Hello Neighbors and Friends,
Yep, I'm back!
Actually, I'll be back in full swing on Monday - the official end of the Metro Council's summer "vacation."
I put the word vacation in quotation marks because I didn't take the full three weeks to unwind, get away, or resist answering calls and responding to emails. However, as much as I could, I tried to incorporate some "me time" into the equation. If you feel overlooked because I failed to return your call or reply to your email, please know that you will be hearing from me in the next several days. I may not have responded, but it doesn't mean that I didn't look into your issue. I plan to play catch-up and stay caught up starting Monday. Doing some work was my way of relieving myself of guilt for not being in the office, while simultaneously convincing myself that I was taking time to rejuvenate.
Rejuvenate. What a great word. It means to refresh, renew, and restore. These are things I can hardly find time to do. I don't know about you, but it's difficult, at best, for me to take a full week off from work, let alone three weeks. I must do better...
I read a blog by a gentleman named William Meakin. He wrote: "Shivangi Singh, the Indian-born author, once remarked: “A few moments of calmness, in the ‘just be’ state gives more answers, clarity, wisdom and solutions than hours of mind chatter. It rejuvenates and heals. But the catch is - we can never be in the ‘just be’ state if we are looking for anything - even solutions, bliss or peace. So, how do we do it?”
Mr. Meakin went on to answer his question with this illustration: "Pottery is frequently used and admired in our everyday lives. It is defined as pots, dishes and other articles made of fired clay. Pottery can broadly be divided into three categories of earthenware, porcelain and stoneware. There is a long-established Japanese art known as Kintsugi which involves the practice of repairing broken pottery by re-assembling the broken fragments to their original position and joining them back together with a mixture of lacquer and powdered gold, silver, or platinum. The logic behind this conception is not to disguise the original fracture, as in an invisible repair, but to highlight the original beauty of the piece complete with its flaws, with the addition of beautiful materials that enhance its attractiveness. By performing a rejuvenation in this manner, it can actually make the item stronger than the original structure, as the various compounds applied not only signify beauty but also create strength...Life can sometimes seem cruel and harsh. However, just as pottery that has been broken can be repaired and restored to its former glory with even greater beauty and strength, so the fragmentation of life which causes hurt within us can be rejuvenated to a better life with even greater resilience. We can emerge as a more fulfilled person."
I love this illustration; it is an example of resilience and the importance of rejuvenation. So, for the two days left of this three week "vacation," I will take necessary steps to relax, release, and repeat the process of rejuvenation. Therefore, when I return on Monday, I will be restored to greater beauty and strength. Lol. I don't know what I will actually do to accomplish this goal, but I will give it that old college try.
Watch out, District 7, I may emerge with more energy and enthusiasm than normal. Wow!

The Kentucky General Assembly passed 234 bills during this year’s legislative session, and most took effect on Thursday.
That means that fentanyl dealers and porch pirates will face tougher penalties, the rules for public assistance are changing, and local school boards will be required to hold a public comment period.
The Kentucky Constitution specifies that new laws take effect 90 days after the adjournment of the legislature unless they have special effective dates, are general appropriation measures, or include emergency clauses that make them effective immediately upon becoming law. Final adjournment of the 2022 session was on April 14, making July 14 the effective date for most bills.

This meeting is designed with YOU in mind! Come hear from the Kentucky Department of Transportation representatives as they update the community on the US 42/Watterson Expressway Project. Representatives from the VA Medical Center will be in attendance with an update, too. You will also get an opportunity to ask questions.

Letter of Explanation for 4490 Brownsboro Road
From the Planning Commission:
Alter Development Group (“Developer”) plans to build duplexes with 14 units on the approximately 2.2 acre site at 4490 Brownsboro Road. The property is currently two residential lots and zoned R-4. The Developer is filing this pre-application for a new development plan and a zoning change to R-5A.
The location of the proposed plan is located off US Highway 42 and the property is surrounded by R-5A and R-6 developments. The development is an exceptionally well-planned residential community that provides a desirable place in which to live that is close to schools, transportation corridors and other community services necessary to sustain a healthy and safe environment. This development will allow new residents to move into the community and offer additional residential choices. The general welfare of the community is enhanced by new residents, new homes and an expanded tax base.
Brownsboro Road is an ideal location with immediate access to the interstate. It is near schools and other residential areas, including patio homes and nearby apartments. The development offers significant open space, consistent community themes and architecture, generous landscaping, and not only common area maintenance but also yard and exterior home maintenance which will help ensure that property values are maintained. The current plan submitted is responding to market demand.
The applicant requests a slight increase in density from the existing 4.84 Dwelling Units per Acre (DU/Acres) to a proposed 6.85 DU/Acre which is well below the allowable maximum density of 12.01 DU/Acres in a R-5A Residential District.

Louisville Water is implementing a multi-year project to upgrade our water meters. In the coming weeks, our contractors and employees will do work in a portion of your district to replace older meters with new ones. The attached map shows where we will be working and I’ve attached a postcard customers will receive in advance of the work. The installation is quick and will only result in water being turned off for a short period of time, typically less than 30 minutes. Before the work is performed we will knock on the door to let the customer know what we are doing. We will also leave a note on the door when the work is complete.

During a press briefing Monday, Dr. Jeffrey Howard, interim director of the Louisville Metro Department of Public Health and Wellness (LMPHW), announced that there are three cases of monkeypox in the Louisville Metro area. He said all three individuals are working closely with LMPHW. Dr. Howard added that the department has initiated treatment to those infected, is using contact tracing methods and has vaccinated close contacts, per CDC recommendations.
Dr. Howard acknowledged that early data from the CDC suggests that gay, bisexual and other men who have sex with other men make up a large number of cases in the United States. However, he stressed that anyone who has been in close contact with someone who has monkeypox is at risk. He also stressed that the risk of contracting monkeypox in Jefferson County is low.
“Unlike COVID-19 it does not spread as readily through respiratory droplets and therefore is not quite as contagious,” Dr. Howard said. “For example, monkeypox is thought that one person that has contracted the disease may spread the virus to one or two other people. Whereas the omicron variant of COVID-19, one person with that disease might spread it to nine or 10 people.”
Monkeypox tends to spread through close contact with someone who is infected with the virus. It can spread through prolonged face-to-face contact and intimate physical contact such as kissing, cuddling or sex. The virus can also be spread through materials, like bedding, that has previously touched an infectious rash or bodily fluids.
Symptoms of monkeypox include:
- Fever
- Headache
- Muscle aches
- Backache
- Swollen lymph nodes
- Chills
- Exhaustion
- A rash that sometimes can look like pimples or blisters on the face, inside of the mouth, hands, feet, chest, genitals or anus

The VA has received several recent inquiries regarding blasting activity on the site. Area residents may feel the seismic vibrations to varying degrees as the location of the blast for the day changes. Currently, blasting is being done in the southeast portion of the property.
According to the VA, seismic monitors are placed between the blast location and the nearest structure for each event and the onsite seismic monitors are read daily after each blast. To date, readings have been lower than the government-regulated allowance for seismic attenuation.
If you have incurred any damage due to blasting, you are encouraged to reach out to HTA Enterprises, the contractor performing the blasting, at 502-933-5900 to file a claim for those damages.
- A mechanical rock splitter on the south side of the site is being used to break down removed bedrock into smaller-sized rocks to be used for aggregate fill for the site.
- Concrete placements for structural members is on-going.
- Mechanical rock-breaking is ongoing and expected to potentially continue through mid-summer.
- Pier drilling continues. This involves using a mounted drill rig to remove existing earth and core into the bedrock. Reinforcing steel is then placed in the drilled-out area so that concrete can be poured into it to form a solid pier that is anchored to and bears upon the bedrock.
- Earthwork, including the construction of roads/haul routes onsite, installation of stormwater/drainage features, select topsoil removal, and stockpiling of soil onsite are all ongoing.
- Blasting is ongoing and is expected to occur between 2-2:30 p.m. daily, weather permitting, and continue potentially through mid-summer. Blasting continues and is moving west to the east across the south end of the site.

He has performed throughout the United States and in Malaysia, Singapore, Spain, and France and has played with the Malaysian Philharmonic Orchestra, the Miami City Ballet Orchestra, the University of North Texas Symphony and Concert Orchestras, the UNT One O’Clock Lab Band, and the University of Miami Concert Jazz Band.
