Fiscal Year 2022-2023 Budget Delivered to the Metro Council

During Thursday’s meeting of the Louisville Metro Council, we received the Mayor’s Budget proposal for Fiscal Year 2022-2023. This proposal represents approximately $1.3 billion in spending priorities outlined by the mayor during his approximately 45-minute speech. Citing significant increases in both local tax revenues as well as State and Federal Funds, the mayor explained how this budget was much different from his previous 11 proposals.

Highlights of the FY23 Budget:

  • Additional $25 million in Police operational expenditures plus funding to start the process of purchasing land and planning for a new police training facility.
  • New cameras and body scanners to improve the conditions at our jail and to support officers who are tasked with protecting the persons located within.
  • Significant increases are also proposed for the Health Department
  • Paving, sidewalks, and deferred maintenance will be kept at their current levels
  • No increases in fees, new or adjusted taxes.
  • $10 million to be added to Metro Government’s “Rainy Day Fund”
  • Capital expansions at the Zoo ($10 million) and Waterfront Park ($4 million)
  • $30 million for potential Federal matches that might result from numerous grant opportunities that are expected in the next calendar year.

Now that the Mayor has presented the Metro Council with his budget, I and my colleagues on the Metro Council will begin the process of reviewing the proposal. On May 9th the Metro Council will hold its first hearing of the two-month review process as we receive an overview of the budget as well as details on the revenue and economic conditions within our community. In total the Metro Council will hold approximately 40 hours of hearings with dozens of department leaders. The Metro Council is scheduled to vote on the final FY23 Budget on Thursday, June 23, 2022.

If you are purchasing from an auction site, check to see if the site offers any guarantees. Remember, you might get a great deal on Facebook Marketplace or other sites, but sales are not guaranteed. Payment methods. Use a credit card whenever possible. Many credit cards offer buyer protection and allow you the opportunity to dispute a charge. If you are asked to wire money straight to the seller or pay by gift cards or prepaid debit cards, stay away. At this time, tickets can still be purchased directly from Churchill Downs, which is one of the safest and most guaranteed sources. Student photo contest returns on Earth Day to encourage youth to document water in Kentuckiana

 

 

LOUISVILLE, Ky. (April 21, 2022) – To mark Earth Day 2022, the 2nd annual Ripple Effects Photo Contest returns to the Louisville area. Open to students from kindergarten through high school, this year the competition is asking youth to take photographs reflecting what clean and healthy waterways in Kentuckiana mean to them.

 

In support of the contest, Waterfront Park will host a free workshop on Monday, May 9, from 6 – 8 p.m. Facilitated by local and nationally recognized photographers Aukram Burton, John Nation, and Pam Spaulding, the workshop will teach participants the basics of how to take better photos, followed by a walk across the Big Four Bridge. The class will meet at the Louisville Community Boathouse (1321 River Road). To register, please visit LFPL.org/RippleEffects.

 

The Ripple Effects Photo Contest is open to all residents of Kentuckiana, including counties on both sides of the Ohio River. Submissions are due by June 10 (one photo per student) and cash prizes will be awarded for the best photographs in four age categories (kindergarten through 2nd grade, 3rd through 5th grade, middle school and high school). Pothole patching, sweeping, drain & ditch cleaning, striping, pavement marking, and maintenance crews may work on major interstates in the Louisville Metro area only during non-peak daytime hours and at night. Motorists should watch for roadside maintenance on interstates and highways throughout the rest of the district daily.

JEFFERSON COUNTY

Sherman Minton Bridge (I-64 & US 150 over the Ohio River between Louisville, KY, and New Albany, IN): Find out the latest project updates here: https://shermanmintonrenewal.com/.

I-65 South: Left lane temporarily closed at mile marker 136, just south of the Kennedy Bridge. The lane was initially closed on March 4 after the elevated roadway bridge was severely damaged by a coil of steel that fell off a semitrailer. After multiple inspections, it was determined that the lane would remain closed for the safety of the motoring public. It’s not an active construction zone. Engineers are working on a repair, but there is no completion date set for the project.

I-265 South (Gene Snyder Freeway): Left lane on the exit ramp to Westport Road and Chamberlain Lane (exit 32) was closed in January 2021 after a vehicle struck the overpass. The left lane will remain closed until a repair can be made. Funding for repair has been secured; the project has been awarded. The project is expected to be completed in summer 2022.

U.S. 31E (Bardstown Road/ Buechel Bypass): Daily lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 9 a.m. and 3 p.m. from Storage Way to Hikes Lane/KY 2052. Motorists should provide plenty of space to crews displaying “WET PAINT” signage and be observant of slowed vehicles while moving through the work zone.

U.S. 31E (Buechel Bypass): Right lane closure over the Norfolk Southern Railroad (mile point 10.4) due to findings from a routine inspection in 2021. It’s not an active construction zone, and the affected area isn’t visible while driving over the bridge. KYTC has secured the money and has a signed agreement with the railroad to perform the necessary repair work. We anticipate the project will go out to bid this spring. Once the contractor is selected, they will need to get a separate agreement with the railroad. There is no completion date set for the project at this time. Motorists can use Bardstown Road as a detour.

KY 155 (Taylorsville Road): Weeknight lane closures and delays are possible between 6 p.m. and 11 p.m. between Tucker Station Road and Candlewood Way, near Ruckriegel Parkway. The closure is for pavement repairs. Motorists will be directed through the work zone via flagging operations. Use caution while moving through the work zone or seek an alternate route.

KY 1450 (Blue Lick Road): Weekday lane closures between Gene Snyder and Preston Highway for road widening work. The project is expected to be completed in summer 2023.

KY 1747 (Hurstbourne Lane/Fern Valley Road): Overnight lane closures and delays are possible between 7 p.m. and 6 a.m. on Monday, May 2, and Tuesday, May 3, from the railroad crossing (mile point 4.25), just east of Shepherdsville Road, and U.S. 31E (Bardstown Road) while crews repair the roadway’s base. Motorists will be directed through the work zone via flagging operations. Use caution while moving through the work zone or seek an alternate route.

Stonebridge Road: Bridge carrying Stonebridge Road over Muddy Fork, a tributary of Beargrass Creek, near the Blankenbaker Lane intersection is closed. Detour signs will direct motorists to use Blankenbaker Lane and River Hill Road during closure. The construction of a replacement bridge is expected to be completed in late spring 2022.

 

BULLITT COUNTY

KY 1494 (Beech Grove Road): Road closures are possible from 9 a.m. to 10 p.m. for the installation of cross drains between Old Beech Grove Road at mile point 7.5 to Long Lick Farm Road at mile point 5.974 from Sunday, May 1, to Saturday, May 7. Signs in the area will notify motorists of the closure. Drivers should seek an alternate route to avoid delays.

FRANKLIN COUNTY

I-64 East & West: Daily lane shifts and traffic delays are possible from mile marker 47 to mile marker 52 for an ongoing bridge replacement project. The four sets of bridges being replaced are over KY 2817 (Cardwell Lane) at mile point 51.5; KY 151 (Graefenburg Road) at mile point 46.4, South Benson Creek at mile point 49.1 and KY 1665 (Evergreen Road) at mile point 49.8. The project is expected to be completed in late fall 2023.

On I-64 West, rolling roadblocks will be conducted between exit 53 (U.S. 127/Lawrenceburg Road) and exit 48 (KY 151), both in Franklin County. On I-64 East, rolling roadblocks will be conducted between exit 43 (KY 395/Waddy Road) in Shelby County to exit 48 (KY 151) in Franklin County. The rolling roadblocks are for construction accessibility and will occur during non-peak daytime hours. Message boards will be placed approximately eight miles ahead of the rolling roadblocks advising motorists of current conditions in each direction, and law enforcement will be maintaining rolling roadblock restrictions.

U.S. 60 (Versailles Road): Weekday lane closures are possible Monday through Friday from 9 a.m. to 3 p.m. and 6 p.m. to 6 a.m. between Jett Boulevard/Chenault Road and KY 1681 (Duncan Road) at the I-64 interchange. Weekend lane closures are possible from Friday at 6 p.m. through 6 a.m. Monday. All other times two lanes of traffic in each direction will be maintained on U.S. 60. The route is being widened for additional left-turn lanes to the Interstate 64 eastbound and westbound on-ramps. Another right-turn lane will also be constructed on the I-64 westbound off-ramp to U.S. 60. The project is expected to be completed in fall 2022.

KY 1472 (Mink Run Road): Daily lane closures and delays are possible between the Goose Creek Bridge at mile point 5.683 and KY 1779 at mile point 11.349 for asphalt resurfacing. Motorists will be directed through the work zone via flagging operations. Use caution while moving through the work zone or seek an alternate route. The project is expected to be completed in early summer 2022.

KY 1659 (Glenns Creek Road/McCracken Pike): Full roadway closure due to 500-foot slide caused by heavy rain and flooding. Slide location is between Glenns Creek Road/McCracken Pike/KY 1659 (mile marker 1) and Harrod Carter Concrete (mile marker 2) in Franklin County. Engineering personnel are researching an appropriate repair option. Motorists should follow signed detour: Duncan Road/KY 1681 to Versailles Road/U.S. 60 (in Woodford County) to the East-West Connector/KY 676 (in Franklin County).

Franklin County (Various Locations): Daily lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 7 a.m. and 9 p.m. Motorists should provide plenty of space to crews displaying “WET PAINT” signage and be observant of slowed vehicles while moving through the work zone.

HENRY COUNTY

KY 153 (Pendleton Road): Closed from 9 a.m. to 3 p.m. on Tuesday, May 3, between L'Esprit Parkway at mile point 6.9 and U.S. 42 (Brownsboro Road) at mile point 8.5 in Henry County. Motorists will have access to homes and businesses, but KY 153 will be blocked near Oakwood Circle at mile point 7.1 for a cross drain replacement. Signs in the area will notify drivers of the work. Motorists should seek an alternate route to avoid the closure.

Henry County (Various Locations): Daily lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 7 a.m. and 9 p.m. Motorists should provide plenty of space to crews displaying “WET PAINT” signage and be observant of slowed vehicles while moving through the work zone.

 

OLDHAM COUNTY

I-71 North & South: Nightly lane closures reducing traffic to one lane from 7 p.m. to 7 a.m. are possible between the KY 53 overpass and the Oldham/Henry County line while crews perform pavement repairs. Motorists should heed signage and reduce speeds while moving through the work zone or seek an alternate route. The project is expected to be completed by fall 2022.

KY 362 (Ash Avenue): Daytime lane closures and delays are possible from mile point 1.54, near Stoney Creek Court, to mile point 2.53, near Hawley Gibson Road, for resurfacing. Motorists will be directed through the work zone via flagging operations. Use caution while moving through the work zone or seek an alternate route.

KY 1793 (South Highway): Daytime lane closures and delays are possible from mile point 0.928, near Pond Creek Drive, to mile point 2.141, near KY 3222 (Rose Island Road), for resurfacing. Motorists will be directed through the work zone via flagging operations. Use caution while moving through the work zone or seek an alternate route.

KY 2857 (New Moody Lane): Daytime lane closures and delays are possible from mile point 0, at KY 2856 (Elder Park Road/West Moody Lane), to mile point 0.762, near Paddock Lane, for resurfacing. Motorists will be directed through the work zone via flagging operations. Use caution while moving through the work zone or seek an alternate route.

Oldham County (Various Locations): Daily lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 7 a.m. and 9 p.m. Motorists should provide plenty of space to crews displaying “WET PAINT” signage and be observant of slowed vehicles while moving through the work zone.

 

SHELBY COUNTY

I-64 East & West: Eastbound lane shift to move traffic onto inside shoulder and inside lane. Two lanes will remain open from 7 a.m. to 7 p.m. in both directions. Reduction to one lane possible from 7 p.m. to 7 a.m. The lane shifts and closures are for asphalt rehabilitation and shoulder repairs between KY 1790 (Hooper Station Road ) overpass at mile marker 38 and exit 43 at KY 395 (Waddy Road). The project is expected to be completed by fall 2022.

KY 53 (Mt. Eden Road): Work to widen a portion of the roadway will take place from St. Regis Drive at mile point 6.4 to U.S. 60 at mile point 8. Two lanes of traffic will remain open to motorists throughout the project duration. The project is expected to be completed by late fall 2022.

KY 55: Safety improvements will take place between KY 155 in Spencer County and KY 148 (Finchville Road) in Shelby County. The construction includes widening shoulders, extension of culvert pipes, ditch cleaning and tree clearing. The project also includes curve realignments. KY 55 may be reduced to one lane of traffic during the project. Motorists will be directed through the work zone via flagging operations and temporary traffic signals. KY 55: Safety improvements will take place between KY 155 in Spencer County and KY 148 (Finchville Road) in Shelby County. The construction includes widening shoulders, extension of culvert pipes, ditch cleaning and tree clearing. The project also includes curve realignments. KY 55 may be reduced to one lane of traffic during the project. Motorists will be directed through the work zone via flagging operations and temporary traffic signals. There are no time restrictions on daily lane closures. The project is expected to be completed in summer 2023.

KY 1169 (Plum Ridge Road): Daily road closures are possible from 9 a.m. to 3 p.m. and 6 p.m. to 12 a.m. for cross drain replacement between KY 1060 (Plum Creek Road) at mile point 0 and mile point 3 from May 1 to May 7. Silo Farms subdivision to KY 1633 will not be affected by the closures. Signs in the area will notify motorists of the work. Drivers should seek an alternate route to avoid delays.

 

TRIMBLE COUNTY

Trimble County (Various Locations): Daily lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 7 a.m. and 9 p.m. Motorists should provide plenty of space to crews displaying “WET PAINT” signage and be observant of slowed vehicles while moving through the work zone.

1.    Expect the unexpected.

3.    Don’t tailgate. Keep a safe distance between you and the car ahead of you.

4.    Keep a safe distance between your vehicle and the construction workers and equipment.

5.    Pay attention to the signs.

6.    Obey road crew flaggers.

7.    Stay alert and minimize distractions.

8.    Keep up with the traffic flow.
