2022 Property Valuation Assessment - How Will it Affect You?

The Jefferson County PVA is preparing for 2022 property assessments. If you are receiving this email you are a Metro Council representative in one of the reassessment areas. The 2022 property reassessment will encompass MLS areas 6,8 and 9. The reassessment is required by law.

Increasing public understanding of property assessments and the right to appeal is a top priority of the PVA's mission: to provide fair and equitable assessments with best-in-class customer service.

The role of the PVA is to fairly assess the value of all property.  This is an important part of the process to determine the taxes collected to fund our cities, school districts, and emergency services.  We do our best to determine accurate median property value for comparable homes, but we don’t know every detail of all properties. The condition of a home could mean it falls substantially below or above the median value.

The 2022 reassessment covers a very dense area. We will be hosting nine hybrid community meetings in March and April for each of the areas affected by the 2022 reassessment. These will be in person and virtual to reach as many people as possible. Your help to share information and drive attendance at our public meeting is extremely important because the first step of the appeals process in 2022 is available from April 22nd to May 16th.

Metro Louisville Animal Services Adoptable Pets of the Week

Dog of the Week:

What a difference a foster home makes for a scared dog. Does Thuggish Ruggish looked bothered to you?

Nope, because she had an awesome temporary family who helped her to become a more confident dog. Thuggish Ruggish is a shy but sweet, cuddly, and wiggly goofball who loves being around people. She quickly became friends with the resident dogs and was the perfect houseguest. The adoption fee for Thuggish Ruggish is waived for an approved adopter, thanks to the Pay It Forward Program and a free dog crate is included. Thuggish Ruggish is approximately 3 years old and she weighs about 78lbs. Dog testing is available by request but Thuggish Ruggish needs a cat-free home. To meet or adopt her, visit Animal House Adoption Center, located at 3516 Newburg Road, from 12pm to 6pm daily. Walk-ins are welcome!

Fan Fair annual fan collection underway for local seniors, people with disabilities Monetary donations accepted through May

Fan Fair annual fan collection underway for local seniors, people with disabilities Monetary donations accepted through May 27, Fan giveaway event held on June 11

LOUISVILLE, Ky. (April 4, 2022) - Louisville Metro Office for Aging & Disabled Citizens (OADC) and KIPDA Area Agency on Aging and Independent Living are seeking donations to help purchase electric box fans to be distributed to those in need as the weather gets warmer.  The fans will be distributed at a Fan Fair resource event in Louisville on June 11, and to qualified individuals within the KIPDA region including Bullitt, Henry, Shelby, Oldham, Spencer, Trimble, and Jefferson counties.

The annual Fan Fair drive was first created in 2016 by staff members with OADC and KIPDA in response to numerous calls they received requesting heat relief. Seniors and/or individuals with physical disabilities who live in homes without air conditioning or circulating air often face a greater risk of heat-related illnesses.

Residents, businesses, faith-based organizations, and other groups wanting to make monetary contributions can donate safely and quickly online at louisvilleky.gov/FanFair. Check and money orders are also accepted, made payable to KIPDA, Attn: Fan Fair, mailed to the address on Commonwealth Drive listed below, and postmarked by May 27.

Donations of new box fans are also welcome at one of the locations below through June 9.

  • KIPDA, 11520 Commonwealth Drive, 40299; (502) 266-5571
  • OADC, Edison Center, 701 W. Ormsby Ave, 2nd floor, 40203; (502) 574-5092
  • WLKY Studio, 1918 Mellwood Ave, 40206; (502) 891-4800

Drop off times for all three sites are Monday - Friday (except holidays), 9 a.m. - 4 p.m.

The Fan Fair resource event will be held on Saturday, June 11 from 9 a.m.- 12 p.m. at the Edison Center located at 701 W. Ormsby Ave. to distribute the collected fans to seniors 60 and older, as well as to individuals with physical disabilities, on a first-come, first-served basis.  Weather permitting, the event will be held outdoors, or moved indoors allowing for social distancing.

Multiple vendors and activities will be available, including an opportunity to dispose of unwanted or expired prescription drugs properly and safely. In addition to the fan giveaway, KIPDA will coordinate with agencies serving older adults and people with disabilities in their seven counties service area.

Qualifications to receive a free fan at the event include:

  • Person 60 years or older
  • OR documentation verified by a physician of a physical disability
  • Must be a resident of Jefferson County (proof of address and age will we required)
  • One fan per household
  • Household must not have functioning central air units

“The past couple of years have been a challenging time for many Louisville citizens due to the COVID-19 pandemic.  The annual Fan Fair is a simple reminder that even during a difficult time, a small action can make a large impact in someone’s life. I am excited to be a part of Fan Fair so that some of our most at-risk citizens can receive some much-needed relief,” said Alli Woosley with Louisville Metro OADC.

“It is always the goal of KIPDA, as the local Area on Aging and Independent Living, to bring visibility to issues that seniors and disabled citizens face. Cooling homes in the summer months is one of those issues. KIPDA is excited to be partnering with Louisville Metro Office of Aging & Disabled Citizens again this year, helping older adults and persons with disabilities stay comfortable during the summer months,” stated Brittney Baines, The Aging and Disability Resource Center Coordinator of the KIPDA Area Agency on Aging and Independent Living.  “I am proud of all of the community partners who come together to support this effort and help to make it happen.“

WLKY is the proud media sponsor of this year’s Fan Fair.

Organizations interested in participating in the Fan Fair event, or individuals needing more information on making a donation, can contact Alli Woosley with OADC at (502) 574-5092, or Brittney Baines with KIPDA (502) 266-5571. More details can also be found at www.louisvilleky.gov/fanfair or www.KIPDA.org.

BBB Hot Topics April 2022

  1. Beware of a “wrong number” text scam. Consumers report receiving texts that include photos of a young woman who attempts to start a conversation. This is a phishing scam using bots and stolen photos to gain your personal and financial information. Do not reply, and block the number!
  2. BBB continues to receive numerous reports from consumers regarding fake LG&E calls. Scammers are spoofing LG&E’s phone number. LG&E will never call you and demand payment over the phone to prevent service disruption. If in doubt, contact LG&E directly.
  3. Receive a suspicious call from American Express? A consumer reports a “company representative” called, saying his card was used to purchase thousands of dollars in illegal material. The only way to decline the charge was to make an equal amount of purchases in gift cards so that AMEX could decline both charges. This is a scam! Hang up and call the company directly if you have any questions.
  4. A consumer reported a suspicious text message from Fifth Third Bank, advising a charge had posted to his account. If he didn’t recognize the charge, he could click a link to dispute it. This is a scam. Never click on links in text messages from suspicious or unknown senders. Contact your bank directly to confirm the status of your account.
  5. A local consumer responded to a job posting on Facebook and was instructed to download the Telegram Messenger app to complete the job interview process. The consumer was asked to provide personal information, including their social security number, photos of their ID, and bank information. BBB warns consumers to be wary of any job interview process that requires you to 1) download an app and 2) provide your personal information upfront. Always research companies first when applying for jobs.
  6. A local consumer received a text message purporting to be from a Powerball jackpot winner, claiming they wished to share their winnings with random lucky recipients. This is a phishing scam. Do not click on any links, and do not send your personal information if you receive a similar text.
  7. BBB continues to receive reports from consumers regarding Publisher’s Clearing House scams. As a reminder, the real Publisher’s Clearing House does not notify winners by phone, and any “sweepstakes” company that claims you need to pay a fee upfront to claim your prize is a scam.
  8. Scammers are taking advantage of people’s lack of knowledge when it comes to cryptocurrency and are luring victims into investment scams. Be wary of any cryptocurrency “investment opportunities” that seem too good to be true or promise immediate large returns.
  9. Receive an emailed receipt for an iPhone that you didn’t purchase? Don’t respond! Scammers are hoping you’ll panic and contact them to dispute the purchase. This is a phishing scam!
  10.  As we enter the spring season, BBB warns consumers to use caution when hiring home improvement contractors, especially following a major storm, flood, or other weather event. Check bbb.org and ask for references before hiring any contractor.

ROADSHOW for the week of April 10, 2022

JEFFERSON COUNTY

I-Move Kentucky (I-64 / I-71 / I-265): Find out the latest project updates here: https://i-moveky.com/.

Sherman Minton Bridge (I-64 & US 150 over the Ohio River between Louisville, KY, and New Albany, IN): Find out the latest project updates here: https://shermanmintonrenewal.com/.

I-65 South: Left lane temporarily closed at mile marker 136, just south of the Kennedy Bridge. The lane was initially closed on March 4 after the elevated roadway bridge was severely damaged by a coil of steel that fell off a semitrailer. After multiple inspections, it was determined that the lane would remain closed for the safety of the motoring public. It’s not an active construction zone. Engineers are working on a repair, but there is no completion date set for the project.

I-265 South (Gene Snyder Freeway): Left lane on the exit ramp to Westport Road and Chamberlain Lane (exit 32) was closed in January 2021 after a vehicle struck the overpass. The left lane will remain closed until a repair can be made. Funding for repair has been secured; the project has been awarded. The project is expected to be completed in summer 2022.

U.S. 31E (Buechel Bypass): Right lane closure over the Norfolk Southern Railroad (mile point 10.4) due to findings from a routine inspection in 2021. It’s not an active construction zone, and the affected area isn’t visible while driving over the bridge. KYTC has secured the money and has a signed agreement with the railroad to perform the necessary repair work. We anticipate the project will go out to bid this spring. Once the contractor is selected, they will need to get a separate agreement with the railroad. There is no completion date set for the project at this time. Motorists can use Bardstown Road as a detour.

KY 1450 (Blue Lick Road): Roadway will reopen at 7 p.m. on April 10 from Preston Highway (KY 61) to South Park Road. It was closed last week to relocate utilities within an ongoing road-widening project. Contractors also took advantage of the closure to work ahead of schedule and construct a temporary road surface in one part of the road-widening project. Traffic will be shifted onto this temporary surface when KY 1450 reopens as the widening project progresses. After April 10, motorists can expect weekday lane closures between Gene Snyder and Preston Highway for road widening work. The project is expected to be completed in summer 2023.

Stonebridge Road: The bridge carrying Stonebridge Road over Muddy Fork, a tributary of Beargrass Creek, near the Blankenbaker Lane intersection will close on April 11 for the construction of a bridge to replace the existing span. Detour signs will direct motorists to use Blankenbaker Lane and River Hill Road during the bridge closure. The project is expected to be completed in late spring 2022.

BULLITT COUNTY

Routine Maintenance

FRANKLIN COUNTY

I-64 East & West: Daily lane shifts and traffic delays are possible from mile marker 47 to mile marker 52 for an ongoing bridge replacement project. The four sets of bridges being replaced are over KY 2817 (Cardwell Lane) at mile point 51.5; KY 151 (Graefenburg Road) at mile point 46.4, South Benson Creek at mile point 49.1 and KY 1665 (Evergreen Road) at mile point 49.8. The project is expected to be completed in late fall 2023.

On I-64 West, rolling roadblocks will be conducted between exit 53 (U.S. 127/Lawrenceburg Road) and exit 48 (KY 151), both in Franklin County. On I-64 East, rolling roadblocks will be conducted between exit 43 (KY 395/Waddy Road) in Shelby County to exit 48 (KY 151) in Franklin County. The rolling roadblocks are for construction accessibility and will occur during non-peak daytime hours. Message boards will be placed approximately eight miles ahead of the rolling roadblocks advising motorists of current conditions in each direction, and law enforcement will be maintaining rolling roadblock restrictions.

U.S. 60 (Versailles Road): Weekday lane closures are possible Monday through Friday from 9 a.m. to 3 p.m. and 6 p.m. to 6 a.m. between Jett Boulevard/Chenault Road and KY 1681 (Duncan Road) at the I-64 interchange. Weekend lane closures are possible from Friday at 6 p.m. through 6 a.m. Monday. All other times two lanes of traffic in each direction will be maintained on U.S. 60. The route is being widened for additional left-turn lanes to the Interstate 64 eastbound and westbound on-ramps. Another right-turn lane will also be constructed on the I-64 westbound off-ramp to U.S. 60. The project is expected to be completed in fall 2022.

U.S. 127 North (Owenton Road): Lane closures and delays are possible from just north of KY 1900 (Peaks Mill Road) at mile point 11.8 and extending north to the Franklin/Owen County line at mile point 21.4 for installation of centerline and shoulder rumble strips in addition to roadway striping. Motorists should heed signage while moving through the work zone or seek an alternate route.

KY 1659 (Glenns Creek Road/McCracken Pike): Full roadway closure due to 500-foot slide caused by heavy rain and flooding. Slide location is between Glenns Creek Road/McCracken Pike/KY 1659 (mile marker 1) and Harrod Carter Concrete (mile marker 2) in Franklin County. Engineering personnel are researching an appropriate repair option. Motorists should follow signed detour: Duncan Road/KY 1681 to Versailles Road/U.S. 60 (in Woodford County) to the East-West Connector/KY 676 (in Franklin County).

HENRY COUNTY

KY 153 (Lake Jericho Road): Daytime lane closures and delays are possible from the intersection at KY 1861 at mile marker 0.0 and extending north to KY 712 (Old Jericho Road ) at mile point 2.226 while crews work to repair the roadway’s base in preparation for an upcoming resurfacing project. Motorists will be directed through the work zone via flagging operations. Use caution while moving through the work zone or seek an alternate route.

Henry County (Various Locations): Daily lane closures and delays are possible while crews perform striping work in a mobile operation between the hours of 7 a.m. and 9 p.m. Motorists should provide plenty of space to crews displaying “WET PAINT” signage and be observant of slowed vehicles while moving through the work zone.

OLDHAM COUNTY

I-71 North & South: Nightly lane closures reducing traffic to one lane from 7 p.m. to 7 a.m. are possible between the KY 53 overpass and the Oldham/Henry County line while crews perform pavement repairs. Motorists should heed signage and reduce speeds while moving through the work zone or seek an alternate route. The project is expected to be completed by fall 2022.

SHELBY COUNTY

I-64 East & West: Westbound slow lane will be closed from 6 p.m. to 9 p.m. on April 11 from mile marker 26 to mile marker 24. The eastbound slow lane will be closed from mile marker 24 to mile marker 26 from 9 p.m. to 11:30 p.m. on April 11. The closures are between the Interstate 265 (Gene Snyder Freeway) interchange and exit 28 for KY 1848 Simpsonville. The lane closures are for University of Kentucky researchers to take core samples of blacktop to study as part of future resurfacing projects.

I-64 East & West: Nightly lane closures reducing traffic to one lane from 7 p.m. to 7 a.m. Daily lane closures from 7 a.m. to 7 p.m., which will reduce traffic to two lanes, are possible between the KY 1790 (Hooper Station Road ) overpass at mile marker 38 and extending east to exit 43 at KY 395 (Waddy Road) for asphalt rehabilitation and shoulder repairs. The project is expected to be completed by fall 2022.

KY 53 (Mt. Eden Road): Work to widen a portion of the roadway will take place from St. Regis Drive at mile point 6.4 to U.S. 60 at mile point 8. Two lanes of traffic will remain open to motorists throughout the project duration. The project is expected to be completed by late fall 2022.

KY 55: Safety improvements will take place between KY 155 in Spencer County and KY 148 (Finchville Road) in Shelby County.
