creek Community Association & Chamber of Commerce, Inc. located at 6104 Bardstown Road (enter under the black awning labeled “Office”).
