Yesterday, we all received copies of the Louisville Mayor's proposed budget for the next year. That his idea on how best to spend over $1 Billion from July 1, 2022 through June 30, 2023.
Generally, my colleagues approve of over 90% of the mayor's proposed budget. This 90% does include a lot of relatively fixed costs - like labor, utilities, insurance, etc. that any business deals with and are necessary to run our city. While less than 10% may seem like a small part to revise or debate, it is significant in dollars and cents.
Over the next month we will have many budget hearings, opportunities for public input and vote on our priorities for the next year. Some of our decisions have long term impacts, others are more immediate. I invite you to follow along as we move through this process.
While I am always happy to hear your concerns directly, if you would like to speak on the budget or have concerns about any particular item, the best way will be to make a public comment on that part of the budget at the appropriate time. A schedule of hearings and opportunities for public feedback is below.
As I relayed to you yesterday, the first concern I had with the Mayor's proposals was his failure to keep a promise from 2016 to upgrade our roads at an accelerated pace. Everyone who reads this budget will likely find other things they find concerning, but the failure to keep us on track with paving was frankly surprising to me given the very rosy financial picture we were presented last night.

During Thursday’s meeting of the Louisville Metro Council, we received the Mayor’s Budget proposal for Fiscal Year 2022-2023. This proposal represents approximately $1.3 billion in spending priorities outlined by the mayor during his approximately 45-minute speech. Citing significant increases in both local tax revenues as well as State and Federal Funds, the mayor explained how this budget was much different from his previous 11 proposals.
Highlights of the FY23 Budget:
- Additional $25 million in Police operational expenditures plus funding to start the process of purchasing land and planning for a new police training facility.
- New cameras and body scanners to improve the conditions at our jail and to support officers who are tasked with protecting the persons located within.
- Significant increases are also proposed for the Health Department
- Paving, sidewalks, and deferred maintenance will be kept at their current levels
- No increases in fees, new or adjusted taxes.
- $10 million to be added to Metro Government’s “Rainy Day Fund”
- Capital expansions at the Zoo ($10 million) and Waterfront Park ($4 million)
- $30 million for potential Federal matches that might result from numerous grant opportunities that are expected in the next calendar year.
Now that the Mayor has presented the Metro Council with his budget, I and my colleagues on the Metro Council will begin the process of reviewing the proposal. On May 9th the Metro Council will hold its first hearing of the two-month review process as we receive an overview of the budget as well as details on the revenue and economic conditions within our community. In total the Metro Council will hold approximately 40 hours of hearings with dozens of department leaders. The Metro Council is scheduled to vote on the final FY23 Budget on Thursday, June 23, 2022.

It is one of the top 100 road races in the country and draws runners from 50 states and several countries, more than 10,000 participants and is one of the flattest of the Boston Marathon qualifying races! Runners will enjoy a return to a course that features the traditional run through historic Old Louisville and Churchill Downs.
2022 marks the 49th annual mini-Marathon, and 21st annual Marathon!

We are writing to invite you to a meeting we have scheduled to present neighbors with our zone change and Detailed District Development Plan (DDDP) for a 216-unit multi-family community located on the above referenced property.
Accordingly, we filed a plan for pre-application review with the Division of Planning and Design Services (DPDS) that was assigned case number, 22-ZONEPA-0057 and case manager, Dante St. Germain.
